1. Financial Resources andMechanisms

The representatives of the South-AmericanCountries identified some priority, concrete andimmediate actions to be implemented at a regionaland sub regional scale (Chapter 1). The involvementof institutions and agencies that give financial andtechnical support for the implementation of theseactions is of fundamental importance. In that sensethe representatives of the South American Countriesaccord, through the Declaration of the Meeting thatthey should:

“Request that the Funding Institutions, theImplementing Agencies and Organisms forTechnical Cooperation, participants of themeeting, make an effort to support technicallyand financially the common interest themesidentified from the priority components,themes and goals defined in theaforementioned meeting.”

In fact, the Convention on Biological Diversityacknowledges that substantial investments arerequired to conserve biological diversity, and that theprovision of new and additional financial resourcesand appropriate access to relevant technologies canbe expected to make a substantial difference in theworld’s ability to address the loss of biologicaldiversity. The Convention further states:

“The extent to which developing countryParties will effectively implement theircommitments under this Convention willdepend on the effective implementation bydeveloped country Parties of theircommitments under this Convention relatedto financial resources and transfer oftechnology and will take fully into account thefact that economic and social developmentand eradication of poverty are the first andoverriding priorities of the developing countryParties.”

As a result, financial resources andmechanism are one of standing items on the agendaof the ordinary meetings of the Conference of the

FORMAL AGREEMENTS ON BIODIVERSITY AMONG THE SOUTH-AMERICAN COUNTRIES AND FINANCIAL MECHANISMS

Parties and a Forum on Financing for BiologicalDiversity was created. The Forum provides anopportunity for Parties and Governments, financialmechanism, funding institutions and developmentagencies, as well as relevant stakeholders, toexchange views, share experience and information,discuss issues and present outcomes of anyresearch or study on financing for biological diversity.The workshops are normally organized by theSecretariat of the Convention or with the involvementof the Secretariat.

Below, some of the multilateral and regionalinstitutions, mentioned by the CDB Secretariat (http://www.biodiv.org/financial/sources.asp) as fundingsources for environmental actions, are described inwhat concerns their action lines related toenvironmental and biodiversity issues. Most of theseinstitutions were represented in the Meeting (SeeList of Participants).

1.1 Global Environment Facility - GEF(http://www.gefweb.orghttp://www.gefweb.orghttp://www.gefweb.orghttp://www.gefweb.orghttp://www.gefweb.org)

The Global Environment Facility (GEF) is aninternational financial organization established in1991 that helps developing countries fund projectsand programs that protect the global environment.

GEF grants support projects related tobiodiversity, climate change, international waters,land degradation, the ozone layer, and persistentorganic pollutants. Since 1991, the GEF hasprovided $4.5 billion in grants and generated $14.5billion in co-financing from other partners for projectsin developing countries and countries witheconomies in transition.

GEF funds are contributed by donor countries.In 2002, 32 donor countries pledged $3 billion to fundoperations between 2002 and 2006.

1.2 The World Bank - BIRD(http://web.worldbank.org)

BIRD is one of the United Nations’ specializedagencies, and is made up of 184 member countries.One of the world’s largest sources of developmentassistance, the World Bank supports the efforts ofdeveloping country governments to build schools andhealth centers, provide water and electricity, fight

against disease, and protect the environment.The goal of the World Bank’s Environment

Strategy is to promote environmental improvementsas a fundamental element of the development andpoverty reduction strategies and actions. TheStrategy has three interrelated objectives: improvingpeople’s quality of life; improving the prospects forand the quality of growth; and protecting the qualityof the regional and global environmental commons.

As an implementing agency for the GlobalEnvironment Facility (GEF) and the Multilateral Fundfor the implementation of the Montreal Protocol, theBank is mobilizing grant funding for environmentalaction with global benefits. Through the PrototypeCarbon Fund (PCF), and other mechanisms, theBank is facilitating market solutions to environmentalproblems. Environment and Natural ResourcesManagement is one of eleven thematic groups, andincludes the following themes:

Biodiversity;Climate change;Environmental policies and institutions;Land management;Pollution management and environmentalhealth;water resources management;other environment and natural resourcesmanagement.

As part of its environmental assistanceprogram, the Bank has developed a portfolio ofprojects with environmental objectives. Preliminaryestimates reveal that the Bank’s environmentportfolio of projects under supervision amounts to$16.4 billion.

Biodiversity loss exacerbates poverty, andlikewise, poverty is a major threat to biodiversity.Thus, UNDP has made Biodiversity forDevelopment a prime focus of its Energy andEnvironment Practice. Through capacitydevelopment, knowledge management, policyadvice and advocacy, UNDP helps more than 140countries to maintain and sustainably usebiodiversity.

UNDP supports the sustainablemanagement of agriculture, fisheries, forests andenergy, and a pro-poor approach to conservationand protected areas, biotechnology and the

development of viable, new markets for ecosystemservices. Closely integrated activities, including itsBiodiversity Global Program, the Equator Initiative,the Global Environment Facility (GEF), and the GEFSmall Grants Program enable UNDP to leveragechange at the local, national, regional and globallevels.

1.4 United Nations Environment Programme- UNEP (www.rolac.unep.mx)

The United Nations Environment Programme(UNEP) is built on a heritage of service to theenvironment. UNEP’s uniqueness lies in itsadvocacy of environmental concerns within theinternational system. In this sense, it makes aparticular effort to nurture partnerships with otherUN bodies possessing complementary skills anddelivery capabilities and enhancing the participationof civil society - the private sector, scientificcommunity, non-governmental organizations, youth,women, and sports organizations in the achievementof sustainable development.

1.5 United Nations Educational, Scientific andCultural Organization - UNESCO(http://www.unesco.org/mab/index.htm)

UNESCO is a specialized United Nationsagency founded on November 16th 1945. Nowadays,UNESCO has been involved in a wide range ofactivities: Education, Natural, Human and SocialSciences, Culture, Communication and Information.

UNESCO’s Program on Man and theBiosphere (MAB) develops the basis, within thenatural and the social sciences, for the sustainableuse and conservation of biological diversity, and forthe improvement of the relationship between peopleand their global environment. The MAB Programencourages interdisciplinary research,demonstration and training in natural resourcemanagement, contributing to greater involvement ofscience and scientists in policy developmentconcerning the wise use of biological diversity. Overthe next decades, by taking advantage of themultidisciplinary and cross-cultural opportunities ofUNESCO’s mandate in the fields of education,science, culture and communication, MAB ispromoting both scientific research and informationgathering, as well as linking with traditional knowledgeabout resource use. It must serve to help implementAgenda 21 and related Conventions, in particular the

Convention on Biological Diversity.

FAO serves both developed and developingcountries, helping them to modernize and improveagriculture, forestry and fisheries practices andensure good nutrition for all.

FAO is a key partner in the implementationof the three environmental conventions, namely, theUnited Nations Convention on Biological Diversity(UNCBD) (FAO’s mandate involvingagrobiodiversity), the United Nations Convention toCombat Desertification (UNCCD) and the UnitedNations Framework Convention on Climate Change(UNFCCC). FAO is Task Manager for four of Agenda21’s key chapters:

Planning and management of landresources;Combating deforestation;Sustainable mountain development;Sustainable agriculture and ruraldevelopment;Combating desertification and drought;Conservation of biological diversity;Climate change; andSustainable energy.

FAO’s field programs aim at to conciliateconservation and utilization of biodiversity andgenetic resources, offering technical advice andassistance to governments in planning and carryingout conservation projects, thus stimulating policy andinstitutional reform.

Publications and a wide range of educationaland training materials are produced on the use andconservation of biological diversity and geneticresources.

1.7 The World Conservation Union - IUCN(http://www.iucn.org)

Its members include 140 countries, 114government agencies, and about 800 NGOs. ItsMission is to influence, encourage and assistsocieties throughout the world to conserve theintegrity and diversity of nature and to ensure thatany use of natural resources is equitable andecologically sustainable.

Through its projects IUCN works to applysound ecosystem management to demonstrate how

this is the only way to sustainable livelihoods forthose directly dependent on natural resources. IUCNhas been actively engaged in restoring ecosystemsand regenerating people’s lives, economies andsocieties.

Almost half of all regional programexpenditure is in Africa, and one third in Asia. During2002 IUCN invested in strengthening its program inEurope, West and Central Asia and North Africa, andSouth America.

1.8 European Union - EU(http://www.europa.eu.int)

The European Union (EU) is a family ofdemocratic European countries, committed toworking together for peace and prosperity.

European Union environment policy is basedon the belief that high environmental standardsstimulate innovation and business opportunities. Thecornerstone of EU environmental action is the SixthEnvironment Action Program entitled Environment2010: Our Future, Our Choice. It covers the period2001 to 2010. Its priorities are:

Tackling climate change and globalwarming;Protecting natural habitat and wildlife;Addressing environment and healthissues;Preserving natural resources andmanaging waste.

Monitoring the environment state andproviding early warning of coming problems is thejob of the European Environment Agency inCopenhagen.

Research into problems affecting theenvironment or the natural habitat receives fundingunder the LIFE program. Financed primarily by theEU, but also by some other countries which haveclose relationship to EU, LIFE has a budget of €640million for 2000-2004.

1.9 Brazilian Development Bank - BNDES(http://www.bndes.gov.br)

The Brazilian Development Bank - BNDESis a federal public company that is associated to theMinistry of Development, Industry and Foreign Trade,which has as an objective of financing, in the longterm, endeavors that contribute towards thedevelopment of the country.

Observing ethical-environmental principles isassumed to be of fundamental importance, in theexecution of its credit policy, keeping in mind thecommitment with the present and future generations.In 1999, the BNDES’s Environmental Policy waspublished, being the bank’s financing activity in theenvironmental area consolidated in three main areas:

1. Condition of credit to the environmentalconsistency of the borrower;

2. Offer of resources for environmentaladaptation projects;

3. Support of endeavors with the objectiveof environmental recovery andconservation with economic returns.

1.10 Institut de Recherch pour leDéveloppement - IRD (http://www.ird.fr)

IRD is a French public science andtechnology research institute under the joint authorityof the French ministries in charge of research andoverseas development.

IRD has three main missions: research,consultancy and training. It conducts scientificprograms contributing to the sustainabledevelopment of the countries of the South, with anemphasis on the relationship between man andenvironment. More specifically, the IRD’s researchcomes under nine main headings:

1. Tropical climate variability and its regionalimpact;

2. The geodynamic approach to mineralresources and natural hazards;

3. Dynamics and use of water resources;4. Dynamics and uses of Mediterranean and

tropical terrestrial ecosystems;5. Dynamics and uses of marine, coastal

and inland aquatic ecosystems;6. Biological foundations of agricultural and

agro-industrial use of biodiversity;7. Health and development;8. Urban issues and development;9. Social and economic aspects of

development

1.11 Amazon Cooperation TreatyOrganization - ACTO(http://www.otca.org.br)

It competes to the ACTO the favoring of themechanisms development that stimulate theinvestments and the commerce of biodiversityproducts and services or harmless to the

atmosphere in order to reach the objectives of theConvention on Biological Diversity (CBD) and toadvance in the sustainable development of theAmazon Region.

A Regional Program of Sustainable Use ofthe Amazonian Biodiversity has been designed andformulated in order to promote the development ofthe commercial and productive chains for bothregional internal consumption and export to globalmarkets.

The action plan of the OTCA presents fourgreat strategic axes:

1. Conservation and sustainable use ofrenewable natural resources;

2. Knowledge management andtechnological transference;

3. Integration and regional competitivity;4. Institutional strengthening

Its action is included into six programmaticareas: water, forests, soils and natural protectedareas; biological diversity, biotechnology andbiotrade; Territorial Ordering, human settlement andindigenous subjects; social infrastructure; health andeducation; transport infrastructure, energy andcommunications.

1.12 Japan International CooperationAgency - JICA (http://www.jica.org.br)

The Japan International Cooperation Agency(JICA) has as objectives the technology transferenceand the support to programs and projects that aimat the sustainable development of the developingcountries.

JICA acts in the following areas:Environment;Agriculture;Health;Social development; andMultilateral cooperation.

Along the years, JICA has sent 7,800 Brazilianscholarship holders to study in Japan, 2,200Japanese experts to support projects in Brazil, andhas carried out a total of 53 projects and studieswith average duration of five years.

The priority areas of JICA for Cooperation inEnvironment are:

Recovery of degraded areas;Agro-forestry Systems;Networks and exchanges of experiences;Amazonian Region.

1.13 The Amazon Bank – BASA(http://www.bancoamazonia.com.br)

BASA is a Federal Financial Public Institutionlinked to the Treasury that applies resources throughannual programs elaborated according to theenvironmental, social and economic realities of theRegion. It works in association with representativesof public institutions and diverse segments ofsociety. It has the special function of financial agentof the Federal Government policy for developmentof the Legal Amazon through promotion resources,products and services, aiming at the satisfaction ofsociety, clients and shareholders.

BASA, with resources of the ConstitutionalNorth Fund - FNO, finances the Rural, Industrialistand Touristy sectors. The FNO is the main sourceof stable financial resources for promotion credit,managed to take care of the productive activities oflow environmental impact, whose macro guidelinesis the sustainable development of the NorthernRegion. Some programs developed by BASA canbe mentioned:

Support Program to EnvironmentConservation and Sustainability -PROSUMAMSupport Program to Plant ExtractivismDevelopment - PRODEX - that aims topromote the access to rural credit by theproducers at the extractivist areas, as away to preserve the forestry resourcesSupport Program to Small Companies -PROMICRO.Program of Regional TourismDevelopment - PRODETUR, consideringthe conventional tourism activities as wellas the ecotourism.

1.14 The Brazilian Biodiversity Fund -FUNBIO (http://www.funbio.org.br)

FUNBIO is a nonprofit civil associationfounded in October 1995. Its general objective is tocomplement governmental action to conserve andsustainably use the country’s biological diversity, inaccordance with the worldwide Convention onBiological Diversity (CBD), and the NationalBiological Biodiversity Program (PRONABIO).

Its specific goal is to operate a fund that

provides financial and material support to initiativesrelated to conservation and sustainable use ofbiodiversity resources in Brazil. FUNBIO received agrant from GEF (Global Environmental Facility), inof US$ 20 million. Since 1996, FUNBIO hassupported 62 projects for a total of US $13 million.

Created as an innovative Fund, FUNBIO hassought diverse forms of activity in the area ofpromotion. In principle, it can fund differentorganizations - public and private - and projects invarious modalities, biomes, and regions.

Business, nongovernmental organizations(NGOs) with projects related to conservation andsustainable use of biodiversity, and localcommunities that benefit from those actions makethe Fund’s clientele. Currently, possible modalitiesof support are:

Biodiversity conservation;Sustainable use associated to biologicaldiversity conservation;Development of applied research whoseresults may provide input to conservationand sustainable use of biodiversity;Analyses and studies of policies andmeasures for conserving biologicalresources and stimulating theirsustainable use.

FUNBIO is available to collaborate, by sharingexperiences and knowledge with other SouthAmerican countries, in the development of thefollowing activities:

Ddevelop a communication/informationmechanism directed to the facilitation ofthe South American Cooperation andInterchange (SACI) Initiative.Develop strategic alliances withcooperation and technical assistanceagencies with the purpose of obtaining thenecessary support for the SACI initiative.To develop and put in place financialmechanisms capable of finding andraising the resources necessary tosupport the implementation of NBSs andRBSs action plans.To develop and operate a specificcommunication/information activity for theexchange of experiences and knowledgein biotrade.

1.15 Brazilian Cooperation Agency - ABC(http://www.abc.mre.gov.br)

The Brazilian Cooperation Agency (ABC), thatcomposes the Ministry of Foreign Affairs (MRE)structure, has the attribution to negotiate, coordinate,implement and monitor the Brazilian programs andprojects on technical cooperation, executed on thebasis of the agreements signed by Brazil with othercountries and international organisms.

Among other services, ABC orients thenational institutions on the existing opportunities atthe scope of the several agreements of internationaltechnical cooperation signed by Brazil. Besides, ABCintensifies and strengthens political and economicBrazilian relationships, through the transference oftechnologies and creative solutions, based on thenational experience on development, for countriesin Latin America, Caribbean, Africa, East Europe,Asia and Medium Orient.

2. Formal Agreements Compilation

This session presents a compilation of themain formal agreements (bilateral and regional) inthe field of biodiversity and environment that areeffective among the South American participantcountries of the Meeting1.

With the intention to verify which subjectsrelated to biodiversity have been enclosed in theagreements among the South-American countries,the content of each agreement was evaluated andrelated with the subjects (from 1 to 6) indicatedbelow. These subjects correspond to thecomponents of the National Biodiversity Policy ofBrazil, whose elaboration resulted of an ampleprocess of consultation to the nation and culminated

in the promulgation of the Decree No 4339, August22nd 2002. The subjects had been a suggestion ofthe Government of Brazil, but, in case that it hadinterest, the countries could indicate agreementsrelated to other subjects (7).

Components;4) Biodiversity Monitoring, Assessment, and

Impact Prevention and Mitigation;5) Access to Genetic Resources and

Associated Traditional Knowledge andBenefit-sharing;

6) Education, Public Awareness, Informationand Publicity about Biodiversity;

7) Other themes.

The name of the agreement, the place andthe date where it was signed, the date of entranceinto force, the involved countries, the correlatedlegislation and the electronic address with moreinformation had been congregated in Tables 4.1 to4.26.

The existence of legal mechanisms andalready established policies among the South-American countries relative to the diverse biodiversitysubjects would facilitate the implementation of theactions proposed in the scope of the Meeting. It willbe also possible to identify which of the subjectsare being less discussed within the history ofcooperation among the South American countries,toward which more attention will have to be paid withthe proposal of new joint actions and agreements.Moreover, the compilation presented here can beimportant for posterior consultations.
