Article  Analysis  Questions    Read  the  article  about  modern  slavery  in  Dominican  Republic  and  consider  how  it  connects  to  your  experience  participating  in  our  simulation,  Escaping  the  Sugar  Cane  Plantation.  Answer  the  questions  below.

1. Create  a  list  of  key  terms  and  their  definitions  that  are  specific  to  the  sugar  cane  industry.

2. Why  did  Haitian  immigration  to  the  DR  increase  dramatically  in  the  late  1960s?  3. Explain  why  Haitian  workers,  who  are  already  vulnerable  to  exploitation  in  the  DR,

experience  even  more  discrimination  and  marginalization  once  the  zafra  is  finished  for  the  year.

4. What  role  does  the  historical  relationship  between  these  two  countries  play  in  the  current  treatment  of  Haitian  workers  in  the  DR?

5. Why  does  the  Haitian  government  not  act  to  protect  its  citizens  who  are  working  in  the  DR?

6. If  more  people  from  the  western  world  knew  about  the  conditions  under  which  people  labour  to  make  their  sugar,  do  you  think  these  human  rights  violations  would  persist?  Explain.

Now  watch  the  rest  of  the  film  The  Price  of  Sugar.  While  the  article  The  Forgotten  Slaves  was  published  in  2003,  this  documentary  was  released  in  2011  and  thus  reflects  the  situation  on  many  Dominican  plantations  in  more  recent  times.  Consider  the  following  questions  as  you  watch  the  film:

1. Have  the  changes  in  the  sugar  industry,  and  on  the  plantations  in  particular,  improved  or  worsened  since  2003?  Use  specific  examples  to  support  your  answer.

2. A)  Rank  the  following  stakeholders  in  order  form  most  to  least  responsible  for  perpetuating  this  issue  (allowing  it  to  continue).  Provide  a  rationale  to  support  your  ranking.

_____    Haitian  Cane  Cutters  _____    Sugar  Companies  _____    Consumers  in  the  developed  world  _____    Government  of  DR  _____    Plantation  owners  _____    Haitian  Government  _____    Other  (specify)

B)  Now  rank  the  stakeholders  based  on  who  should  be  most  responsible  for  addressing  the  issue.  How  do  your  rankings  compare?

_____    Haitian  Cane  Cutters  _____    Sugar  Companies  _____    Consumers  in  the  developed  world  _____    Government  of  DR  _____    Plantation  owners  _____    Haitian  Government  _____    Other  (specify)
