JOBS AND ECONOMIC DEVELOPMENT

1) South Suburban Airport. We strongly support the building/completion of the South Suburban Airport asa strong catalyst to spur economic development from the southside of Chicago through the south suburbancommunities desperately in need of jobs and serious economic growth. Past Chicago mayors have activelyblocked or inhibited this major initiative that has been embraced by the black community. Will you support theSouth Suburban Airport as a solid investment for jobs and economic development and parity of opportunity forthe south side of Chicago?

2) Minimum Wage. A Minimum Wage Ordinance increases the minimum wage to $13/hr by the year 2019.This is a start, however it is insufficient. Do you support increasing the minimum wage (as other progressivecities and states have done) to $15/hr immediately?

4) City Contracts Reform Part 1. Chicago, like other governmental units has MBE/WBE/DBE goals to supportthe growth of minority and women owned small businesses and to redress decades long discrimination inawarding contracts to black-owned businesses. And like other governmental units, the actual results fallsignificantly and pathetically below these goals. Will you commit to working with community organizationswho have researched proven methods to redress this ongoing failure and to implement reforms towardsmeeting or exceeding the City’s MBE/WBE/DBE goals within your first two (2) years in office?

5) City Contracts Reform Part 2. There are long-standing guidelines for City contracts towards increasingbusiness for minority businesses, expressed as MBE/WBE/DBE goals, and yet the City and Sister Agencies do notcome remotely close to meeting these goals. One of the reasons is vendors are often found in violation of minoritygoals for contracts (through fraudulent bidding, post award distribution of work, sub-contractor intimidation,etc). Current fines are insufficient to promote compliance. Would you support an ordinance to preclude acompany from bidding or being a sole-source recipient of a city or sister-agency contract for a 2 year periodon new city business or large additions to existing contracts if they are found to be in violation of the City orSister Agency MBE/WBE/DBE goals?

Would you support expansion of Chicago’s Large Lot Program for repeat rounds of offerings,and with amendments to achieve greater economic equity in the Black community, such as: a) removing therequirement to be a present landowner; b) providing a one-year waiver on the payment of real estate taxes tohelp defray fencing costs; c) the establishment of zero-interest loans and grants to improve the land withstructures; and d) a Technical Assistance Pool of local Black real estate experts to consult neighbors on thedevelopment-management of the land?

10) Health Equity. The current City of Chicago Health Plan (Health Chicago 2.0) outlined several goals toimprove the health of all Chicago residents, as Mayor how will you address improving health equity amongBlacks/African-Americans?; they have the lowest years of life expectancy, Black Women account for the highestnumber of Maternal deaths, Young Blacks account for the highest percentage of new STI/HIV diagnosis, andhave the greatest impact of overall health inequities (as seen in chronic diseases, substance abuse and mentalillness) compared to other racial/ethnicity groups?

12) Police Oversight / FOP Contract. Chicago is moving forward with the daunting and arduous task ofattempting substantive police reform, under the oversight of a U.S. Federal Consent Decree. Recognizing thatyou support police reform, and further recognizing the the Fraternal Order of Police (FOP) union contract ascurrently negotiated, precludes police reform with many of its contract articles, will you commit to renegotiat-ing the FOP contract upon its expiration to eliminate those articles, rules and stipulations that are counter totrue police reform? Additionally, as proof of your commitment, please include below, a specific example of acontract rule or stipulation which must be renegotiated to affect police reform.

19) TIF Reform. State of Illinois “Tax Increment Financing” law [TIF] is a tool designed to finance real estatedevelopment plans. It allows for a certain portion of certain taxes paid by Chicagoans in certain mapped areasto be used to spur investment in that area – if blighted – once plans for that area have been approved; forexample, real estate taxes withdrawn from the operating budgets of schools and parks and invested in a vacantcommercial corridor in the area. Abuses to this system have been widely reported. Have you studied theresearch on this topic by the TIF Illumination Project [tifreports.com], and would you support TIF reform thatrequired a) full quarterly public accounting of all TIF funds collected; b) elimination of porting power; c)requirement that a resident-approved plan exist before certifying a TIF district; and d) return of all fundswhich were not used for the approved development plan to the TIF district from which they were taken?

20) Mayoral Administration and Parity. We believe in representative government as the foundation ofour democracy, further, we proffer that to achieve this requires that a diverse population must be reflectedbeyond the elected officials and indeed must be reflected throughout an administration recognizing that policyis created at a number of levels of leadership in a governmental unit and that practice and procedures areexecuted throughout all levels of government. To truly serve the Black Community, an administration mustreflect, particularly at leadership levels, the proportionality of the black community in the citizenry. Thisprovides the knowledge, experience and sensitivity required to affect policy and practices that lead to improv-ing the quality of life for black people.
