To assess possible agreement to adopt a draft document as an EN by:
Circulation of a draft document for public comments at national level (public enquiry)
Consolidation of national views on the draft document

Standstill - Working together to one goal
No national individual action, during the preparation or after the approval of an EN, that would prejudice the European work
No publication or revision of national standard not in line with an existing EN

Implementation
CEN National Members implement an EN by:
Giving it the status of national standard i.e. publication of an identical text endorsement
Withdrawing any conflicting national standards

Purpose
A CEN/TS is established with the purpose of: publication of aspects in support of the European market guidance specifications in evolving technologies and experimental
circumstances
But also when a WI that is to become an EN has: insufficient support at CEN Enquiry no consensus before Formal Vote

CEN/TSs may compete with each other
CEN/TSs do not conflict with the content of any CEN/CENELEC standards
The CEN/TS must be withdrawn if the publication of a subsequent EN brings the CEN/TS into conflict with that EN
