by Alan Pollock CHATHAM — On her 50th day at sea on July 2, cel-ebrating favorable winds and currents, transatlantic rower Sarah Outen treated herself with an invigorating bath in the Atlantic. Four days later, she was cursing the ocean that had dealt a major setback to her human-powered round-the-world expedition. “In the wee hours of the morning in rough seas, the rudder was ripped from the boat,” Outen reported Mon-day. Speaking in an audio journal posted on her website, Outen said fi rst light revealed that most of the rudder had

been torn away in the storm. She said she now faces “an interesting conundrum of how to steer the boat and still make it back home in one piece.” Outen is in the fourth year of an odyssey that involved biking across Europe and Asia, rowing the Pacifi c to the Aleutians and kayaking to the mainland and then biking across North America to Chatham. As of Tuesday, she was located nearly 750 nautical miles east of Chatham, or just over 2,000 nautical miles away from the U.K. She’s rowing a 22-foot ocean rowboat, Happy Socks, which is designed to be self-righting in heavy seas. Outen was

riding out the heavy weather in her tiny watertight cabin when the rudder was destroyed. It is technically possible for Outen to continue without a rudder. She is currently using a length of rope trailing behind her boat “to hold me into the waves in a certain orientation, but that’s not so good because you’ve got the drag, and it’s not as specifi c as being able to control a rud-der, quite precisely really, when you’ve got the steering lines attached,” Outen said.

Organizers estimated the crowd at Saturday’s Independence Day parade numbered more than 25,000, stretching from Main Street and Shore Road to Crowell and Tip Cart roads. Thousands of pieces of candy were handed out, along with hundreds of beach balls and beads. The Wequas-sett Inn alone gave out some 10,000 red, white and blue popsicles.

Agway Plants Seed For E. Harwich Storeby William F. Galvin EAST HARWICH — Agway of Cape Cod is planning to purchase a 3.3-acre parcel along Route 39 west of Harwich East Plaza on the south side of the road, and if the permitting process goes smoothly they hope to start construction of the nursery, lawn and garden center this fall. The East Harwich location would be the fourth Agway store on the Cape owned by Peter and Susan Wile. They opened their fi rst store in Orleans in 1993 and since then have opened Agway centers in Dennis and Chatham. “Our mission is to provide our customers and the com-munity with personable service, knowledge, products and value for their home, farm, garden and pet needs,” John Ostman, a consultant with International Value Strategies, told the planning board last week in an informal presenta-tion to the board. The initial plan for the site is to build a 5,000- to 6,000-square-foot building for retail items and storage and separate outdoor display areas for nursery, lawn and garden products. Ostman said they may go to just under 10,000 square feet depending on the cost of the initial building. The facility would have paved and permeable surface parking and a traffi c loop. There would be a one entrance/egress curb cut for customer vehicles and a second exit-only curb cut to the east side for trucks. Ostman said business uses are allowed in the district with a special permit, and Agway of Cape Cod sees Harwich as an excellent business opportunity. Speaking of the site, he said it provides generous distance and wooded visual buffer to abutters and it is a manageable terrain, permitting optimal store and yard operation. He also cited excellent highway access from Route 6. As well as providing nursery, lawn and garden supplies, the business would be selling such bagged products as soils, mulch and fertilizer, provide a propane fi lling station and seasonally selling Christmas trees. The initial plan is to operate seasonally, from March to October. Ostman said a related retail business might accompany Agway at the location. The Agway of Cape Cod stores are a family business, with Joshua Wile serving as vice president of store operations

ChathamRoadway Project CHATHAM — At a marathon three-hour hearing last Thursday, opponents and supporters of the West Chatham Roadway Project made their views known to representatives of the Massachusetts Department of Transportation, which was conducting the 25 percent design hearing on the $2.4 million plan. Some feel the design that eliminates the center turning lane and adds roundabouts at the Barn Hill Road and George Ryder Road intersections will improve safety for vehicles, pedestrians and bikers, while others want the roadway to be left as it is and oppose any land takings to accommodate the roundabouts. Clark Proposes Balanced Budget HARWICH — Town Administrator Christopher Clark presented selectmen last week with a draft budget for FY16 of roughly $56.8 million. To meet the requirements of the town charter, it is a balanced budget with expected expenses slightly less than anticipated revenues. Voters would also be asked to consider $485,000 in capital ex-clusions and $1.25 million in debt exclusions. The board expects to review the budget in greater detail at its meeting tomorrow evening.

If it had to meet the budget voted by the Harwich select-

men last week, the Monomoy schools would experience

the loss of more than 16 full-time staff, and would see

the elimination of funding for field trips, late buses, and

the boys and girls lacrosse programs. There would also

be a $125 fee per sport for student athletes.

“I see it as a call to arms,” school committee Chairman

Terry Russell told those at last week’s budget hearing.

Calling it far worse than the worst-case scenario they had

envisioned, school officials stressed that the package of cuts

is something they do not support. On Feb. 23, Harwich

selectmen voted to hold school spending to an increase

of 2½ percent, rather than adopting the figure proposed

by Superintendent of Schools Scott Carpenter.

That figure reduced a level services school budget by

the equivalent of 10 full-time positions in an effort to

close a large projected budget deficit, but it still left a

gap of $828,000 in FY16. If forced to close that gap, the

district would need to lay off an additional 16.9 full-time

equivalent positions.

ChathamVillage Cafe Loses Its LeaseOwners Plan To Combine

Cafe And Chatham Bakery

CHATHAM --- For many local businesses, it’s been

a rough winter. The Chatham Village Cafe has had a

particularly hard time; it’s had to close two or three days

due to the weather, and in the past few weeks sewer work

in front of the 400 Main St. building has slowed business

further.Four weeks ago, Michelle Crean, who owns the busi-

ness with her husband Rick, received more bad news.

The Cafe’s lease will not be renewed when it expires at

the end of April.

“We were totally blindsided by this,” Michelle Crean

said of the 20-plus-year-old family-run breakfast and lunch

restaurant. “It’s a huge loss to the community. People

who are coming in are upset.”

With such short notice, it’s been impossible to find a

new location for the Cafe which preserves its downtown

presence. Fortunately, the couple also owns the Chatham

Bakery, and plan on melding the two businesses, for the

time being, at the bakery’s Crowell Road site.

“Thank God we’ve got the bakery,” Crean said Monday,

adding that the couple owns the bakery real estate as well

as the business.

Signs around the Cafe announce “We’ve Lost Our

Lease,” but Crean said she wants to make sure that

people know they aren’t going out of business. She said

a few people have said that’s what they’ve heard around

town.“Everything you love about the Cafe will be at the

bakery,” Crean said. “Everything you love about the

bakery will still be at the bakery. We’re just working

hard to blend it all together.” The couple said they have

started planning how to rearrange and reconfigure the

bakery space to accommodate the Cafe’s sandwich and

breakfast menu, its various coffee flavors and the dozens

of bagels sold daily.

GalvinHARWICH — After conducting a preliminary investi-gation in an executive session Monday, selectmen voted to continue to keep Assistant Town Administrator Julie Quintero-Schulz on paid administrative leave and to hire a private investigator to examine allegations against her.

On Wednesday morning the selectmen’s office sent out an email to town department heads. final decision on the school budget through a Proposition 2½ override.

The message from the nearly 100 people in attendance was the regional school district has made great strides in bringing students back to Monomoy from other school districts, and funding cuts would assure a new exodus. sandcastle,” says Jeff Hahner, referring to the giant sand

castle that serves as the centerpiece for this year’s First

Night Chatham theme, “Sandcastles By The Sea.”

Right now, the sandcastle is just a pile of sand (special

sculpting sand from New Hampshire) on the front lawn

of the community center. Hahner and Dick Hosmer, who

serve as co-chairs of the committee that organizes the an-

nual New Year’s Eve celebration, are waiting for Greg J.

Grady, the professional sand sculptor who will be building

the castle. Once he arrives late Friday afternoon, Grady

begins constructing plywood forms and pounding the sand

to compact it underneath a tent to keep the sand out of the

weather. By Saturday Grady is carving out the castle’s

turrets; he adds more towers on Sunday, and on Monday

he and his father, also named Greg Grady, are sculpting

intricate details and preparing the center of the base for

what will eventually be the First Night Chatham logo. The

entire castle will be completed by Tuesday afternoon.

Selfies of the sandcaste-in-progress have already

started to appear on the First Night Facebook and Twitter

(#1stnightchatham) pages, and will no doubt continue to

appear long after the echoes of the midnight fireworks

over Oyster Pond have faded away. The 24th annual First Night celebration spans 12 hours

and features more than 70 entertainers and events in an

alcohol-free, family oriented environment. For the price

of an admission button, New Year’s Eve revelers can

sample musics from a wide gamut of genres, see dramatic

performances, a circus, two separate fireworks displays

and a cacophonous Noise Parade. “The schedule’s set, we’ve got all the venue signs

done,” Hahner said. “We’ve just got to start assembling

them.” Buttons cost $20 for adults and $5 for kids and are

available at First Night headquarters downtown. All sorts

of First Night gear is also available there, said Hosmer,

including newly designed caps. “And they’re just $10!” he said.

Once he arrives late Friday afternoon, Grady begins constructing plywood forms and pounding the sand to compact it underneath a tent to keep the sand out of the weather. By Saturday Grady is carving out the castle’s turrets; he adds more towers on Sunday, and on Monday he and his father, also named Greg Grady, are sculpting intricate details and preparing the center of the base for what will eventually be the First Night Chatham logo. The entire castle will be completed by Tuesday afternoon. Selfies of the sandcaste-in-progress have already started to appear on the First Night Facebook and Twitter (#1stnightchatham) pages, and will no doubt continue to appear long after the echoes of the midnight fireworks over Oyster Pond have faded away. The 24th annual First Night celebration spans 12 hours and features more than 70 entertainers and events in an alcohol-free, family oriented environment. For the price of an admission button, New Year’s Eve revelers can sample musics from a wide gamut of genres, see dramatic performances, a circus, two separate fireworks displays and a cacophonous Noise Parade. “The schedule’s set, we’ve got all the venue signs done,” Hahner said. “We’ve just got to start assembling them.” Buttons cost $20 for adults and $5 for kids and are available at First Night headquarters downtown. All sorts of First Night gear is also available there, said Hosmer, including newly designed caps. “And they’re just $10!” he said.
