Foreword From the Parliamentary Under Secretary of State, Housing, Communities and Local Government; Minister for Faith

Almost 100 years ago an armistace was signed which brought to an end fighting from the most devastating conflict the world had ever seen. The loss of lives, many of whom were young men, with their futures ahead of them, was beyond imagination and changed our communities immeasurably. The public reaction to the Cenotaph, built as a temporary structure to support the Peace Parade in

1919, was so great that it became the permanent memorial to commemorate British and Commonwealth servicemen and women who gave their lives defending others.

Sadly, that wasn't the war to end all wars. And we have found ourselves adding more names to war memorials. Yet through it all, there remains people of all faiths and beliefs and none, who continue to stand up and fight for this country and our values. We owe them an immense debt of gratitude.

And, as we approach that sombre centenary, it is right that we reflect on the diversity of those who gave their lives so that others could live in peace and that we ensure that we have the right faith and belief representation at the annual national service of remembrance.

I would encourage any faith, denomination or belief with a link to the British or Commonwealth Armed Forces and not currently represented at the National Service to apply to join the annual service.

About the National Remembrance Service

The Cenotaph in Whitehall, London has played host to the Remembrance Service for the past nine decades. On the Sunday nearest to 11 November at 11am each year, a Remembrance Service is held at the Cenotaph to commemorate British and Commonwealth servicemen and women who died in the two World Wars and later conflicts. The monarch, religious leaders, politicians, representatives of state and the armed and auxiliary forces, gather to pay respect to those who gave their lives defending others. The service has changed little since it was first introduced in 1921, hymns are sung, prayers are said and a two-minute silence is observed. Official wreaths are laid on the steps of The Cenotaph. The ceremony ends with a march past of war veterans; a poignant gesture of respect for their fallen comrades.

At present, 15 faith and belief denominations are represented at the Remembrance Service. These are Anglican, Catholic, Church of Scotland, Methodist, United Reform Church, Unitarian, Free Christian Churches, the Salvation Army, Baptist, Greek Orthodox Church, Jewish (United Hebrew Congregations), Jewish (Reform), Islam, Hindu and Sikh. These representatives do not lay a wreath during the service, but are there to pay their respects on behalf of their faith communities.

Increasing Participation

As we mark the centenary of the end of World War 1, the Government is seeking to make faith and belief representation at the National Remembrance Service more reflective of modern Britain, both for this year and going forward. Faiths Forum for London has been asked by the Ministry of Housing, Communities and Local Government to run an open application process inviting organisations representing different faith/denomination and belief groups across Great Britain, who are not currently represented, to be part of the annual commemoration service.

The Process

Applications which meet the essential criteria listed below will be assessed by a review panel. Applications will be scored on the extent to which the criteria listed below are met. Faiths Forum for London will make their recommendation to the Ministry for Housing, Communities and Local Government, who will then make a final recommendation to the Department for Digital, Culture, Media and Sport, Number 10 and the Royal Household. Successful applicants will be notified in late September/early October.

The Representative

Organisations are also asked to name the likely representative, where possible, who would attend the Remembrance Service and to indicate if this would be the same individual each year. When choosing a representative please conside the nature of the service and reflect that in your nomination. Preference would be given to either a senior faith/belief leader or a serving military chaplain or service personnel. Where this is not possible or appropriate, the person chosen should be of significant standing in the respective faith or belief community. Please also give consideration to gender representation, where possible. Please note that the nominated representative, as well as the organisation chosen, will be asked to sign a code of conduct, covering the standards of behaviour expected by those attending an event of this significance.

CRITERIA

The criteria that the panel will use to judge the applications are listed below. Please take into consideration the following when filling out your application:

Faith/Denomination/Belief Criteria:

Essential criteria: 

Evidence of members of that faith/denomination/belief community having served in the British Armed Forces, in any capacity, or in a Commonwealth nation’s armed forces which was fighting alongside Britain at the time.

Additional weighting will be given to (in no particular order):

Length of history of members of the respective faith/denomination/belief community serving in the UK Armed Forces or Commonwealth (as specified above)

Evidence of military valour by members of the respective faith Proportion of the respective national faith/belief community currently serving

in the UK armed Forces, or at the time of a particular war Evidence of chaplaincy provision and/or personnel network in the

Services/Ministry of Defence 

Consideration will also be given to any additional relevant information not covered above which applicants wish to include

The representative organisation will be assessed on the following criteria

Essential Evidence that the organisation is representative of the national faith/belief

community Evidence that the organisation is of good standing in the community 

Desirable Evidence of effortss to honour/highlight the British military contribution of its

members

As there are limited spaces at the Remembrance Service, Faiths Forum for London recommends that where two or more different organisations representing the same faith/denomination/belief wish to apply, that they seek, where possible, to submit a joint application.

Official representatives of faith communities should at all times, whether at the service or elsewhere,  behave in a manner which does not bring discredit or undermine the Remembrance Service and what it stands for.

If a representative, or the organization which nominated them, acts or uses social media at any point in a way considered to be derogatory, discriminatory, bullying or threatening then the Government reserves the right to change either the nominating organization or the official representative or both.

It is the nominating organisation’s responsibility to ensure that the official representative nominated to attend each year is of suitable character, as befitting the importance of the role.
