Record type 07 (Loan Period/Grade Level Change) Record type 07 (Loan Period/Grade Level Change) is used by lenders/lender-servicers and guarantors/guarantor-servicers to revise loan-level information, such as a student’s grade level or loan period begin or end dates.

Note: The anticipated completion date information in this record is loan-level application information, and is not intended for enrollment updates. Changes to person-level enrollment data should be reported via Record type 04 (Enrollment Status Data).

In an effort to synchronize all parties’ databases, the creator of a CAM record must be able to submit a replacement CAM record in a timely manner, when the original CAM record was rejected.

For Record type 07 (Loan Period/Grade Level Change), these record-level errors can be sent:

• Loan must not be in a claim paid status on the guarantor’s system. [053] • Loan period begin and end dates reported in Record type 07 must coincide with an academic term certified by the school. [056] • Loan amount must be less than or equal to annual borrower maximum for grade level. [054] • Loan amount must be less than or equal to aggregate borrower maximum for grade level. [057] • Loan is closed on recipient’s database [071] • No update performed, sender of transaction is not loan originator [091]

Record dependency:

• Record type 02 (Identifier Data) for individual represented by the SSN field. • Record type 09 (Pre-Disbursement Change) if disbursement(s) must be rescheduled due to the loan period change.

Record type 13 (Stafford Subsidized/Unsubsidized Reallocation Decrease) Record type 13 (Stafford Subsidized/Unsubsidized Reallocation Decrease) is used by lenders/lender-servicers and guarantors/guarantor-servicers to reduce a Stafford loan when funds are being reallocated to another Stafford loan. Multiple type 13 records (Stafford Subsidized/Unsubsidized Reallocation Decrease) are included in a record set if there are more than four disbursements per loan, because only four disbursements can be reported in each record.

A Record type 09 is typically used to add a disbursement (pre-disbursement). However, when a disbursement is added in conjunction with a loan increase, the Record type 13 should be used to add the new disbursement.

Lender Manifest, guarantors must have a mechanism to capture changes in the Loan Status Effective Date, the Date Entered Repayment, and details associated with Deferments and Forbearances. Record type 15 should be submitted to the guarantor by the lender or lender-servicer whenever any of the following events occur:

This record is at the loan level, as opposed to Record type 04 (Enrollment Data), which is at the person level. Since some guarantors will not accept a new out-of-school date without the date the enrollment was certified by the school, Record Type 04 should accompany Record Type 15 whenever there is a change in the Date Ceased Enrollment or Dropped to Less than Half-time and the corresponding Date Entered Repayment. When Record Type 04 is received with Record Type 15, and the Enrollment Status on the 04 Record is Withdrawn, Graduated, or Less Than Half-time and the Enrollment Status Effective Date matches the Date Ceased Enrollment or Dropped to Less Than Half-time on Record 15, the Date of Certification should be taken from the 04 record if the guarantors requires a Certification Date in order to change the Date Entered Repayment on the loan. Full loan cancellations are reported with Record type 15 (Loan Status Change) only prior to first disbursement. Full loan cancellations that occur after first disbursement must be reported using Record types 09 (Pre-Disbursement Change) and 10 (Post-Disbursement Change/Notification).

Use Record type 15 (Loan Status Change) to cancel a consolidation loan. Use Record type 15 (Loan Status Change) and Record type 26 (Principal and Accrued Interest Balance) to reinstate the underlying loans that were previously reported as paid by the borrower or through consolidation.

Note: Certain loan status codes will be retired as of January 1, 2002, they include: ID, PC and UI. If reporting a loan status code of PC or UI the loan status effective date must be prior to January 1, 2002. If reporting a loan status code of ID, the date of guaranty must be prior to January 1, 2002. Record type 16 (Lender/Lender-Servicer Change) Record type 16 (Lender/Lender-Servicer Change) is submitted by the purchasing lender when a loan sale occurs, and by the new lender-servicer when a servicer change occurs. If the guarantor/guarantor-servicer receives notification that the holder/lender has changed, the code on their database does not equal the holder/lender code before the sale, and the Date Loan Sold is greater than or equal to the date loan sold on the recipient’s database, the guarantor/guarantor-servicer should still update their database to reflect the loan sale.

Record type 24 (Loan Increase) Record type 24 (Loan Increase) is used to increase a loan without reallocating funds, and is submitted by lenders/lender-servicers and guarantors/guarantor-servicers. Multiple type 24 records (Loan Increase) are included in a record set if there are more than four disbursements per loan, because only four disbursements can be reported in each record.

Because this record is used for disbursement approval, the record must be sent within sufficient time for the school to credit the student’s account by the 90th day after the end of the loan period. This transaction must happen before disbursement; therefore, it is always reported by the originator.

For Record type 24 (Loan Increase), these record-level errors can be sent:

Calculation of new net disbursement amount upon receipt of Post-Withdrawl Return:

• In order for a guarantor to correctly calculate net disbursement amount upon receipt of Post-withdrawl Return from the lender, the guarantor must know what portion (if any) of the fees were subsidized by the lender and guarantor.

• Some guarantors keep track of fee subsidy information on their systems and consequently have enough information to calculate net disbursement amount upon receipt of post-disbursement changes.

• Other guarantors do not track fee subsidies. To assist these guarantors, lenders may convey fee subsidy information to guarantors via the CAM 28 record during Post-Withdrawn Return notification. This is a loan-level record, and any reversal must be complete. Refunds made to any and all disbursements should be reported for reversal. If a refund is applied to the wrong disbursement, Record type 29 should be used to reverse all post-withdrawal refunds for that loan, and Record type 28 should be used to correctly report the refund.

In an effort to synchronize all parties’ databases, the creator of a CAM record must be able to submit a replacement CAM record in a timely manner, when the original CAM record was rejected.
