Unhappy Taxpayer & Voter sent an Open Records Request for information on the Green Energy Partners Gasification Plant on November 19, 2012. We received some very interesting information the fellow CHASE members and general public may not be aware of to include the following: 1. Neville Anderson with the Green Energy Partners made the following request of the DeKalb Development Authority: April 09, 2012 - Requested 10 year abatement. April 06, 2012 - Request a property tax incentive because "the project's financial advisor indicates that some form or credit enhancement is necessary to sell the bonds." December 21, 2011 - Part of the financing package for the plat is the EB5 visa program, this program allows foreign investors to invest equity in American projects in return for a green card. The Green Energy Partners, LLC(GEP) and Green Energy Resource Center (GERC): 2. GEP is committed to providing substantial community benefits to DeKalb County and to the City of Lithonia. To that end, GEP has voluntarily committed to: Guarantee Local Small Business Enterprise participation of at least 20% of the project construction and operation budget. 1. Neville Anderson with the Green Energy Partners made the following request of the DeKalb

We have received the application from United Parcel Service for a $15,000,000 expansion of it distribution and customer servicecenter, and the application will be in your board materials. This will be a taxable bond issue to provide property tax incentives inaccordance with the usual policy. The inducement will require that a satisfactory economic impact analysis be completed andreviewed prior to bond issuance. Otherwise the application meets the Authority's criteria, and I recommend that it be approved.

We also have been asked by the Green Energy Project that received an inducement two months ago for a modification. Theoriginal application did not ask for a property tax incentive, and the project now asks for that incentive. The Project's financialadvisor indicates that some form or credit enhancement is necessary to sell the bonds, and has proposed that the amount of taxsavings applicable under the incentive policy be paid into a reserve fund to further secure the bonds. The Authority generallyasks projects to choose between issuing tax exempt bonds and use of property tax incentives. Here a portion of the bonds areexpected to be tax-exempt and a portion taxable, due to restrictions of the federal bond rules. Also DeKalb County will contractwith and utilize this project for disposal of its yard waste. Under these circumstances it is reasonable for the board to considerincluding the property tax incentive.

The proposed resolutions for both of these matters are attached, and Shelbia should include these in your board materials.

Shelbia again please forgive me for having to cancel another meeting. Mom had a second stroke a few days agowhich turned her from recovery to the worst case, we now have her in hospice and are waiting with her to theend.

I need to reschedule our meeting, I recently had dinner with the CEO and he thought it important that I meet thenew director. So please explain for me and we will reschedule in January.

So we do not lose alot of time while I attend to family business, I want to introduce you to Prakash Patel who iscopied. Our location at 1770 Rogers Lake road fall justoutside of the federal enterprise zone, we may be able to overcome that with economic and demographicstatistics.

Prakash will tell you what he needs and if possible can you gather the data that he will outline for you that heneeds to move forward, ifneed be can you meet with him ifnecessary outside of me ifhe cannot communicatehis needs via email.

I have signed a term sheet with a group that involves Goldman Sachs to fund the project, we are movingforward. Prakash is an important piece to the equation. Please help.

Green Energy Partners, LLC (GEP) have several projects and prospect projects invarious stages of development. One of our signature projects is the Green EnergyResource Center.

Green Energy Resource Center (GERC)

The Green Energy Resource Center (GERC) will be a learning resource center where urban wood waste(woody biomass) will be converted into a synthetic high Btu gas known as Syngas which will be used toproduce steam to run turbines and generate 10 MWelectricity.

Green Energy Resource Center, DeKalb County

The GERC will be one of the first gasification facilities of its size in the nation that converts woodybiomass to electricity utilizing this advanced technology. Gasification technology was chosen overtraditional wood boilers because of the clean and low emissions output and control technology thatgasification has demonstrated in other similar applications throughout North America. Also, there are noodors associated with this process.

DeKalb County has provided support for the project by entering into a long-term Fuel Supply Agreementwith GEP to provide 40,000 tons of municipalyard waste for 20 years as well as exclusive access toexisting stockpiles of woody biomass stored at the County landfill.

This process will be located in a building which will host a learning outreach area to educate thecommunity about this Green technology.

The GERC facility is currently being designed with scholars in mind; it will feature a demonstration modelof Super Critical Water, currently on display at the City of Jacksonville, Florida. This is truly technology ofthe future and students visiting the GERC will be introduced to this display model. Super Critical Water isconsidered the next step in waste water treatment and promotes advancement in Green technology. Weplan to work with DeKalb County Government and the City of Lithonia to provide scholarships and otheropportunities for students to learn about this Green energy technology.

Georgia Power has agreed to enter into a long-term power purchase agreement ("PPA") to purchase ourgreen electricity.

GEP is committed to providing substantial community benefits to DeKalb County and to the City ofLithonia. To that end, GEP has voluntarily committed to:

• Guarantee Local Small Business Enterprise participation of at least 20% of the projectconstruction and operation budget.

• Create 75 to 100 temporary and permanent jobs.• Provide scholarships to local secondary and college students to promote study in this new field

and to enhance existing local schools programs.

The County would also derive the following environmental and economic benefits from the GERC project:

• Eliminate processing and transportation costs for the woody biomass.• The useful life of the landfills would be greatly increased.• Reduction of carbon footprint in the County.• Increase in the tax base.
