Client’s procedure for Building Permit
1.0 Purpose: The purpose of this document is to outline the procedure for the Client to obtain a Building Permit for their specific project. The Building Permit obtained will enable them to initiate the construction on site.
2.0 Scope: All Clients/Business Units operating within the Trakhees jurisdiction area.
3.0 Responsibility: Trakhees/CED Engineers will handle reviewing submitted drawings in compliance to Trakhees Codes, Regulations and relevant codes, even if ,the Client consultants’ and his contractors’ shall remain entirely responsible for the design, accuracy of design and drawings for the stability and safety.
4.0 References: Client consultants’ and his contractor shall refer to Trakhees Codes, Regulations and relevant codes where it’s required. Trakhees‐Building Permit procedure may be used for additional information.
5.0 Definitions: Authority‐Trakhees BP‐ Building Permit CED‐Civil Engineering Division EHS‐Environment Health & Safety Division NOC‐ No objection Certificate
6.0 Procedure: After obtaining Concept design NOC (the primary stage) Client’s Consultant shall registered project online by e‐permit to obtain B.P application ID. & apply for B.P payment. Permit admin shall send B.P fees notification to the Client’s Consultant for payment prior submitting to Trakhees/CED recipient. And no B.P will be accepted without Trakhees/CED B.P payment. Payment shall be to Trakhees Cashier at Dragon Mart (1st floor). There are four types of for Building Permit submissions that applied for through the Helpdesk by the appointed Client’s Consultant:
• New Building Permit (as documented in the B.P procedure) • Revised Building Permit (Revision): This any type of modification, minor or major that
occurs during the construction period within the validity of the Building Permit shall be classified as a Revision.

• Revalidation of Building Permit: This is ‐ almost an administrative procedure which is required If the Construction on site doesn’t commence within Six months for date of B.P issuance.
• Amendment of Building Permit: The request for an amendment could be for change of Consultant/Contractor, project description, change in the area (BUA)….etc.
6.1 Front desk registration & acknowledgement process 6.1.1. Registered Client’s Consultant shall submit after register their specific project for B.P by e‐permit to obtain B.P Application ID & apply for B.P payment. This payment shall be paid to Trakhees Cashier at Dragon Mart (1st floor) prior submitting to Trakhees/CED recipient. And no B.P will be accepted without Trakhees/CED B.P payment. 6.1.2. Trakhees/CED Helpdesk receives from the Client’s Consultant the application for the Building Permit accompanied with copy of the appraisal fees payment receipt (for new Building Permit only). This application is presented in pdf format in a CD containing the document/drawing package together with other submission requirements depending on submission type 6.1.3. The Trakhees/CED Helpdesk has the right to accept or reject the submission if the CD is not complete as per the checklist requirements. If the submission is complete, then the CD is accepted and a mail notification is forwarded with the submission serial number to the Consultant within one working day, for easy tracking purposes. 6.1.4. Incomplete submissions are rejected by the Trakhees/CED Helpdesk to be resubmitted.
6.2 Distribution of Documentation to Respective Sections 6.2.1 One submission accepted it assigned to individual Structural Engineers by the
Permit Administration. The Structural Engineer circulates the submission to relevant sections (namely Architectural, , Quality & HVAC)
6.2.2 All sections undertake to review of received drawings and calculations as per Trakhees Codes & Regulation & other relevant Codes and standards.
6.2.3 Structural Engineer undertakes review of structural drawings and calculations while , Architectural section
6.2.4 Architect Engineer checks the submission for compliance with BRDG & other applicable standards.
6.2.5 Quality Control Engineer undertakes review submission according to Construction Materials Quality Control Guidelines when required.
6.2.6 Submissions are directed to the HVAC Specialist to check the thermal load calculations and HVAC design drawings.
6.3 Feedback & Compile Summary

6.3.1 Structural Engineer receives feedback by email from each section and prepare feedback summary Report and sends it to permit admin to prepare commented/approved letter to be sent to the related consultant.
6.3.2 In the event where any major problems have been identified, permit admin to prepare commented letter and request them to resubmit.
6.3.3 Additional payment (if any) shall be calculated by Architect Engineer and send to permit admin to prepare payment notification to be sent to the Client’s Consultant to settle payment prior receiving B.P
6.4 Sign Drawings, Prepare Building Permit and save drawing in the server 6.4.1 If the submission is complete and complies with all the Regulations and
Guidelines set by Trakhees/CED, the Structural Engineer stamped Structural drawings and Architect Engineer stamped Architectural drawings and save them in the server.
6.4.2 Any conditions from the reviewing sections (if any) & Quality Control Section’s recommendations as well as the HVAC review report are collected from the concerned sections and attached to the B.P .
6.4.3 Permit Admin to prepare Building Permit NOC. General Conditions, Recommendations of the Concrete Mix Design and HVAC Review Report(if any) are to be attached to the issued BP.
6.4.4 B.P to be signed Architect Engineer, structure Engineer and Sr. Manager –Permits & Compliance prior CED.
6.5 Notify Consultant 6.5.1 Once B.P NOC signed by CED director. Permit admin shall send notify
Consultant about the missing fees (if any) amount to settle payment to Trakhees Cashier at Dragon Mart (1st floor) and request to collect CD containing Building Permit, stamped Drawings and other related documents such as the Recommendations of the Concrete Mix Design and HVAC Review Report which will be handed over to the Client/Consultant/Contactor Representative only.
6.6 Issuance of Building Permit 6.6.1 Building Permit is only issued by Trakhees/CED helpdesk upon payment of
any additional calculated fees to Trakhees Cashier at Dragon Mart (1st floor). The collected CD containing Cover Letter, Building Permit, and Recommendations of the Concrete Mix Design and HVAC Review Report along with the approved drawings are handed over to the Client/Consultant/Contactor Representative only.
6.6.2 Client’s Consultant and his Contractor shall comply with all conditions list in the issued B.P and to fulfil with Recommendations of the Concrete Mix Design and HVAC Review Report (in any).
6.6.3 Site Construction shall be as per the approved Architectural & Structural drawings by Trakhees/CED Engineers.
6.6.4 For inspection issues Client’s Consultant shall refer to Trakhees/CED inspection procedure
6.6.5 Revised Building Permit (Revision): In case of any modification from previous approved drawings during construction stage before issuing Building Completion Certificate (BCC) comprises Architectural and Structural revised drawings along with approved drawings by the Authority. For this stage, no

need for registration on e‐permit. Only submittal of soft copy of revised drawings along with documents is required.
6.6.6 To apply for Building Completion Certificate (BCC), Client’s Consultant to refer to BCC procedure.

Upon completion of each review, records are kept centrally on Trakhees server. The records include all documents, drawings and end with the covering letter sent to the applicant by Trakhees.

GENERAL CONDITIONS OF CIVIL ENGINEERING DIVISION
1. *Expiry & Revalidation procedure:
• Building permit is valid for 6 months from the issuance date. • Revalidation is required if construction activities does not commence within six (6)
months from the date of issuance of this permit. Revalidation of the building permit can be carried out up to three times for a period of 6 months.
• If the Building Permit is not revalidated prior to its expiry date, then the building permit is considered as cancelled and new Building Permit is to be obtained.
• For projects under construction and obtained work suspension NOC, Building Permit revalidation is mandatory upon re‐commencing the works.
2. A copy of Consultancy Agreement shall be submitted to confirm that you will be supervising the works.
3. The “Certificate of conformity for construction safety” issued by our EHS department shall be submitted to CED ‐ Trakhees prior to commencement of work on site. No inspection will be done by CED until getting the “COC (I)”.
4. Please furnish an undertaking letter that the structural drawings are in full conformity with architectural drawings approved by CED‐Trakhees.
5. Drawings are in full conformity with architectural drawings approved by CED ‐ Trakhees.
6. The Consultant shall confirm that all necessary construction N.O.C's from services authorities (DEWA, Etisalat, etc,) have been obtained by the contractor prior to commencement of work.
7. The consultant shall review and approve the method statement for safe construction of the super‐structural elements.
8. Please ensure that all Lead‐in ducts, chambers and other related works are provided in compliance with service authority's standards for telephone, water and electrical services to avoid delay in obtaining permanent connection after completion of project.

9. All electrical drawings shall be submitted to DEWA (Electricity Division) and approval obtained prior to commencement of construction. Copies of DEWA approved drawings shall be submitted to us for reference.
10. Assumed safe bearing capacity of soil, founding levels, piles capacities and the location of soak away and planting area shall be in accordance with the recommendations of soil report.
11. Any existing services within the plot shall be shown on drawing and protected. Please refer to NOCs of Service Authorities (DEWA & Etisalat or DU) also.
12. All construction works shall be confined within the plot limits.
13. All design and construction of tanks and pipe work, if any, shall comply with requirements of N.F.P.A., A.S.M.E., A.N.S.I., A.P.I. and E.P.A. and shall be checked and certified in compliance with the requirements of these standards by CED ‐ Trakhees approved third party Inspection Company.
14. Please obtain approval from HVAC department prior to commencing construction. Ventilation provided shall be substantiated with calculations for the proposed activity. Design, installation, testing and commissioning of air conditioning system shall conform to latest ASHRAE standards.
15. Drainage system shall be designed to enable easy future connection to the system. Please liaise with our EHS Department and finalize the details prior to commencement of construction.
16. Please ensure that adequate retaining measures are provided at the locations of u/g water tanks, holding tanks, etc. Ensure that neighbor’s plot is not affected during the excavation works.
17. All manhole and septic tank covers shall be of heavy duty to allow fire vehicles in case of emergency.
18. Ventilation design, installation, testing and commissioning of air conditioning system shall conform to latest ASHRAE standards.
19. Prior to resubmitting drawings for approval, you shall discuss and clarify comments raised by EHS department on the drawings or in drawing review report and resolve in order to avoid delay in commencing construction.

20. All revised drawings shall be submitted to Civil Engineering department clearly highlighting the revisions carried out. Any modifications / remedial measures required for the structural system due to design changes, site related incidents shall be reported to us immediately & revised drawings & calculations to be submitted for our review / approval, prior to execution of related works. Major modifications may result in application for new Building Permit.
21. Appointment of contractor shall be in compliance with circular no. (101) of Dubai Municipality ref. 812/02/03/24222 dated 29.11.2000.
22. Within a week after the completion of the work, the adjoining area shall be cleared of all the debris, construction materials etc.
23. Contractor shall apply and obtain mobilization NOC from CED before start of works on site. The nominated contractor shall pay a refundable deposit as specified in the mobilization NOC. The deposit will be refunded upon completion of the project and complete clearance of the site; application for refund shall be submitted to EHS.
24. All documents as per ‘Procedure for Obtaining Building Completion Certificate’ shall be submitted prior to inviting CED ‐ Trakhees for final inspection.
25. No operation or energization of the facility shall be carried out before the inspection upon completion and issuance of Building Completion Certificate. Please contact EHS department on commencement of operations and obtain an Operations Fitness Certificate.
26. The consultant shall instruct the contractor to maintain File for Compaction test result, Municipality test, certificate for blocks, concrete cube test results, Civil Engineering inspection report for concrete members and Structural Steel prior to false ceiling. The same shall be available for inspection at site at all times.
27. Submit Curriculum Vitae of the Resident Engineer for both the consultant and the Main Contractor, who shall be accredited by CED on both BLUE (Building Regulations & Design Guidelines) and GREEN (Construction Materials & Quality Control Guidelines) code.
Copies of CED ‐ Trakhees inspection reports shall be available at site and shall be presented on demand. All construction works shall be confined within plot limits. A copy of all approved drawings shall be made available at site at all times.
Please ensure that CED ‐ Trakhees approval is obtained for various stages of construction and would draw your attention to Clause 23.6 of our regulations for non‐compliance.

Permission is granted for the construction of the development proposal outlined by the above drawings.
The Building Permit is subject to resolving all comments regarding our HVAC and Quality Control Departments which is as per the attached document.
The provisions of EHS, Electrical and Fire Protection will be subject to approval upon final inspection.
The construction shall be in accordance with Civil Engineering Division‐Trakhees and Construction Regulations & guidelines. Installation of utility services shall comply with the Standards/Regulations of respective Authority/Departments.
All HVAC works shall be in full compliance with applicable rules and regulations.
All thermal insulation material including air ducts where applicable shall be DCL marked.
The Consultant and Contractor shall strictly comply with the conditions outlined in NOC’s of DEWA & Etisalat / DU and as per their approved drawings and legal rules.
Revisions to the proposal and future modifications proposals will require to be submitted to the Civil Engineering Department‐Trakhees for approval.
Neither the reviewing of the drawings and design calculations nor the inspection of works during the progress of construction shall be construed in any way to impose any legal responsibility and / or liability on the authority. The consultant and his contractor shall remain entirely responsible for design, accuracy of drawings and the execution

of the project and for the stability and safety of construction during the progress of the works and after completion.
