a. Application form without enclosing requisite course fee of Rs.10,000/- (Rupees
Ten thousand only) in the form of Bank Draft in favor of Director, NIHFW payable
at New Delhi, will be rejected.
b. Late fee of Rs.500/- (Rupees five hundred only) for item no 1, is to be submitted
separately in the form of Demand Draft, in favour of Director, NIHFW, payable at
New Delhi.
c. Submission of the above items at Nos. 3, after last date will debar the candidate
to sit in the examination in the current academic year. However, they will be
eligible to sit in the examination in subsequent years as per details at Para 3 of
the prospectus.
d. If the last date happens to be an Govt. holiday, the last date will automatically be
extended to the next working day.

All are directed to visit the NIHFW web site (www.nihfw.org) regularly
to keep themselves up dated with the latest information about the
distance learning courses.
Background
Professional Development Courses for District Level Medical Officers were started at
NIHFW in September 2001. These courses were developed under health sector reforms
activities supported by European Commission. They addressed the needs of Senior
Medical Officers in different state health systems of India, who were either working at
district level or were almost at the brink of being promoted to occupy district level
positions in their respective state. To begin with PDC was a 12 weeks residential
orientation, subsequently condensed to 10 weeks. By 2006, the course was rolled out
to 16 training institutes (including two in the private sector) around the country but,
States have always found it challenging to spare right candidates for 10 week’s
residential program. Considering this NIHFW with the support of Institutional Technical
Support Unit (ITSU) developed the Professional Development Course in e-learning
mode for the Doctors in the District health system of India at the behest of the
Government of India.
Duration of the Course
The total duration of the course is 26 weeks (6 months).
Medium of Study
The medium of study is English.
Eligibility
Candidates would be Medical Doctors with at least 10 years’ experience in public Health
systems in the state(s). It is reiterated that States would nominate the Medical Officers
who are in the forefront to soon occupy district level positions. Officer to be nominated
must be skilled in routine computer operations. They will be advised to read and learn
from the course material available online at their convenience.
Number of candidates
It is proposed to register minimum 25 Doctors from each state in the course.
Objectives of the Course
To understand the existing status of policies, public health programs and managerial practices in different states of India
To acquire the skills to apply principles and techniques of health management for effective delivery of health services through public systems
To identify the changes required in the district health systems to make
them result yielding.
To acquire the skills to prepare and implement district action plan
To acquire the skills to use computer software’s in managing health
services at district level
To effectively manage all peripheral health facilities in the assigned district
To concurrently evaluate the national health programme in the assigned
district
Course Design
The entire course has been divided into two parts.
1. Self reading by students:
Each candidate must devote at least 193 hours to study the course
materials.
Test question practice at the end of each chapter (Check your progress) to
assess your knowledge gain.
2. Internal Assessment
Record of assessment generated during 26 weeks.
Methodology
This PDC course is on e-Learning mode. The participants will be able to access the
course content online. The course is designed by using self-learning principle and
learning by doing approach. There are total sixty four basic units. To facilitate learning,
each chapter in the Unit has been provided with specified purpose and learning
objectives in the beginning. Detailed framework and concepts have also been given for
the better understanding. The summing up and self-assessment exercises have been
given at the end of the Unit for quick assessment by the learner. Case studies have also
been included at relevant points so as to relate the concepts with real situations.
Each unit has links which can be read for additional reading.
Links to various websites have been provided in each unit for further reading.

ORIENTATION AND FINAL EXAMINATION:
One day orientation training at SIHFW to the participants at the beginning of the course will be made.
At the end of the course the final online examination will be organized at SIHFW/NIHFW.
TECHNICAL SUPPORT:
Technical support will be provided by LMS/IT administrator by email and help desk
phone during office hours.

Examination
Eligibility for Final Examination
After completing all the units (64 units) with passing mark 60% the participants will be able to appear in the final examination.
Time schedule for final examination: After 26 weeks of the course
Number of Questions: Each participant will be given Multiple Choice (100 in numbers) Questions randomly generated by the LMS, from all the units. Random generation will ensure that no two participants get the same set of questions. A system may be developed on a yearly basis for additional questions.
Time Duration for the Examination: Two minutes per question i.e. 3 hours and 20 minutes
Passing Marks for the final examination are sixty percent.
Examination Venue: Preferably from the work site since it is in e-Learning mode
it can be done from anywhere provided there is a Computer and internet facilities.

- Those who fail or those who were unable to appear in the exam
can appear in the next exam being scheduled at the end of the
next planned course - 26 weeks.
- A total of 4 attempts will be allowed in two years following
registration of the participants.
- PDC participants will have to pass the exam within two years of

How to Apply
a. A candidate seeking admission to the course is required to send his/her
application in the prescribed format, given at the end of the prospectus duly
completed, along with requisite fees.
b. Following enclosures must be attached along with the application form:
Demand draft of requisite amount.
Self attested copy of certificate of Date of Birth.
Self attested copy of relevant degree certificate.
Copy of Registration certificate with respective National / State council.
Experience certificate from the Employer.
No objection certificate from the employer, for those in Govt. services.
Candidates are requested not to attach any other documents.

Selection
a. Selection will be made by a selection / screening committee of NIHFW and only
the selected candidates will be informed accordingly.
b. The list of selected candidates will be up loaded in the institute’s web site.
c. The decision of the selection committee will be final and binding.
d. No correspondence in this regard will be entertained.
The National Institute of Health & Family Welfare
On March 9, 1977 the National Institute of Health and Family Welfare (NIHFW)
came in to existence by the merger of two erstwhile autonomous organizations
previously named as National Institute of Family Planning (NIFP) and National
Institute of Health Administration and Education (NIHAE) which were established in
the year 1962 and 1964 respectively. Since then the NIHFW has been functioning as a
multi-disciplinary Institute under the Ministry of Health and Family Welfare,
Government of India. NIHFW has been engaged in providing Education and Training to
health manager since last two decades through its regular courses of MD (CHA), DHA
and other in service training programs. NIHFW conducts 60-70 training courses per
year.
The Post Graduate Diploma in Public Health Management started in 2008-09 in
collaboration with MOHFW has gained popularity nationwide. However the in-service
training arrangements have not been able to meet the demands expeditiously.
Moreover, there is a need for continuous and consistent capacity building of health
professionals especially for the management of district health system. In order to
facilitate continuous up gradation of knowledge and skills of various health personnel
across the country, the NIHFW conducts following e-Learning courses.
