Stories told through animation are pleasing to both young and mature audiences and also have

an appeal that crosses borders easily and knows no boundaries. This is the kind of content that

thrives in the new digital distribution model. The ongoing change creates opportunities for the

industry to re-shape, to grow and operate cross-Europe.

The industry is dominated by mature and booming markets and pockets of growth and inno-

vation. This offers a chance for everyone: for the big players to grow bigger, and for the smaller

players and for producers from smaller countries to become stronger. Through Creative Europe

MEDIA we hope to boost the opportunities of each European player in this industry and we be-

lieve in the proven benefits of collaboration.

We are extremely pleased that the MEDIA programme contributes to structure and encourage

collaboration. The regional collaboration promoted by CEE Animation is valuable in building

a stronger industry of animated film in Central and Eastern Europe. We are pleased that the

strong animation tradition in these countries will benefit from talents joining forces.

It is with great pleasure that the animation film professionals from Central and Eastern European

countries - united under the CEE Animation brand – have accepted the generous offer of Crea-

tive Europe MEDIA to be part of their very first Umbrella Stand at MIFA in Annecy and present

the industry, studios, institutions, authors and festivals of the Central and Eastern European

animation.

For over seven years, national associations of producers of animated film, primarily from the

Czech Republic, Hungary, Poland, Slovakia and Slovenia, have been united under the Visegrad

Animation Forum. As this community and network of representatives of animated industry from

the CEE region has grown larger, it has become essential to gather all our activities under one

new brand: CEE ANIMATION, continuing to include the traditional Pitching Forum (held in May in

Trebon), an advanced workshop for producers and authors, promotion of young talents and joint

activities aiming to strengthen the film industry.

With 30 companies from CEE in the Creative Europe MEDIA Umbrella Stand and many films and

projects from the region present at the Annecy festival this year, the animation industry from

Central and Eastern Europe is making a powerful move to establish CEE Animation as a quality

brand in the world of animation, which is strongly rooted in the past and has great ambitions to

grow in the future.

Our primary ambition is year-round promotion of awareness of animation by young artists from

CEE and assistance for its further development, visibility and distribution. The selection of films

are already above the average.

5CEE ANIMATION forumCEE Animation Forum was formerly organized under the name Visegrad Animation Forum every

year in Třeboň, Czech Republic, since 2013. Starting next year, in 2019, it will for the first time

take place under the new name CEE Animation Forum, again in Třeboň (May 6 – 9, 2019).

This access to markets, tutoring, pitching and networking event oriented on animated projects

in development mainly from the CEE region has grown over the years to become the largest plat-

form for the animated film industry in Central and Eastern Europe. The event is organized around

a pitching competition open for animated Short Films, Series / TV Specials and Feature Films in

development. The 4-day programme includes lots of networking and business opportunities, as

well as lectures, masterclasses, works in progress and screenings.

The deadline for applications for the pitching competition is 31.01.2019.

6 CEE ANIMATION workshopThe CEE Animation Workshop is the newest activity organized under the CEE Animation um-

brella. It is a dynamic tailor-made workshop for experienced animated film producers, open to

teams of producers and authors from the CEE region and all European low production capac-

ity countries. This advanced networking and training activity focuses on animated films in de-

velopment (shorts, features, TV series and web formats). The workshop is divided in 3 one-week

residential modules, taking place in different capital cities in Central and Eastern Europe.

The pilot edition of the CEE Animation Workshop was organized in Ljubljana in December 2017

with the support of Creative Europe MEDIA Desks from 19 countries. It welcomed altogether 26

experienced producers, many experts and tutors. It is based on the success of this pilot edition

that the CEE Animation Workshop aims to become a regular training activity starting in Decem-

ber 2018 with the first module organized in Ljubljana.

It is during the pilot edition of the CEE Animation Workshop in Ljubljana in December 2017 that the country context tables gathering use-

ful data of the CEE region was compiled, with the help of the Creative Europe MEDIA Desks and the participants. These tables are regularly

updated to represent the most accurate and up to date figures. The country context tables are presented at the end of this brochure.

CEE ANIMATION TALENTSThis project is intended for alternative promotion of the most talented young animation filmma-

kers from Central and Eastern Europe. Its aim is to present internationally the 11 best films made

by young and debuting artists and debuting artists in a given year to a professional audience

and for the general public. The selection of the films focuses on extraordinary talents whose

work promises successful future careers. The project counts on the presentation of this compila-

tion at selected European animated film festivals and to draw attention to new talents and bring

them together with experienced foreign producers.

Czech Animation TodaYIn 2017 the Czech Film Fund divided 1,5 mil. EUR among projects that were majority Czech produced. The

largest sum ever given to support an animated project was granted to Michaela Pavlátová‘s feature length

animated film My Sunny Maad (p. Negativ – Petr Oukropec and Kateřina Černá) based on the book Frišta by

Petra Procházková. Budget: 2,3 mil. EUR, financial support: 745.098 EUR. Planned coproduction with Sacreb-

leau Productions – Ron Dyens (FR). The second highest sum was granted to Living Large by Kristýna Dufková

(p. Barletta – Matěj Chlupáček) based on the book by Mikäel Ollivier. Budget: 1 mil. EUR, financial support:

316,471 EUR. The third highest sum was granted to the company Bionaut for Rosa and Dara. Budget: 1,2 mil.

EUR, financial support: 274,510 EUR. Seven short animated films also received financial support ranging

from 7,700 EUR to 77,000 EUR. The total of all the budgets of the projects asking for support is 8,3 mil. EUR.

In 2017 two feature length animated film were released – Harvie and the Magic Museum (d.

Martin Kotík and Inna Jevlannikova, CZ, RU, BE), budget: 6,4 mil. EUR, financial support: 352,941

EUR, and Laika (d. by Aurel Klimt, p. Studio Zvon). Laika recieved the Czech Lion Award for best

stage design. Another considerable success was the acquisition of Galina Miklínová’s project

The Oddsockeaters by the sales company Level K, coproduction: CZ, SK, HR.

In February 2018 the Asociation of Czech Animation (ASAF) organized a seminar with focus on distribution.

Participants acquired know-how with regard to current trends, challenges and opportunities in the distri-

bution of animated works. Within the seminar, the unique catalogue Czech Animated Feature Films and TV

Series 2018 was presented.

Ever since our animated films planted the first flag on the international map of cinema, the short film scene

has served as a vibrant heart of Croatian film production. This situation is even more evident today when

international co-productions create a fusion of local and international talent, getting accolades from festi-

val programmers and juries all over the world.

Croatia is famous for its tradition in animation related to Zagreb school of animated films - an anima-

tion film studio formed in 1956 and is a part of the Zagreb Film company. Their greatest work so far is an

Oscar-winning animated short The Substitute by Dušan Vukotić in 1962. Their most successful project was

animated series Professor Balthazar (1967-1978) created by Zlatko Grgi. The new generation of animators

specializes in computer animated films, yet their style is as innovative and groundbreaking as that of their

illustrious predecessors.

This year two Croatian animated shorts are selected for the official competetion in Annecy -

Cyclists by Veljko Popović (Krupni kadar, 3D2D Animatori) and The Stranger In My Head by Petra

Baleki (ALU, Zagreb film). Some of the recent success stories in 2017 are Croatian minority

co-productions - Hedgehog’s Home directed by Eva Cvijanović (co-production between Canada

and Croatia (Bonobostudio)); Manivald by Chintis Lundgren (Estonian-Canadian-Croatian (Jad-

ranska Animacija) minority co-production); Airport by Michaela Müller (Swiss-Croatian (Kinor-

ma) co-production), and Nighthawk directed by Špela Čadež (Slovenian-Croatian (Bonobostudio) minority

co-production) - were all selected for the last year’s competition programme in Annecy.

Croatia also hosts the second oldest film festival in the world completely dedicated to animation The World

Festival of Animated Film – Animafest Zagreb, established in 1972.

Hungarian animation has been exceptionally active in 2017 and is looking forward to 2018! For one long

decade, no Hungarian feature-length animation film has appeared in cinemas. In 2017, however, The Legend

of King Solomo (Hanan Kaminski), with Israeli coproduction, Tales from the Lakeside (Zsolt Pálfi), and this

year’s Ruben Brandt, Collector (Milorad Krstic) will be internationally presented. Also, White Plastic Sky (Tibor

Bánóczky, Sarolta Szabó) is now in production with Slovak and French coproduction. All of these films are

supported by the Hungarian National Film Fund. In recent years a new wave of Hungarian animation has

appeared and this upcoming generation of authors has begun to receive international recognition. It all

started with the Moholy-Nagy University of Art and Design’s graduation films Rabbit and Deer by Péter Vácz,

which won over 120 awards, and Symphony no. 42 by Réka Bucsi, shortlisted for the 87th Acad-

by Zsuzsanna Kreif and Borbála Zétényi, Noise of Licking by Nadja Andrasev, Vulcano Island by

Kata Lovrity and Bond by Judit Wunder, as well as Metropolitan University’s final film Balcony by

Dávid Dell’Edera. First films such as Superbia by Luca Tóth and LOVE by Réka Bucsi have been

screened at several prestigious film festivals like Annecy, Berlinale or Cannes.

As the main sponsor of Hungarian animation, the Media Patronage Program of the Media Council of Hunga-

ry has spent 600,000 EUR on short films and series. For the first time in 2018, the program is supporting this

launch of Hungarian animation with a stand at MIFA. These results have created a professional medium that

has brought the Association of Hungarian Animation Producers to life. Reconciliation between studios and

stakeholders has begun and we all hope that this organization will be soon established and will unite the

animation scene in Hungary

First Georgian high quality 3D animated film Geno, directed by Dato Kiknavelidze and produced by Lira Pro-

duction Studios in 2017, became the most important point within the new Georgian animation landscape.

Film was premiered at the Annecy IFF and selected for numerous international film festivals worldwide,

won several prizes as Best Animated film and was distributed in many territories, first ever for Georgian

animated film. In 2017 studio started working on full-length version of this film. This project, for the first

time for Georgia, was selected for the CARTOON Movie in 2017. Georgian creators have got the chance to

present full length animated film to the investors, broadcasters and distributors from all over the world not

least due to Georgia has joined Creative Europe program. Creators express expectations that the first suc-

cess will facilitate Georgia’s full membership in the Creative Europe MEDIA sub-program allowing to access

wider range of funding and co-production opportunities.

Georgia is building relationships and develop possibilities for financing and production of

animated films day by day. The main local source for financing the animated films is Georgian

National Film Center, which distribute financing through competitions. There is Cash Rebate

system in Georgia to support the local and international productions with returning of 25% of

allowed costs. In 2015 was established a professional organization AnimaLab, which in collab-

oration with public and private entities, works on creating a possibilities for development of

animation industry in Georgia.

The main objective of the Polish Animation Producers Association (SPPA) is to unite animation producers

and to promote positive and attractive image of Polish animated films in Poland and abroad, with a special

focus on contemporary animation. This involves integration of animated film producers, arranging support

for Polish animation producers in order to reach foreign co-producers and distributors, supporting young

and talented filmmakers, promoting animated films for children and youth, as well as educating young

audiences. Producers involved in

SPPA cooperate with major governmental institutions and other film-related organizations in Poland and

abroad. Based on its ideas, the SPPA is looking for business partners interested in production and co-pro-

duction of animated films in Poland, promotion of Polish animation, as well as those interested in finding

out more about the specifics and possibilities of the Polish animation market.

LOVING VINCENT: A WORLDWIDE SUCCESS. Directed by Dorota Kobiela and Hugh Welchman,

co-financed by the Polish Film Institute, the film received the Best European Animated Feature

Film Award at the 2017 European Film Awards and also received a Golden Globes nomination.

Up until now, Polish animations were awarded twice by the American Film Academy – in 1983,

Zbigniew Rybczyński won the Best Animated Short Film Award for Tango, and the 2008 Acad-

emy Award in the same category went to the Polish-British co-production Piotruś i wilk (Peter &

the Wolf, dir. Suzie Templeton, prod. Hugh Welchman). The nomination for Loving Vincent is the

first acknowledgment of Polish animators in the Best Animated Feature Film category

2017 confirmed the growing potential of Slovak animation with another year of steady rise in the produc-

tion of ambitious projects. Two feature films received record amounts in co-funding for animation from the

Slovak Audiovisual Fund. The first one is White Plastic Sky, a co-majority project between Salto Films (HU)

Artichoke (SK), joined by Paprika Films (FR). The second supported feature project, Heart of a Tower, is a

co-production of Bfilm (SK) and The Fridge (BE).

2017 saw some ambitious shorts supported, produced and completed. The director Ivana

Laučíková is completing her latest film Mercy, the young talent Marta Prokopová is in pro-

duction with last year‘s VAF competition entry Wild Beasts, and another VAF 2017 project, The

Kite by Martin Smatana goes into production in May with co-production support from Poland,

thanks to the main award from Animarkt 2017. The short movie Yellow by Ivana Šebestová

was released in Slovak cinemas in September and this year, it will compete as part of the main

selection of Annecy 2018. The 3D TV series The Websters (p. Fool Moon) premiered during Christmas prime-

time on RTVS. Its release was supported by a children’s book based on the series, as well as DVD release.

RTVS regularly supports children’s animation in the form of co-production projects with Slovak production

companies. Upcoming projects include The Tots (p. objectiv) and Ka-Boom (p. Super Film) that competes at

this year‘s VAF.

In 2017, the Slovak Association of Animated Film Producers (apaf.sk) compiled the first complete overview

of Slovak animated production Slovak Animation 2014 – 2019. Among others, APAF also organized mas-

terclasses, in cooperation with the Fest Anča and Film and TV Faculty of Academy of Performing Arts in

Bratislava

17SLOVENIAN Animation TodaYThe most prominent Slovenian author of recent years, Špela Čadež, has received the Holland Animation

Film Festival Grand Prix and Animafest Grand Prix awards for her project Nighthawk. The film has received

22 awards and distinctions to date and was selected for the Sundance, Clermont – Ferrand, and Annecy

festivals.

The Box, a CG film by Dušan Kastelic premiered at Animateka 2017 and received the festival‘s public award.

As the winner of the Cinequest best animated film award, it gained a nomination for Academy Award com-

petition in 2018.

In the realm of TV series, Kolja Saksida and Grega Mastnak were among the most productive. Kolja‘s puppet

stop motion series Koyaa presented six new episodes and entered six more into production. While single

episodes of Koyaa are touring the festivals, global sales of the whole series were concluded by the Summer-

side International company. Grega Mastnak‘s TV series Prince Ki-Ki-Do premiered new episodes: the 13-part

series will be completed in 2018. Grega finished a short 2D film Mr. Philodendron and the Apple Tree in 2017.

The debut professional film by Leon Vidmar Farewell earned a Vesna award for best animated

film at the Festival of Slovenian Film in 2017 and was screened in the competition programe of

the festival in Annecy. Animated films for kids included Weasel by Timon Leder, Martin Krpan by

Nejc Saje, Muri the Cat by Jernej Žmitek and The Voyage of the Beagle by Jernej Lunder and have
