Introduction• HA develops and implements a public housing programme

to meet the housing needs of people who cannot affordprivate housing. We are committed to providing quality housing in a proactive and caring mannerbacked with our “4C” core values

• As at January 2017, the HA has more than 40 active new works construction sites in progress

• More than 11,000 workers in HA new works contracts and 3,700 workers work in maintenance works contracts

• According to Policy Address 2017-18, the housing supply target for the next decade from 2017-18 is 200,000 public rental housing units and 80,000 subsidised sale flats

• We strive to provide safe and health working environment for construction workers

New-comers• They are workers with job experience of > 6 months but

newly arrive at the site• Provide identification with N label for not less than 2 weeks• Provide safety orientation programme to give guidance on

safety and work, and familiarization of the site

Probationers• They are workers who newly join the construction

industry or with relevant work experience of < 6 months• Provide identification with P labels for not less than 3

months• Assign mentors (ratio of 1 mentor to not more than 4

probationers) to guide probationers• Provide safety orientation programme to give guidance on

site safety and work, and familiarization of the site• Remove P label when mentor is satisfied with probationer’s

safety performance after 3 months’ caring period

• Consider work related health aspects, e.g. pre-employment and routine medical examination of employees engaged in specific jobs

• Conduct risk assessment to identify necessary health surveillance

• Use health surveillance to detect adverse health effects at early stage

• Review health related matters which affect workplace such as fumes or vapours from hazardous or toxic substances, pollution, noise, radiations.

Reduce Exposure of Workers to Hot Environment• Keep heat-generating machinery away from workers or

use insulating materials to minimize heat dissipation• Use mechanical aids to minimize workers’ physical

exertion• Take heed of weather report, reschedule outdoor work,

arrange job rotation or rest breaks to avoid prolonged working in hot weather

• Assign a lower workload or shorter working duration for worker new to hot environment

• Avoid assign workers who have difficulties to work under hot environment

• Arrange 15-minute rest period in the morning from May to Sep every year and 30-minute rest in the afternoon

• Provide training, information of risks, knowledge in symptoms of heat-related disorders, precautionary measures and emergency response for working in hot environment

• Prohibit consumption of alcoholic drinks

Incentive to join Territory-wide Safety Campaigns under Integrated Pay for Safety, Environment and Hygiene Scheme (IPSEHS)

• Through IPSEHS, encourage contractor to join territory-wide safety competitions organised by Labour Department, CIC and OSHC, e.g. Construction Safety and Health Promotional Campaign, Good Housekeeping Promotional Campaign, etc.

• Maximum 4 nos. one-off payments for entry to safety award competition in one contract

• Maximum 4 nos. one-off payments for winning open competitions in one contract

Posters for Promotion of Safety Messages• Obtain and display posters of Labour Department,

CIC and OSHC in English and Chinese prominently on site throughout the contract period
