freetobemoreinnovative,andareheldaccountableforimprovedstudentachievement.Theyfosterapartnershipbetweenparents,teachers,andstudentstocreateanenvironmentinwhichparentscanbemoreinvolved,teachersaregiventhefreedomtoinnovate,andstudentsareprovidedthestructuretheyneedtoearn.
What Are Charter Schools?
What Public charter schools DO:
Give West Virginias parents public school options whendeciding where to send their children to school;
Reward high-quality teachers for their excellent service;
Encourage parental involvement in the education process;and
Hold themselves, and most importantly, their employeesaccountable for improved achievement. Charter schoolsdemand teacher excellence.
What Public charter schools DONT DO:
Teach religion. Public charter schools may not be affiliatedwith, or advocate for any specific religion.
Charge tuition. Not every parent can afford private school fortheir child. Public charter schools offer the highest qualityeducation, with no tuition charges.
Have admissions standards. No child is left behind because ofpast poor performance. In fact, public charter schools cater tothose students needing special attention, including specialneeds students.

PubliccharterschoolswillgiveWestVirginiasparents,students,andteacherspublicschooloptions.WestVirginiansforEducationReformisdedicatedtoimprovingthequalityofeducationinWestVirginia.RacetotheTopfundinghascertainlysparkedinterestineducationreformacrossthecountry,butfederalfundsarenottheonlyreasonthatWestVirginialawmakersshouldpassastrongpubliccharterschoollaw.
Fornearlytwodecades,charterschoolshaveopenedacrossthecountryonthebasisofthisdistinctivebargain:operationalautonomy-freedomfromtherestrictionstypicallyplacedonpublicschools-inexchangeforstrong-resultsbasedaccountability.Charterschoolleadersagreethatsevenautonomiesmakeadifference
andholdpromiseaspartofbroaderreformstrategies:

Myth # 1: public charter schools drain money fromWest Virginias public schools.
Charterschoolsarepublicschools,duly-authorizedunderstatelaw.Sincecharterschoolsarepublicschools,themoneythattheyreceiveisnotbeingdrainedfrompubliceducationatall.Itismovingfromoneproviderofpubliceducationtoanother.Moreover,charterschoolsfrequentlybringnewresourcesintopubliceducationthroughfederalgrantsandprivateinvestors.
Myth # 2: public charter schools cause teachers to befired.
Therearetwobasicproblemswiththisassertion.First,charterschoolshireteacherstoeducatethestudentsintheirschools,oftenresultinginanincreaseinteaching
jobsinthearea.Second,teachersarehiredandLiredbasedonperformance,andoftenseeincreasesinsalary,basedonmerit.

Publiccharterschoolsdonotcherrypickstudentsattendapubliccharterschool,astudentmusteith
inthegeographicareacoveredbythepublicchartschool,orastudentmustenterhisorhernameinrandomlottery,fromwhichpubliccharterschoolsselectstudents.Thislotteryistotallyrandom,andnotbeinLluencedbygrades,testscores,socioeconstatus,oranyotheroutsideinLluence.
Myth #4: public charter schools arent for areas

publiccharterschoolsareinruralareas,another6%alocatedintownsacrossthecountry.Whilethatpercensmall,ruralpubliccharterschoolshaveproventobesuccessful.Theyareoftensmallerandtakeveryinnovanddifferentapproachestoeducation.InWestVirginitherewouldbeanopportunitytocreateonlinepubliccharterschools,whichcouldreachstudentsineverycofthestate.Existingruralpublicschoolscouldalsobeconvertedtopubliccharterschoolstogiveprincipals,teachersandfamiliestheopportunitytocreatetruecommunityschools.Ourstatecanleadthecountryincreatingnew,innovativeapproachestopubliceducatioruralcommunitiesstudentsandteachers.
Myth #5: public charter schools perform no
better than traditional public schools.
StudyafterstudyhasconLirmedthatpubliccharterscraisestudentachievement.Ameta-analysisfromtheNationalCharterSchoolResearchProjectsaidthatstthatusethebestdataandthemostsophisticatedresetechniquesshowchartersoutperformingcomparabletraditionalpublicschools.OftenwehearcriticscitethrecentstudybytheCenterforResearchonEducationOutcomesatStanfordUniversityconcludedthat46%
