Minnesota Business Snapshot
The Minnesota Business Snapshot is a new initiative designed to better
serve Minnesotans by providing the public—from consumers to small
business owners to educational institutions—with critical data and
information on the economic and demographic make-up of Minnesota’s
businesses. As of right now, over 157,000 businesses have already filled
out the survey. The more people that fill out the survey, the more valuable
and meaningful the data will be everyone. Please consider filling out the
survey during your next annual renewal. (For those who have already
renewed in 2017, the next opportunity to fill out the survey will be in

A Message from the Minnesota Chamber of Commerce
Workforce shortage demands comprehensive approach
Minnesota’s talented workforce is the secret sauce that drives the economy. It’s at the
foundation of making Minnesota ready for the future—ready for change and ready to grow.
But our state’s chief advantage is showing stress. Companies of all sizes and types across
the state are increasingly challenged to find skilled workers. It’s the No. 1 concern shared
by our network of local chamber of commerce partners.
Fixing the problem demands new approaches. The Minnesota Chamber is doing as much via private-sector business
initiatives as we’re doing via public policy. Our legislative efforts tend to focus on younger people in K-12 systems.
Our business initiatives focus on individuals in or just ready to enter the workforce.
Finding solutions requires persistent conversations among all the stakeholders. Once-a-year “job summits” won’t
produce long-lasting solutions. The “chamber” approach is to implement a strategy that’s equal parts public policy
and private-sector initiative.
The Minnesota Chamber counts among our 2017 legislative successes important reforms toward building the
K-12 portion of the workforce pipeline. The new youth training skill program will allow high school-aged students to
participate in manufacturing internships and apprenticeships. Scholarships are available for students attending
Minnesota State two-year programs of high employment need. Reforms to K-12 teacher licensure and teacher layoff
rules will strengthen the goal of placing effective instructors in all classrooms.
Immigration reform leads our federal efforts. The continued strength of our economy depends on attracting and
integrating immigrants into the workforce.
Public policy successes will not alone solve our worker shortage. Employers must step to the plate. On that front,
we are involved in a variety of initiatives.
Job Match is a new system operated in partnership with RealTime Talent. The program uses statistically validated
questions to connect candidates and employers based on skills, interests and job requirements rather than relying
on keyword counts in a resume.
We are challenging employers to broaden their hiring strategies. “Hidden Talent Pools,” an event we hosted this
spring, explored available workers that employers have overlooked or underused. We showcased employers that
have hired successfully and productively from these pools—for example, individuals with physical and mental
disabilities or those with criminal convictions.
We’ll make limited headway in supplying employers with qualified employees absent of new collaborations.
One of our most shining examples at the Minnesota Chamber is Business Education Networks, a proactive approach
to better synchronize workforce skills with the needs of the changing economy.
Our pilot project was launched in 2015 with the Winona Area Chamber of Commerce, home to 100-plus
manufacturers, struggles to find qualified applicants for a variety of high-demand manufacturing job opportunities.
The project has made great strides through a variety of initiatives.
We’ve expanded Business Education Networks to the hospitality industry in Brainerd and the manufacturing and
healthcare industries in Waconia. We hope to replicate the program in other communities where we can find local
chamber partners.
The strategy behind Business Education Networks mobilizes our state’s employers—the players with the most at
stake in ensuring Minnesota’s workforce is well prepared. Building these networks through our local chambers will
help narrow the skills gap, plus encourage students from all backgrounds to complete education in areas where
they will have opportunity for meaningful employment. That’s a win-win for everyone.

MDI Awarded $25,000 to Expand Workforce

MINNEAPOLIS, July 26, 2017— MDI, a non-profit organization committed
to an inclusive work environment for individuals with disabilities, has
been awarded $25,000 from the Minnesota State Division of Academic
and Student Affairs. This grant will be used to provide training, which focuses on personal and
professional skill development, through the program Work Skills 101. This program offers participants
with and without disabilities the opportunity to learn marketable skills from each other in an integrated
setting.
“Integrated learning is a true innovation in the field, it aligns with the state’s overall shift away from
non-integrated settings and opportunities toward inclusive, community-based options,” said MDI Director
of Employment Services, Jeanne Eglinton. “MDI is regarded as a successful social enterprise model of
inclusive employment; however, the implementation of an integrated training program takes this concept
to a new level.
Work Skills 101 aligns with statewide workforce development efforts. As increasing numbers of baby
boomers age out of the workforce, new jobs open up requiring higher levels of soft skills and training,
it’s incumbent upon stakeholders, such as MDI, to prepare for this transition by encouraging and
nurturing all workers. Work Skills 101 will help build a new pathway for individuals, with and without
disabilities, to improve their skills and move ahead in the workplace, benefiting both the individual,
the employer, and the community.
“When someone improves or increases their soft skills, there are more options of better jobs and better
wages available, ultimately allowing for employees to be self-sustaining with less reliance on government
benefits,” said Eglinton. “The future is enhanced by our ability to provide the next generation of workers
with what they need to be successful in school and in life and to support a dynamic workforce.”
Work Skills 101 has been successfully delivered at MDI in Cohasset and Hibbing this year. Next stops
will include hiring a program trainer, along with conducting the third round of Work Skills 101 in the
Twin Cities. Long term goals include partnering with schools and educators to replicate the program
throughout Minnesota.

Upcoming law changes to affect pre-2015 LLCs
Secretary of State Steve Simon recently reminded all limited liability companies that were formed prior to
August 1, 2015 that they will be subject to a new law beginning January 1, 2018. To learn more about the

New Address and Renewed Purpose for
Continuing Education
Duluth, MN August 7, 2017 — Continuing Education is now downtown and part of UMD’s Center for
Economic Development.
With the move, the Continuing Education (CE) department became a program within the Center for
Economic Development (CED), a hub for entrepreneurs and business owners in Duluth’s Technology
Village, 11 E. Superior Street, Suite 210.
“We are delighted to welcome the Continuing Education staff into the Center for Economic Development
and the Labovitz School of Business and Economics during this transition,” says Labovitz School of
Business and Economics Dean Amy B. Hietapelto. “We look forward to exploring more synergistic and
innovative opportunities for faculty and staff to work closely with Continuing Education to meet the
ongoing training and development programmatic needs of our region.”
The Integration’s Advantages
The integration is designed, in part, to strengthen the missions of both organizations.
“Merging these two units creates synergies among the professional training, workshops, and economic
development missions of CE and CED,” says Executive Vice Chancellor for Academic Affairs Fernando
Delgado. “The efficiencies gained by the merger are thus both fiscally prudent and a strong platform for
serving the region in a comprehensive way.”
These efficiencies include eliminating redundancies in courses offered by both CE and CED.
Another benefit of the move, says Roxanne Richards, director of Continuing Education, is that her
program is better able to accommodate its customers. “The realignment of Continuing Education with the
Center for Economic Development is a very positive move for us. It offers greater visibility in the
downtown business community and provides us with onsite classroom space for our workshops.
Continuing Education in the Center for Economic Development offers workshops on many topics,
including, tribal relations, leadership development, business communication, continuous improvement
and more.
A Strategic Move
Providing business seminars and workshops through the Center for Economic Development and
Continuing Education are part of UMD’s efforts to strengthen ties with Duluth and surrounding
communities, a goal in its strategic plan.
Elaine S. Hansen, director of the Center for Economic Development, says the inclusion of Continuing
Education amplifies its community work. “With Continuing Education becoming part of CED, our ability to
provide advanced learning and training opportunities are greatly enhanced.”
In addition to the trainings, the Center for Economic Development offers business consulting, economic
feasibility research, and experiential learning through the student-to-business Initiative where student
teams work with businesses on a business topic.
Mission: The University of Minnesota Duluth integrates liberal education, research, creative activity, and
public engagement and prepares students to thrive as lifelong learners and globally engaged citizens.
UMD offers 166 undergraduate majors and minors and more than 25 graduate degree programs.

Cleveland—Aug. 15, 2017 — Cliffs Natural Resources Inc. (NYSE: CLF) announced that it has re-named
the Company to its historical name Cleveland-Cliffs Inc. Under the name Cleveland-Cliffs, the Company
has been for many decades an important part of the North American iron and steel industry. The name
change is part of the celebration of the 170th anniversary of the Company, and is effective immediately.
The Company’s NYSE stock ticker symbol “CLF” will remain the same.

Holgate Receives Employee of the Month
Congratulations to Craig Holgate for receiving the
Hibbing Area Chamber of Commerce “Employee of the Month”
award for August 2017.
Craig has worked for Midwest Communications for 30+ years
and has been a huge part of the community volunteering for
different events in the Northland. For that he is a huge asset
to Midwest Communications and his community. In the past
two years Craig has been challenged with cancer. Throughout
his treatments, he’s had such a positive attitude and missed
very little work—even when it was very challenging to come to
work. He just wants to be there.

Hibbing Community College Program in Nursing
Receives Renewed Accreditation
Hibbing Community College’s Program in Nursing was awarded
a renewed full, 8-year accreditation from the
Accreditation Commission for Education in Nursing.
A regularly scheduled site visit occurred in February of this year as a team from the Accreditation
Commission reviewed, critiqued, and toured facilities. Upon the conclusion of the visit, the team spoke
highly of the program, with a recommendation of the full 8-year accreditation. The entire process required
two more reviews of the self-study and site visitor reports. The first of the additional reviews occurred in
June, with the second review being in late July. The final approval was announced last week.
“Thank you to everyone for all of the support for our program, from the faculty, staff, students and
community partners, we look forward to continuing to work with you into the future. Although the visit is
complete, the work to make sure we maintain quality in our program never stops,” commented Director
of Nursing, Sandy Gustafson.
Hibbing Community College offers an Associate in Science Degree in nursing. Traditional students and
advance standing LPNs are accepted. Clinical experiences are provided in area community hospitals,
clinics, nursing homes, and other community-based health care agencies. Students who successfully
complete the nursing and general education graduation requirements of the nursing program are eligible
to apply for licensure and to apply to take the National Council Licensure Examination for Registered
Nurses (NCLEX-RN).
Hibbing Community College’s nursing program is approved by the Minnesota State Board of Nursing
and accredited by the Accreditation Commission for Education in Nursing, Inc.
