HISTORICALBACKGROUND This is toacknowledgethepioneeringeffortsof thosewhoworkeddayandnight tomakeChartered InstituteofCertified Secretaries and Reporters of Nigeria a reality. In particular we deeply appreciate the indelible efforts,commitmentsanddedicationofmembersandthepioneerAdvisoryCouncilundertheChairmanshipofAlhajiAlikoM.Mohammed,OFRDanIyanMisuaofKaduna.TheAdvisoryCouncilcameattheteethingperiodoftheInstitute(June1986–December1996)andlaidasolidfoundationforimmediateandfuturedevelopment.Itwasduringthatperiod in 1994/95 that the Institute began to conduct single subjects and commercial examinations which wasdiscontinuedin1996tofashionoutamoreresponsiveexaminationcurriculumthatwouldsuitmodernneedsoftheprofession.TheinaugurationoftheGoverningBoardinApril–June1997usheredinapragmaticandenduringstandardizationinwhichgenerationsshallleverageonasoneofthemostresponsible,reliableandwellemancipatedprofessionalbodiesforthosecareeriststhatwererelegatedoverthecenturies.TheGoverningBoardworkedhardtostructurethe syllabus intoModules and Professional examinations. The new structure ensured the standardization of theInstitute’sexaminationstoguaranteeself-reliant,qualitativememberswithdegreelevelatthefinalofModulesandProfessionalExaminationPartI,whilepost-graduatelevelisattainedoncompletionofPEIIFinalwiththreeyears’workexperience.Many successful candidates of the Institute’s examination and certified members have proven to be the bestamongst equal in office technology and general management responsibilities leading some to the zenith ofleadershippositionsasChiefExecutivesincompanies,specialadvisersandcommissionersinthepublicsector.Weencourage CICSR certificate holders to persist and pass through the professional qualifying examination andbecome chartered certifiedmembers. The training schools associatedwith the Institute and numerous certifiedAssociateMembers,distinguishedMembersandprestigiousProfessionalFellows,andothereducationaloutletsareavailabletohelpyoungergenerationsattaintheirgoalsofprofessionalself-realizationSignificantly,we aredeeply grateful to our Founder/first Registrar-General,Mr. SamuelO.A.Ozomah FCSR,whobegantheprocessofformationin1981whichhevigorouslypursuedwithpassionandfinancialzeal.Hewasactivelysupported by Yomi Adewunmi, Amas Okezie, Hyacinth Anyanwu, Joseph Oguma, Daniel Odesina, Louis Ekpah,Matthew. FOREWORD

The Chartered Institute of Certified Secretaries and Reporters of Nigeria (CICSR) was founded in1981, incorporated by limited guarantee in 1994 and established by Act of Parliament (NationalAssembly legislation) in 2015. The Institute has the responsibility of regulating secretarial andverbatimreportorialpracticeinNigeriatoconformtoglobalbestpractices.Inabidtocarryoutthisoneroustask,the Institutehasprovidedregulationsfortheconductof itsexaminations.Theseregulationsarefortheguidanceofallstakeholders.ItisimportanttopointoutthatanyinfringementoftheInstitute’sregulationsconstitutesabreachoftherelevantsectionoftheActestablishingitandattractappropriatepunishmentinlinewiththesamelaw.Againstthisbackground,studentsandallthosewhotakepartdirectlyorindirectlyintheInstitute’sexaminations should familiarize themselves with and abide by the regulations provided in thesyllabusinordernottobesanctioned.SamuelO.A.Ozomah,FCSR,MNIM,FIDPMRegistrar/CEO

INTRODUCTIONItisthestatutoryresponsibilityofprofessionalbodiestheworldovertopreparetheindividualfor:(i) usefullifewithinthesociety;(ii) practicalprofessionalskills;and(iii) continuousdevelopmentforarobustcareer.These noble objectives cannot be achieved without an effective evaluation and assessmentmachinery.It is against this intention that the Federal Government through the instrument of the NationalAssembly’sActestablishedtheCharteredInstituteofCertifiedSecretariesandReportersofNigeria(CICSRN)toenhancethegrowthofSecretarialandVerbatimReporterswithgroundedpracticalandprofessionalskillsneededforthedevelopmentofNigeria.While the regulations are to govern the conduct and all those concerned with the planning,administration and processing of the examinations, the detailed syllabuses are to give thecoordinatorsandstudents/candidatesasenseofdirectionintheprocessofteachingandlearning.The Technical Secretarial Office TechnologyMembership Qualifying Examinations Regulations andsyllabuses provide guide for FoundationModule I and FoundationModule II examinations of theInstitute.Theexaminationofpotentialmembersis justoneofthemanyfunctionsconferredontheInstitutebytheenablingAct.

1.0 TheInstituteTheChartered InstituteofCertifiedSecretariesandReporters is theaccreditedand recognizedprofessionalbodyregulatingstandardsandensuringharmonyandexcellenceinthetraining,educationandpracticeoftheartandscienceofSecretarialandOfficialVerbatimReportingwhichhavemetamorphosedintoAdministrativeandOfficeTechnologyManagementpracticeinthepublicandprivatesectorsoftheeconomy.TheInstituteprovidesfacilitiesandconductsexaminationsforthoseinvolvedorwishingtoqualifyasCertifiedSecretariesandOfficialVerbatimReporterswithprofessionalskills inCorporateSecretarialpractice,GeneralManagement,AdministrationsandOfficeTechnologyandManagement.1.1 AimsandObjectivesoftheInstitute

Ø Topromoteeducationintheprofessionofsecretaryandverbatimreporting,encourageadvancement,disseminate knowledge and information in the education and practical training of secretaries,researchinto,andexchangeofinformationandopinions,onallissuesaffectingsecretarialandofficialverbatimreportingpractice.

Ø To provide a professional organization for the registration of qualified secretaries and reporters as

wellasthosedesiringtopracticetheprofessionandbymeansofexaminationandothermethodsofassessment,totesttheskillsandknowledgeofpersonsintheprofessionformembershipregistration.

Ø In furtherance of these objectives, the Institute, subject to its Memorandum and Articles of

AssociationandotherBye-LawsinclusiveofGoverningBoardRegulations,hasthepowerto:1. laydownprofessionalstandardforitsmembers’qualificationandpractice.2. conductitsownprofessionalexaminations.3. registerandcausetoberecognized,allqualified,pastandpresentsecretariesandverbatim

reporterswhetherornotinpracticeprovidedtheyhavebeenregisteredbybeingenteredintheRegisterofmemberswithoutceaseandissuedwithacertificatesignedbythePresidentorChairman and countersigned by the Secretary on behalf of the Governing Board of theInstitute.

1.2 FunctionsoftheInstituteThe National Assembly Act to establish The Chartered Institute of Certified Secretaries and Reporters ofNigeriafortheregulation,registrationanddisciplineofCertifiedSecretariesandVerbatimReportersprovideforaGoverningBoardchargedwiththeresponsibilityamongotherthings,forformulationofpoliciesfortheInstituteandforrelatedpurposes;assignedthefollowingfunctionstotheInstitute;a. determineandreview,fromtimetotimethequalificationsformembershipoftheInstitute.b. ensureprofessionalethics,highstandardandsoundknowledgebymembersoftheInstitute.c. secure inaccordancewiththeprovisionsoftheAct, themaintenanceofaRegister for itsmembers,

and create a career path for the promotion and actualization of professional office technologymanagers.

d. carryoutsuchotherfunctionsastheboardmay,fromtimetotimeprescribe.2.0 EducationCommitteeThe control of the Institute’s examinations is vested on the Governing Board. The Governing Board mayexerciseitsfunctionsthroughdelegatedresponsibilitytoitsEducationCommittee.

Ø To advise the Governing Board on all aspects relating to efficient conduct of the modules andprofessionalexaminationsoftheInstitute.

Ø Toreviewfromtimetotime,asneedarises,thesyllabuses,programsandregulationsoftheInstituteexaminationswithaviewtomaintainingacceptablestandard.

Ø LaydownstandardsofpracticeasareinthepublicinterestinNigeria.

Ø Toconductexaminations.Ø Award Certificateswhichwould indicate the level of attainment equivalent to those obtainable in

othercountriesoftheworldwithinternationalrecognition.3.0 ExaminationTheInstitute’sexaminationsholdtwiceayearinAprilandSeptember3.1 ExaminationRegulationsThe following general regulations apply to all examinations conducted by the Institute and must strictlyadheredtobyallregisteredstudentsoftheInstitute.

Ø Applicationtoenteranexaminationmustbeontheprescribedform.Anentrywhichhasnotbeenfullyandproperlycompletedmayberejected.

Ø Nocandidatewillbeallowedtochangeentryaftertheclosingdateforexaminationentries.Ø AnycandidatewhoseeksexemptionfromanysubjectofaModulemustobtainandfillanapplication

formforexemption.Ø Candidatesarenotpermittedtoretainanystatute,gadgets,ordinance,textbookoranyotherprinted

or manuscript paper or notes during the examination except such working materials as may berequiredbytheexaminer.

Ø Nocandidateisallowedtocommunicatewith,receiveassistancefrom,orattempttocopyfromthescriptofanyothercandidate,noracandidateconsultorattempttouseanybooks,gadgets,papersornotesduringtheexamination.Abreachofanypartoftheseregulationswillbeconsideredasgrossmisconduct.

Ø Topassapartof theexamination,candidatesmustsatisfytheexaminers inall thesubjectsof thatpart.

Ø When fundamental changes occur in the standard and format of question papers, these will benotifiedtothecandidatesinadvance.TheGoverningBoardoftheInstitutereservestherighttovarythe format or individual examination papers without notice, i.e the number of questions to beanswered,thechoiceofquestions,etc.

Ø TheGoverningBoardoftheInstitutereservestherighttoalteranypartoftheexaminationscheme,including subjects, syllabuses, regulations and exemptions at any time. All fees charged andsubscriptionsarealsosubjecttoamendmentatthediscretionoftheGoverningBoard.NoticeofsuchchangeswillbegiventhroughtheInstitute’spublications.

3.2 StandardofExaminationTheInstitutehasadjudgeditsModules1,2&3examinationstoequateHigherNationalDiploma(HND)/Firstdegree,whilethefinalProfessionalexaminations(PEI&PEII)equatestoMasters’degreelevel.3.3 RegistrationforExamination1. Theexaminationswillbeattemptedonlybyregisteredstudentsandgradedmembersof

theInstitute.Tobecomearegisteredgradedmember,anapplicantmustcomplywiththelaiddownmembershipregulationssetoutbelow.

2. Application for registration must be made on the prescribed membership form which may be obtainedfromtheInstituteonpaymentofanappropriatefee.

3. EveryapplicantforregistrationmustberecommendedbyamemberoftheInstituteorbyapersonofprofessionalstandingasafitandproperpersonforadmissiontotheexaminationoftheInstitute.

4. Allfeesdueonregistrationmustbepaidatthetimeofapplication.5. ThedecisionoftheGoverningBoardoftheInstituteonallapplicationsshallbefinal6. Membershipregistrationissubjecttoannualrenewalbypaymentofprescribedfee. 7. RegisteredmembersoftheInstituteareexpectedtocompletetheirexaminationtothelevelwithina

periodnotexceedingfouryearsinitially,whereunavoidablecircumstanceswarrantextensionofstudymaybegrantedbytheGoverningBoard.

8. Allapplicantsarestronglyadvisedtosubmitaformalapplicationforregistrationatearliestpossibletime.ApplicantswishingtoregisterfortheInstitute’sexaminationaretofollowthedatesindicatedintheannualprogrammestimetableoftheInstitute.

10. Applicant who is in doubt as to his/her eligibility for registration should contact the NationalSecretariatpriortoenrollingforacourseofstudyoftheInstitutes’examination.

3.4 EntryRequirementsAny applicant for registration will be required to submit acceptable evidence of an approved educationalqualification in one of the following certificates or as may be approved by the Governing Board of theInstitute.1. National Diploma (ND) or National Certificate of Education (NCE) from approved Polytechnics or

CollegesofEducationorequivalentrespectively.2. EveryapplicantforregistrationmustprovideevidenceacceptabletotheInstitutethathe/sheisatthe

timeofapplication,employedinacompanyorsocietyorinstitutionorinthepublicservice,orintendsto take full-timeor part-time courseof study in theAfrican School ofManagement Technology, anaccreditedtrainingcentrerunbycertifiedmembers,aUniversity,PolytechnicorCollegeofEducationstudentsinpreparationfortheInstitute’sprofessionalexaminations;

Ineachsyllabus,candidateswillbeexpectedtogainanunderstandingofthesubjectsaswellastactfulapplicationofknowledgeintheexamination.Candidateswillberequiredtokeepabreastwithchangesinthelawaffectingthosesubjectswhichtheyarestudying.3.8 ExaminationCentresThe Institute’s examination will normally be held in major towns throughout the federation and otherapprovedoverseascentres.ListofapprovedcentrescanbeobtainedfromtheInstituteoraspublishedinthenational dailies for the examinations. In case of overseas centres, candidates will be responsible for thepaymentofthecentrecharges.

3.9 ExaminationTimetableIndividualnotificationof thedate, timeandplaceof theexaminationwillbesent toreachthecandidateatleastfourteendaysbeforetheexaminationcommences.3.10 ExaminationFeesCandidates shall be charged appropriate fees for each level of the examination. Details of fees are alwayscontainedintheexaminationinvitationlettersandentryformsoravailableattheNationalSecretariatoftheInstitute. In exceptional circumstances candidates may be charged administrative or coordinator’s fee foroverseasandothercentresnotoriginallyscheduled.3.11 DateofExaminationTheInstitute’sexaminationsareheldinthemonthsofAprilandSeptembereachyear.3.12 DefermentofExaminationDeferment of any examination will not be entertained except on medical grounds. Such cases should besupportedwithamedicalcertificateanda letter fromthecandidate’sManagerorHeadofDepartmentandthe notices should reach the Institute not later than twoweeks before the examination. In such situation,examinationfeesalreadypaidwouldbecarriedforwardonceonly,netofadministrativecharges.3.13 LateEntries/TransferofFeesLateentriesreceivedaftertheclosingdatewillattract15%oftheamountpayablefortheexamination,whilethatoftransferringoffeeattracts25%.3.14 NotificationofResultsCandidateswillbenotifiedoftheirexaminationresultsbypostorthroughE-mailorinternet.Suchresultsmayalsobepublished inthe Institute’swebsite, journalornewsletterordailynewspapers.TheInstitutewillnotenterintoanycorrespondencewithanycandidateonresults,astheInstitute’sdecisionisfinal.3.15 IssuanceofCertificateOnthesuccessfulcompletionofallpartsoftheexaminationprocess,andonsatisfyingthefinalprofessionalrequirements(i.e.PEII-FINAL)thecandidatewillbeawardedtheprofessionalAssociatemembershipchartedcertificateandsubsequentlybecomeacertifiedAssociatememberoftheInstitute,withlicensetopracticetheprofession.3.16 InformationonExemptions/Fees(a). BA/BScandHNDholders, intheSocialSciences,Management,Humanities,Lawandotherbusiness

relatedcoursesandorhavingtwoyears’experiencefromotherdisciplineswouldbeginfromPEI.(b). Candidateswho hold recognized certificates of other Instituteswith relevant basic requirements at

degree/HND in relevant discipline shall begin fromPEI upon submission of relevant transcript fromsuchInstitute.

(c). HoldersofhigherdegreesnotrelevanttotheInstitute’ssubjectsshallbeginfromModules3.(d). Exemptionsarenotpermittedinrespectofincompletequalifications.Applicationforexemptionmust

be made on the prescribed exemption form obtainable from the National Secretariat. CandidatesshouldmakerequestpriortowritingtheInstitute’sexamination.

3.17 ReferencesWhereacandidatefailsinanysubjectatthemainexamination,heshallbeallowedtoretakethatpaperatthenextexamination. Ifhe failsafter3attempts, thecandidate shall repeat theexamination inall theparts.Acandidate, who has a reference and fails to present himself in any 3 subsequent examinations withoutsufficientjustificationmadeknowntotheInstituteatthetimeofexamination,shallrepeatallthesubjects.

3.18 PreparationfortheInstitute’sExaminationsCandidatesareexpectedtopreparethemselvesforthe institute’sexaminationsbyattending lecturesattheaccreditedprofessionalcentres. Inadditionto the lectures,variousrecommendedtextsareprovided in thisbooklet for each subject. The texts are relevant too. Furthermore, all candidates who have successfullycompletedtheirPEII-FinalexaminationinanticipationtobecomingaCertifiedCharteredAssociatememberoftheInstitutemustattendtheMandatoryInductionorganizedyearlyinvariouszonesoftheFederation.Students are encouraged to attend the Institute’s National Conference, International Secretaries/ReportersWeek,InternationalRegionalSummitandsuchotherforum,etc.3.19 DurationofStudyProgramItisexpectedthataseriousmindedstudentwillbeabletocompletetheInstituteexaminationwithintwotofouryears.3.20 CancellationofPreviousResultsTheresultofanystudentwhofailedtositforsubsequentexaminationthree(3)yearsafterhe/shemighthavepassedthepreviousstage/stageswithoutreasonableexcusewouldberegardedasnolongervalid.He/shehastostarttheprogramafreshbyreapplyingforanewadmission.3.21 FullandPartTimeCoursesFull and part-time courses leading to the Institute’s examination are offered at many Polytechnics andCollegespublishedyearly.TheinformationcanbeobtainedfromtheInstitute.4.0 CorrespondenceStudentmembersshouldalwaysendeavourtoquotetheirregistrationnumbersinallcorrespondencetotheInstitute.5.0 ServicestoStudentMembersThefollowingservicesandfacilitiescanbeenjoyedbystudentmembers.Ø UseoftheInstitutesLibraryandinformationservicesØ AttendanceatBranch/ChaptermeetingsandconferencesØ ReceiptoftheInstitutesJournalsandNewslettersØ SubscriptiontotheInstitute’sMemoforDistanceLearningandHomeStudyPacks.Ø GuidanceandCounselingServicesØ JobPlacementØ ProfessionalGroupNetworking6.0 WithdrawalofRegistrationTheInstituteshallwithdrawtheregistrationofanystudentonthefollowinggrounds:1. ifhe/sheresignsbygivingawrittennoticetotheInstitute2. ifhe/sheisimprisonedforanycriminaloffence;3. ifhe/sheismedicallycertifiedalunaticorofunsoundmind;4. ifhe/sheneglectsfor24monthsfromduedate,paymentofhis/herannualsubscription5. ifhe/shewasdiscoveredtohavegivenfalseinformationtofacilitatehisregistration6. ifhe/shewascaughtcheatingintheInstitutesexamination
