Three Periods of development


Phase I: 1979—1987 Making Acquaintance

--Exchange of visits for better understanding of each other

--Discussions of potential cooperation


Phase II: 1988--2003 Regular and Stable Development

--April 14, 1987, first exchange of notes was signed

--Cooperation rolled out covering wide range of Customs fields

--Good understanding was built

--Regular and clear cooperation agenda was developing


Phase III: 2003-present Drastic Development

--Witnessed greatest development and achievements

--Highlighted milestone events

--Established efficient cooperation mechanisms


Milestone Events in Phase III

--December 2004, China EC Customs Agreement signed

--November 2005, the 1st JCCC held in Beijing

--September 2006, the 2nd JCCC held in Brussels, launching SSTL

--January 30, 2009, Action Plan Concerning China-EU Customs IPR Cooperation signed in Brussels

--July 2010, China EU discussions on Strategic Framework
