    Climate change is one of the most serious challenges confronted by human-beings. However, the national emissions reductioncommitments within the international negotiations are far from suf cient if we are to avoid serious climate change.2 The longer thatnegotiations continue, the further the gap between commitments and results widens. If this trend continues, there is more than a 65%likelihood that average temperatures will have risen by 4C in 2050. Timely action is essential to deal with the challenge of climatechange. We should have two strings to our bow. On one hand, we should continue encouraging developed countries to make moreambitious emissions reduction and climate finance commitments. On the other hand, we should facilitate countries to realize their commitments domestically and advocate and promote more ambitious national mitigation action plans.

    The Chinese government has expressed con dence that it will accomplish its committed target which aims to reduce Chinas carbonintensity by 40 - 45% in 2020 compared with year 2005. Between 2006 and 2010, the period of the 11th Five-Year Plan, China hasshown a declining trend in both energy intensity and carbon intensity, which was predicted to rise steadily between 2001 and 2015. Inthis period, the countrys energy intensity has declined by 19.1%, and carbon intensity has been reduced by approximately by 20%,which is equivalent to a reduction of 1.5 billion tons of CO 2 emissions. In order to achieve these goals, the Chinese government hasadopted different simultaneous approaches: the top-down mandate approach as well as market-incentive mechanisms. Both provideexperience and lessons to learn from which are worth promoting world-wide.

    However, curbing climate change is not only a job for government's, but also for bottom-up power from civil society, involving action byindividuals and industries within society. Therefore, nearly 30 non-government organizations have initiated the C + action, hoping toarouse an active role for civil society as climate citizens. Climate citizens take actions in different elds to deal with climate change,committing to make efforts beyond those in national pledges. Accordingly, this action aims to assist the government achieve a moreambitious goal.

    Implications of C+Beyond Government Commitment

    C stand for the commitments of various kinds made by government to deal with climate change, for example: carbon emission targets,energy saving targets, clean energy targets, investment targets, etc. C+ advocates for people from various locations and industries toadopt a more ambitious emissions reduction target than the legally-binding government target. This suggests that the goal of C+ is notonly to ensure the accomplishment of governments 17% carbon intensity reduction target for 2015 and 40% to 45% target for 2020,but also to go beyond them. C+ supports the Chinese governments pledge made in Copenhagen for a 40% to 45% carbon intensityreduction by 2020, and hopes to encourage and provide support for even stronger action.

    Beyond Climate Change

    C also stands for climate change. Normally, dealing with climate change is interpreted as an issue of mitigation, adaptation, capacitybuilding, agriculture, etc. In C+, dealing with climate change is interpreted as a matter which requires changing the economicdevelopment model, moving to a low-carbon, green, and sustainable development pathway. In the business eld, C+ promotes theidea that companies should not only focus on how to improve energy ef ciency, but extend their scope to include production ef ciencyand competitiveness, innovative ideas and technologies, more extensive social responsibility, quality and branding, etc. In educationinstitutions, C+ aims to develop students rational analysis and civic spirit, in order to be future leaders in sustainable development andcontribute to emissions reduction in their different elds. For the public and communities, C+ promotes low-carbon lifestyles, stimulatesdomestic demand for a low-carbon economy, and facilitates Chinas economic transformation.

    Beyond China

    C also stands for China. On the international stage, though the Chinese government, companies and organizations, play a much moreimportant role in climate change than they have in the past, they are still unable to act as positive leaders. C+ promotes the Chinesestyle of environmentalism, which adopts a spirit of personal sincerity. Chinese NGOs practice what we advocate, encouraging the publicaround the globe to take the same actions, in order to facilitate governments with stronger determination and commitment to work jointlyto curb climate change without boundaries.

    Action frameworkC+ Initiative includes series of different actions coping with climate change by different groups, an independent C+MRV System and C+related policy research and advocacy.

    Policy Research and PromotionTo assist C+ activities, an ad-hoc working group will research policies to facilitate policy making and implementation initiated by differentgroups within the C+ platform. In general, there will be 10 aspects to this:

    Assess the potential and feasibility of a more ambitious energy-saving and carbon reduction target1.

    Facilitate the incentive policies at both central and local government levels, in order to encourage enterprises to reduce carbon2.emissions more ef ciently

    In the current context, research and promote a model of corporate social responsibility, with low-carbon and green economy3.development at its core.

    Launch resource consumption and carbon standards for products that re ect the whole product life-cycle. Improve the competitiveness4.of enterprises as a result.

    Develop and support MRV capacity building activities within the C+ platform, design the rules and requirements of authentication and5.use of the C+ label.

    Assist relevant government departments to design a policy for engaging civil society in the provision of social services and the6.development of a low-carbon economy.

    Demonstrate and promote the low-carbon village projects.7.

    Chinese NGOs should actively and effectively participate and in uence the climate change negotiation process8.

    Advocate low-carbon lifestyles, consumption ideas and the concept of eco-friendliness9.

    Monitoring, Reportingand Veri f cation (MRV)

    Why MRV?All emissions reductions, including the governments achievements, or those by companies, schools,communities, villages, households or indivuduals, should be accompanied by consisistency, accuracy andtransparency in data management. Accurate and relaible data is the basis for governments administration of itsmitigation policy, corporate citizens maintaining their social responsibility, the enhancing of public awareness aswell as the building of con dence in carbon markets and carbon trading. Thus, the carbon data MRV system iscrucial to implementing climate policy and mitigation actions. C+ is pioneering a number of actions to increasethe transparency and reliability of data through MRV.

    MRV, How?C+ NGOs can develop new mitigation projects that are subject to MRV. They can also implement MRV on1.existing project sites. C+ will consolidate, regulate and improve the capabilities of its members in monitoringand reporting. The members can participate in carbon accounting training organized by C+ based on existingstandards including ISO14064, GHG Protocol, etc.

    C+ will certify a list of third party organizations to provide technical support for C+ members and verify the2.emission reductions generated in the C+ enterprises.

    C+ will provide carbon accounting training to individuals and households. These members will only report their 3.reductions without third party veri cation.

    C+ will provide carbon accounting trainings to schools and communities. These members emission reductions4.will be veri ed through desk-review without on-site visit.

    C+ will provide carbon accounting training to the enterprises. These members emission reduction will be5.subject to stringent veri cation.

    Low Carbon Village

    There are significant gaps between Chinas urban and rural population in terms of economicdevelopment and energy consumption. The urban population consumes the biggest share of energyand contributes most of Chinas greenhouse gas emissions. The rural population, which accounts50% of Chinas total population, consumes and contributes less. Achieving a low-carbon pathway inrural villages can help the whole country to reach its goal for low-carbon development. Through modelprojects and technology innovation, as well as the promotion of low-emissions agriculture and lifestyles,the country can achieve its targets for climate protection much more ef ciently. Achieving real low-carbonvillages could be one of Chinas biggest contributions to combating climate change. C+ will introducethe pathway to achieve the low-carbon village, and introduce the method and tools for quantifying theoutcome with a transparent approach. Through the C+ platform, the demonstrations will be shared withpolicy makers and the carbon market.

    How?Coordination organizations will develop the carbon accounting and management toolkit for rural1.villages. Under their guidance, the participants will conduct the carbon inventory and carbonmanagement plan.

    Carbon reduction actions such as energy ef cient stoves, solar energy equipment, and biogas tanks2.will be implemented.

    Integrate C+ low-carbon villages with national rural policy and carbon markets, in order to create long-3.term funding from public and market sources.

    C+ IndividualThe climate crisis is urgent for the whole of society. Despite the ever increasing public awareness of climatechange, there remains a lack of political will between countries to work together in addressing this global issue.Through individual actions, C+ will be a bottom-up action to urge the international community to adopt policies

    to actively deal with climate protection. C+ will express public willingness to combat climate change to thegovernment and other players, and demonstrate the Chinese publics actions for climate protection, which inturn can encourage more con dence in the governments own policy.

    Individuals will be the smallest unit in the effort to combat climate change, but will also be the key player. C+will introduce methods to reduce energy consumption and greenhouse gas emissions, to help the individuallive a low-carbon lifestyle. C+ will provide the toolkit and method for the individual, to make sure their actionsare scienti c and ef cient, and allow participants to become real climate citizens.

    How can individuals join?Carbon Measurement

    The coordination organizations will design and maintain anonline system for measurement and registry, to record themain individual emissions such as those from transportationand daily electricity consumption.

    Carbon Management

    C+ will help the participants to have a clear picture of their emissions and nd possible methods to reduce their emissionsthrough change of lifestyle. For example, to reduce longdistance travel by using conference calls, eat less meat, buy

    local products rather than products that require long-distancetransportation and buy low-carbon labeled products. C+ willrecord individual actions and evaluate regularly.

    Carbon Neutral

    Promote a carbon-neutral approach, and record individualsactions to achieve carbon neutrality.

    C+ Enterprises

    Why the enterprises?Every enterprise is also a part of the community, and therefore an indispensible part of the effort to combatclimate change. Enterprises are the major source of greenhouse gas (GHG) emissions, which makes them themost important actor in actual emissions reduction. They also play a vital role in the implementation and diffusionof low-carbon technologies. With increasing costs for resources and energy as well as rising awareness of climate change, companies in all sectors have begun to ask themselves how to enhance the energy ef ciencyand quality of their products . This question is now driving internal changes in daily production management.The C+ enterprises can demonstrate to others, 1) how to build a low-carbon development strategy based uponan analysis of its relationship with climate change, and 2) how the low carbon strategy can help ensure thesustainable development of the company.

    C+ Enterprise, how?C+ Enterprise will commit to a carbon intensity target higher than national, sectoral or local target.1.

    Cooperating with the rest of C+ to build a long term climate change strategy.2.

    The C+ enterprises can choose to work independently or cooperate with a C+ NGO to register their actions in3.the C+ registry, monitor and report the result of the actions. There will be a nal veri cation in 2015 at the latest.

    Through C+, the enterprise can participate in the processes of making policies relevant to their business. The4.experience gained and dif culties encountered will be assets for their decision-making. The active participationof the enterprises can also enhance the effectiveness of the policies and adjust the enterprises expectations of government policies.     Low-carbon campus

    Why will schools and universities join C+?Schools, including primary and secondary schools as well as universities, are the place for education and trainingof future agents of social change. With regard to energy conservation and emissions reduction, schools are theplace that students spend most of their time every day, and therefore where most of their energy use takes place.The participation of schools in C+ can also encourage students to understand the importance of being responsiblemembers of society. According to recent research, the issue of energy wastage on campus is very serious, with theresult of signi cantly increased energy costs. By taking part in the C + action, schools can spend the money savedfrom energy bills on student activities and the improvement of education facilities. Differing from enterprises, thecore business of schools is to develop, train and educate people. From this perspective, through such a dedicatedprogram as C+, environmental awareness and low-carbon, energy-saving lifestyles can be developed from a youngage. China's economic transformation to an environment-friendly and resource-saving development path, requirespeople who are knowledgeable and have awareness of environmental protection and energy saving.

    How will schools be involved in C+?The coordinating organization will develop the methods and tools for GHG emissions measurement in schools.1.The participating schools will monitor their energy consumption and measure GHG emissions with the assistancefrom the organization..

    The coordinating organization and cooperating schools/universities will work jointly toward the campus energy-2.saving and carbon emission reduction plans which are suitable to schools/universities in China.

    Participating schools/universities will independently implement their carbon emissions reduction and energy-3.saving plan with support from the coordinating organization, and start using the established GHG emissionmonitoring and measuring system to establish a baseline, allowing future actions to have comparable quanti eddata.
