Special Coverage : BSE IPOFirst shale oil shipment to arrive later this month

NTPC's Unchahar unit to startoperations within six months

India will receive its firstcargo of shale oil, to beprocessed at an Indian OilCorporation (IOC) refinery. This will be the second cargoof crude oil from the US, thefirst one was conventionalcrude oil bought throughPetroChina.

The shale oil cargo isexpected to arrive on the westcoast this month. IOC had, onOctober 2, imported l2 millionbarrels of conventional crudeoil, the first shipment to Indiasince the US stopped oilexports in 1975. “The firstcargo was conventional crudeoil. The second cargo that willbe reaching the west coast hasshale oil,” said Sanjiv Singh, chairman, IOC.

According to the company, the second cargo will land atVadinar port in Gujarat and willinclude one million barrelseach of Eagle Ford and Marsshale crude oil grades.

The shale oil will be refinedat one of IOC’s refineries inGujarat, Panipat, or Agra. Thefirst cargo is being processedat the Paradeep refinery inOdisha.

Indian companies havecontracted close to 8 millionbarrels of crude oil for about$450 million from the US.Apart from IOC, BharatPetroleum Corporation(BPCL), and HindustanPetroleum Corporation

(HPCL) are set to source 2.95million barrels and one millionbarrels, respectively, for theirKochi and Visakhapatnamrefineries.

Unlike the usual FOB (freeon board) crude oil import bystate-owned refiners, the UScrude cargoes are being

shipped on a cost-and-freight(C&F) arrangement where thecontractor is responsible for thetransportation. For this, IOChad to take special permissionfrom the ministry of shipping.“We found the overall cost ofUS crude oil to be cost-effective under thisarrangement,” Singh said.

India has begun to contractcrude oil from the US as partof its strategy to diversifysourcing. The Trumpadministration believes that UScrude oil imports have thepotential to increase bilateraltrade by at least $2 billion.

Two in three cell towers inthe country are up for sale astheir owners, mostly telecomcompanies, try to repay theirdebts and upgrade networks.

Over 65 per cent of the400,000-odd cell towers havebeen put on the block, according to some estimates,by Bharti Airtel, Vodafone,Idea Cellular, and RelianceCommunications, apart fromindependent tower companiesGTL Infrastructure and TowerVision.

Bharti Airtel announced onTuesday that it would considerselling its stake in BhartiInfratel to private investors, amove that might give them acontrolling interest in the towerinfrastructure firm.

On the other side of thetable are three big buyers —private equity fund KKR alongwith consortium partners,American Tower Corporation(ATC), and global assetmanagement companyBrookfield — scouting forattractive deals in what isclearly a seller’s market.Analysts reckon they will forkout around Rs 90,000 crore —averaging out the lowest andhighest prices — to buy celltowers.

The value of each celltower, according to privateequity funds, varies from Rs 30lakh to Rs 70 lakh, dependingon the number of tenants andthe length of the contracts.

For telecom companies, themonetisation of their celltowers will help repay debt andfinance the expansion of 4GLTE services, where they arebattling the onslaught ofnewcomer Reliance Jio. ForReliance Communications, selling the towers is integral to

State-run NTPC Ltd, whichwas hit by Unchahar mishapthat claimed 32 lives, said onFriday that the affected unit willstart operations within sixmonths after taking correctiveactions in design, construction, and operations.

Interestingly, out of the total80 people affected by theincident that happened onNovember 1, only three wereNTPC employees, while theremaining were mainly sub-contractors of Bharat HeavyElectricals Ltd (BHEL).Terming it as the rarest incidentin its history, NTPC chairmanand managing director GurdeepSingh said, “A committeeheaded by executive director SK Roy is set to submit a reportin this regard within a month. From this experience, we willtake corrective actions not onlyhere, but in future units also.”

Out of the total affected, 32have succumbed to the injuries,48 are under treatment in Delhi,Lucknow and Raebareli. Theunit No 6 of 500 mega watt(MW) was reportedly runningat a load of 200 MW during thetime of the accident. “Thecommittee is looking intowhether the incident happenedbecause of design, constructionor operational issues. Themajor reason for the incidentwas the opening of economiser(that is used to capture ashparticles) due to extrapressure,” Singh added.

According to the company, the accumulation of ash is anormal case whenever coalchange happens. In this case, the officials were trying to de-choke the bottom of the boilerwhen the operations were on.

“Whenever the pressure ishigher is furnace, there will bedripping. In this case, it needsto be seen, even after dripping, why the pressure has gone upand led to the opening ofeconomiser,” he said.

Sources indicated thatbecause of this, hot air, alongwith ash content came outleading to the incident.Responding to the allegation, that majority of the works werebeing done by sub-contractors,an NTPC official said thatofficials including AGMs wereoverseeing the operations. Forthose who succumbed toinjuries, NTPC will provide anex-gratia of Rs 20 lakh, whileseriously injured will get Rs 10lakh and those injured will begiven Rs 2 lakh each.

“Some contractors wereworking on some left overworks by BHEL there. Thisincluded cladding of the boilerand some painting works. Themajority of those affected arecontract workers,” Singh said.Out of NTPC’s total 105 coalbased power units 46 units aredesigned, manufactured, constructed and commissionedby BHEL. According to anofficial, prima facie, there is noflaw in the design andconstruction of the unit as it hasundergone several auditsincluding safety checks. Whenasked whether the unit wascommissioned in a hurry, thechairman said that it wascommissioned on September30, which was three monthsafter the targeted date. Headded that already a team ofofficials, including those fromBHEL, are present to look intohow soon the company canrevive its operations in the unit.

The buyers see this as astable business, especially afterconsolidation in the telecomindustry, with assured 8-10 percent long-term returns oninvestment annually. Astelecom companies expandtheir data networks, buyersexpect renewed demand for celltowers from Reliance Jio andBharti Airtel.

Reliance Jio is planning toincrease its tower infrastructurefrom 175,000 — of which itowns 60,000 —to 250,000 inthe next few months. Withabout 185,000 towers, BhartiAirtel is also expected to put upmore to ensure there is no gapwith Reliance Jio. And as 5Gnetworks roll out over the nextfew years, telecom companieswill need more towers to enablehigher speed data.

ATC, which control ViomNetworks with a 51 per centstake, has over 60,000 towers.About 40 per cent of ViomNetworks’ business is derivedfrom Tata Teleservices andTelenor, both of which havesold their businesses.

Sources said TataTeleservices’ buyer, BhartiAirtel, would retain at least halfthe tenancies.

Viom Networks also has anassurance that TataTeleservices will pay Rs 6,000-7,000 crore for the residual lifeof its contract that ends in 2023.

ATC is in talks to buy20,000 towers owned by IdeaCellular and Vodafone, according to sources, which, ifsuccessful, could neutralise theloss arising out of the TataTeleservices development.Brookfield, too, is interested in

India (GAIL) will be bringingin the first cargo of liquefiednatural gas from the US to Indiain January.

There are also reports thatthe Mukesh Ambani-ledReliance Industries (RIL) hasbought its first crude oil cargofrom the US, which includesone million barrels each of WestTexas Intermediate (WTI)Midland and Eagle Ford crudeoil.

Asked about the differencebetween shale oil andconventional crude oil, Singhadded, “They have differentkinds of impurities. So therefinery should be able to

handle those impurities. We usea lot of catalytic processes, those catalysts should be ableto handle it.”

Recently, Iraq surpassedSaudi Arabia as the largestexporter of crude oil to India.Iraq contributes about 23 percent of India’s imports andSaudi Arabia supplies about 17per cent.

Petroleum productconsumption in India has grownat a compound annual rate of5.5 per cent in the last five years, from 14 million metric tonnesin 2011-12 to 194 millionmetric tonnes in 2016-17. Thisis an average increase of 9million metric tonnes inconsumption every year.

India’s refining capacity hasexpanded from 213 millionmetric tonnes in 2011-12 to 235million metric tonnes by the endof 2016-17.

“Since India is reportedlygetting at a discount of around$2 per barrel on the landed cost,US crude oil is becominglucrative for Indian consumers. Moreover, since it is light crude, the product yield will alsoincrease,” said Dhaval Joshi, ananalyst with Emkay GlobalFinancial Services.RIL andGAIL both had made $5 billioninvestments in US shale oilassets. RIL last month sold oneof its shale oil assets for $126million, a third of the price itpaid seven years ago, amid adownturn in global oil prices

ATC did not comment onthe developments, and TowerVision did not respond to anemail. The GTL Infrastructurespokesperson pointed out thecompany had receivedexpressions of interest from 19investors.

Brookfield is also revaluingits offer to buy Reliance Infratelafter the failure of RelianceCommunications’ merger withAircel. RelianceCommunications has alsodecided to stop providing 2Gservices, which means fewertower tenants for the buyer.

Expectations are, a deal withover 43,600 towers, in whichReliance Jio is a key tenant, could go through for anythingbetween Rs 8,000 crore and Rs13,000 crore for a 100 per centstake. Earlier, Brookfield hadvalued Reliance Infratel at overRs 20,000 crore.

KKR and a consortium ofpartners already hold 10.3 percent equity in Bharti Infratel, which has announced it isplanning to increase its 42 percent stake in Indus Towers bybuying shares from partnersIdea Cellular, Vodafone, andProvidence Equity Partners.

Analysts said once IndusTowers became a wholly ownedsubsidiary of Bharti Infratel, theKKR-led consortium couldincrease its stake substantially, make an open offer and take acontrolling interest in BhartiInfratel. In the process, it willcontrol over 160,000 celltowers across the country, witha 40 per cent share of themarket.
