Minutes of the Annual Parish Assembly
Date: Tuesday 24th May 2016
Time: 7.30 pm
Place: Community Rooms, Chineham Village Hall, Thornhill Way, Chineham.

Those present were advised of the fire exits and procedures for evacuation.
1. Introduction.
Cllr. Thornton welcomed those present to the Annual Parish Assembly.
2. To receive a presentation by Mr John Dick from Hampshire Crimestoppers.
John Dick gave a presentation on Hampshire Crimestoppers (Appendix A). A “Question &
Answer” session took place with John Dick, Councillors and those members of the public
present. During this session, John highlighted “The Little Book of Big Scams” produced by
the Metropolitan Police which is available to download via the Basingstoke & Deane
Neighbourhood Watch website. John also informed those present that details of suspected
scams should be forwarded via www.action.fraud.police.uk.
Cllr. Thornton thanked John for his very informative and interesting presentation.
3. To receive the report of the Parish Council for the year ended 31 March 2016.
Cllr. Thornton advised those present that apologies had been received from County &
Borough Councillor Elaine Still, Borough & Parish Councillor Paul Miller and Parish Councillor
Andy Clarke. Cllr. Thornton informed those present that the most significant event during
the previous year was the 2015 Parish Council Election which had been contested. He
highlighted that the Parish Council had said goodbye to some long-standing Councillors and
had welcomed three new Councillors who had brought with them new ideas. He thanked all
of the Councillors for their hard work during the year. He also thanked the two Clerks and
the Rapid Response Warden.
Cllr. Thornton informed those present that the Parish Council had continued to be involved
with the Basingstoke & Deane Borough Council’s Local Plan, responding to all consultations
and attending the Public Examination. He noted that the Local Plan is due to be formally

adopted on 26 May 2016. Cllr. Thornton also referred to the proposed developments at
Razor’s Farm and the Aurum site and confirmed that the Parish Council had been
energetically involved with the consultation process. He referred to the recent application
from Centrica for the construction of a 24MW gas fired energy reserve facility & associated
ancillary equipment & components and confirmed that this application had been withdrawn,
hopefully in part due to “people power.” Cllr. Thornton provided an overview of the
planning applications considered by the Planning Committee during 2015 and commented
that the Committee is pretty much in step with the general planning views at Basingstoke &
Deane Borough Council (the Planning Authority).
Cllr. Thornton outlined the organisation of the Parish Council for those present. He
confirmed that the Full Parish Council makes the decisions, having taken advice from the
Recreation, Finance and Planning Committees. He confirmed that the Planning Committee
does have delegated powers to respond to planning applications on behalf of the Parish
Council due to the time constraints imposed by the applications.
Cllr. Thornton informed those present that the Parish Council is asked to respond to various
consultations and recent examples have been Basingstoke & Deane Borough Council’s
Cycling Strategy, Hampshire County Council’s Walking Strategy and Hampshire County
Council’s consultation on the Library Service.
Cllr. Thornton thanked Bob Ricket, the Chineham Co-ordinator for the Community
Speedwatch initiative and the team.
Cllr. Thornton referred to the Chineham Allotment site on Hanmore Road which the Parish
Council manages. He commented that there is still a lengthy waiting list for a plot and whilst
it was hoped that a second allotment site might become available, this is no longer possible.
Cllr. Thornton advised those present that the Parish Council can award grants to local
organisations and that during the year grants had been awarded to Neighbourhood Watch
(cycle ride event), Chineham Village Hall Management Committee (firework display) and the
Four Lanes Community Centre (refurbishment). He commented that more local
organisations should apply to the Parish Council for grants.
Cllr. Thornton advised that the Parish Council works closely with the Tree Officers at
Basingstoke & Deane Borough Council. He commented on the tree works that have been
undertaken this year and on the meeting that the Parish Council facilitated with the Tree
Officer.
Cllr. Thornton referred to the bench survey undertaken by the Recreation Committee during
the year which resulted in a number of benches being refurbished.
Cllr. Thornton highlighted the current works taking place to install a pedestrian crossing on
Thornhill Way outside the Village Hall. He commented that this work is a result of lengthy
lobbying by the Parish Council in conjunction with County Councillor Elaine Still and the
Borough Councillors. He referred to recent feedback provided to the School Travel Plan
Advisor at Hampshire County Council and commented that this will hopefully result in a
number of other pedestrian crossings being implemented around the parish. He advised

those present that the Parish Council has also been lobbying for the reinstatement of the
bus layby outside the Village Hall and is currently funding a feasibility study.
Cllr. Thornton concluded his presentation by thanking all of the Councillors for their hard
work.
4. To receive a statement of the Parish Council accounts for the year ended 31 March 2016.
Cllr. Fryer presented a statement of the Parish Council accounts for the year ended 31 March
2016 (Appendix B).

Hampshire Advan Campaign
The first Advan campaign took place in
Southampton, followed up with a day in
Gosport & Havant. We had some great
results and fantastic publicity, Simon
Hayes came down to the session in
Gosport and carried out an interview with
the Portsmouth News and BBC South.
Aldershot, Farnborough, Basingstoke &
Andover will be covered in June.

It was officially launched in Luton with the support of Bedfordshire Police and

ordinator – launching in Hampshire in 2016.

Notes to the Parish Council Financial Statement.

Good Evening,
My name is Les Fryer and I am chairman of the Finance Committee. You have available the
unaudited accounts for the year to 31 March 2016. I am pleased to state that we have been able to
keep our precept (local rates) for Chineham residents to £38500. In fact there has been no increase
since 2012.
We have by good housekeeping, been able to complete a number of projects for the area as
mentioned by the Chairman. We again decided to continue to rent the Speed Limit Reminder sign,
which everyone I am sure has seen about Chineham. Our speedwatch initiative has continued but
we are suffering a volunteer shortage. The community room has continued to be a good revenue
source for the Village Hall and they have been able to absorb our running costs.
We made £1815 Section 137 grants to a number of local area clubs. The largest, £1250, was to Four
Lanes Community Centre. Others were made for the village fireworks and Neighbourhood Watch.
We would like to make further grants to local area clubs & charities.
Precept for 2016 – 2017
You will have seen from your rates that we maintained our precept to £38,500 for the current year
which meant a slight decrease to our local council tax. As mentioned last year as a result of the
Government’s new way of funding rate rebates, our precept can be almost 5% short of our total
requirements. The Borough Council made up this shortfall by a grant but the council is at the
moment discussing how and if this grant will be available for the year 16-17.
As a result of the localism bill if we have to increase our precept above 2% (figure is still being
discussed by Parliament) we will have to call a referendum of our residents which will be at the cost
of the Parish Council.
I am ably assisted on the Finance Committee by Cllr. Andy Clarke and Cllr. Steve Oakley to whom I
give my thanks.
