Biography Information

Julie Mix McPeak Commissioner Tennessee Department of Commerce and Insurance, Insurance Division Commissioner Julie Mix McPeak was appointed by Governor Bill Haslam to lead the Tennessee Department of Commerce and Insurance in January 2011. She brings to the department more than 13 years of legal and administrative experience in state government. Before being named to lead the department, she practiced as Counsel to the Insurance practice group of law firm Burr & Forman LLP. She also served as the Executive Director of the Kentucky Office of Insurance (KOI). Before her appointment as Executive Director, McPeak spent nine years as an attorney for KOI, the final five as general counsel. She also served as general counsel to the

Kentucky Personnel Cabinet. McPeak served as co-counsel for the Kentucky Association of Health Plans v. Miller, a case heard before the Supreme Court of the United States, regarding ERISA preemption and state “Any Willing Provider” statutes. McPeak is a frequent author and lecturer on insurance issues, having addressed members of the American Council of Life Insurers, the National Association of Mutual Insurance Companies, the National Alliance of Life Companies and the Million Dollar Roundtable. Her recent presentations include the Self-Insurance Institute of America and the South Carolina Captive Insurance Association. Recent articles include, "The Saga Continues: More Uncertainty for Fixed Indexed Annuity Insurers;" "The SEC's Adventures in Wonderland: The Indexed Annuities Regulatory Debate;" and "The Securities and Exchange Commission's Rule 151A: Laudable Goals, but Suspect Rationale." McPeak also co-authored the article, "The Future of State Insurance Regulation: Can it Survive?" featured in Risk and Management Insurance Review. McPeak is a member of the Tennessee Bar Association, Kentucky Bar Association, Nashville Bar Association, and Franklin County Bar Association. She is an active member of the American Bar Association, Tort and Insurance Practice section, where she serves as Vice-Chair of the Insurance Regulation Committee and a member of the Federal Involvement in Insurance Regulatory Modernization Task Force. She was also a member of the National Association of Insurance Commissioners, including participating on the Executive Committee, serving as the Southeastern Zone Secretary/Treasurer and Chair of the Life Insurance and Annuities Committee. McPeak has also served on the Board of Directors of the National Insurance Producer Registry. McPeak received her J.D. from the University of Louisville School of Law in 1994. She is a 1990 graduate of the University of Kentucky, where she received her B.B.A., With Distinction, in Marketing.

Ron Joas Director, Financial Services Ratings Standard & Poor’s Ronald Joas is a Director in the Insurance Ratings group at Standard & Poor’s Ratings Services. Ron manages a team of analysts covering a cross section of life, health, mortgage, and title insurance companies and is the sector lead analyst for the mortgage insurance sector. Before that, Ron was the Accounting Specialist responsible for providing direction in which financial information is analyzed and incorporated into Standard & Poor’s

financial analysis and ratings considerations. Ron joined Standard & Poor’s from PricewaterhouseCoopers LLP’s National Risk & Quality Office where he advised both insurance and non-insurance entities on financial instruments, including derivatives/embedded derivatives, share repurchase transactions, debt/convertible debt, preferred/convertible preferred stock, guarantees, beneficial conversion features, insurance contracts, and risk transfer matters. Ron also provided audit services for several large insurance firms within PricewaterhouseCoopers LLP’s New York office. He was previously a personal and commercial lines underwriter and supervisor for the State Farm Insurance Companies, leading a team of underwriters responsible for loss and coverage analyses, product line profitability and viability, and implementation of loss control programs. Ron is a Chartered Property and Casualty Underwriter, a licensed certified public accountant in New York and a member of the American Institute of Certified Public Accountants. He graduated cum laude with a bachelor of science degree in Finance and International Business from the University of Colorado–-Denver, and holds a master of business administration degree in Finance and International Business from New York University–-Stern School of Business.

Alice Fontaine President Fontaine Consulting LLC Alice graduated with a Business degree from the University of Manitoba. She worked for an

insurer while gaining her actuarial credentials, then moved state-side and has been consulting with small to mid size insurers, fraternals and various regulatory agencies. Over the last 5 years, she has focused on providing statutory financial examination support to states, and product filing and rate review for Life, Annuity and Health products for the Interstate Insurance Product Regulation Commission. She is very active in the actuarial community, being a volunteer, presenter and leader for various American Academy of Actuaries (AAA) work groups, Society of Actuaries sections, and actuarial clubs. She is currently chair of the AAA Life Valuation Subcommittee, and has been active in various workgroups for principle-based approaches for Risk Based Capital and Reserves since 2006.

Joseph Torti III Deputy Director and Superintendent of Insurance and Banking Rhode Island Department of Business Regulation, Division of Insurance Superintendent of Insurance December 16, 2002. In 2008, Torti was appointed Deputy Director and Superintendent of Insurance and Banking. Torti has enjoyed tenure of more than 25 years with the Insurance Division, beginning his career as a senior examiner. He previously served as chief insurance examiner, managing the largest section of the Insurance Division. Prior to joining the Insurance Division, he was a bank examiner and worked as an auditor for the Department of Transportation.

Torti graduated cum laude from Providence College with a bachelor’s degree in business administration with a specialization in accounting. He is a certified public accountant and certified financial examiner. He is a member of the American Institute of Certified Public Accountants, the Institute of Internal Auditors and a former member and officer of the Society of Governmental Accountants and Auditors. He currently serves as chair of the NAIC Financial Condition (E) Committee and Vice Chair of the Audit Committee of the Interstate Insurance Product Regulation Compact (IIPRC). He is also a member of the NAIC Audit Committee, along with other committees and working groups.

Greg Niehaus Professor of Insurance and Finance University of South Carolina Greg Niehaus is Professor of Finance and Insurance at the University of South Carolina's Darla Moore School of Business. He received his Ph.D. from Washington University in 1985, and held faculty appointments at the University of Michigan and Michigan State University. He has served four years as Senior Associate Dean for Research and Academics and four years as Finance Department Chair at the Moore School of Business. His research has been published in the Journal of Financial Economics, Journal of Finance, Journal of Business, Journal of Financial Intermediation, Journal of Banking and

Finance, The Accounting Review, Financial Management, Journal of Financial Services Research, Journal of Risk and Insurance, and the Financial Analysts Journal. His current research interests include corporate finance, the economics of insurance, corporate pension plans, and corporate risk management. Professor Niehaus has won several teaching awards and has co-authored a textbook, Risk Management and Insurance, with Scott Harrington.

Larry Bruning International Life Actuary National Association of Insurance Commissioners Bruning currently represents the NAIC and State Insurance Regulators on various subcommittees and working groups of the International Association of Insurance Supervisors (IAIS). Currently he is assisting in drafting revised international Insurance Core Principles (ICP) that will be binding on international insurance regulators. He also represents the NAIC on federal working groups that were formed as a result of the Dodd-Frank Act. He has participated in SOA meetings as a volunteer speaker for various sessions,

served a 3-year term on the Board of directors of the American Academy of Actuaries and has participated as a volunteer speaker for many Academy meetings. Prior to joining the NAIC, he was a regulatory actuary for the state of Kansas. During that time, he was chair of the Life and Health Actuarial Task Force of the NAIC, served on many NAIC committees and working groups, and was the recipient of the NAIC's Dineen Award. He has also taught Theory of Interest and Actuarial Mathematics at the University of Nebraska, Lincoln and Omaha and currently teach those courses at Washburn University in Topeka, Kansas. Bruning graduated from the University of Nebraska, Omaha with a degree in mathematics. He has 29 years of insurance experience working as an actuary for four life insurance companies. He has experience as both a pricing and valuation actuary in fixed and variable life insurance and annuities as well as long term care insurance.

Lee Covington Senior Vice President and General Counsel Insured Retirement Institute Lee Covington leads IRI’s legal, legislative and regulatory strategy at the federal and state level, including all efforts before the President’s administration, Congress, SEC, FINRA, state legislatures, and state insurance and securities departments. Prior to joining IRI in March 2009, Mr. Covington was the co-leader of the National Insurance Practice at an AmLaw 100 global law firm, Squire Sanders & Dempsey. During his time at the firm, Mr. Covington advised insurance company and broker clients regarding regulatory and compliance issues, including state and federal annuity regulations, class action and other insurance related lawsuits, and

legislative and public policy issues. He has extensive experience with clients undergoing large multi-state market conduct examinations and investigations. Mr. Covington previously served as a senior member of PricewaterhouseCoopers’ National Insurance Advisory Practice. He also served as Director of the Ohio Department of Insurance, where he was a member of the NAIC Executive Committee as chair of the Midwestern Zone, Vice Chair of the NAIC Market Conduct and Consumer Affairs Committee, and one of the lead negotiators for the NAIC before the Congress on Gramm Leach Bliley and numerous other pieces of federal legislation. He was a principal author of the Statement of Intent to Modernize State Insurance Regulation, as well as the Interstate Insurance Product Regulation Compact Model Act, and led the implementation of SERFF as the one stop national rate and form filing system. As Vice Chair of the NAIC Market Conduct Committee, Mr. Covington was one of the primary architects of a plan to streamline and coordinate market conduct examinations across the country. He was an active member of the NAIC Life Insurance and Annuities Committee, Chair of the Regulatory Re-engineering Committee, and a member of many other key NAIC Committees. In a cover article in Best Review, he was recognized as one of the most progressive regulators in the country and was the first Ohio Insurance Director to receive the Ohio Big I's Independence Bell Award. Mr. Covington has testified numerous times before Congress relating to regulatory modernization issues. Mr. Covington serves on the Board of the Griffith Foundation for Insurance Education. He is a member of the Editorial Review Board of the Journal of Insurance Regulation and a former board member of Journal of Insurance Regulation. Mr. Covington began his legal career serving as law clerk to United States District Judge Jimm L. Hendren.

Jim Mumford First Deputy Insurance Commissioner Iowa Insurance Division James R. Mumford is First Deputy Commissioner of the Iowa Insurance Division and also is Securities Administrator which is the lead position for the Iowa Securities Bureau. Mr. Mumford graduated from Iowa State University in 1960 with a degree in agriculture economics. He graduated from Harvard University Law School in 1963. Mr. Mumford has worked in the insurance industry since 1965 starting in

private practice. In 1970 he became counsel with Equitable Life Insurance Company of Iowa. In 1976 he started a law firm specializing in insurance related matters. He worked extensively in insurance related matters including variable annuity and indexed annuity products, pension and tax matters, and financial and corporate governance matters. In 1997, he joined ING Americas as Chief Counsel, Corporate Affairs and also later undertook the duties of Chief Counsel, Special Projects. During that time he was general counsel of several ING insurance subsidiaries and furnished oversight on ING state government relations activities. In 2003, he retired from ING and became Of Counsel with Nyemaster, Goode, West, Hansell & O'Brien Law Firm in Des Moines, Iowa. In 2005 he was appointed to his current position. Mr. Mumford was active in the National Organization of Life and Health Guaranty Association (NOLHGA) where he was a member of its legal committee for 5 years (chair 2 years), member of its audit committee for 3 years (chair 1 year), member of its executive committee for 3 years (chair 1 year), member of its Board of Directors for 6 years (chair 1 year), member of its financial modernization committee for 3 years and co-chaired its Guaranty Association Modernization Task Force for 2 years. During his career, Mr. Mumford was active with the National Association of Insurance Commissioners (NAIC) on behalf of his clients. He was also active representing member companies of the American Council of Life Insurers (ACLI). Mr. Mumford represents the Iowa Insurance Division by serving on various NAIC Working Groups and Task Forces including currently chairing the NAIC Receivership and Insolvency Task Force and a working group reviewing the NAIC Annuity Disclosure Model Regulation.

Andrew Melnyk Vice President, Research American Counsel of Life Insurers Andrew Melnyk is Vice President of Research at the American Council of Life Insurers (ACLI). His functions at ACLI include: managing the production of ten statistical publications; authoring or supervising the development of numerous white papers; staff representative on ACLI’s Life Insurance Investments Committee; and, serving as chief economist of ACLI. Prior to joining ACLI in 2005, he was an Economist with USAID’s Development Information Services project and, prior to that, a Research Economist with ERS Group. From 1998 to 2002, he held the

position of Assistant Professor of Economics at the American University in Cairo (Egypt) and from 2001 to 2002 served as Chair of the Economics Department. He has also held the position of Affiliate Professor at Loyola University (Baltimore), Visiting Instructor at the American Institute of Business and Economics (Moscow), Adjunct Professor at the University of Miami, and was an Economist at the U.S. Department of Commerce. He has a Ph.D. and M.A. in Economics from the University of Miami and a B.A. in Economics from the University of Illinois.

Angela Nelson Market Regulation Director Missouri Department of Insurance The Director of the Market Regulation Division, Angela Nelson has been with the Missouri Department of Insurance since 2002. The Market Regulation Division examines the records of insurance companies to ensure fair treatment of policyholders and compliance with Missouri insurance laws; reviews insurance policies and rates for compliance with Missouri insurance laws; tracks industry trends and generates a number of annual reports about the Missouri insurance market.

Before leading the Market Regulation Division, Angela was the Director of the Consumer Affairs Division. In that position, she led the department’s recovery efforts on behalf of victims of the May 22 Joplin tornado. Through the efforts of her division, Missouri consumers recovered an additional $19.2 million dollars in 2011, a record amount for the Department. Angela previously managed the department's Property & Casualty Section, where she oversaw form and rate filings for all property and casualty insurance lines. Prior to that, she served as a workers' compensation specialist and a market conduct analyst. Before coming to the department, Angela was a licensed producer for State Farm Insurance. Angela graduated summa cum laude with a bachelor’s degree in Management and earned an MBA from William Woods University. She and her husband and two sons live in Jefferson City, Missouri.

Todd Silverhart Corporate Vice President & Director, Technology in Marketing & Distribution Research & Markets Research LIMRA Silverhart is responsible for directing LIMRA’s technology research program and its markets research program. He supervises and conducts company practices studies, consumer research, and white papers focused on helping LIMRA member companies understand developments in the use of technology specifically to market and distribute financial services products. He also oversees a staff of researchers responsible for examining the marketing of risk and accumulation products and services to consumers. staff representative for LIMRA’s Market Research Committee and e-Business and CRM study groups. Having joined LIMRA in 1988, Silverhart previously served in LIMRA’s Assessment Solutions unit where he conducted producer and field manager selection research, consultation, and product development. He is a graduate of Middlebury College and received his Ph.D. in industrial and organizational psychology from Old Dominion University.

Eleanor Kitzman Commissioner Texas Department of Insurance Eleanor Kitzman was appointed the Texas Insurance Commissioner effective August 15, 2011 by Governor Rick Perry. She served as the executive director of the South Carolina Budget and Control Board and was the past director of the South Carolina Department of Insurance. She is a former clerk for the Texas Supreme Court. She previously held management positions with several insurers and reinsurers, and practiced law

with the Austin office of Akin, Gump, Strauss, Hauer & Feld. She is a member of the State Bar of Texas and South Carolina Bar Association. She received her B.A. from the University of Houston in 1984 and her J.D. from South Texas College of Law in 1986.
