Council Minutes October 18, 2016

Members Present: Pastor Patrick Patterson, Pastor Trish Reedstrom, Sara Hansen-President, Kate Hansen,

Meeting was called to order at 6:00 p.m.

Approval of Minutes – Scott made a motion to approve the September 20, 2016 council minutes. (Motion

Approved). A correction was noted that Pastor Trish and Missy Bradley were in attendance at the September

meeting.

Consent Agenda – Kari made a motion to approve the September 2016 Treasurer’s Report, Pastors’

Reports, and Attendance Report. (Motion Approved)

Treasurer’s Report – Pastor Patrick outlined the treasurer’s report. Our income for the month was $78,000,

which is $1,377 below the projected amount. Expenses for the month were $76,401; budgeted amount of

expenses was $76,920, for a difference of $859 for the month.

Pastors’ Reports -

Pastor Patrick – Outlined the Pastor 2 Pastor program, which is a professional development

opportunity for our pastor to help him be healthy, balanced, and effective in his role. At the Pastor 2

Pastor that Patrick attended, they discussed the Women and Justice social statement and the

discussion guide the synod provides to congregations to better understand the complexities of the

issues, discuss as a group or study individually, and then provide feedback to the Synod team that

will finalize the social statement. We will be discussing the social statement as a congregation in

order to give feedback to the synod for the 2019 vote.

Pastor Trish – CTK Youth participated in the Valley Scare experience with other local youth groups.

Next big large group activity will be Finding Waldo at the Mall of America in January.

Council Priority Topic – Crossroads Campus Ministry - Pastor Patrick outlined the current situation with

Crossroads Campus Ministry and how we might become involved in it. A discovery team will be formed to

explore and do due diligence in regards to campus ministry options. Topics to be considered involve

financials, ministry needs, staffing, facilities, community, legal aspects, and a positive working coalition with

other local ELCA churches.

Old Business –

1) HVAC Project Update – Work still continues, will not be completely done by October 28, but closer

to November 9th. Heat is functioning in the community room, worship center, and chapel. So far we

have incurred about $16,000 in change orders due to unforeseen circumstances. Parking lot hopefully

to be completed yet this year once HVAC work is done.

2) New Wednesday Schedule – Average attendance at 5 pm service during September has been 50

people. Attendance at supper has significantly increased.

3) Matt made a motion to change meeting times of council meetings to 5:30 pm instead of 6:00 p.m.

Motion approved.

New Business – Give to the Max/End of Year Promotions - Give to the Max Day is on Thursday, November

17. Chastity is drafting an article to include in the newsletter, etc. as to what Give to the Max Day is and how

this can help stretch contribution dollars.

Council Action –

1) Kari made a motion to create a Crossroads Discovery Team to look into doing due diligence

regarding the Crossroads Campus Ministry. Motion approved.

2) Scott made a motion to approve Max Hendricks as a new member to the Servant Commission.

Motion approved.

3) Chastity made a motion to approve Miranda Hellenbrand as a new member to the Faithful People

Commission. Motion approved.

Covenant Commission Communication – Discussion regarding Faithful People Commission goal to

increase attendance at Sunday morning Coffee Fellowship. Patrick will get further information from facilities

management. No action taken at this time.

Closing Prayer – Pastor Patrick closed the meeting with prayer requests. Meeting adjourned at 7:38 p.m.

Strategic Planning 2015 - Strategies By Goal

Goal 1 – CTK is a caring community committed to empower all people

1. Increase engagement of CTK members by 10% within the next 12 months from the start of

“Your Partnership Promise” is now out and being distributed as an effort to invite members to commit to

participating in the work of the church. Watch for more PR on it come September.

2. Create 3 new initiatives that address the need to be more welcoming to all (by Sept 2016). (FP2) –

Sue Raasch – Catherine Berg – Darla Austin

Changes to the welcome area in the narthex, experimentation with small tables during fellowship hour during

the summer months, additional ideas have also been presented.

3. Create a facility mission team by Feb 2016 to oversee the usage, operations, and safety of the church

facility currently and into the future. (FP3) Lynn Austin-Dave Raasch

This strategy was on hold during the transition to a new property manager, and since that time many things

have been happening and changing! May want to wait until HVAC implementation is complete, then look at

what needs are/remain.

4. Implement 5 new initiatives that enhance the care of creation by July 1, 2016. FP4) John Frey

A mission team presented a number of proposals for continued facility changes to be green.

Recommendation as well for some educational initiatives in this regard for members to consider care of

creation in their own lives. That recommendation is currently “living” in a Goal 2 strategy.

5. Increase discipleship of service opportunities outside of CTK by 100 additional people and tell their

story by Nov 1, 2016. (Pro3) – Matt Norland

Tree planting this spring; watch for highway cleanup on “God’s Work Our Hands” Sunday and a servant

night for the congregation on Wednesday, November 2.

6. To create and maintain Care Groups, encompassing all members, providing servant care, including

but not limited to meals, prayers, and visits to begin in 2017. (Ser1) – Jodie Wallschlaeger

Lots of conversation, and a newly expressed ideas to think about care groups using social media. Servant

Commission continues their conversation.

7. Create a culture that maximizes the CTK volunteer force. (JP3) – OPEN

This strategy has been reworked by the Justice and Peace Commission after consultation with the council;

advocacy position remains open while the new “Your Partnership Promise” forms are being completed.

Pastoral Report

CTK Ministries 2016

November Senior Pastor’s Report – Pastor Patrick Patterson Administrative

Financials –Our Pledged Giving was ahead of budget again in October while non-pledged was short about

$1,600. October expenses were over budget by $5,500, so we ended the month of October about $3,000 short

of budget. Our income YTD is $7,500 behind and our expenses are about $3,000 over budget for a net YTD

of $10,550 behind budget. Give to the Max Day is coming up and we hope a bump in giving will be enough

to get us caught up.

RRR projects – while we’ve passed the October 28 date of anticipated substantial completion set forth in

the contract, we still have numerous items left to go before the heating and air conditioning system is fully

functional in all areas of the building. We have a final punch list meeting with the contractors on Nov. 9 and

expect to have all units up and running before our first major cold snap. The parking lot will need to be

completed in the spring once the ground has thawed.

Crossroads Campus Ministry – Following the council authorization for a Discovery Team to be formed,

much effort has gone into identifying the individuals and process components necessary to arrive at a

recommendation about CTK’s role in campus ministry going forward. The finance group has received 5

years of Crossroads financials and will have their first meeting on Nov. 8. Our property manager will be

doing a site inspection this week and will determine what specialties he will need in his group to complete

the property and upkeep assessments. The ministry group is still being formed but conversations have started

about the worship identity that would be most effective. The overall model of ministry integration between

Crossroads and CTK is still being developed. We have a meeting on Nov. 10 with the synod and the other

ELCA congregations in the area to discuss the current situation and how we can all continue to support

campus ministry with CTK taking the lead at Crossroads.

Personnel

Personnel Handbook – the first draft of the personnel handbook is being reviewed by legal counsel.

Suggested changes will then be made and the handbook distributed to council for approval.

Facilities

School sidewalk proposal – city staff held an informational meeting November 2 to inform property owners

on Pfau and McConnell streets of a proposed safe schools sidewalk project that would potentially have a

significant impact on CTK. The current proposal is for a five-foot wide sidewalk the length of McConnell

Street and on Pfau Street from Main to Madison Avenue. While the assessment is said to be $10 per foot and

would be a large financial hit to the congregation, some of the other aspects are also challenging. Much of

the sidewalk would connect to the curb to save on the depth of the impact into our property which means

each time the snowplow comes by it would shove the snow from the street onto the sidewalk which we

would then need to cleared (again and again). This would require additional equipment acquisition and extra

labor during the winter months. While as a congregation we always want to promote child safety, the draft

plan seems onerous in multiple ways.

Proclaim Commission

• Special promotions – the communication efforts for numerous upcoming special promotions is the primary

focus for Proclaim currently. Getting the word out about the Advent Recital series, Thanksgiving and

Christmas worship schedules, Women’s Advent Brunch and other activities is a priority.

Justice & Peace Commission

Draft Social Statement on Women’s Justice– the ELCA has published a draft social statement on women’s

justice that can invite rich conversation in our church. The commission is going to review the materials and

determine how and when to facilitate these conversations in order to provide feedback on a final draft of the

ELCA social statement.

Word & Sacrament Commission

Seasonal events and schedules – Reformation Day and All Saints Day worship celebrations were well

received and generated many positive comments. The Christmas Cantata, children’s Christmas program

and modified worship schedule for Christmas Eve services are all being worked on at this time. We will

have just one service on Thanksgiving Eve at 6PM as has been our tradition. There will be no 5PM

service that Wednesday. A reminder that with a Vikings vs. Packers football game kicking off at noon

on Christmas Eve, we’re planning services for 10:30am, 2:00, 4:00 and 10:00pm. There will not be a

joint Christmas Day service with the other ELCA congregations this year since it falls on a Sunday. Our

service will be at 9:30AM Christmas Day.

Pastoral Report

CTK Ministries 2016

November Associate Pastor’s Report – Pastor Trish Reedstrom

Worship:

The Wednesday 5 PM service holds stead with 40-50 in attendance. There will be some

modifications in the schedule as we look at Advent (no service on the night of the Cantata, for

example.) We are also exploring doing an Evening Vespers service on the 1st and 4th Wednesdays in

Advent at both 5 PM and 6 PM as something a little bit different.

Our first Faith in Motion worship services happened in October, with the theme of Creation. This

month, Faith in Motion occurs on the weekend of Christ the King Sunday, and that will be our theme

for worship. Any ongoing feedback is always welcome.

As indicated last month, we are trying to involve children in Reformation and All Saint’s services,

and we will also try and incorporate families/JAM kids in some of the Advent wreath lighting

liturgies.

Pastoral Care:

Nothing out of the ordinary.

Education and Youth:

Our first B3 classes for the year were held in October. Those are busy days since they also fall on

Faith in Motion worship days, so Wendy, Justine, and I split our time on those days. Numbers

included about a dozen kids for each session, with some families being there for both and others

coming for just one.

3rd grade Bibles were handed out on Wednesday, October 26 and will also be given out on Sunday,

November 13.

Two Baptism classes have now been held. We’ll do one more in November and then again in

January.

CLUB had their first fellowship night in October, and stay tuned for a report on how our first “all

together” servant night goes.

We are not taking anyone to the Junior High gathering in Willmar this year due to a lack of sign-ups.

Wednesday Senior High Night continues with steady attendance. Isaac also participates at Fast

Fridays and Young Life. The senior high you will be doing a carnival for KLUB kids on November

16th since there is no education that night.

Continuing Education

The first call retreat was productive and enjoyable. The small group that I was a part of awaits a new

mentor before we resume our otherwise monthly meetings.

Commissions

Faithful People – a total of 120 Partnership Promise forms were completed. They await further

discussion on round tables and chairs. They also request the approval of Carol Peterson to be added

as a new member to the commission.

Servant – is doing an “e-meeting” this month, and topics include serving at a Crossroads “Lunch for

$1” day in November, and preparing for the giving tree for the holidays. They request approval of

Max Hendricks as a new member to that commission.

Information has been sent forth to promote this fundraising opportunity.

Crossroads Campus Ministry – A discovery team has started looking into the financial status and

facility issues of Crossroads Campus Ministry. Church Council will meet for our monthly meeting on

November 15 at the Crossroads building to view the site.

New Business:

Proposed City Sidewalk – we have been notified of a potential new city sidewalk proposal that will

have a noticeable effect on the resources of our congregation. Pastor Patrick and Sara Hansen will

attend an informational meeting next month to get more details.

Covenant Commission Communications – none

Pastor Patrick closed the meeting with prayer requests. Meeting adjourned at 7:00 p.m.

Minutes: Minutes for October were approved as published by Lynn Austin seconded by Sharon Hanson

Old Business:

Lefse bake set for November 12th. Sharon stated that all is going well. It is a one-day event with

three shifts. Signup sheets are in the Narthex. If anyone has supplies or tools they are encouraged to

bring them.

Partnership Promise Forms – Justine has started inputting the information. We have received less

than 5% of the forms.

New Business:

Give to the Max is November 17th. Christ the King is part of this program. Can go to

“givetothemax.com, there is a certain amount for matching funds. Suggestion to give CTK T-shirt to

new givers.

Cookie Bake will be in April instead of February.

Note taker needed for December thru April.

Advent Brunch is set for Saturday, December 3rd.

Strategic Planning:

Feedback from Council regarding round table and chairs. They think the idea is a good one, but

storage and cost is quite prohibitive. We suggested that maybe we could have a total of 2 more round

tables, just to add to the ones we have. It was also suggested that we move the coffee and tables to

the front of the hall so people would feel more comfortable walking in.

Pastor’s Report: Items shared by Pastor Trish included:

The first Faith in Motion was held. The next one will be held CTK Sunday.

Reformation Sunday was last week.

This week will be All Saints Sunday.

Tomorrow night is the Servant Night for the CLUB kids after service. Four awesome projects are

slated to be completed.

Staff Report: None

Old Business:

New Members for W & S Commission

o Ginger Kipp has agreed to join the Word and Sacrament Commission. Approval is awaiting.

o Matt and Barbie reported those they were to ask about joining this commission politely

declined.

o Amy reported she may have someone interested in joining the commission.

o Ideas of those yet to ask are: Stan Bruss – Jason, Carol Peterson

Strategic Planning Process and 3 goals for W&S

o Baptism Class will have another class opportunity in November and then again in January.

o Pastor Trish, Wendy, and Justine offered a B3 (birth to three‐year old) class October 16 & 19.

These will be the same days as Faith in Motion with eight sessions throughout the year.

o First Holy Communion class will be held on Sunday, October 30 from 10:30 – 12:30. There

were 18 – 19 participants.

New Business:

Crossroads Discovery Team – Pastor Patrick is working to develop small sub‐committees to help

assess and do more discovery regarding Crossroads Ministry. There’s a meeting with the ELCA

Pastors in the area regarding Crossroads. There are some Bible studies, Lunch for $1, ministry on

Wednesdays at 8:00 among other items as part of their ministry needs.

Council Communication:

Crossroads Ministry was the main item of communication. The current Pastor at Crossroads is

pursuing a different career and will be done December 31. A funding source for Crossroads will be

discontinued next year.

Mission Teams (currently in action):

Garrett is handling All Saints. Those that have assisted in the past are on it.

Jim Hatleli will talk to those who have assisted in the past regarding the Christmas decorating.

Jan will continue assisting with the Thanksgiving decorating.

Some Statistics:

Website Visits – 1,299 in October, down 14% from September (1,513). This was mostly due to the

amount of people that visited in order to register for JAM and Kids Klub

Top pages visited: homepage, the Wednesday night page, the calendar, and the streaming page.

Streaming saw a 113% increase in October over September with 188 visits (7% of overall traffic)

compared to just 88 visits (3%) in September.

Facebook, the number of people reached was 6,065 with 5,737 engagements, a 34% increase. We

also received 13 new page likes, bringing our total to 788.

Call to order

Pastor Trish called the E meeting to order.

Approval of minutes from the last meeting

The minutes were reviewed from the last meeting and approved without change.

Old Business

Discussed Strategy #1 Care groups and progress. Discussed piloting a face to face care group with

the Saturday night service members and asking Jodi Wallschlaeger and L’Myra Hoogland to lead

these care groups. At the next meeting in December we will work to define the focus of the group.

Strategy #2 Tabled for now

Cindy is checking with Justine to find volunteers for the Giving tree. Cindy will write a blurb for the

bulletin, which will go in the bulletin the same time the tree goes up Wednesday the 16th. Cindy will

find out from Pastor Patrick who the participants will be.

Lunch for $1.00 at Crossroads is from 11-1 Nov. 15th, Mary, Todd and Naomi will serve. Mary,

Cindy and Naomi will provide dessert. Cindy’s Mom is available to help if we need her.

New Business

Cindy spoke with Spencer Quiram who is interested in our commission, he is unable to join at this

time but may join in the future.

Cindy made a motion to request the council approve the purchase of 100 $5.00 subway gift cards to

be distributed by Food for Friends on Dec. 10th to diners at the Salvation Army. Naomi seconds the

motion. Motion is approved.
