CHAIR REPORT

Tony MerrittCESAHN Chair

2014 started off with lots of promise and excitement for our organisation and we had little idea about the changes that would be coming. At that time Jenny Aikin was our chair and doing a fantastic job. Memberships had grown throughout 2014, and our organisation was becoming stronger and increasingly more representative of allied health professionals across the inner west.

In July 2014 we hosted a meeting of the Sydney Local Health District allied health directors and CESAHN allied health professionals. Sixteen heads attended the meeting, including the SLHD allied health director, Paula Caffrey. The meeting was a great success and some key strategic priorities were agreed upon. This included developing and enhancing public private partnerships, and pursuing funding to develop a multidisciplinary obesity project.

By September it became apparent the Primary Health Networks would replace Medicare Locals. The Horvath report on the Medicare Locals advocated much greater involvement of General Practice on PHNs and made almost no mention of allied health. The board went about advocating for the central role allied health within the new PHNs. This involved meeting with our local MP and advocating within the Medicare Local. We received strong assurances from within the Medicare Local that allied health would remain central to Central Eastern and Sydney PHN (CESPHN), and we are very pleased to see that this subsequently materialised.

Jenny Aikin stepped down as chair to join the Medicare Local board and I was chosen by the board as new chair. This great honour came at a key time for us. I met with the chairs of the allied health groups from the eastern suburbs and southern suburbs and together we agreed to merge our organisations. We worked very well together and within a very short time a new organisation was formed; Central and Eastern Sydney Allied Health Network. I then had the great honour of being elected chair of that organisation.

We now represent over 5000 allied health professionals across an area that spreads from Concord to Engadine. As a member company of CESPHN we have a significant role in influencing the future of allied health under CESPHN. In 2015-2016 we intend to engage with members, advocate for allied health, increase membership, develop high quality CPD, and drive practice development and innovation. It’s going to be a great year.

In 2014/15 financial year, the Central and Eastern Sydney Allied Health Network members were allied health practitioners who practiced in the inner west region in private, public and NGO sectors from the following groups: audiologists, chiropractors, dentists, diabetes educators, dietitians, exercise physiologists, mental health nurses, occupational therapists, optometrist, osteopaths, pharmacists, physiotherapists, podiatrists, psychologists, social workers, speech pathologists.

From 1 July 2014 to 1 January 2015 CESAHN had 235 financial Ordinary and 9 Associate members. At the end of 2014, the Board decided to offer only half yearly membership until 30 June 2015 in light of changes from Medicare Local to PHN that came into effect on 1 July 2015. In the first six months of 2015, CESAHN had 140 financial Ordinary and 3 Associate members.

I am a Speech and Language Pathologist in private practice. I am the founder and director of Talking Heads Speech Pathology, established in 2006, and based in three locations across Sydney’s south.I have a varied Speech and Language Pathology background including; working in an education support context; as a clinical educator/ supervising Speech Pathologist at the University of Sydney; in hospital and community health settings in New South Wales, the National Health Service in the UK and private practice settings.

I work with both the adult and paediatric population, and I am extremely passionate about early intervention; having delivered speech and language screenings to hundreds of childcare/ preschool and school settings over many years. I am proactive about community education; as regularly develop and present seminars to the public, including medical and educational professionals. I also work on an editorial team, writing articles for a paediatric focussed community magazine.

Being involved within the community at various levels, I have developed a strong network, which facilitates a broad insight and input to health needs. I was also a member of the South Eastern Sydney Medicare Local – Allied Health Council, and have completed governance and directorship training.I enjoy being a voice and advocate for the greater allied health community and look forward to continuing to represent and celebrate the collective in my role as Director on the Board of the Central and Eastern Sydney Allied Health Network.

Sonia BestulicBAppSc (SpPath), CPSP, MSPAA

I started my career in retail pharmacy before seeking a new challenge working for a multi-national pharmaceutical company Merck Sharp and Dohme. I progressed through various sales and marketing roles before joining the Professional Services team, much of my work involving designing, conducting and evaluating educational programs for doctors as well as specialists. From there I headed up the establishment of The Rural Health Education Foundation (RHEF), which provided much needed education to rural General Practitioners. I am proud that this valued program is still in operation today.

As manager of the Healthcare Alliance Team, I have employed a national team of General Practitioners to work with Divisions of General Practice to conduct educational programs.

I then became the Marketing Manager at ANSTO (Australian Nuclear Science and Technology Organisation) where my role included education regarding radio-pharmaceuticals for medical procedures. After 5 years I left to purchase my first pharmacy. A second pharmacy was purchased a year later.

After obtaining my Bachelor of Pharmacy, I completed a Master of Business Administration. Once I returned to community pharmacy I undertook training for Home Medicine Reviews (HMR) and I am accredited to perform these in the patient’s home. Presently I am enrolled in the Australian Institute of Company Directors for a Company Director course.

I am passionate about improving healthcare and working towards integrated pathways for patients. My goal is a patient centric healthcare system.

I am an Accredited Practising Dietitian [APD]/Nutritionist [AN] and conduct a Private Practice in the Inner West. As an Accredited Practising Dietitian with 30 years experience, I have worked in the clinical sector of primary care dietetics working in the various hospitals in the northern, eastern, south-east, south and inner west regions of Sydney, serving on various project committees and initiating nutrition programs for the local community and previously a Research Officer with the Metabolic Unit Sydney University.

For the past 11 years as a Private Practitioner in the inner west community, I continue to conduct individual nutrition therapy clinics and consult to aged care facilities in the inner west, south west and north-west regions of the Sydney metropolitan area. I am also a Clinical Educator for the Dietetic Students completing courses at the Sydney University and mentor overseas Dietitians preparing for exams to qualify and practice in Australia. My Governance and Board experience have included the following: In 2012: Foundation Director for CSAHN Board in the establishment of the CSAHN, one third member of the Inner West Sydney Medicare Local.

I completed the Australian Institute of Company Director’s Foundation program for Board Directors. In 2013: re-elected as Director of CSAHN Board and in 2013 Representative member of CSAHN on the Needs Assessment and Gaps Analysis Steering Committee, which over a period of 12 months researched the community trends in healthcare and population profile to identify the needs for the community upon which IWSML could focus in future projects. Governance experience has also been gained with roles serving social community committees in the inner west.

My philosophy as a Private Practising Dietitian and Foundation Director for the CESAHN is to provide a professional approach to the practice of nutrition and dietetics to enable individuals to achieve a holistic balance between lifestyle, activity and diet. On a broader platform it’s to be involved in an integral and interactive focus group with other allied health practitioners working as a team in the development and promotion of initiatives in healthcare for the individual’s wellbeing towards achieving a healthier community.

Emily Chin BSc.(USyd) GDFoodTech (UNSW), GDDieNut (USyd)

I am a Clinical Psychologist, holding an Honours degree in Psychology from the University of NSW and a Masters degree in Clinical Psychology from Macquarie University. I served as the inaugural Chair of the South Eastern Sydney Medicare Local Allied and Community Health Council. I was a Founding Board Member of the Australian Clinical Psychology Association (ACPA), and have served on a range of committees and task forces within ACPA.

I am currently the Director of Southside Health & Wellbeing, a large clinical psychology and allied health practice in South Eastern Sydney. I have also worked in various clinical psychology roles within the public health system. In my private practice I provide clinical assessment and therapy services, as well as supervision for clinical psychologists and other health practitioners, across a range of areas, including general adult psychology, child and family psychology and perinatal psychology.

I am passionate about the role of interdisciplinary, person-centred care in facilitating optimal health outcomes. I am also passionate about the importance of mentoring and support for new health practitioners, and have helped to establish a National Mentoring program within my profession.

I am an Experienced Clinician and Director of a large national speech pathology and occupational therapy practice in Australia begun in 2004, University Academic, Aging and Cognitive Neuroscientist, Communication Sciences and Disorders Specialist and Speech Language Pathologist (Certified Practicing) in clinical practice since 1996.

I have had over 50 publications in international journals and international conferences in the area of the speech areas of the brain and communication sciences and disorders including many on dementia and aging as well as prevalence of communication disorders in children. I have achieved over $2 million Australian dollars in funding support. I have taught across top Universities undergraduate and graduate curriculum communication sciences and anatomy/medicine curriculum.

I have been National Adviser for Evidence-Based Practice, Speech Pathology Australia. I have developed curriculum for undergraduate and postgraduate teaching at The University of Sydney where I was a tenured lecturer for over 10 years, and have been a Senior Research Fellow at the University of New South Wales with adjunct teaching in anatomy and medicine.

I have had extensive international media interest in my work on the speech areas of the brain as well as diverse difficulties such as dementia, language impairment and dyslexia. I have been asked to speak at top international universities such as Cambridge University, UK and New York University, USA and University of Sydney, Andersen Stuart Public Lecture.

I have a commitment to Community Service providing many years of pro bono intervention services to disadvantaged children in the inner west of Sydney as well as to the homeless community personal meal provision. I have advocated to government to provide therapy services to schools since 1996 including advice to Ministers. I set up a service in a disadvantaged area of Brisbane. I am developing therapy services in a rural disadvantaged area near Adelaide.

Dr Jennifer HarastyBAppSc (SpPath) MAppSc (SpPath) PhD (Med) MSPA CPSP MAICD

I am a Clinical Psychologist working in private practice where I run Sydney Clinical Psychology. I’m an Associate Lecturer in the Masters of Clinical Psychology program at the University of New South Wales and the University of Sydney, and a clinical supervisor and clinical associate at UNSW, Macquarie, and Sydney Universities. I am also a trainer at the Black Dog Institute, where I run professional development programs for psychologists and general practitioners, together with workplace mental health workshops.

Clinically my interests include self-harm and personality disorders, drug and alcohol problems, anger, workplace stress, chronic pain, and clinical health psychology. Also I have a strong commitment to multidisciplinary team based care, developing innovative service models, and public/private system collaboration. I have represented mental health professionals in a number of forums in recent years.

I’ve been invited to attend national reviews of the ATAPS scheme and the ATAPS Suicide Prevention Initiative, and contributed to the current Disability Impairment Guidelines for Centrelink and the CRS on behalf of the Australian Psychological Society. I’m also a board member of the Australian Clinical Psychology Association.

Dr Mark SrewartPhD MPH (Hons) BAppSc (Phty) Grad Cert (Higher Education) APAM

I am a pharmacist working for the past 27 years in my own business in Ashfield. This practice is co-owned with my pharmacist wife and another business partner. I am passionate about improving health outcomes for residents of our PHN catchment area. I have a particular interest in lifestyle associated issues and disease states such as mature onset diabetes, hypertension, heart health, smoking, weight control.

I have previously served on the Quality Use of Medicines committee with CSGPN. I served on the Central Sydney Allied Health Network Board with the recently closed the Inner West Sydney Medicare Local, from its inception, being initially appointed and then re-elected a number of times.

I am a founding, and current director on the Central and Eastern Sydney Allied Health Board, and offer myself for re-election. I bring governance experience from other roles where I have served and continue to serve my community, including the local government sector, an area of expanded engagement for the new primary health networks.

Gulian VaccariB.Pharm M.A.C.C.P

I am a musculoskeletal physiotherapist with over 20 years clinical experience with particular expertise in the area of diagnosis and treatment of whiplash.

I am the Director of three physiotherapy clinics at UNSW, at the Mater hospital and at Manly Gymnastics club in Cromer. I principally work out of my clinic at UNSW where I have been on campus since 1994. My clinics employ a range of allied health professionals including podiatrists, dietitians, massage therapists and acupuncturists.

I have previously worked as an academic for the University of Sydney lecturing in the School of Physiotherapy to both post graduate and undergraduate students in the area of musculoskeletal physiotherapy. I am also currently an Adjunct Supervisor for the Department of Health Professions, Discipline of Physiotherapy, Macquarie University.

I have worked as a principal consultant for both TracSA in South Australia and the MAA in NSW in the production and design of guidelines for the management of whiplash. I have worked with a range of sporting teams and organisations including Manly gymnastics club, The University of Sydney AFL club, Warringah Cricket Clubs, UNSW Rugby club and UNSW Eastern Suburbs AFL club.

4. Operating results and review of operations for the year

The Surplus/(Deficit) of the Company after providing for income tax amounted to $ (1,225) (2014: $ (4,971)).

5. Members guarantee

Central Sydney Allied Health Network is a company limited by guarantee. In the event of the company being wound up, ordinary members are required to contribute a maximum of $2 each. The total amount that members of the company are liable to contribute if the company is wound up is $444, based on 215 current ordinary members and 7 current associate member.

Ms Aikenis a member of the National Advisory Council for the Australian Physiotherapy Association and a member of the Advisory Board for Macquarie University’s Doctor of Physiotherapy programme.

No matters or circumstances have arisen since the end of the financial year which significantly affected or could significantly affect the operations of the Company, the results of those operations or the state of affairs of the Company in future financial years.

10. Future developments and results

The company relies on membership for its revenue. In previous years, the Inner West Sydney Medicare Local (IWSML) provided a range of membership and secretarial services under a service arrangement.

IWSML is now in the process of being wound up and CESAHN has entered into a new agreement with EIS Health Limited (CESPHN) in relation to the administration and secretarial services which will be subsequently reviewed.

11. Significant changes in state of affairs

There have been no significant changes in the state of affairs of the Company during the year.

12. Environmental matters

The Company's operations are not regulated by any significant environmental regulations under a law of the Commonwealth or of a state or territory.

13. Indemnification and insurance of officers and auditors

The Company has agreed to indemnify the directors of the company against all liabilities to another person (other than the company) that may arise from their position as directors of the company, except where the liability arises out of conduct involving a lack of good faith. The agreement stipulates that the company will meet the full amount of any such liabilities, including costs and expenses.

In the first financial year the company has paid insurance premiums in respect of directors’ and officers’ liability and legal expenses insurance contracts, for the current directors and officers.

The financial report covers Central and Eastern Sydney Allied Health Network Limited as an individual entity. Central and Eastern Sydney Allied Health Network Limited is a not-for-profit Company limited by guarantee, incorporated and domiciled in Australia.

The functional and presentation currency of Central and Eastern Sydney Allied Health Network Limited is Australian dollars.

1 Summary of Significant Accounting Policies

(a) Basis of Preparation

The financial statements are general purpose financial statements that have been prepared in accordance with Australian Accounting Standards - Reduced Disclosure Requirements and Interpretations of the Australian Accounting Standards Board and the Corporations Act 2001.

Australian Accounting Standards set out accounting policies that the Australian Accounting Standards Board (AASB) has concluded would result in financial statements containing relevant and reliable information about transactions, events and conditions. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless otherwise stated.

The financial statements have been prepared on an accruals basis and are based on historical costs modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities.

(b) Comparative Amounts

Comparatives are consistent with prior years, unless otherwise stated.

(c) Critical accounting estimates and judgments

The directors make estimates and judgements during the preparation of these financial statements regarding assumptions about current and future events affecting transactions and balances.

These estimates and judgements are based on the best information available at the time of preparing the financial statements, however as additional information is known then the actual results may differ from the estimates.

(d) Revenue and other income

Revenue is recognised when the amount of the revenue can be measured reliably, it is probable that economic benefits associated with the transaction will flow to the entity and specific criteria relating to the type of revenue as noted below, has been satisfied.

Revenue is measured at the fair value of the consideration received or receivable and is presented net of returns, discounts and rebates.

All revenue is stated net of the amount of goods and services tax (GST).

Interest revenue

Interest is accrued on a time basis, based on the principal outstanding and at the effective interest rate applicable.

(e) Cash and cash equivalents

Cash and cash equivalents comprises cash on hand, demand deposits and short-term investments which are readily convertible to known amounts of cash and which are subject to an insignificant risk of change in value.

(f) Trade and other receivables

Receivables are recognised initially at fair value and subsequently measured at amortised cost, less provision for impairment (doubtful debts). Trade receivables are due for settlement no more than 90 days from the date of recognition.

Collectability of trade receivables is reviewed on an ongoing basis. Debts which are known to be uncollectable are written-off. A provision for impairment is established when there is objective evidence that the Company will not be able to collect all amounts due according to the original terms of receivables. The amount of the provision is the difference between the asset’s carrying amount and the present value of estimated future cash flows, discounted at the effective interest rate. The amount of the provision is recognised in the statement of comprehensive income.

(g) Trade and other payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the Company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability. Trade and other payables are unsecured.

(h) Income Tax

The income of the Company is exempt from income tax under the provisions of the Income Tax Assessment Act.

(i) Going concern

The company relies on membership for its revenue, this was growing steadily however with the change from Inner West Sydney Medicare Local to EIS Health Ltd (CESPHN) this caused some uncertainty. The directors are confident memberships will continue to grow steadily again to satisfy the ongoing obligations and liabilities of the company.

As a result the financial report has been prepared on the going concern basis. The company believes that with continuous support from the members in the form of membership revenue they can continue as a going concern.

(j) Goods and Services Tax (GST)

Revenue, expenses and assets are recognised net of the amount of goods and services tax (GST), except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO).

Receivables and payable are stated inclusive of GST. The net amount of GST recoverable from, or payable to, the ATO is included as part of receivables or payables in the statement of financial position.

Cash flows are included in the statement of cash flows are included on a gross basis and the GST component of cash flows arising from investing and financing activities which is recoverable from, or payable to, the taxation authority is classified as operating cash flows.
