    CEO Message

    Comprehensive Health and Education Forum International (CHEF International)

    has now been working in the field of Comprehensive health and Education andcross disability for the last four years. Through these four years it has grown both in

    programmes and size. This has been possible due to hard and dedicated team workand tremendous support of our partners.

    With this document we would like to launch the Vision of CHEF International for the

    next five years (2011-2015). This Vision has been possible due to a major consultativeand feedback exercise from the clients that we serve and all other stake holders who

    have been intensively involved in our work over the last years. The CHEF International team made tremendouscontributions to this Vision; with an endorsement from the board of Governors it now stands ready for

    implementation.

    I believe that the CHEF International Vision 2015 addresses the current needs of the country especially in fieldof health, education and cross disability and beyond and looks towards fulfilling the National and international

    Goals that it has set out to achieve in a very effective and efficient manner.

    We would very much like to solicit your support in the years to come so that we can utilize the Vision to theadvantage of the target group we serve.

    Our guiding PrinciplesCHEF International strategic goals conform on following guiding principles in order to fulfill our Vision andMission. These principles are at the heart of all the policies and guidelines and will reflect in the operations ofthe organization, its Programmes etc.

    A commitment to Partnership andImpactThe overriding aim in developing this strategic plan is to increase CHEF International effectiveness and impact

    as an organization committed to promote inclusiveness in all its mandates. Further building on last strategicplan which provides an impetus to strengthen our capacities based on successes achieved during last plan.

    To achieve greater impact and effectiveness it is important to build synergies and cooperation with otherpartners who shares our vision. The role of new strategic plan will seek to fulfill that.

    How the plan was developedCHEF International Board and General Body members unanimously endorsed the (2011-20115) plan at its

    annual meeting in February 2011. The approved document was the result of extensive consultations betweenthe CHEF International Chairman, CEO, Advisors, senior management, staff, as well as with various external

    stakeholders (Donors, our partners, Beneficiaries). CHEF International also benefited from the generoussupport of Consultant Ms Arshi Aziz (ITC- the Institute of Training and Consultancy) in conducting a two day

    planning workshop, which proved to be an important asset when identifying the strategic directions that lie atthe heart of the plan.

    Our Strategic DirectionsThis strategic plan sets out the direction for CHEF International for the next five years. The core areas of focus

    help us frame the image of CHEF International. The new Plan also highlights and gives precedence to CHEF-international client centered approach where organizations primary responsibility is towards its beneficiaries/

    stakeholders. Through its new structure CHEF International now formally acknowledges the support of different

    advisors who have been providing very important and essential support through their competent and worthyadvices during planning, development and implementation of projects and programmes. Is also recognizes thesupport of CHEF-International donors and partners all through and considers them as very vital contributors for

    future as well.

    The core areas of focus for CHEF International are:

    n Education

    n Monitoring & Evaluation

    The first five thematic areas further define the work we do in our communities to improve the lives of the vulnerable

    especially persons with disabilities. These areas build on the strength and competencies within the organization and

    at the same time focus our efforts for future growth. Within each thematic area national programs provide standard

    services that address common community needs in our focus areas.

    For each thematic area strategic objectives have been defined to express the specific difference we will make as a

    result of mobilizing resources to improve the lives of the vulnerable. All initiatives, whether local or national, should

    address unmet needs and contribute directly to strategic goals.

    Programs and services to clients/beneficiaries will be complemented by advocacy initiatives, where this may reduce

    barriers and or improve conditions for vulnerable populations.

    No one thematic area is more important than the other. Together they define the intended scope of activity for CHEF

    International. The goals set out in the plan will serve to guide and focus our efforts.

    Since 2007 CHEF International has been involved in development of variousdevelopment initiatives related with health sector, while its other mandatearea i,e education was overlooked. Only recently started developing projectsand programmes designed for inclusive education. In the years to 2015 CHEFInternational as an organization will fully integrate education projects based onstrategy Education for All to achieve its vision.

    Goals1. To formulate a national strategic plan of action for CHEF International in the field of formal, vocational

    and inclusive education

    2. To train mid level personnel in Rehabilitation Sciences by establishing Pakistan Institute of Rehabilitation

    Sciences ( PIRS)

    3. Carry out detailed National situation analysis based on Education for All Strategy.

    4. Development and implementation of Strategy for CHEF International based on Education for All.

    CHEF International envision: Comprehensive and cost effective health careservices for all with special emphasis on those living in poverty.

    CHEF International has an extensive experience in health sector especially eye care,based on past experience enriched with success in establishing comprehensiveeye care services, CHEF International is focusing in other areas in its new strategicplan. The health programme of CHEF International is further divided into Public

    health, Mental and Psychosocial health, Maternal and child Health with a strongevidence based programme planning and development.

    Public Health

    Goals1. To develop plan of action for public health; Primary Health Care, Health Education, Integrated approach to

    comprehensive health care

    2. To identify gaps and needs in public health and produce a comprehensive report

    3. To develop programs in the identified area:

    Mental and Psychosocial health

    Goals1. To increase awareness and identify mental and PS health issues in KPK.

    2. To provide help as counseling, referrals, provision of drugs.

    3. Produce research papers in the field of community mental health

    Maternal and Child Health

    Goals1. To conduct a need based analysis and develop a comprehensive strategy

    2. To develop Linkages with Partners in MNCH

    3. To develop Programs in MNCH

    To develop comprehensive cross disability programmes to bridge the gaps andimprove rehabilitation services delivery at National, Provincial and communitylevel. CHEF International strategic initiatives over the period 2011-2015 willinclude strengthening and improvement of its already existing and new initiativesin Eye care, hearing care, Psychosocial Health and physical rehabilitation toimprove access to rehabilitation services especially by persons with disabilities andother vulnerable groups. The programmes will focus on innovative approaches to

    improve services delivery at various levels coupled with evidence based programmedevelopment.

    Eye care

    Goals1. To undertake school screening for eye health

    2. To develop new infrastructures on diabetic retinopathy, glaucoma, and uncorrective refractive errors

    3. To develop a tertiary institute for eye care to contribute to teaching, training of eye care teams and

    provides specialized Eye care delivery and promotes eye care research

    4. To develop comprehensive eye care programmes at secondary level

    5. To develop primary eye care as a part of integrated approach with primary health care

    Hearing care

    GoalsTo plan and develop primary & secondary Hearing care services at Community level using WHO manualguidelines.

    1. To identify people with hearing impairment in the community

    2. Establish affordable audio logical services at district level.

    3. To train in Audiology and education for the hearing impaired

    4. Carry out research in Hearing impairment in a district in Pakistan to find out prevalence.

    5. Advocacy initiatives to create awareness among various stakeholders about asocial and economic

    benefits of assisting hearing impaired persons.

    In the period to 2015 CHEF International will build a strong planning anddevelopment procedures which will form the basis of our development planning. Acomprehensive internal review process of our existing projects/programmes willhelp improve organizations development planning, followed by building internalcapacities in Progarmme cycle management.

    CHEF international as an organization will further build its potential in responding

    to emergency and disasters situations by integrating Inclusive Disaster RiskReduction strategies in its projects and programmes. CHEF International strategyis to further improve its capacity to prepare for and respond to emergencies tomeet challenges and respond in timely manner in an accountable and high qualityto those in need.

    Goals1. Integrated PCM into Programs by 2012 with resource management.

    2. Integrated Innovation and inclusiveness into program development by mid 2013.

    Since 2007 CHEF international has been involved in promoting mainstreamingdisability through its development initiatives. We also recognize that formainstreaming disability, there is a need to include disability perspective whileplanning and development of projects/programmes. Based on its past experienceCHEF International in coming five year will develop a comprehensive inclusivedevelopment programme integral to organizations approach to promoteinclusiveness in all its initiatives. CHEF International will continue to play its role

    in mainstreaming disability not only in its own work but also advocate promotion ofrights of person with disabilities and their empowerment with other stakeholders.

    Throughout CHEF International work advocacy for promotion of rights of Person withDisabilities was a key element. Over the next five years to 2015 CHEF Internationalwill focus on supporting strong advocacy initiatives to achieve its vision. CHEFInternational will establish and strengthen processes to coordinate ongoingadvocacy work effectively and to identify priority issues that will become part ofits advocacy campaign. With the establishment of processes will be able to focuson better information management and communication. Our goal is to integrate

    advocacy as a cross cutting theme within our programmes to facilitate our work,build the capacity of our staff to plan, implement effective advocacy programmes.

    Effective management and mobilization of resources is another key area for CHEFInternational to develop in the period to 2015. CHEF International will focus ondeveloping effective collaboration with various stakeholders to achieve its vision.We realize the importance of active engagement with the national and internationalagencies, stakeholders, donors for building alliances and collaborations to ourwork, evolution as a strong organization and achieving greater relevance andimpact. With working through effective partnerships we will seek out national and

    Since 2007 CHEF International capacity have grown, we recognize we are a verysignificant nongovernmental development organization working in mandateareas of health and education with specific relevance to disability. In the years to2015 we will establish and strengthen evidence based programme planning anddevelopment by establishing a very resource and dynamic research and developmentunit. Rigorous research is a very valuable tool for influencing policy and effectiveresource mobilization and allocation. CHEF International will work towards building

    its capacity to undertake and disseminate research.

    CHEF International in last four year has not only expanding its developmentinitiatives but also grown in terms of its human resources. As an organization weseek to further strengthen our evolving human resource department which willultimately lead us to achieve our strategic objectives. CHEF International willcontinue to identify, support, and develop its team for delivering strong outcomes.Knowledge management is a key requirement for organizational effectiveness.CHEF international is committed to establish and strengthen existing organizational

    information and knowledge management. With a strong information and knowledgemanagement practices and system in place it will be able to challenge impactmeasurement with confidence.

    We also seek to establish a very strong communication processes not only withinorganization but also with others. We will use our newsletters, brochures, websiteetc to ensure support for our initiatives.

    To ensure sustainability in programmes is and will remain a major challenge indevelopment sector worldwide. In order to effectively conceptualize sustainabilitywe seek to develop our development initiatives keeping in mind its variousdimensions. In the years to 2015 CHEF International will systematically develop andbuild its capacity to include sustainability in its projects and devise mechanism toensure sustainability as an organization. We commit to ensure Quality assurance inpractise, processes, service delivery and product as well as criteria for evaluation.
