Work on each field(contract) can be either in sequence or at the same time as determined by the contractor provided that the project schedule is met. Location: Appoquinimink School District – Marion Proffitt Training Center

Present: See attached sign-in sheets from Pre-Bid Meeting dated 3 February 2021

1. INTRODUCTION

1.1 Representatives from Appoquinimink School District, Landmark Science & Engineering, and

EDiS Company were introduced.

1.2 Landmark Science & Engineering is the engineer on the project. The Appoquinimink School

District will be holding all contracts with the Contractors.

2. PROJECT INFORMATION

2.1 There are four separate projects that are being bid simultaneously. The contracts are:

Contract: ASD21002-MHSTURFREN

Contract: ASD21003-AHSTURFREN

Contract: ASD21004-CAVTURFREN

Contract: ASD21005-JAGTURFREN

2.2 Each bid package will be its own contract. Bidders may bid on any or all of the contracts.

3. BID INFORMATION

3.1 Physical copies of the bids will be received at the office of Appoquinimink School District

Office, Marion Proffitt Training Center, 118 South Sixth Street Odessa, DE 19730 until 2:00 PM

local time on Thursday, 18 February 2021. Bids may be hand delivered or mailed/shipped.

Electronic bids will not be accepted. Bidder assumes full responsibility for timely delivery at

location designated for receipt of bids. Any bids received after the stated time will be returned

unopened.

3.2 Bids should be in a sealed envelope clearly marked APPOQUINIMINK SCHOOL DISTRICT –

“CONTRACT # ____________”, Including Contract Number and Name of Contractor. Electronic

bids will not be accepted. If bidders bid on multiple contracts, the bids must be submitted in

separate envelopes for each contract. If bidders mail in their bids they can mail the individual

envelopes for each contract combined in a single mail container.

3.3 In accordance with the active Public Health State of Emergency related to the novel coronavirus

(“COVID-19”), and Social Distancing recommendations of the Delaware Department of Health

and Social Services, the Appoquinimink School District will be proceeding with the following

logistics plan for managing bid receipts and the subsequent public bid opening:

a. School district personnel will be available to receive the bids on Thursday, February 18,

2021, from 8am until 2pm local time. Signs will be posted at the main entrance directing bidders

to the appropriate drop off location.

b. A public bid opening will be held shortly following the submission deadline, in the Board

Room of the Marion Proffitt Training Center. Although the Appoquinimink School District is not

prohibiting public presence at the bid opening, for the safety of the general public the State of

Delaware guidelines for social distancing and public gatherings will be enforced. In an effort to

reinforce recommended social distancing, the Appoquinimink School District strongly

encourages attendees attend the bid opening via YouTube live stream. You can go to one of these

links and click on Home. Once we go live, click on live video.

3.4 Addenda are the only method to change the documents. No addenda will be issued later than

two (2) days prior to the bid opening.

3.5 Bid Bonds and Consent of Surety are required for each contract. Information on the bid bond

requirements can be found in Specification Section 001113: Advertisement for Bid; and

Specification Section 002113: Instructions to Bidders. The Bid Bond and Consent of Surety forms

are included in Specification Section 004100.

3.6 Performance and Payment Bonds are required. Information regarding the Performance and

Payment Bonds and sample documents can be found in Specification Section 006113.

3.7 Bid forms are in Section 004100 of the project manual. No modifications, clarifications or

qualifications are allowed. Bid forms may be updated by addendum as necessary during

bidding. Bidders were advised to fill out the bid forms completely. Failure to complete the

documents correctly could result in a bid being rejected.

3.8 The Subcontractors List was reviewed for each contract. During the meeting there were no

objections or changes suggested by any attendees. All bidders were directed to input their

information on the form if self-performing work and to review the Instructions to Bidders section

of the Specifications.

4. PROJECT REQUIREMENTS

4.1 The summary of work for each contract is included in Specification Section 011100. All bidders

were advised to review the summary of work carefully. The following items were noted:

• The practice fields will require logos at mid-field. Specific information will be issued by

addendum.

• The fields at Jaguar Stadium and Cavalier Stadium will require the replacement of the

logos at mid-field and the addition of lettering in the endzones.

• Bidders were advised to be very careful with the removal of the existing turf so as not to

damage the existing E-layer. The existing turf should be peeled back, not lifted straight

up. If this is not followed the existing E-layer will have to be replaced.

• The technical specifications allow for synthetic turf by Shaw, AstroTurf, & Sprint. Other

manufacturers will be considered, however a substitution request must be submitted and

approved prior to the receipt of bids.

• The typical cure time for E-layer is 6-7 days.

4.2 The agreement form for this contract is AIA A101-2017, Standard form of Agreement between

Owner and Contractor. The Contracts will be held by ASD with each contract. A sample of this

document is included in Specification Section 005200. Section 005413 Supplement to Agreement

between Owner and Contractor A101-2017 also applies.

4.3 Insurance requirements are listed in Specification Section 006216 and will be made part of the

contract with AIA A101-2017, Exhibit A. Section 005214 Supplement to AIA A201-2017 Exhibit A,

Insurance and Bonds also applies.

4.4 The General Conditions of the Contract, AIA A201-2017 are in Specification Section 007200.

4.5 Supplementary General Conditions are in Specification Section 007300. All bidders were advised

that the Supplementary Conditions require all warranties, at a minimum, be 2 years for all work.

Additional extended warranties are specified in the technical specifications.

4.6 Prevailing Wages apply to this project. A copy of the certified prevailing wages can be found in

Specification Section 007343.

4.7 State of Delaware Drug Testing Program requirements apply to this project. Specific

requirements are detailed in Section 008114. All bidders were advised that this project does

require that all contractors submit drug testing affidavit with their bid.

4.8 Unit Prices are in Specification Section 012200. There is one unit price for each contract.

Unit Price No. 1: Price per square yard for removal and replacement of the existing E-Layer with new

E-Layer. This price includes the demolition and disposal of the existing E-Layer.

All Unit Prices were reviewed.

4.9 Alternates are in Specification Section 012300. Each contract has an alternate for the replacement

of the existing E-Layer. The base bid for each contract requires to “Protect in place the existing E-

Layer after the removal of the existing synthetic turf and pad. The contractor will include repairing up to

5% of the existing E-Layer in their base bid.”

4.10 Schedule requirements are in Specification Section 013216. EDiS highlighted the following dates:

• Bid Due Date/Opening – 18 February 2021

• Anticipated ASD Board Approval Date – 9 March 2021

• Letters of Intent issued – Mid-Late 10 March 2021

• Work to begin as soon as students are done – 11 June 2021.

• Project Substantial Completion for ALL Contracts – 1 August 2021

4.11 Safety program requirements are in Specification Section 013523.

4.12 Bid Documents can be downloaded via EDiS’ FTP site. To obtain access to the EDiS FTP site,

please submit your request via email to Jackie McKee at [email protected]. Your request

should include the following information: your company name, contact name, email address,

phone number, and postal mailing address. Upon receipt of this information, instructions

detailing how to access the bid documents on the FTP site will be emailed to you.

4.13 It is the responsibility of each Bidder to review and coordinate all Project Documents. This

includes plans, specifications, and addendums.

5. SITE VISITS

5.1 There will be two opportunities for site visits. The first was held immediately following the pre-

bid meeting. The second will be conducted on Tuesday, 9 February 2021, 9am local time.

6. COMMUNICATION

6.1 Submit all bid questions in writing by email to [email protected], Attn: Ted Williams.

6.2 Deadline for questions and substitution requests: Close of business on Thursday, 11 February

2021.

7. QUESTIONS ASKED DURING MEETING

7.1 Question: Are samples required to be provided prior to bidding?

Answer: Samples of one of the approved products are not required to be submitted prior to

bidding. However, any product that is being submitted as a substitute must include samples and

be submitted 7 days prior to the submission of bids.

7.2 Question: How is responsible for temporary trailers, dumpsters, toilets, electricity, etc.?

Answer: The successful contractor will be responsible to trailers, dumpsters, toilets, electricity, or

any other facilities necessary to complete the work. The cost of these items must be included in

the base bid.

These minutes are intended to accurately reflect what transpired during the course of the meeting. If

changes or discrepancies are noted, please contact the writer, in writing, within two days of receipt of

these minutes.
