Having recognized early in 1998 the knowledge gap and the contributions that could be brought by information and communication technologies, he developed various information systems and websites, www.agora21.org, the francophone portal for Johannesburg Summit, www.mediaterre.org, www.construction21.org, www.francophonieinnovation.org that would allow him to contribute to the orientation of the online platform considered within the facilitation. Career at a glance Civil Engineer of Mines: 1974 at Ecole des Mines de Saint-Etienne, specialty environmental science Doctor in Physics 1983: thesis on ceramic materials The research activities he carried out since 1995 relate to the environment, sustainable development, social responsibility and innovation with more than 200 publications, in journal with referee as well in popular and professional magazines and supervision of 14 PHD theses in those subjects, allowed him to create formal knowledge, action research in practice and transmission of scientific knowledge to professionals and practitioners. He participates in international processes on sustainable development as high civil servant in France in the period 2004-2008, and through cooperation with developing countries (Francophonie) in 1996-2004,and 2008 until today (see details below §D). Meanwhile he had activities with businesses, elective office, civil society commissions, and development of information systems…

A1. Research and higher education He is currently professor (Directeur de Recherche) at the National School of Mines of Saint-Etienne (member of the Institut Mines Telecom) in the Institut Henri Fayol devoted to global industrial performance and innovation Its teaching activities at the School of Mines focus currently on environmental science, sustainable development, social responsibility and innovation. He was previously responsible for lessons in thermodynamics, materials science, energy systems, environmental science... Research : Management, SME’s, innovation and social responsibility. Delegate for sustainable development (Green campus) : In charge since 2008 of sustainability in the school and participation in the working group on labelisation of higher education institutions in France for CGE/CPU.

A2. High civil servant in France 2004 - 2008 Interministerial Delegate for Sustainable Development by the Prime Minister in charge of implementation of French National Strategy for Sustainable development. On behalf of this responsibility he conducted three main activities at international level:

the first peer review process of National Sustainable Development Strategies, and its diffusion in developing countries through Francophonie,

he chairs the international Task Force on Sustainable Tourism Development (UNEP) in the Marrakech process (10YFP) and

he represents the French government in the ISO26000 negotiation on social responsibility of organizations.

During this period he replaced the minister for different meetings as: • Informal ministerial meeting on environment (Turku Finland, July 2006) • Opening of the 10th plenary assembly of IPCC WG-I, 29 January 2007, Paris.

A3. Cooperation with developing countries through Francophonie Most of his activities of cooperation with developing countries were conducted through the International Organization of Francophonie (OIF).

Information systems Considering that the access to information in French was the main knowledge gap for Francophone developing countries he initiates in 1998 at the Ecole Nationale Superieure des Mines de Saint-Etienne the Internet portal www.agora21.org. He organized a Sommer University with the support of the Francophonie: 1st edition 1999: "Sustainable development and information systems". 2nd edition 2000: "Sustainable development and information for decision-making" (http://wwwv1.agora21.org/univ-ete-fr/). See details below §B1.

Capacity building of developing countries on sustainable development Member of the Francophone delegation in sustainable development process (UNFCC CP, New York 1997, Johannesburg 2002, Rio 2012 Summit and most CSD and HLPF) he was involved in activities of capacity building for negotiators (trainings and workshops, side events, learning sessions, reference materials such as glossaries, Internet websites) (see details below §D). He developed since 1997 strong cooperation with Institute for Energy and Environment of the Francophonie (IEPF OIF), on information and knowledge. Publication of glossaries for capacity building for international negotiations (climate change, social responsibility…) He was rapporteur of the workshop "Sustainable Development Strategies" of the International Symposium, "Sustainability: Lessons and Prospects", Ouagadougou, 1 to 4 June 2004, in preparation for the Summit of Heads of State Francophones on sustainable development He chaired in 2006–2011 the Advisory Committee of the Institute for Energy and Environment of the Francophonie (IEPF OIF) which became today’s Institute of Francophonie for sustainable development (IFDD) He participates to the organization with OIF, and was general rapporteur of the International forum for sustainable development (8-9 February 2012 in Lyon) as part of the preparation for the UN Conference on Sustainable Development (Rio + 20, in June 2012). 2 heads of state, and some ex-prime ministers and ministers participated to the forum.

Social responsibility He coordinated initiatives for CSR in Francophonie (in the ISO 26000 negotiation) and after the publication of the norm he mobilized Francophone ambassadors to International Organizations (New York in March 2011 and March 2012, Addis Ababa in October 2011, Geneva in November 2011, and Brussels in February 2012).

A4. Activities with business:

Standardization of social responsibility In 2001 – 2005 he chaired, in the French normalization body (AFNOR), the standardization committee on sustainable development, developing a method through a PHD thesis under his direction (Karen Delchet) that was applied to some hundreds of SME’s in France. This work was the base of French position for ISO 26000 negotiations.

Business associations 2008-2013: President of the French Institute of building energy performance (IFPEB) an association that brings together the largest French companies from the construction, energy and real estate sectors (www.ifpeb.fr/gb/). This association launched the Construction21 project. 2013- today: Chairman of the French national chapter of Construction21 and chairman of the international non-profit association Construction21, which manages the network of Construction21 portals worldwide (www.construction21.org). Those portals are dedicated to professionals and businesses and precisely devoted to innovations and initiatives for SDG11.

Since 2009, he chairs the French national eco-design center “Pole Ecoconception”, a business association which develops tools to support SMEs in the eco-design of products and services. Since 2011 he is member of the Senior Advisory Group of the Cement Sustainability Initiative (CSI) of WBCSD, which has been drawn from internationally recognized experts to advise CSI on its strategy and worldwide, multi-disciplinary issues.

A5. Elective office 1992-1998: Elected at the Regional Council of Region Rhône-Alpes, and different political activities and responsibilities upstream. He had a later experience (2008 - 2014) in the town assembly of Saint Etienne as City Councilor.

A6. Civil society commissions At the national level he was, in 1996-1999, President of the French Commission for Sustainable Development, which marked the beginning of his international activities in the field of sustainable development, including participation to the UN Commission on Sustainable Development almost with no interruption since CSD4 in 1996 and to Conferences of the Parties of the Climate Convention: (COP3, COP4, COP5, COP10, COP15) (see detail after §D) 2002-2003: Member of the Commission of the “Charter of the environment” introduced in the French Constitution, Committee Yves Coppens, with a strong involvement on precautionary principle debate within the scientific community. At a local level, he is presently vice president of the Development council which is a committee bringing together civil society members to advise the city council of Saint-Etienne.

B4. Creation and implementation of information systems He created the Internet portal www.agora21.org in 1998 to give access to documentation on sustainable development in French. He organized a Summer University with the support of the Francophonie: 1st edition 1999: "Sustainable development and information systems". 2nd edition 2000: "Sustainable development and information for decision-making"(http://wwwv1.agora21.org/univ-ete-fr/) He created in 2000, Agora 21 an association to support the www.agora21.org website and the Francophone portal Earth Summit in Johannesburg (2002). Based on the network founded during the Summer University, www.mediaterre.org was initiated and recognized by the United Nations as a Type II initiative (http://www.mediaterre.org/static/apropos.html). Today this collaborative information system on sustainable development in French has 10,500 registered members from Francophone countries: 42% in Africa and 45% from Europe. In 2005, the Agora 21 association merged with the Association of Practices for Sustainable Development (APDD) in Saint-Etienne to create the International Centre for Resources and Innovation in Sustainable Development (CIRIDD). CIRIDD has developed the software platform for www.construction21.org. While these initiatives were conducted in French in partnership with OIF, he created the www.construction21.org social media currently covering 10 countries on multilingual base: English, French, Spanish, Italian, German, Romanian and Lithuanian. Each country has a portal in its own language, in an architecture allowing translations through an English portal. Launched in Europe this information system is being deployed in developing countries such as Morocco and Algeria, and aims to cover 50 countries in 2020 on all continents. Publications

C. Contribution to SDG’s Activities directly addressing SDG’s

Goal 4. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (focused on 47 and 4b) As delegate for sustainable development in Ecole des Mines he is committed to transmitting to students the knowledge and skills needed to promote sustainable development. A “pedagogy project” brings students in touch with real situations and stakeholders. Some of those projects are directly connected to cooperation with developing countries. He was involved in the development of the framework and the label on Sustainable development of universities and “grandes écoles” in France (CGE/CPU).

Development of information system on building and cities 2008-2013 He chairs the association IFPEB: knowledge exchange between large companies on sustainable buildings On this base he launches www.construction21.org (more details above §B4) with the primary objective of buildings and which will be extended to urban solutions by City21 project that he will launch at the COP21 in December 2015.

Local governance and evaluation

As Inter-ministerial Delegates on Sustainable development he conducted the development of the national framework for territorial sustainable development projects (local Agenda 21) (2006) and the implementation of a recognition process (2007) both process being still in activity today.

He is president of the French national eco-design center “Pole Ecoconception”, a business association which develops tools to support SMEs in the eco-design of products and services. This organization is a member of the European network of eco-design center (ENEC) a platform to share knowledge, experience and best practices (eg policies, instruments, tools, services, case studies etc.) in all aspects of eco-design, from regional policy development and delivery to implementation in industry and education.

He still participates to the Inter-agency Roundtable on CSR (Geneva). The theme of the 2015 meeting (27 October) will be implementing the Sustainable Development Goals, looking at the role the private sector can play, and the role the UN can play in fostering private sector contributions to the SDGs. The process of peer review of national sustainable development strategies as it contributed to develop (in France in 2004) and then with the Francophonie, gives a place to relations with civil society. It integrates the issue of social responsibility as a means of mobilization of the private sector. Publications
