1.0 INTRODUCTION / BACKGROUND This contract is for the performance of a combination of Mobile Office Trailer Installations in support of CH2M Hill Plateau Remediation Company (CHPRC) work scope for the period time of award through contract completion. CHPRC is a prime contractor to the Department of Energy (DOE) and all work on this Statement of Work will be performed in support of the CHPRC contract with DOE.

2.0 DESCRIPTION OF WORK – GENERAL As a result of the recent global Covid-19 virus outbreak and implementation of the CDC guidelines to maintain social distances to prevent the spread of the virus, CHPRC is forecasting the need to install additional facilities to support personnel returning to work and support its day to day project functions. The additional facilities will be utilized for everyday activities including but not limited to Management and Project field offices, restroom/shower facilities, conference rooms, craft pre-job and break rooms as well as material and equipment storage and tooling areas. CHPRC plans to obtain these facilities that will consist of a combination of mobile offices and infrastructure installation The location in this Statement of Work is throughout the Hanford Site approximately 25-35 road miles northwest of Richland, Washington. Contractor employee(s) shall be responsible for independently planning, organizing and performing a wide variety of non-hazardous specialized administrative/technical duties in support of the successful completion of goals and deliverables and in accordance with all provisions of the contract. The Contractor shall provide technically qualified person(s) that work as part of a team under the general supervision of CHPRC. Unless otherwise approved, the Contractor shall work in accordance with CHPRC contract requirements, operating policies and procedures and shall be responsible for execution of the

work in accordance with the quality standards and requirements specified for assigned project and facility and as detailed in this statement of work. Contractor shall provide all labor resources for constructability review, planning support, and additional equipment and materials to complete installation of specified mobile office trailer(s).

3.0 DESCRIPTION OF WORK – SPECIFIC Installation of the additional facilities will consist of a combination of various sized mobile trailers that will be connected to power and utilities. The exact configuration, location and number of facilities is not yet finalized and will be based upon the individual project needs. As a result, this contract will be conducted on a unit rate basis established for the installation of a specific installation configuration. For the purpose of this SOW it is assumed that multiple units of a combination of the following facilities will be installed across CHPRC’s Hanford project areas in support of CDC social distancing guidelines: (The typical trailer configurations as provide in the Appendices of this SOW are for contractors reference only and are not to be construed as final configurations and arrangements) • Single – Wide Modular Office trailers approx. 12' x 60' • Double – Wide Modular Office trailers approx. 24' x 60' • Triple - Wide Modular building approx. 36' x 60' • Four – Wide Modular Office trailers approx. 48' x 60' • Restroom Facilities – approx. 12’ x 25’ • Shower Trailer Facilities – approx. 26’ x 40’ Contractor shall provide and manage all labor, equipment, material, and services required to complete the Work. Labor includes participation of Contractor’s employees in work planning, training and medical examinations required by the Contract. Work includes: • Installation of CHPRC owned or leased mobile office, restroom, & shower trailer(s). The

Contractor shall be responsible for making trailer(s) fit for occupancy. • Installation of power requirements to specified mobile trailers(s). • Area preparations necessary to land mobile trailer(s) (clearing, grubbing, grading, supply &

placement of gravel, etc.). • Area preparations necessary to provide parking area (clearing, grubbing, grading, supply &

placement of gravel, etc.). • Installation of reinforced/unreinforced concrete sidewalks. Work scope, yet to be defined, that may be associated with the install of a trailer at a specific site (HLAN/Communications install, final service tie in, additional electrical circuits, furniture install, trailer repairs etc) will be negotiated under a contract change request. Resources covered in this SOW include laborers, carpenters, operators, pipefitters, electricians, etc.

3.1 Task Description The work products and services to be provided, including any specific CHPRC standards and requirements, required for the successful completion of this work activity include all work associate with this SOW Contractor will be required to contract with the trailer manufacturer’s installation team for the correct setup and installation of the trailer(s).

Task 1 – Install Trailer Units o Clear, grub and level area as required to support trailer installation & parking area

construction (as required). o Supply, place and compact top course material to support trailer installation and

parking area construction. o Coordinate with trailer manufacturer on trailer delivery o Remove axles / tongue / tires as required once the trailer is in its new location and

then store the removed parts underneath the trailer. o The foundation subgrade shall be verified prior to landing by others. o Connect and level and anchor the trailer per Manufacturers Engineered Drawings.

(Anchors will be supplied by CHPRC) o Install skirting & insulation (CHPRC supplied). Contractor will be responsible for

the supply & install of raw framing materials to support skirting. o Set up remaining walls and doors (provided with the unit). o Construct, transport and place electrical power racks at designated site locations

(CHPRC Material supply) – Note CHPRC’s facilities in the 200E area may be utilized for rack fabrication.

o Trench and install underground utility services as required (contractor will be responsible for supply of bedding materials). Note SOW of work covers the install of the service connected from the trailer to the point of the source of tie in only. Actual tie in to live/isolated services will be conducted on a change order basis,

o All electrical construction shall be in accordance with engineered drawings and NEC requirements. Installation of all internal electrical wiring and components between trailer sections must be completed. CHPRC will be responsible for supply of all electrical components & materials.

o Construct concrete walkways and stair step off pads (Contractor to supply all concrete, rebar and forming materials).

o HVAC System must complete between trailer sections. o Install power to the trailer in accordance with engineered drawings. o Install platforms and stairs in accordance NFPA Life Safety Code requirements.

Contractor will be responsible for the install of chicken wire fencing around stair bases to prevent the buildup of tumbleweeds. CHPRC will supply all materials.

o Perform items necessary to make the trailer fit for occupancy such as installation of necessary fire extinguishers, installation of exit signs, relocating the trailer identification signs as needed, ensuring electrical systems function and meet code, etc. (CHPRC will supply all materials).

o Re-lamp / repair light fixtures (interior and exterior) as needed.

o Seal exterior penetrations (electrical / etc.). o Perform touchup painting as needed. o Install heat trace to wet services below the trailer units (shower/restrooms only) o Install exterior trailer identification signs, which will be provided by the buyer. o When plumbing system (water, sewer) installation is completed - leak checks, tests,

and needed repairs must be completed and the hot water heater adjusted. o Precautions must be taken during the installation for anchorage of the trailer units.

Ensure that units are not left in a condition during back shift or weekends, that would allow units to be overturned by strong winds. Ensure that all foundation anchors requiring pre-installation are completed prior to mobilizing trailers to final location.

o Stabilize disturbed areas with crushed rock surfacing and provide general clean-up removing all construction debris.

Prior to project delivery, trailer must be fit for occupancy.

3.2 Special Requirements Contractor shall perform and complete the work scope in accordance with this SOW, Job Control System (JCS) Work Packages, and any applicable facility work control processes.

3.3 Acceptance Criteria Work products and services provided shall meet all applicable CHPRC procedures for control and review of work products and pertinent regulatory requirements, as required by this contract and incorporated provisions. Further specific Acceptance Criteria applicable to this scope includes the trailers being fit for occupancy, as evidenced by an occupancy permit issued by the Hanford Fire Marshal.

3.4 Organizational Interfaces The Contractor shall interface with various CHPRC (and other) organizations through the CHPRC Contract Specialist (or designee), as required. The interfaces may include Mission Support Alliance (MSA) organizations, various CHPRC projects other than Project Technical Services, and other off-site contractors performing work on the Hanford site. All daily construction activity shall be coordinated with CHPRC Buyers Technical representative or Designee.

3.5 Contractor Furnished Equipment The contractor will furnish the following items in addition to those items necessary to complete this work scope not expressly listed as Buyer Furnished Equipment (BFE).

• Personnel consumables (PPE, drinking water, etc.) • Temporary lavatory facilities • All construction and mobile equipment

• Signage and barricades (as needed) • Gravel material • Sand bedding material • Trailer skirting framing raw materials • Concrete, rebar & form materials

The contractor shall submit a list of equipment (Forklift, etc.) to be utilized to the buyer prior to mobilizing the equipment to the job site. Note: Contractor supplied equipment where feasible shall be removed from the Hanford site for all unscheduled maintenance and repair activities. Contractor shall submit a comprehensive list of routine planned maintenance and repair activities that the contractor anticipates performing on the Hanford site in advance of equipment mobilization.

3.6 Buyer Furnished Materials and Equipment CHPRC will furnish the following materials, equipment and facilities at no cost to the Contractor for use in performing this work scope as Buyer Furnished Equipment (BFE):

• Mobile Trailer(s) • Trailer Unit Stairs • Skirting • Fire Extinguishers • Yellow Jacket • MO Signs • Any hardware for the stairs / platforms not included with the trailer (chicken wire) • Miscellaneous hardware (door hardware, window hardware, etc.) necessary to ensure the

trailer meets form / fit / function • All Electrical components & materials

3.8 Site Coordination Requirements Contractor site coordination and interface requirements include communicating / coordinating all field work with the applicable Project Manager (PM) / BTR or designee, ensuring adequate training and work document release is obtained prior to starting work.

3.9 Request for Clarification (RCI) RCIs shall be used by the Contractor to receive clarification from CHPRC at any time during the performance of this SOW. The RCI form shall not be used to document a contract modification, engineering change, or nonconformance. CHPRC’s response to an RCI does not constitute authorization to perform work associated with a change to the Contract. The Contractor may proceed in accordance with the response only on the basis that the Contractor agrees that it is not a contract change. If the Contractor believes the response constitutes a change, the Contractor shall immediately process a Contract Change form (A-6004-820) and await receipt of additional written instruction from the CHPRC BTR or Contract Specialist.

4.0 TECHNICAL REQUIREMENTS Contractor will perform in accordance with the terms and conditions of this contract, CHPRC internal policies and procedures, and quality assurance provisions, including safety programs, laws, orders, permits, rules, confidentiality of information and intellectual property safeguards. All work shall be performed in accordance with the requirements, standards, and any other documents which are made a part of this SOW. All electrical construction will comply with NFPA 70 (NEC) 2017 Edition. The information included below, are hereby incorporated into, and made as part of this Statement of Work. They shall have the same force and effect as if written into the body of the Statement of Work. Any changes will be made by CHPRC via the PRC-PRO-EN-2001, Facility Modification Package Process and/or PRC-PRO-CN-52928, Configuration Management of Facility Modifications Packages Issued for Construction Projects.

4.1 Work Location / Access Requirements (if applicable) The Contractor shall perform work scope at CHPRC’s facilities on the Hanford Site (roughly 26 road miles northwest of Richland, WA).

4.2 Work Control Requirements Work shall be performed in accordance with existing PRC-provided procedures, policies, and guidance documents. No work shall be performed that is out of scope of the contract. If work is determined as out of scope or questionable, work shall be stopped and the issue/concern shall be defined and evaluated. Contract revision will be prepared, as necessary.

The Contractor shall use the written work instructions provided by CHPRC, which are written to guidelines described in PRC-PRO-WKM-12115, “Work Management.” The Contractor and its lower-tiered subcontractors, that will be performing the work, shall support CHPRC sponsored Enhanced Work Planning (EWP) meetings. The planning meetings will be scheduled by CHPRC planning department. The Contractor and/or its lower-tier subcontractors (or representatives) shall provide competent person(s) to support the preparation of all required work documents and shall actively participate in the planning and preparation of the work instructions, Enhanced Work Planning (EWP) and Job Hazard Analysis (JHA) in accordance with PRC-PRO-WKM-079, Job Hazard Analysis. These meetings will discuss work instruction planning scope, hazards and hazard mitigation and analysis preparation. Contractor shall have a representative of each building trades craft type that are performing the work. Contractor is to participate in at least two planning meetings approximately 2 hours in length. Additional meetings may be required upon request. The result from the meetings will be the work instructions incorporated into JCS Work Package(s) that will describe the work scope, define required hazard mitigation, and include the necessary permits, hold points, inspection test reports, and associated project documentation needed to safely complete the work scope. The work instructions shall have sufficient detail to control the work so that it is performed safely, and provides for required inspections and testing. Work Package(s) shall correspond with the project schedule activities. Work scope that interfaces with any existing Structures, Systems, and Components (SSC’s) shall be performed following the preparation and approval of a Facility Modification Package (FMP) prepared by CHPRC Engineering in accordance with PRC-PRO-EN-2001. Typical work scope interfaces include, but are not limited to, electrical systems tie-ins, mechanical/structural system tie-ins, critical lifts, system testing, etc. CHPRC Project Technical Services (PTS) Work Control will prepare and provide to the Work Package(s) that will invoke requirements for the performance of work. The Contractor shall document and execute their Work in accordance with these requirements. Changes to Contractor Work/Facility Work Package(s) and supporting documents shall be incorporated into the Work Package following the requirements of PRC-PRO-WKM-12115, Work Management, and Work Change Notice (WCN) process. Allow 5 working days for processing work change notices. Hazard Identification and Control Requirements will include a hazard analysis that addresses each phase of the work and the hazards associated with the environments at each work site location in accordance with this SOW. Contractor will be involved with scope and hazard analysis which will determine the number of work packages. Each work package will take approximately 12 working days from initial planning to approval. Daily release of work packages and approval to work shall be performed using the Work Release for Construction/Services Organization process. The Contractor shall prepare a Work Release for Construction/Services Organization form (WRCSOF) (A-6004-967), by 1:00 pm daily, for review and approval by the Construction Manager/BTR prior to performing the next day’s work. The WRCSOF shall provide a description of the work including a brief work scope statement, location, required permits, any support required from the Owner including inspections or hold points, special precautions about the planned work, and potential impacts such as contamination and service interruption. The form must describe contractor activities and deliveries at the jobsite.

This Work Release for Construction/Services Organization Form (WRCSOF) will be used to obtain daily work release approval from the on Shift Operations Manager (SOM). The SOM is the Release Authority (RA) for the facility. The WRCSOF is provided by the Contractor. The Contractor shall complete the work release form and provide it to the BTR / FWS on the afternoon before 1:00 PM prior to the day work is started. Only work scope identified in an individual contract release may be released. Daily work will be limited by CHPRC Facility Work Authorization to work described on an approved WRCSOF form, unless additions are approved by the BTR / FWS to facilitate unforeseen changes to the planned day’s work scope. NOTE: The end-of-the-day meeting will be a Plan of the Day (POD) to plan the following day’s work activities. The POD is a conference call every working day at 2:30 PM. The BTR will provide call in information.

B. The Contractors workforce will be required to complete the Construction Contractors

Worker/Craft Safety Orientation (A-6006-763) prior to performing work on the site. C. The Contractor is expected to provide appropriately trained and qualified staff to perform the

type of work associated with their skill of craft at the Hanford site. D. Task- and facility-specific training is required in this Statement of Work, the Contract

Provisions, and other documents referenced herein. The training listed may not be all-inclusive of training required. Note: Employee training is tailored to the work task performed by each employee. Contractor shall submit a training matrix to identify worker assignment and applicable training for each employee.

E. Required training shall be completed prior to related work being performed. F. CHPRC will provide task- or facility-specific training required for the Hanford Site, which

includes the class, instructor, and required training material. Contractor is responsible for cost of labor to complete all required training.

G. Testing requirements for personnel who will be working in substance Testing Designated Positions.

H. Employee Job Task Analysis (EJTA), Medical Clearance and Training Verification – For Contractor personnel presently on staff and trained to the requirements of this Task Order, the contractor may submit a letter confirming that each person by name and Hanford Identification Number (HID) are trained to the requirements of this Task Order.

I. EJTAs, Medical Clearances and a full Training Record submittal are required if the Contractor hires new personnel to perform this Task.

J. Competent Person Excavation– Before excavation and in writing, submit identity of individual designated Competent Person as defined in 29 CFR 1926.650.

K. Personnel who will be using Commercial Motor Vehicles (CMV) on site which are required to be operated under a DOT license / Commercial Driver’s License (CDL) will require the

contractor to meet all the Department of Transportation (DOT) Federal Motor Carrier Safety Regulations (FMCSR) in 49 CFR Parts 40, 382, 383, 387, 390-397.

L. Contractor shall provide appropriately trained and qualified staff to perform the type of work

associate with their trade at the Hanford Site. The Contractor shall provide a base staff consisting of a Safety Representative and Field Work Supervisor to administer the work. The FWS shall be present during all craftwork; the FWS and Health & Safety Representative shall be present on site daily for the pre-job meeting and for coordination while craft are performing work.

M. On-Site Safety Representative must have a Construction Health and Safety Technician Certification or Occupational Health and Safety Technologist Certification by the Council on Certification of Health, Environmental and Safety Technologists, or be an Associate Safety Professional or a Certified Safety Professional from the American Board of Certified Safety Professionals. 10 years full time experience in a safety and health position in industrial safety, and familiar with radiological contaminated materials and chemical and hazardous material handling experience. The On-Site Safety Representative shall perform and document daily safety inspections (A-6006-924) and shall submit daily safety reports to CHPRC OS&IH Manager weekly.

N. On-site Field Work Superintendent must have 10 year’s general construction experience; 5 years Supervisory Level, which shall include labor management associated with bargaining units. Familiar with supervising work involving radiological contaminated materials and chemical and hazardous material handling experience. Field Work Supervisor’s role is to oversee personnel and field work. Full time Field Work Superintendent is not to perform any hands on work. Contractor shall provide appropriately trained and qualified staff to perform the type of work associated with their trade at the Hanford Site.

O. Electrical work scope shall be performed by qualified electrical workers and qualified

instrument specialists in accordance with DOE-0359. Completion of CHPRC Electrician Qualification Verification Checklist Course 60038A or 60038B shall be required. Submit completed checklist prior to onboarding any electricians to perform work.

P. Washington State Highway Department that pilot/escort vehicles are necessary to protect the

traveling public for slow moving loads. Additionally, WAC-38-100 (k)(4) states that anyone escorting a load as a “pilot/escort” must be trained and have a “certificate card” on their person stating they have been trained. The escort vehicle should have at a minimum one flashing or rotating amber (yellow light) or strobe positioned above the roof line (WAS 468-38-100 (9)(a).

Q. Movement of slow moving loads e.g. class 8 forklifts under its own power is allowed but

limited to short distances (approx. 3 miles) during off peak traffic hours (e.g. after 0800 hours and before 1500 hours weekdays) with an escort vehicle trailing the slow moving load/class 8 forklifts. Movements over longer distances shall be done with low boy tractor/trailer, tilt equipment trailer or other suitable trailer with a load capacity that will

safely and compliantly transport the slow moving load/class 8 forklifts over the public highways/roads.

5.2 Security and Badging Requirements General site access badging is required. The Contractor personnel shall wear a Hanford Local Site Specific Only (LSSO) security badge, sponsored by CHPRC, for identification and security purposes. The Contract Specialist shall be notified a minimum of two working days in advance for personnel badging. For security purposes, Hanford site security badges are required to be worn at all times while on/in Hanford Site affiliated locations/buildings. Badges shall be worn on the front of the outermost garment, in the area between the neck and the waist, unless directed otherwise due to safety requirements, per MSC-RD-SEC-28974, Rev. 5

5.3 Site Access and Work Hours Work will be done on a 4-10’s schedule Monday through Thursday. The standard workday shall consist of 10 hours of work between the core hours of 6:00 AM to 4:30 PM. No work occurs on Facility Closure Days. If schedule alternative is required, BTR will communicate to Contractor contact. The Contractor will have access to the job site based on the terms of the Contract.

6.0 PERMITS Work elements requiring Hanford Site permits are identified in this section. Permits will be provided by CHPRC at no cost, unless otherwise stated. Notify CHPRC seven (7) calendar days in advance of work requiring permit (unless otherwise stated) and furnish requested information. Post permit in a conspicuous location and ensure employees' awareness of permit contents. Meet the requirements set forth in permit.

• Hanford Site Confined Space Hazard Identification (A-6005-724): Required to access potential confined spaces and obtain a Confined Space Entry Permit.

• Hanford Confined Space Entry Permit (A-6005-717): Required prior to entry into any area determined to be classified as a Confined Space and containing conditions detrimental to employee safety in accordance with DOE-0360.

• Electrical Installation Permit (A-6005-707): One permit covers new electrical installation work governed by the National Electrical Code (NFPA 70).

o NOTE: Electrical installations require NEC compliance inspection by a qualified NEC Inspector in accordance with DOE-0359

• Hanford Site Excavation Permit: In accordance with DOE-0344. Required for excavation involving hand digging greater than 12 inches in depth, or machine digging.

• Portable Ladder Use: Required when fall exposure is 6 feet or greater and the use of conventional fall protection in accordance with DOE-0346 is infeasible or creates a greater hazard. Permit to be accessible during performance of work.

• Fire Marshall Permit: Notify CHPRC in accordance with SP-4. Required when fire alarm systems, fire sprinkler systems, or fire hydrants will be taken out of service; for new construction and demolition; when using combustible chemicals, compressed gas, explosives, and flammable/combustible liquids; when performing cutting/welding or outdoor burning; and for any activity falling under the scope of NFPA 1.

• Hanford Site Oversize/Overweight Permit (A-6003-609): Required for each vehicle and/or non-reducible load that exceeds dimensions or weights. The permit information is addressed in PRC-PRO-SH-40078 Appendix F.

• Hot Work Permit (A-6006-115): Required prior to performing any work which may produce a spark, arc, or flame on the Hanford Site.

7.0 ENVIRONMENTAL, SAFETY, HEALTH, AND QUALITY REQUIREMENTS The Contractor shall perform work safely, in a manner that ensures adequate protection for employees, the public, and the environment, and shall be accountable for the safe performance of work. The Contractor shall comply with, and assist CHPRC in complying with Environmental, Safety, Health, and Quality (ESH&Q) requirements of all applicable laws, regulations and directives. Safety and Health Program: PRC-PRO-SH-40078, Contractor Safety Processes Appendix F is the preapproved safety and health procedure; however, Contractor may submit, an alternate safety program for CHPRC approval. The alternative program shall comply with federal, state, and local codes and PRC-PRO-SH-40078, Appendix F. Materials supplied or purchased for use in performance of this contract, to the maximum extent practical, shall be environmentally preferred as described in 40 CFR 247 and including Biobased products as designated by the USDA . www.biopreferred.gov The following project-specific ESH&Q requirements are applicable to this scope of work in addition to the requirements identified in the contract General Provisions and, when work is being conducted on site, the additional ESH&Q requirements in SP-5 Special Provisions – On-Site Services.

7.1 Environmental The Contractor shall handle and dispose of waste in accordance with applicable federal, state, and local laws, regulations and requirements, CHPRC procedure, as well as SP-5. The Contractor shall immediately report all spills (of non-hazardous and hazardous material) to the

CHPRC Environmental Compliance Officer (ECO) and BTR. Notification shall identify spilled material and provide an estimated quantity. Waste management information: Prior to starting work, submit a Waste Management Plan, in accordance with the Special Provisions 4 and 5, for managing waste generated during work. Air emissions: Prior to starting work, submit inventory of air emission sources to be used on Site. Dust control plan: Prior to starting work, submit a Dust Control Plan in accordance with the Benton Clean Air Authority.

7.2 Safety and Health The Contractor shall perform work safely, in a manner that ensures adequate protection for employees, the public, and the environment, and shall be accountable for the safe performance of work. In additional to their established internal reporting protocol, the Contractor shall immediately report any occupational injuries, regardless of severity, to the CHPRC Field Work Supervisor, BTR and Safety Representative. The Contractor shall comply with, and assist CHPRC in complying with all applicable laws, regulations and directives. The Contractor shall perform and document daily safety inspections (A-6006-924) and shall submit daily safety reports to CHPRC OS&IH Manager weekly. The Contractor, and any lower-tier subcontractors, shall take all reasonable precautions in the performance of the work to protect the safety and health of employees and of members of the public. Where there is a difference in regulations or requirements, the most stringent shall apply.

While working within a facility, the Contractor shall participate and/or respond appropriately to any emergency drills or exercises within the specific area where work is being performed. The Contractor may request participation exemptions a minimum of two weeks in advance, however exemptions may not always be granted.

7.2.1 Electrical Safety Requirements Work practices and electrical safety training and qualification shall be in accordance with DOE-0359. Electrical equipment and industrial control panels delivered or brought on to the site in performance of the contract shall be labeled by an organization currently recognized by OSHA as a Nationally Recognized Testing Laboratory (NRTL). Equipment installed as part of the contract shall comply with the NEC and, where applicable, IEEE C3 (NESC).

7.2.2 Hazard Identification To achieve the level of safety desired, hazard identification is required by the worker. The Contractor shall address specific work activities and hazards associated with the specific work and work location to identify the controls necessary to eliminate or control the hazards.

Prior to operating mobile equipment on the Hanford site, the Contractor will be required to perform the items contained on the “Mobile Equipment Operation Worksite Pre-use Checklist”. This applies to aerial lifts, excavating machinery, fork lifts, and tele-handlers. The checklist does not apply to cranes or over-the-road vehicles. The items will be performed each shift, and will need to be re-performed if any personnel such as spotter, operator, superintendent, FWS, etc. change. The items must be completed for each piece of equipment and associated task. The checklist is intended as a guide to ensure safe equipment operation. During completion of the checklist, the Construction Manager may elect to have a Senior Supervisor Watch present during equipment operation.

Activities determined to be ‘high risk’ for material / equipment handling will have Senior Supervisor Watch (SSW) oversight. The SSW will be identified on the Plan of the Day and Plan of the Week. High risk will be determined by the Director, Project Technical Services.

Job Hazard Analysis (JHA) / Activity Hazard Analysis (AHA): Prior to onsite work, submit JHA/AHA identifying safety hazards as required by this Section. All work performed under CHPRC jurisdiction shall have a hazard analysis performed per PRC-PRO-WKM-079. Contractor shall review the work scope, location, and hazards to determine if the activity is skill-based or beyond skill-based work (i.e. requires further analysis through a Job Hazard Analysis). Contractor shall ensure that contractor employee craft workers are, at a minimum, trained and qualified to the respective Craft Specific Hazard Analysis (CHA) for each craft listed and the controls associated with the CHA as well as the General Hazard Analysis (GHA).

7.3 Quality Assurance and Control The Contractor shall be responsible for performing quality workmanship and shall conduct the quality control measures necessary to ensure work conforms to requirements included in this SOW. The Contractor shall take all measures necessary to ensure Suspect/Counterfeit Items (S/CI) are not brought onto the Hanford Site. This includes items within the Contractor’s equipment or items supplied as part of the contract. The Contractor is responsible for the achievement and the verification of the quality of the activities performed in the completion of the described work scope. Compliance with Codes,

Standards, and Requirements is the responsibility of the Contractor. At the conclusion of the construction activities, the BTR or designee (typically, the Project Manager, Facility Manager, or Construction Manager) may conduct a Final Acceptance Walkthrough during which time, all work will be inspected for compliance with contract requirements.

8.0 MEETINGS AND SUBMITTALS 8.1 Meetings General purposes of conferences and meetings addressed in this Section are coordination, control, and direction of the Work. In addition to meetings addressed by this Section, Contractor may be required by other Sections and other Contract documents to conduct special-purpose meetings and various safety meetings and briefings.

A. The end-of-the-day meeting will be a Plan of the Day (POD) to plan the following day’s work activities. The POD is a conference call every working day at 2:30 PM. The BTR will provide call in information

B. Before start of Work, Contractor shall conduct a conference at a time and Hanford Site location agreed upon by Contractor and the Labor Organization representatives. Invited attendees shall include CHPRC, Contractor, subcontractors, Labor Organizations representing utilized crafts, and others having an interest in Hanford Site labor requirements. Purpose of the conference is familiarization of project participants with Hanford Site labor requirements. Conference shall last approximately one hour and shall include a presentation by the Contractor of the proposed craft utilization and work plan.

C. Before start of the Work, CHPRC will conduct a conference at a time and Hanford Site location agreed to by Contractor and CHPRC. Invited attendees will include CHPRC, Contractor, subcontractors and others having an interest in the Work. Purpose of the conference is the coordination of Work startup and familiarization of project participants with the Work and worksite. The conference will last approximately two (2) hours and will include the following agenda.
