32 Chairman’s Report We reached the 13 millionth patient landmark in May 2007 21 1/2 years from the day we embarked on our mission to eradicate curable blindness in our country. Not even in our wildest dreams did we think that we could have achieved so much in such a short space of time. The prevalence of blindness, when we began our journey, was 1.78 % of the population. It has now declined by almost half to under 1 % making the prevention of blindness one of the most successful interventions in Health Care in Pakistan. Despite this there are still 1.7 million blind people in our country and every year another 170,000 are added to this pool. So there is a huge amount to do. Our hospitals are bursting at the seams. In 2006/7 our OPDs’ were visited by 1.46 million people a growth of 11 %. Surgeries at 169,346 went up by 14 %. Expansion of Korangi, Lar and Akora Khattak was completed. This was made possible by the generosity of Ms. Khurshid Bhaimia for Korangi, Shell for Lar & Akora Khattak and Pakistan Tobacco for Akora Khattak. We need to expand Khanewal, Tando Bago, Tando Adam, Kalakallay and Lahore. Khanewal will be expanded in 2 phases: In the first phase, in 2007/8, the operation theatre will be extended and a larger patients’ waiting shed constructed. This Operation theatre is being funded by Dr. Fawad Zafar in the USA in memory of his father and the waiting shed and screening rooms by Shell. In the second phase, in 2008/9, larger wards and a patients’ canteen will be built for which donations are needed. Tando Bago needs a larger waiting area, screening rooms, larger wards, a new operation theatre and a patients’ canteen, which is being funded by a donor in the UK. Tando Adam has no space for expansion. The Rashid Memorial Welfare Organisation is building a hospital according to our specifications at Rashidabad near Tando Allahyar about 20 miles from Tando Adam. This is expected to be ready in mid 2008 and will be leased to us for 99 years at a nominal sum of Rs 1 per annum. We then intend to move our existing hospital from Tando Adam to this site. Lahore hospital’s expansion is held up by planning permission from the Township Managing Committee which is unfavorably disposed to the idea. Kalakallay’s expansion is unlikely before 2009/10 and then only if we can obtain funding. Our equipment modernization programme continued, funded by grants from Pergola Holdings (Al Jomaih Group), Sight Savers International (SSI), Pakistan Petroleum Ltd, the Graham Layton Trust (GLT), LRBT America and other individuals.

Chairman’s ReportWe reached the 13 millionth patient landmark in May 2007 21 1/2 years from theday we embarked on our mission to eradicate curable blindness in our country.Not even in our wildest dreams did we think that we could have achieved so muchin such a short space of time. The prevalence of blindness, when we began ourjourney, was 1.78 % of the population. It has now declined by almost half to under1 % making the prevention of blindness one of the most successful interventionsin Health Care in Pakistan.

Despite this there are still 1.7 million blind people in our country and every yearanother 170,000 are added to this pool. So there is a huge amount to do. Ourhospitals are bursting at the seams. In 2006/7 our OPDs’ were visited by 1.46million people a growth of 11 %. Surgeries at 169,346 went up by 14 %.Expansion of Korangi, Lar and Akora Khattak was completed. This was madepossible by the generosity of Ms. Khurshid Bhaimia for Korangi, Shell for Lar &Akora Khattak and Pakistan Tobacco for Akora Khattak.

We need to expand Khanewal, Tando Bago, Tando Adam, Kalakallay andLahore. Plans for the construction of Pasrur, Mansehra and Arifwala hospitals were finalisedand necessary approvals received. Construction has commenced. Pasrur has beenfunded by Mr. Zakaullah and his friends, Mansehra by Shell, SSI, OPEC Fund forInternational Development (for equipment), Deutsche Bank Foundation, MianUsman Peracha, Pakistan Telecommunications Ltd, the President of Pakistan, Mr. &Mrs. Muhammad Amin, and other donors. The construction cost of Arifwala isbeing funded by Raja & Begum Aftab Saeed in memory of their son. Pasrur will beoperational in the first quarter of 2008, Arifwala in the third quarter of 2008 andMansehra in the last quarter of 2008.

With Pakistan Baitul Mal (PBM) constrained by availability of funds, SSI once againbecame our largest donor followed by Pergola Holdings (Al Jomaih Group) and thenG LT. Apart from a very significant contribution to the building of the new Mansehrahospital as well as for paediatric equipment for Korangi’s new childrens’ clinic, SSIalso funded part of our operating expenses as well as imparting very valuable advicedrawn from their world wide experience. Pergola has donated equipment worth $500,000 for Korangi; Millitel (a part of the Arfeen Group) donated Rs. 10 million forsetting up an endowment for treatment of 10,000 OPD patients per annum. PakistanPetroleum funded the procurement of sophisticated equipment for our Mandrahospital. INFAQ Foundation an old benefactor increased their grant significantly.Standard Chartered continued their funding for our Korangi and Lahore hospitals aswell as for the Small Incision Cataract Surgery (SICS) Training programme undertheir “Seeing is Believing” programme. We are extremely grateful to our donors bothlarge and small whose faith and unwavering support has enabled to us to be sosuccessful in our mission to arrest the growth of curable blindness. May God blessthem and reward them adequately in their fields of endeavor.

The increasing demand for our services is placing a great strain on our financialresources. We look to increasing support from our existing and new donors. Sight isone of God’s greatest gifts. Help us to restore the vision of the poor and the deprived.

OPD VISITS / SURGERIESDuring the year ending June 2007, 1,465,875 patients visited the Out Patient Departments (OPD)in our 14 hospitals and 39 primary eyecare / outreach clinics, a growth of 11 % over the previousyear. During the same period 169,347 major & minor Surgeries were performed, an increase of 14%. The overwhelming bulk of the major surgery was cataract as this is the biggest cause ofcurable blindness .Other surgeries such as Vitreo Retina, Glaucoma, DCR, Squint etc were alsoperformed. We expanded our capacity for Vitreo Retina for which there is a long waiting list..

181 Corneas were transplanted at Lahore and Korangi. The corneas (107) in Lahore were donatedby Begum Zahra Manzoor Ilahi, President, Binai Eye Bank Pakistan, who obtained them from SriLanka. In Korangi 74 corneas were donated mainly by the Ontario Eye Bank in Canada – courtesyof Syed Muslim Hasany.

All treatment and surgery was absolutely free

EXPENSESOur operating expenses during the year, were Rs. 236 million being only 7.8 % above last yeardespite a growth of 11 % in patient visits to OPD and 14 % in surgeries. Capital expenditureincluding Work in Progress and equipment in transit at Rs. 123 million was 50.2 % higherthan last year. Our overhead expenses, at 4.7 % of total expenses are already one of the lowestin the world,

EXPANSION OF KORANGI HOSPITALConstruction of second floor at Korangi hospital was completed and inaugurated on 22nd May,2007 by a child patient selected by Ms. Khurshid Bhaimia. This floor has been named as“Bhaimia Floor”. The entire construction cost as well as some of the equipment for the newexpanded Paediatric Clinic which is located in the Bhaimia Floor was funded by Ms. KhurshidBhaimia. SSI funded the remaining equipment for Paediatrics. The cost of the patients lift wasborne by an anonymous donor. The second floor houses the enlarged Operation Theatre Complexwith 16 tables, the Paediatric Clinic, a library, auditorium as well as accommodations for 4 singledoctors. After the construction of the 2nd floor, the ground and first floor have been remodeledwith beds increasing from 78 to 94 and the following subspecialties established on ground floor.

EXPANSION AT AKORA KHATTAK & LAR HOSPITALSThe construction work at Akora Khattak and Lar hospitals has been completed. Waiting shed,screening rooms and canteen have been provided at each of the hospitals. Additional male andfemale wards with 6 beds each have been added at Akora Khattak.

PAEDRIATIC FACILITY AT MANDRANecessary equipment e.g. Anaesthesia machine and other diagnostic devices have been providedto Mandra. A visiting Anaesthetist has also been engaged. Clinical examination and surgeries werestarted in July, 2006. In addition to Lahore and Karachi Tertiary hospitals, Paed’s surgery is nowbeing carried out at three of our Secondary hospitals i.e. Quetta, Lar and now Mandra.

SOPHISTICATED EQUIPMENTWe embarked upon major upgradation of equipment at all our hospitals. Korangi hospital has beenprovided with 8 Slit Lamps, 6 Indirect Ophthalmoscopes, 3 Operation Microscopes, A scan, YagLaser and Keratometer. Operation Microscopes with teaching aids have been provided to ourTando Adam, Tando Bago, Shahpur Saddar and Akora Khattak Secondary hospitals.Phacoemulsifier and Keratometers were provided to Kalakallay. Quetta Secondary hospital wasprovided with A & B Scan, Multiparameter and a Yag Laser. Lahore hospital was provided with 4Phacoemulsifiers including Alcon’s Infiniti, a Millenium Post Vitrectomy system, a Topcon FundusCamera and Imaging system, an Eyelite laser delivery system, an Octopus Perimeter, a Zeiss SlitLamp, Auto refractometer and Tonometer

PRIMARY EYECARE CLINICS (PEC)Ten Primary Eyecare Clinics at Dadu, Sajawal, Rashidabad, Sher Ghar, Bandial, Kotmomin, IbrahimHyderi, Surjani Town, Timergara and Sobhodero were established during the period under review.

A PEC is manned by a midlevel eyecare worker who does refraction & prescribes medicines forsimple eye ailments. Complicated ailments and surgery cases are referred to the nearest hospital.

HUMAN RESOURCE DEVELOPMENT Training & Development 7 doctors passed FCPS, 3 passed FRCS, one M. Sc. in Community Ophthalmology and 7 passed theOptics and Refraction Module examination for FCPS.

Small Incision Cataract Surgery (SICS)Under the programme “Seeing is Believing” financially sponsored by Standard Chartered Bank., training inSmall Incision Cataract Surgery (SICS) is being conducted in Korangi. 10 doctors, including one privated o c t o r, have been trained during the period under review. A total of 7,904 SICS have been performed.

Microsurgical Training12 doctors have been trained in Microsurgery by our Lahore hospital.

Ophthalmic Technician Course5 of our paramedical staff from various hospitals have successfully completed the one yearOphthalmic Technician Course with ISRA University

Conferences / WorkshopsD r. Z. A. Qazi, Chief Consultant Ophthalmologist LRBT Hospital Lahore attended the European Societyof Cataract and Refractive Surgery Conference held in London from 6th September to 15th September2006. He has also been enrolled as a Member of the Phoenix Club. This membership is given to theselected few, who have performed a certain number of Phaco Surgeries successfully.

Asia Pacific Academy of Ophthalmology (APAO) held their annual conference from 24 to 28thFebruary 2007 at Lahore. LRBT participated very actively in this conference. A number of our doctorspresented their papers and displayed posters. Our Lahore hospital was selected for demonstratingstate of the art surgeries, which were telecast live directly to the conference venue.

A 3 day workshop, held in Mayo Hospital Lahore was attended by Dr. Norin Bano (ConsultantOphthalmologist).

Dr. Khurram Mirza from LRBT Hospital Lahore attended a workshop on “Strategy against blindnessdue to Diabetic Retinopathy” organized by Eastern Mediterranean Regional Office of World HealthOrganization (WHO) at Cairo from 20th to 22nd November 2006.

Visit of Vice Chairman/CEO to DUBAI and UKTo revive our Fund raising efforts in Dubai a new chapter headed by M/s. Ashfaque Azad and IqbalMaladwala has been established. They organized a function which was addressed by Mr. SaquibHameed. He also appeared in Nadia Khan Show on GEO TV. A sum of Rs. 2.5 Million was raised.

Mr. Hameed also visited the UK where he made a presentation to SSI our biggest donor and requestedthat the 3 year protocol which is concluding in December should be extended for a similar period. Healso met with Trustees of GLT our second largest donor as well as with a very large donor who agreedto fund Tando Bago’s expension.

It was with great sadness and regret that the Trustees announced the death of ourfirst Patron, Lord Weatherill.

Many obituaries have been published elsewhere, praising the many achievementsof this exceptional man as a Parliamentarian, Whip and Speaker of the House ofCommons. However, the Trustees would like to express their gratitude for the veryactive part he played in guiding and building up GLT and helping its work withLRBT in Pakistan.

Lord Weatherill’s wartime service with the 17th King George’s Own Lancers, basedat Multan, left him with a love of and enthusiasm for Pakistan and the Subcontinent.This, together with his wide range of contacts both in Pakistan and the UnitedKingdom, made him a natural choice to be our Patron. We were delighted that such

a very busy man should so willingly and generously give his time to a relativelynew charity.

Many members of GLT ’s eminent Board of Advisors joined as a result of anapproach from him invariably made with such charm and enthusiasm that fewcould say no. As well as his annual luncheon for potential benefactors in theHouse of Lords, he appeared on BBC Radio 4 to make an appeal on behalf ofG LT the resulting donations exceeded those for any other charity that year.

Above all, we will remember him for his accessibility, for his wisdom and thegraceful manner in which it was offered. We are all most fortunate to haveknown him and to have enjoyed his friendship and to have benefited from hisguidance.

And who better than Lord Weatherill’s roommate at the House of Lord’s tosucceed him?

We are most grateful to Viscount Slim for agreeing to assume LordWe a t h e r i l l ’s mantle as our next Patron. Born in Pakistan, in Quetta, andeducated at the Prince of Wales Royal Indian Military College at Dehra Dun,he served in the Indian Army, in the 6th Gurkha Rifles. He joined the BritishArmy in 1948, when he served with the Argyll and Sutherland Highlanders,before attending the Staff College and then the Joint Services Staff College.He went on to command the SAS, finally retiring from the Army in 1972 after aspell as GSO1 (Special Forces) at HQ UK Land Forces.

A distinguished career in industry followed, while his public service workincludes the presidency of the Burma Star Association, the Commonwealth WarVeterans and the SAS Association.

GLT is therefore fortunate to have another Patron who combines a deep affectionfor Pakistan with a broad experience of business and government, and a widerange of contacts in the United Kingdom and the Commonwealth, who cancontinue and build upon the excellent work of Lord Weatherill.

This year also saw the retirement of Hugh Clark from the roles of Trustee andTreasurer; GLT is greatly indebted to him for his wise advice and hard work,

which, over the last nine years, has greatly contributed to GLT’ssuccessful growth. Doreen Percival, originally PA to GrahamLayton, and for the last eight years Secretary to the Trustees, hasalso retired. Apart from the industry and diligence, which she hasgiven so selflessly to GLT, she also provided a valuable link to ourfounder. The Trustees were delighted that she accepted a smallkeepsake as a mark of their gratitude to her.

The level of incoming resources in 2006/7 amounted to just over£340,000 and was the result of a wide range of generous donationsand an increasing number of fund raising events, notably theWinter Ball which, thanks to its energetic and enthusiasticcommittee, raised over £61,000 and the Gala at the WallaceCollection. The success of these fund raising activities is dueentirely to the unstinting effort and work of the Trustees and all ofthe volunteers who give their time so generously and withoutquestion.

Generous Donors and Sponsors have provided increasing supportboth from the UK and from Saudi Arabia. GLT and its beneficiariesare deeply grateful to them all.

As a consequence GLT has been able to continue its commitmentto LRBT to fund, completely, their inter ocular lens (IOL)requirement for all of their hospitals for the foreseeable future. In2006/7 the cost of this commitment, at £109,645, was lower thanexpected as a result of two factors: firstly LRBT’s supplier reducedthe unit cost and secondly the cost in sterling to GLT wasreduced as a consequence of the strength of sterling against theUS dollar. It is unlikely that these conditions will continue in2007/8 when the cost is likely to rise to approximately £140,000.The commitment will remain a significant challenge for GLT tomeet in the years to come as LRBT continues to grow and ifexchange rates become less favourable

During 2006/7 the Board of Trustees has been pleased to welcometo their number Samina Hand (26th March 2007), Jehangir Mehtaand Ashar Qureshi (both on 9th October 2006). Jehangir Mehtahas agreed to take over the role of Treasurer vacated by HughClark.

Finally, the Trustees would like to record their thanks to all of themany donors and volunteers who have, according to their meansand time available, contributed so generously to GLT and to itsperformance in this period.

LRBT-America continued to flourish in the year 2006-2007. A number of initiatives were undertaken to raise

awareness in the USA and to raise funds for LRBT-America.

The New York Chapter held their ninth annual fundraising event in New York on April 26th at the Puck Building in

lower Manhattan. The theme was Colors of Life. There were over 350 attendees with 13 sponsored tables. A silent

auction was held which included artwork, airlines tickets, jewelry and clothing all donated by friends of LRBT-

America and which raised a substantial sum.

A new initiative this year was the commencement of a Ramadan Iftari Function. Held at premises graciously

provided by Subika Jafri, the event was a success. It is to be continued in the years ahead as well.

Asma Khan our Executive Director attended the annual summer meeting of the Association of Physicians of

Pakistan of North America (APPNA) in Orlando, Florida. Awareness was raised and donors given the opportunity

to make contributions.

Our private out-reach program also continued. Contacts were made and continued with various individual and

institutional donors. We are particularly grateful to Dr. Omar Ahmed and to Mr & Mrs. Shezad Qasim for their

generous contributions to LRBT-America.

During 2007, LRBT-America revamped its website to a higher professional standard with links to PayPal to

facilitate donations. We are also exploring opening new Chapters in locations such as St. Louis, Chicago,

Houston and Las Vegas.

In 2007 LRBT-America has undertaken to support the operating expenses of the new LRBT hospital in Pasrur.

Going forward it is hoped that LRBT-America will be in a position to permanently fund the operating expenses of

the LRBT hospital in Arifwalla. This hospital is presently being built in memory of 9-11 victim Ehteshamullah

Raja, enabled by a donation from his parents Raja Aftab Saeed and Begum Ismat Saeed.
