Congratulationstotheclassof2011—the100thUniversityofSaskatchewangraduatingclass.
Ourfirstgraduatingclassin1912wassmallwithjusteightgraduates.Littledidthosefarmers,politiciansandbusinesspeopleknowthattheirfellowalumniwouldonedayincludeaCanadianprimeminister,NobelPrizewinners,Olympicmedalists,RhodesScholars,literaryprizewinners,andleadersinalmosteveryimaginableprofessionandfieldofstudy.
AsyoupassfromUofSstudenttoUofSalumnus,youstandwithover135,000livinggraduateswho,yearafteryear,continuetobuilduponthefoundationofsuccessthattracesbacktothoseeightmenandwomen.Justasyouhadthesupportofyourfamily,
classmates,professorsandnumerousotherstohelpyouachievesuccessasastudent,younowhavethesupportofyourUofSalumnifamilytohelpyoualongyourjourneyoflearninganddiscovery.

Dr.PezerhasalongassociationwiththeUniversityofSaskatchewan,earningherundergraduateandgraduatedegreesfromtheuniversityandservingasassociatevice-president(StudentAffairsandServices)from1991–2001.Dr.Pezerfirstjoinedthe
universityin1966inStudentCounsellingServicesandasapart-timeinstructorintheDepartmentofPsychology.Shewouldlaterbecomedirectorofstudentcounselling,anassistantprofessorofpsychologyandassistantdean,CollegeofArtsandScience.Underherleadership,studentretentionandacademicsuccesswereenhancedandtheuniversity'sfirstofficesdedicatedtostudentemergencyfinancialassistance,disabilityservicesforstudents,andaboriginalstudentsupportprogramsestablished.
ShehasheldvolunteerandleadershiproleswiththeSaskatoonBoardofPoliceCommissioners,SaskatchewanCentennialGala,HopeCancerRaceforRecovery,SaskatoonHousingCoalition,PersephoneTheatreandtheYWCA.Dr.Pezerhasalsocontributedwidelytoprofessionalandamateursportsorganizations.Sheisamemberandcurrentchairofthe1989JeuxCanadaGamesFoundation,directorofthe1991Scott
TournamentofHeartsandceremonieschairofthe1989Brier.Asasportpsychologist,Dr.PezerservedasanadviserandtrainertoCanadiancurlingteamsintwoOlympicGames.
Anaccomplishedathleteinherownright,Dr.Pezerisafour-timeCanadianladies'curlingchampion,aCanadiansoftballchampion,andtwo-timememberoftheSaskatchewanseniorwomen'sgolfteam.ShehasreceivedaplaceofhonourintheSaskatoonandSaskatchewanSportsHallsofFameandintheCanadianCurlingHallofFame.In2003,Dr.Pezercompletedherfirstbook,TheStoneAge:ASocialHistoryofCurlinginthePrairies.Shehasjustpublishedhersecond,titledSmartCurling.Dr.PezerwashonouredwithaSaskatchewanCentennialMedalin2006,andin2002,receivedtheUniversityofSaskatchewanAlumniAwardofAchievement.

As a reporter for the Daily Phenix noted, the ceremony was the culmination of three years’ work on the part of professors and students, and an event of great historical importance in the life of the university. While a handful of graduands huddled in the lower hall of the Collegiate Institute (now Nutana Collegiate) waiting to take their place in the convocation procession, the assembly hall was “comfortably filled” with students and interested outsiders, curious to witness the first seven graduates of the University of Saskatchewan take their B.A. degrees.
As the procession, including President Walter Murray, Chancellor Edward L. Wetmore, members of the faculty, senate and board of governors, wound its way up the stairs and down the aisle to the platform, the reporter was clearly impressed with the spectacle, describing “the flowing robes with hoods of white, slate blue, violet, gold, apple blossom, scarlet, according to the various degrees carried by the owners, a very imposing sight.”
The following year, the ceremony would move to Convocation Hall in the newly completed College Building. In 1931, Convocation moved off campus to the larger facilities of Third Avenue United Church. The ceremony moved back to campus in 1950 to the University Gymnasium in the newly completed Physical Education Building. Aside from a few Special Convocations, the ceremony has been held at TCU Place since 1968.
This year more than 4,000 graduands will receive degrees during our convocation ceremonies. Though much has changed at the Univerity of Saskatchewan during the 100 years since the first graduating class, the ceremony itself remains virtually unchanged.

The class of 1912TheUofShadfromitsinceptionintendedthatwomenshouldhaveaccesstohighereducation.TheUniversityActbolsteredthataim,stating“nowomanshallbyreasonofhersexbedeprivedofanyadvantageaccordedtomalestudentsoftheuniversity.”Infact,ofthethreestudentsfromtheclassof1912whoearnedhonours,twowerewomen.MaryOliver,highhonoursinClassicsandtheCoplandScholarship,andMarionPettit,honoursinEnglishandHistory.DavidHossieearnedhonoursinLatinandEnglishandwasRhodesScholar.
MightMaryOliver,thebeststudentthatyear,havebeenacontenderfortheRhodesScholarship?It’simpossibletosaysinceitwasaprivilegeoutofherreach.OxfordUniversity,hostinstitutionfortheRhodes,didnotconferdegreesonwomenuntil1920;andtheRhodesremainedunavailabletowomenuntil1976.(UniversityArchives)
Twin brothers DOUGLAS (BA'12, LLB'15) and HOWARD (BA'12) MCCONNELLenrolledattheUofSin1909aftermovingtoSaskatoonfromOntarioin1907.Douglas(topphoto)divedintoathletics;Howardfocusedonpolitics,becomingthefirstpresidentoftheStudent'sRepresentativeCouncil(SRC).Bothpursuedlawstudies,DouglasattheUofSandHowardatOsgoodHallinToronto.BothbuiltsuccessfullegalpracticeswinSaskatchewan,butHoward'sinvolvementinpoliticsbroughthimintothelimelight.In1922,hebecamethefirstU of SgradtobecomeMayorofSaskatoon.In1927,hewaselectedtotheprovinciallegislatureasMLAforSaskatoon,servinguntil1934.HowardwasalsoamemberoftheUof SSenatefrom1923-1946,andwasinstrumentalinraisingfundstoerecttheMemorialGates.Howardpassedawayin1957andDouglas,whowasthelastsurvivingmemberoftheoriginalgraduatingclass,diedin1978.

MARY ISABELLA OLIVER (BA'12)wasoneofthebrighteststudentsofheryear.MarynotonlyearnedaCoplandScholarship,butwasthepresident—andlikelyafoundingmember—ofthePentaKaiDekaSociety.ShewouldearnadegreewithhighhonoursinClassics,andserveasUniversitylibrarian.MarywentontomarryfellowalumnusFrankLloyd(BA'14).Shepassedawayin1961.
ThelifeofWILLIAM EXTON (W.E.) LLOYD remainssomewhatofamystery.Weknowhisdateofbirth—January10,1890—andthathewastherecipientofthefirstexamevergivenattheU of S,whichwasamatriculationexamdeliveredinSeptemberof1909.Weknow,too,thathewasamemberofthefirstUofStrackandfieldteam,as
wellasamemberoftheoriginalGraduationYearBookBoard.AlthoughWilliamappearsinthisphotowearinghisconvocationrobes,itappearsheactuallydidnotgraduatefromtheUofS.
DAVID NEIL HOSSIE,D.S.O,K.C.,Q.C.(BA'12)wastheuniversity'sfirstRhodesScholar.Abrilliantstudent,heenteredonaMeilickeExhibitionEntranceScholarship,earnedtheprestigiousCoplandScholarshiptwoyearsinarow,thencappeditallwiththe1912RhodesScholarship.HeenteredOxfordUniversity,but
soonputhisacademiccareeronholdtoserveinWorldWarI,forwhichhewashonouredwiththeDistinguishedServiceOrder.Afterthewar,DavidcompletedhisMAatOxfordandreturnedtoCanada,becomingapartnerinaprominentVancouverlawfirm.Hediedin1962.
JOHN STRAIN (BA'12, BSA'15) BorninCountyDown,Ireland,JohnStrain(BA'12,BSA'15)enrolledattheUofSin1909attheageof24.Hewentontostudyagriculture,earninghisBSAin1915.HislifetookadramaticturnwhenheenlistedintheQueen'sBatteryinWWI.InFrance,hebecameafieldinstructor—notinthescienceofwar,butattheUniversityofVimyRidge,asoldier's
universitycreatedbyCapt.EdmundOliver,theuniversity'sfirstprofessorofhistoryandfirstprincipalofSt.Andrew'sCollege.Johnreturnedhomein1919andfarmedintheBirchHillsareauntilhisdeathin1973.
JOHN JAMES MOORE (BA'12) wastheonlymemberofthefirstgraduatingclasstohavebeenbornandraisedinSaskatchewan(althoughatthetimeofhisbirthitwastechnicallystillconsideredtheNorth-WestTerritories).AttheUofS,heplayedfootball,boxedandservedaspresidentoftheLiterarySociety.Hewantedtobecomealawyer,butlikemanyyoungmenwasinspiredto
enlistinthe196thBattalion,whichwasmadeupofstudentsandfacultyfromCanada'sfourwesternuniversities.Johnwaskilledinactionin1917,mostlikelyatVimyRidge.Hewasonly26.

The word “convocation” arises from the Latin “cum” meaning “together,” and “vocare” meaning
“to call.” Our convocation ceremony is a calling together of the new graduates of the University of Saskatchewan, symbolizing
the historical practice of calling together all former graduates. In current times, the major functions of convocation are the election of representatives to university governing bodies and the admission of candidates to degrees. The chancellor, appointed by senate as the chair of convocation, is the highest official and spokesperson of the university.
The convocation ceremony marks the transition from the role of student to the holder of a degree with its accompanying rights and privileges.
The ceremony, solemnized in the presence of the university community and family and friends of the graduands, consists of three parts: a procession marking the leaving of the old status and entering the new; the president’s statement to the graduands, the secretary’s petition and the chancellor’s consent for their admission; followed by individual presentation by their dean and admission by the chancellor to the degrees to which they are entitled. As graduates are admitted to their degrees, a graduation hood, which has a colour symbolizing a particular degree, is placed over each graduate’s head.

entranCeThe members of convocation in their academic robes march in procession into the ceremony in the following order: graduands in the order in which their degrees are to be conferred; faculty; board of governors; senate; guests of honour; the president; the chancellor; the lieutenant governor. When the members of convocation reach their places they remain standing during the Vice-RegalSalute, the singing of OCanadaand the invocation.

The meeting is closed by the chancellor rising and leading the procession in the reverse order out of the hall.

THE PETITIONThe university secretary on behalf of all the candidates, addresses the chancellor and senate in these words:
“Eminent Chancellor, Mr. President, members of the University Senate and Board, I present to you the petition of the Council of this University that the candidates to be named, having fulfilled all the requirements of the bylaws, may, with your permission, be admitted to the degrees and certificates to which they are entitled”.
THE ADMISSIONThe chancellor then addresses the candidates in these words:
“By virtue of the authority vested in me by the legislature of this province, and with the consent of the council of this university, I consent to admit you to the degrees and certificates to which you are entitled and to invest you with all the powers, rights and privileges pertaining thereto.”
THE PRESENTATIONThe dean of the faculty, or designate, followed by the candidates of that faculty, approaches the chancellor from the left and presents the candidates with these words:
“Eminent Chancellor, on behalf of the faculty/school of ______, I present to you these scholars and ask that you will confer on them the degree of ______ .”
As the dean speaks the candidate’s name in full, the candidate moves forward in front of the chancellor. Then the chancellor says, “I admit you”and the university secretary or the registrar places the hood over the candidate’s head. Hereupon the candidate passes to the chancellor’s right, is greeted by the president, and receives the degree parchment.

“Eminent Chancellor, in the name of the faculties, I ask you to grant the degrees and certificates, in absentia, to those students who have met the requirements to graduate, but were not able to be present today.”

Celebrating a rich historyThe year 2011 marks 75 years since St. Thomas More College (STM) was established by the Basilian Fathers as a Catholic liberal arts college in federation with the University of Saskatchewan. Since its beginnings in 1936, STM has come to hold a respected place within the U of S and the larger academic world for its teaching, scholarly work, community outreach and pastoral ministry.

PeterS.LiisProfessorofSociologyattheUniversityofSaskatchewan.HereceivedaB.A.fromtheUniversityofHawaiiin1971andwasinductedtoPhiBetaKappa.HeholdsaM.A.(1972)andaPh.D.(1975)fromNorthwesternUniversity.HejoinedtheUniversityofSaskatchewanin1975.
Dr.Li’sresearchareasareraceandethnicity,immigration,ChineseCanadians,andmulticulturalism.Hehaspublished10books,includingThe Chinese in Canada(1988,1998),The Making of Post-War Canada(1996)andDestination Canada(2003).Inaddition,he
haspublished50papersinrefereedjournals,32chaptersinbooks,andthreeentriesinencyclopedia.
Dr.Lihasservedinmanyprofessionalassociationsandboards.HewaspresidentoftheCanadianSociologyAssociation(2004-5),andeditoroftheJournal of International Migration and Integration(2005-2009).HewasafoundingmemberofthePrairieMetropolisCentre,andservedastheleaderofthecentre’seconomicdomainformorethan10years.Hehasalsoservedasthevice-presidentoftheInternationalSocietyfortheStudyofChineseOverseas,andanassociateeditor/boardmemberofmanyacademicjournals.Duringthe1994nationalconsultationonimmigration,Dr.Liwasappointedbytheministerofimmigrationasco-chairofanationalexpertpanelonimmigrantintegration.In2005,hewasappointedbytheGovernorinCouncil,Canada,asadirectoroftheInternationalCentreforHumanRightsandDemocraticDevelopment(2005-2008).In2009,hewasappointedtotheNationalStatisticsCouncil.

Dr.Liistherecipientofseveralawards.In2001,hewasgiventhe“LivinginHarmony”RecognitionAwardbytheCityofSaskatoon,RaceRelationsCommittee,inrecognitionofadistinguishedrecordofresearch,publication,andpolicy-relatedworkonraceandethnicrelations,immigrationstudiesandracisminCanada.In2002,hereceivedthe“OutstandingContributionAward”fromtheCanadianSociologyAssociationforhiscontributiontosociologyinCanada.In2009,hewasinductedtotheRoyalSocietyofCanada.
Dr.Li’sacademicachievementwashighlightedinthe2009citationoftheRoyalSocietyofCanada:“PeterLiisleadingsociologistwhoseworkontheChineseinCanada,immigration,andracerelationshasgreatlyinfluencedacademicthinkingandpolicydevelopment.HisprolificwritingsontheChineseinCanadahaveproducedanewperspectiveinstudyingracialminoritiesandabodyofknowledgethatbecamethebasisoftheChineseHeadTaxRedress.Hisinfluentialwritingsonimmigrationexplainmanyaspectsofimmigrantlife,includingself-employment,entrepreneurship,economicintegrationandracialinequality.”

RobertG.ClarkjoinedtheUniversityofSaskatchewanasanadjunctprofessorintheDepartmentofBiologyin1987.DespitehisdemandingjobasaresearchscientistwithEnvironmentCanada,heexcelsinhisroleasasupervisortobothgraduateandundergraduatestudents.Dr.Clark’srecordasasupervisorincludes25pastgraduatestudents(18M.Sc.,sevenPh.D.)andfivepostdoctoralfellows,aswellasthreeM.Sc.andfivePh.D.studentswhoarecurrentlyworkingunderhisguidance.Dr.
Clarkalsoidentifiespromisingundergraduatestudentsandsupervisestheirindependentresearchprojects;mostofthesecontinueontoundertakegraduatestudiesinecology.ButDr.Clark’slegacyasasupervisorisreflectedinthequalityofhissupervisionskillsratherthanthequantityofstudentshehasgraduated.Indeed,allofthe35menteescontactedwereenthusiasticallysupportiveofthenominationofDr.ClarkfortheDistinguishedGraduateSupervisorAward.
Dr.Clarkmotivateshisstudentstosucceedbyleadingbyexample.Byaskinginterestingscientificquestions,usingnovelresearchmethods,workinglonghoursandbeinghighlyproductivehimself,Dr.Clarkmotivateshisstudentstodothesame.Heencouragesstudentstoinvestigatetopicstheyarepassionateaboutandguidesthemtodiscoveranswerstotheirownquestions.Dr.Clarkbelievesthatpartofhisjobistohelphisgraduatestudentsfindinterestingandfulfillingemploymentaftercompletingtheirstudies,andhisformerstudentshavegoneontoproductivecareersinawidevarietyoforganizations(academic,government,industryandnon-government).Furthermore,afterleavingDr.Clark’slab,manycontinue
tocontributetosciencebypublishinginpeer-reviewedjournals(atleast200papersbyformerstudentshavebeenpublished).
Dr.Clark’sreputationasanoutstandingsupervisorandmentorextendsthroughouttheecologicalresearchcommunity.Hehasanopen-doorpolicywhichgivesstudentstheopportunitytomaintainmomentumandproducehigh-qualitywork.Dr.Clarkalsointegrateshisstudentsintohisfamilycircle;theyarefrequentlyinvitedtogatheringsathishomeandformerstudentsoftenstaywiththeClarkfamilywhentheyreturntoSaskatoontovisit.Notonlydoesheguidehisstudentstowardsacademicandprofessionalachievements,hestressestheimportanceoffindingahealthylife-workbalance.

LiZongjoinedtheUniversityofSaskatchewanasafacultymemberoftheDepartmentofSociologyin1993.HehasestablishedhimselfasarecognizedscholarincomparativestudiesofChinaandCanada,andhasbeenactiveincollaborativeresearchinitiativesrelatedto
immigration,integration,ethnicrelations,andChinastudies.Hiscontributionstointernationalizationhavespannedovertwodecades,coveringmanyareasofuniversityandcommunitylife.Dr.ZonghasbeeninstrumentalindevelopingacademiclinkagesbetweentheUniversityofSaskatchewanandmanyuniversitiesinChinawithimportanttangibleoutcomes,includinginnovativedualB.A.andM.A.degreeprogramsinsociology,trainingprogramsofschoolprincipalsfromChinaattheCollegeofEducation,internationalconferencesonknowledgetransferandpolicydevelopmentinChinaandCanada,theestablishmentofaConfuciusInstituteattheUniversityofSaskatchewan,andcollaborativeresearchprojectsandjointpublicationswithChinesescholarsinChina.Dr.ZonghasbroughttotheUniversityofSaskatchewanhisexpertunderstandingofcontemporaryChinaandcontributedtothesuccessofmanyinternationalizationinitiatives.Recently,hehasbeenappointedbythe

Dr.KenVanReesisaprofessorintheDepartmentofSoilScienceandisanoutstandingteacherwhoishighlyvaluedbyhisstudentsandcolleagues.ThecoreofDr. VanRees’approachtoteachingisexperientialteachingandlearning.HeaccomplishesthisthroughhisfieldcoursessuchasSoilsandBorealForestLandscapes,fieldtripsinForestSoils,hands-onexperiencesinhisgraduatecourseSoilPlantRelations,andhishighlyinnovativefield/studiocourse,EcosystemsandArt.
ThefieldexperiencesthatDr.VanReesprovidesinhiscoursesareextraordinarilypopularwithhisstudents–theyinculcateinstudentsasenseofthetremendousenjoymentthatfieldresearchcanbring,aswellasadeepersenseofthetravailsthatarealsoapartofanyfieldexperience.Thecreationofapositivefieldexperiencedoesnotoccurbychance,andDr.VanReesspendscountlesshoursplanningtrips,revisingmaterials,andvisitingfieldsitestoputinplacethelogisticsforasuccessfullearningexperience.
Dr.VanReespersonifiestheconceptofaMasterteacher.Hissuperiorteachingiswellknownbystudentsandcolleagues;histeachingisgroundedinhisownresearch;andheexcelsinproficientandinnovativepedagogy.Hehascontributedtotheteachingactivitiesandresponsibilitiesoftheuniversityasawhole,especiallythroughhisceaselesseffortstoensurethattheEmmaLakeKenderdineCampuscontinuestoserveitskeyroleinexperientialeducation.
Dr.VanReesistrulydedicatedtohisstudentsandtothecraftofinnovativeteaching.ThereisampleevidencethatDr.VanReeshasachievedaveryhighstandardofteaching.In2001,2008,
2009,and2010hewasnominatedfortheAgricultureStudentsAssociationProfessoroftheYearAward.In2006hereceivedaUSSUTeachingAwardofExcellence.In2008,hereceivedtheNorthAmericanCollegesandTeachersofAgricultureTeachingAward.Morerecently,hereceivedtheProvost’sCollegeAwardforOutstandingTeacherin2010andin2011,theProvost’sAwardforOutstandingInnovationinLearning.
AdditionalevidencethatDr.VanReeshasachievedaveryhighstandardofteachingcanbefoundinconsistentlypositivestudentevaluations.Studentshavereported“Thisisthebestclassofmyentireeducationalcareer!”and“MostamazingcourseIhaveevertaken.”Oneofhisstudentswrote“Prof.VanReesmadeeveryclassenjoyablebyshowingspecificreal-lifeexamplesandaskingmanyquestionssothatstudentswereengagedandcouldrelatetoeverythinghetaughtus.Ialwaysfeltcomfortableaskingquestionsinhisclassandhewasalwaysapproachableandencouraginginhisanswers.”

Dr.NolaBuhr’soutstandingoutreachandengagementachievementsarenotablefortheirimpactongovernancestructures,organizationalaccountability,andthewell-beingofcommunities.
Dr.BuhrhasbeenaprofessorofaccountingintheN.MurrayEdwardsSchoolofBusinesssince2000andhasheldthePotashCorpEnhancementChairforSaskatchewanEnterprisesinceJanuary2010.Dr.Buhrisacharteredaccountantwhohasestablishedherselfasprofessionalwhocanmakeadifference.Lastyear,shefacilitatedanagreementbetweentheEdwardsSchool
ofBusinessandtheAboriginalFinancialOfficersAssociationofCanadatoenhancecareeradvancementforAboriginalbusinessprofessionalsbygivingAboriginalFinancialManagementdiplomaholdersadvancedstandingtowardstheBachelorofCommercedegreeprogram.DeanDaphneTarassaidthatDr.Buhr“wastheinitiatoroftheagreement,itsconstantchampion,andshegavemostgenerouslyofhertimeandcreativitytoseethisagreementcometofruition.”Dr.BuhrisknownnationallyforhereffortsinthepracticeofaccountingbyFirstNationsgovernments.Workingwithataskforce,herresearchledtothepublicationoftheCanadianInstituteofCharteredAccountantsreportentitledFinancial Reporting by First Nations.Inaddition,Dr.Buhrhasdeliveredworkshopsandpresentationsonpublicsectoraccountingtomorethan800FirstNationsfinancialmanagers.Herinvolvementinpublicsectoraccountingextendstoalllevelsofgovernment.AsavolunteermemberandchairofthePublicSectorAccountingBoard,shehasplayedakeyroleinsettingaccountingstandardsforallgovernmentsinCanada.
Dr.Buhrcurrentlyprovidesleadershiponauditcommitteesforthefederalandprovincialgovernments.Federally,sheservestheDepartmentofAboriginalAffairsand
NorthernDevelopmentCanada,aswellastheDepartmentofCanadianHeritage.Onenominatorspokeofhow“herworkwithmembersofParliament,FirstNations,andveryseniorgovernmentofficialsdemonstrateshercommitmenttoservingthepublicinterest.”Provincially,Dr.BuhrservesasthechairoftheAuditCommitteeoftheProvinceofSaskatchewan.Inthisrolesheassistedwiththerecentselectionoftheprovincialauditor.Locally,Dr.BuhrhasworkedwiththeInternationalCentreforNorthernGovernanceandDevelopmentoncampustoperformanassessmenttodeterminetrainingneedsofthefinancialadministratorsin24municipalcommunitiesinnorthernSaskatchewan.Shehasexpertlyappliedheraccountingknowledgetothebettermentofcommunitiesanddevelopedsubstantivepartnershipswithorganizations,provinciallyandnationally.Anditishercollaborativeapproachthathasengagedindividualsandgroupsbeyondtheborderofourcampus.Peopledescribeherasinvaluable,exemplary,andpassionate.Othersspeakabouthercharacterandintegrity.PleasejoinmeinrecognizingDr.BuhrasoneofourpremierambassadorsandaverydeservingrecipientoftheUniversityofSaskatchewanawardfordistinctioninoutreachandengagement.

Infinitepatience,diplomacyandinventivenessareadmirablequalitiesinanyemployee,buttheyareexemplifiedbyBryanBilokreli,whohaswhatsomedescribeasoneofthemostchallengingjobsattheUniversityofSaskatchewan—oversightoftheinstitution’sspaceandcapitalassets.
AsdirectorofinstitutionalcapitalplanningintheofficeofInstitutionalPlanningandAssessment,Mr.Bilokreliisresponsibleforensuringeveryonehasappropriatespacetowork,studyandlearn,andthatspaceis
usedefficientlyandeffectivelyinsupportoftheuniversity’sgoalsandpriorities.Thatmeansjugglingmanyprojectsatonce,ofteninthefaceofconflictingandcontradictoryprioritiesanddeadlines.Consideredthe‘goto’personwhenitcomestocapitalissuesattheUniversityofSaskatchewan,heisadmiredasmuchforhistactandintegrityasheisforhisencyclopedicknowledgeofeveryhallway,classroom,partition,nookandcrannyoncampus.
Mr.BilokrelijoinedtheUniversityofSaskatchewanin1976aftercompletingaB.A.ingeographyandhistory,doinghisgraduateworkandservingasateachingassistantintheDepartmentofGeography.HisfirstpositionwasassistantspaceinventoryofficerinwhatwascalledtheDepartmentofPlanningandEngineering,BuildingsandGrounds.HemovedfromtheretotheSpaceAdministrationOfficeandhascontinuedtoprogressthroughtheorganizationtohiscurrentpostaspartoftheProvost’sOffice.
Amonghisfirsttasksinthatofficewastoinventoryandevaluatetheuniversity’sspaceneedsonastrategicbasis.Oneofhismostsignificantcontributionsinthisareawasthe
developmentofasubmissionandapprovalprocessthathelpsbothprojectsponsorsandadministrativeleaderstrackvariousprojectsandensureseveryonereceivesinformationinatimelymanner.Mr.Bilokreliisalsocreditedwithhavinghadanimportantroleindesigningtheuniversity’sfirstmulti-yearcapitalplan,itsannualcapitalplanandastrategiccampusspaceplanthatwillprovideatime-sensitivemodelfordeterminingspaceallocations.
Consideringthestrongviewsoftenassociatedwithspaceissues,itisfairtodescribeMr. Bilokreli’sjobasdemanding,butnotsodemandingthatittakestimeawayfromtheotherpassionsinhislife—hiswife,daughtersandfamily,andrecreationalsportsincludingcurling,hockeyandgolf.
Mr.Bilokreli’snominatorsagreethathemeetsallcriteriaforthePresident’sServiceAward.Inadditiontoenhancingtheworkenvironmentbyprovidingextraordinaryservicetotheuniversity,hehasbeen,andcontinuestobe,aninspirationtoothers.Overhis35-yearcareer,Mr.BilokrelihasmadesignificantcontributionstotheUniversityofSaskatchewan,eachmarkedwithprofessionalismandhumility.

Dr.NewmanisquicklybecomingknownamonghiscolleaguesinCanadaandinternationallyforhisexceptionalworkintheareaofcollectiverights,inparticularastheypertaintoAboriginalcommunities.
OneofDr.Newman’smostnotableachievementsintheshorttimesinceearning
hisDoctorofPhilosophyfromOxfordUniversityin2005isthepublicationofhisbookThe Duty to Consult: New Relationships with Aboriginal Peoples.Thebookprovidesseveraltheoriesrelatingtothedutytoconsultconceptand,importantly,reviewshowthisconcepthasbeenappliedbythelowercourts,governments,businessesandindigenousorganizations.HisworkinthisareahasbeencitedinjudgmentshandeddownbytheSupremeCourtofCanadaandiswidelyusedasareferenceforlawyersandjudgesadjudicatingAboriginalrightsclaims.Dr.Newman’sresearchprogramiscurrentlyfocusingonhowinternationallawisappliedtotheinherentrightsofIndigenousPeoplesinthewakeofthe2007UnitedNationsDeclarationontheRightsofIndigenousPeoples.Lookingatexamplesfromaroundtheworld,hehopestodeterminewhatgovernmentactiononissuessuchasthedutytoconsultimplyforthecontentofinternationallaw.HewillalsoprobehowinternationallawcanmoreeffectivelyrespondtotherightsofIndigenousPeoplesasunderstoodbyIndigenousPeoplesthemselves.

Donald Worme, LLB, a member of the Kawacotoose First Nation, is a founding member of the Indigenous Bar Association of Canada and one of Saskatchewan’s leading advocates for criminal law and treaty litigation. He has been actively involved in the development of public policy for aboriginal and treaty rights and recently received a National Aboriginal Achievement Award.
W. Brett Wilson, BE, co-founded one of Canada’s leading energy-focused investment banks to become one of the country’s foremost business leaders. He has earned a reputation for his philanthropy and was a co-star on CBC TV’s The Dragons’ Den. He was instrumental in the creation of the Centre for Entrepreneurial Excellence at the University of Saskatchewan.

Dr. Malcolm Wilson, MSc, PhD, was co-recipient of the 2007 Nobel Peace Prize, awarded jointly to former U.S. Vice-President Al Gore and the Intergovernmental Panel on Climate Change. He is a leading climate change researcher and is involved with several provincial, national, and international carbon capture projects.
Hon. Sylvia Fedoruk, BA, MA, LLD, was chief medical physicist for the Saskatchewan Cancer Foundation for 35 years and was involved in the development of the Cobalt 60 unit, which pioneered radiation treatment for cancer. She was the first female to serve as Lieutenant Governor of Saskatchewan.
Guy Vanderhaeghe, BA, MA, DLitt, is a best-selling, award winning author. Among his many writing awards are two Governor General Awards—for Man Descending and The Englishman’s Boy—and the Canadian Bookseller’s Association Ex Libris Award for The Last Crossing.
Colette Bourgonje, BA, BEd, is a 10-time Paralympic medalist. She has won four wheelchair racing medals in four summer games and six cross-country sit-ski medals in five winter games, including two medals—a silver and a bronze—at the 2010 Paralympics in Vancouver.
