Chapter-2 (Manual -1) Particulars of Organization, Functions and Duties
2.1 Objective/Purpose of the
public authority.
Advising other departments and the Drafts prepared by them in respect of statutory Rules, Notifications, Orders, etc. or of bye-law to be issued by Administrative Departments and giving them a scrutiny before their final publication. Preparation of the annual compilation of Orissa Laws. Drafting of all Official Bills and Ordinances of different departments of Govt. in accordance with the Memorandum approved by the Council of Ministers. In addition it other purposes are look after the affairs of Lord Shri Jagannath, Puri, the Legal Aid programmes, the Hindu Religious Endowments, the Muslim Wakf Institutions, Establishment of Courts, Appointment of Notaries, Publication of Orissa Codes as well as Premature Release of Prisoners.
2.2 Mission/Vision Statement of the public authority.
Mission of the public authority has been reflected in the following Acts and Rules. 1. Orissa Hindu Marriage Registration Rules, 1960. 2. Hindu Widows Re-marriage Act, 1856-Repeated
by CA 24/83. 3. Marriages Validation Act, 1892. 4. Converts Marriage dissolution Act, 1866. 5. Indian Divorce Act, 1869. 6. Indian Christian Marriage Act. 7. The Marriage Restraint Act, 1929. 8. Hindu Marriage (Validation of proceedings) Act,
1960. 9. Dissolution of Muslim Marriage Act, 1969. 10. Foreign Marriage Act, 1969. 11. Special Marriage Act, 1954. 12. Anand Marriage Act, 1909. 13. Arya Marriage Validation Act, 1937.
2.3 Brief history of the public authority and context of its formation.
Law Department is created to discharge function as per the subject allotted under Govt. Rules of Business.

2.6 List of services being provided by the public

expense of Govt. in civil and criminal cases. 4. Republication of the Bills and Acts of the

5. Translation of Laws and other statutory Notifications into the Regional Language of the State.
6. Printing of Oriya Translation of Laws. 7. The preparation and printing of modified edition
of Laws in force in Orissa showing all amendments made at the instance of other Administrative Departments.
8. Drafting of all Official Bills and Ordinances of different Deptts. of Govt. and examination of all unofficial bills and advising all Administrative Deptts. on the subject matter.
9. Registration of Mohammedan and Christian Marriages.
10. Legal Aid to poor through the Legal Services Authorities which have been constituted under the provisions of the Legal Services Authorities Act., 1987.
11. Making Law relating to the following subjects. :-
a) Court Fees ; b) Hindu Marriage and Divorce; c) Adoption; d) Wills; e) Succession of Property of joint family; f) Partition of property of joint family; g) Transfer of property other than agricultural land. h) Shree Jagannath Temple Administration, Puri. i) Hindu Religious Endowment. j) Muslim Wakfs.
