SCHOOL INSTRUCTOR (SI)
95 new SI Titles approved by CiS are attached for formal approval by PB.
TITLE & DIPLOMA AWARD PROCEDURE
We propose to handle the award of the School Instructor Title in the same way as Diplomas
for FIDE School Chess Leader and Early Years Skills, thus:
1. At the beginning of a course/seminar, teachers fill in a Registration Form (REG –
Handbook B08 Annex 4) and marks are awarded as per Regulations (Hanbook B.08).
2. At the end of a course/seminar, candidates take an exam, for which marks are
awarded.
3. The combined score (1&2) is then assessed and, if 50 or more, the candidate has
'achieved' the SI.
This is all as at present, now we propose that:
4. Seminar organizers shall be responsible for submission to CiS of all relevant forms
FULLY COMPLETED.
5. CiS Council should meet (by email) monthly to 'approve' (or not) those title
'achievements'.
6. The list of those so approved will be sent to Elista (and then to Athens) for
processing, inclusion in the FIDE Database and invoicing (as appropriate).
NB. Handbook ... applies to 'Title Applications' ‐ there is no application process for SI Titles,
merely an award process.
LECTURERS
We propose to formalise the addition of new Lecturers to the List of Lecturers:
1 National Federation recommendation
2 Candidate must have served as Assistant Lecturer at least once
3 Recommendation by that Lecturer ('secret')
4 CV concentrating on Teaching/Lecturing
5 CiS Council decides – approves/rejects the candidate.
SEMINAR FEES
Not yet a formal proposal – we welcome PB (especially Treasurer) input on this:
The FIDE Fee (of ‘up to €100’) could be clarified by, for example, stating the following scale:
DEV Level 1 €100
DEV Level 2 €50
DEV Level 3‐5 €0
FIDE Affiliated organizations €30
FIDE SYLLABUS
Chairman proposed that we develop a FIDE Syllabus for school chess classes.
This would be based upon materials that are part of our seminars and online courses:
Early Years Skills (eys.fide.com) for 4‐7
Planet Chess 7‐11 (2nd ed; 1st ed at cis.fide.com) for 7‐11
The group was not unanimous – the main objection being that many federations have their
own recommended materials.
Any pointer from the PB would be helpful to resolve this issue.
SCH/FIDE FLAG
There have been some problems ‐ teachers not related with any national federation. There
will be more and more such cases in the future. Michalis Kaloumenos (Chairman of OLC) has
suggested a possible solution. Council discussed and approved the proposal. With PB
approval, we will submit this to Batumi GA.
It is possible to include all newcomers from the CiS projects in our current database by the
introduction of a new flag, the SCH flag. The SCH flag should be given to individuals who:
1. Are not members and are not related with any National Chess Federation
2. Do not participate in FIDE rated chess events as players, and
3. do not have or wish to obtain a FIDE title monitored by ARB or TRG.
Notes: (A) The National Federation who organize themselves CiS events may wish to (or be
forced to) issue a FIDE ID under their flag. (B) if SCH individuals wish to participate in FIDE
rated tournaments as players then they must switch to FIDE flag and pay the 60 euros license
fee or switch to a National flag. (C) ARB and TRG had no objection to offer their services to
FIDE flagged individuals. (D) SCH should be exclusive for CiS. Any other service requires FIDE
flag or a National flag.
The required data for issuing a SCH id are the usual ones according to R&L, 1.10
The numbers allocated for SCH ids should be decided by Vladimir.
It must be decided when to register the individuals and provide them with an id under SCH
flag: (a) upon their registration for seminars (b) upon reception of payment for seminars or (c)
[this is our recommendation] after step 6 of the proposed new CiS award procedure. If it is
convenient for Vladimir, this should also apply to FIDE Student registration.
Flag correction from SCH to FID and SCH to National flag must be free of charge.
MILLENIUM 2000 GMBH PROPOSED ROYALTY FOR FIDE‐CIS ENDORSEMENT
This company produces a chess computer currently called Karpov Chess School.
‐ For a new improved model, they want to have FIDE/CiS endorsement.
‐ They propose a royalty to FIDE of 3% (= ca. €1‐€1.20) per unit.
Chairman found similar arrangements with manufacturers of chess computers in Hong Kong
(1978) and computer chess software USA (1982) but they have long expired. This time the
company came to us!
Chairman proposed that we recommend this to PB for contract negotiation to proceed. This
was agreed but with one dissenting voice (“Instead of signing a contract with the company
with name and surname, write a generic document without a name that allows a posteriori
that any company that is interested can make your offer.” In my opinion that would not be
acceptable to the company.).
FORMS & DOCUMENTATION
Revised and corrected versions of 9 existing and 2 new forms/documents were approved and
these will be included in our Report to Batumi GA. 10 of those, which involve minor or
consequent updates, are in a zip file that can be downloaded from …… Attached herewith is
the important new one, the updated regulations for the FIDE Handbook (B.08).
RATING/HOMOLOGATION PROPOSAL
Handbook B.0.0.2 states: The tournaments to be rated shall be pre‐registered by the
federation that will be responsible for the submission of results and rating fees.
However, there can be a problem, as occurred this year, when an International Organization
is responsible for a tournament that takes place within the territory of a national federation.
If the national federation is reluctant to apply to FIDE for homologation of the event for
rating, then the International Organization is hamstrung. We believe that the International
Organization should, in such circumstances, have the right to arrange directly with FIDE the
homologation and rating of such an event.
We propose that the PB approve this idea for onward transmission to QC (who have
responsibility this area of the Handbook).

BEFORE
• Fill in and send the form called FIDE-CiS-SI-FIDE_Fed-SeminarApplication_Ax7.1a if the
organizer is a FIDE national federation
• Fill in and send the form called FIDE-CiS-SI-Other-SeminarApplication_Ax7.1b if the
organizer is not a FIDE national ffederation
• Announce the course in social networks, the Federation's website or the academy website.
-Get all the REG forms (Ax7.4a) completed
- Please place the photo in the space provided.
- When you/they complete the form, be aware of the difference between Teaching
experience and Chess experience. 'Teaching' does not include chess, it is school
teaching (e.g. maths, history, etc.).
- Chess experience includes 'teaching' chess.
Prepare the exam papers sufficiently in advance (in case of printing problems).

FIDE Chess in Schools Commission (CiS)
DA + FIDE School Instructor Title
CiS regulates the DA (FEDA Docente de Ajedrez) + FIDE School Instructor title. The title is designed to be awarded to teachers who fulfil the following: Title Description - Requirements - Award: 1. Mission: 1.1. Introducing the school student to the basic chess rules to improve their educational and social level and to broaden the base of chess players worldwide. 2. Qualification - Professional Skills & Requirements: 2.1. Teaching or will teach in a school. 2.2. Knowledge of psychology and pedagogy. 2.3. Good knowledge of chess basics. 2.4. Generally the language used will be Spanish 3. Title Award: 3.1. By successful participation in a 15-hour CiS Seminar or by successful completion of the DA + SI online course. 3.2. By accepting the FIDE seminar fee of 150 euros (if required).
3.3. By accepting the title award fee of 50 euros (which includes a licence to the end of the calendar year following the year the title is achieved).
3.4 By accepting the online examination fee of €30. 3.5. By accepting any other participation fee.
4. Licence: 4.1 From the end of the calendar year after the year the title is achieved, the title holder will be charged a licence fee, valid for two years, of 40 euros. 4.2 Payment of the licence fee entitles the title holder to continue receiving exclusive dedicated support in the form of: - updates of class materials - exclusive support materials (at least twice each year). 4.3. Failing to pay the licence fee will forfeit the rights of 4.2 and the title holder will be suspended from the list of holders.
5. Financial: 5.1. The recommended estimated cost for Lecturers’ fees for CiS seminars is between 750 and 2000 euros (depending upon number of Lecturers and country) for the 15-hour seminar. That amount (2000) does not include travel expenses or board & lodging

which are additional costs for the organizers. 5.2. Various other expenses (auditorium, bulletin, coffee-breaks costs) will be the responsibility of the co-organizer. 6. Material 6.1. The seminar and the examination will be based on the FIDE Foundation Trainer Guide, Planet Chess and the Curso de Docentes de la FEDA – FIBDA and other materials recommended by the CiS Commission. 6.2. The teaching subjects will be mainly: ● Basics - Introduction to Chess: - the board - how the pieces move - attack, defence, capture, check, checkmate, stalemate - all the basic rules ● FIDE - What is FIDE? ● Basic Tactics, Strategy, Checkmates ● Chess Culture ● Mistakes - Teaching Mistakes ● Mistakes - Children’s Mistakes ● Literature ● Pedagogy in relation to chess: - Educational Benefits of Chess - Teaching Methods & Class Organization - Piaget, Gardner & Holt - Differences Between Boys and Girls in Chess ● Psychology ● How to Organize a Chess Club & Tournament
7. Seminar 7.1. A School Instructor Seminar shall be organized by a chess body (Federation, Chess Club, Chess Academy or other Chess Organization), after the submission of an application form (see Application Forms for National Chess Federations –Annex 5.1a - and Others – Annex 5.1b) to the FIDE Chess in Schools Commission and its approval. 7.2. Seminars will be led by a FIDE-CiS approved Lecturer (Annex 6). 7.3. Seminars will normally occupy 3 or 5 days (3x5hr or 5x3hr), as follows:

7.4. After the end of the Seminar the Lecturer shall send a report and the results of the examination (Annexes 4, 5.8a, 5.8b) for approval to the FIDE CiS Commission. The titles achieved from the Seminar shall be approved by the FIDE Presidential Board, or Executive Board, or General Assembly, after the recommendation of the FIDE CiS Commission and will be published on the FIDE website. 7.5. The organizer shall be invoiced for the number of participants. 8. Seminar Evaluation 8.1. Successful candidates will need 50 marks to pass, including not less than 50% of the marks available for the written exam paper. 8.2. Attendance will count 0-10 marks (evaluation by the Lecturer). 8.3 Teaching experience will count 0-30 marks, counting 3 marks for each year of experience. 8.4. Chess experience will count 0-20 marks, counting 2 marks for each year of experience. 8.5. Exam paper will count 0-40 marks.
9. Online Course Evaluation 9.1. Examination for the SI title will normally be done online for individuals taking the SI course online. 9.2. Examination for the SI title may be done online or in an exam room at the choice of a Seminar Organizer. 9.3. Successful candidates will need 50 marks to pass, including not less than 50% of the marks available for the exam. 9.4. ‘Attendance’ will count 0-10 marks (evaluation by the Lecturer or Coordinator). 9.5. Teaching experience will count 0-30 marks, counting 3 marks for each year of experience. 9.6. Chess experience will count 0-20 marks, counting 2 marks for each year of experience. 9.7. 2. After approval and payment of the title fee, the title certificate will be sent to you by email.

FIDE Chess in Schools Commission (CiS)
Titles & Diplomas
CiS regulates the FIDE School Instructor (SI) title, the FIDE School Chess Leader (FSCL) diploma, the FIDE
Early Years Skills (EYS) diploma.
CiS also regulates, together with the Spanish Chess Federation (FEDA), two joint programmes: FEDA
Docente de Ajedrez Level 1 + School Instructor (DA1+SI) and FEDA Docente de Ajedrez Level 2 + FIDE
School Chess Leader (DA2+FSCL).
These are designed to be awarded to teachers who fulfil the following:
1. School Instructor (SI) [GA 2012]
1.1. Mission: Introducing the school student to the basic chess rules to improve their educational and
social level and to broaden the base of chess players worldwide.
1.2 Qualification ‐ Professional Skills & Requirements:
1.2.1. Teaching or will teach in a school.
1.2.2. Knowledge of psychology and pedagogy.
1.2.3. Good knowledge of chess basics.
1.3. Title Award: By successful participation in a CiS Seminar or by successful completion of the distance
learning online course, in each case with a pass mark in the examination.
2. FIDE School Chess Leader (FSCL) [EB 2015] 2.1 Mission: As for SI but specially to coordinate and assist groups of teachers. 2.2 Qualification ‐ Professional Skills & Requirements: As for SI, additionally: 2.2.1. Current holder of SI Title 2.2.2. Greater knowledge of psychology and pedagogy. 2.2.3. Knowledge of chess extending beyond simple basics. 2.2.4. Knowledge of organization. 2.3 Diploma Award: By successful participation in a CiS Seminar or by successful completion of the distance learning online course, in each case with a pass mark in the examination. 3. Early Years Skills (EYS) [EB 2015] 3.1. Mission: To introduce the FIDE EYS programme to very young children (typically aged 4‐7), usually in kindergarten or the earliest stages of primary school. 3.2. Qualification ‐ Professional Skills & Requirements: 3.2.1. A recognised teaching qualification. 3.3. Diploma Award: By successful completion of the online course, including a pass mark in the examination. 4. Procedures 4.1. Every individual must: 4.1.1. complete a REG form (Annex 4) and email it to the Lecturer (prior to a Seminar) or to [email protected] in the case of an individual undertaking one of the Distance Learning courses. 4.1.2. pay the appropriate seminar, award and examination fees.

4.2 Financial 4.2.1 Fees:

(*) The FIDE Seminar fee varies according to the organizer (‘development’ federations receive

(**) The award fee includes a licence to the end of the calendar year following the year the title is
achieved

4.2.2 Payment must be made direct to FIDE except in the case of seminars organised by National Chess
Federations (fees will be included in the usual invoices from Athens).
4.2.3. Licences: From the end of the calendar year after the year the title is achieved, the title holder
will be charged a licence fee. Payment of the licence fee entitles the title holder to continue receiving
exclusive dedicated support in the form of updates of class materials
‐and exclusive support materials (at least twice each year). Failing to pay the licence fee will forfeit
these rights and the title holder will be suspended from the list of holders.
4.2.4. Seminars: The recommended estimated cost for Lecturers’ fees for CiS seminars is between 750
and 2000 euros (depending upon number of Lecturers and country) for the 15‐hour seminar. That
amount does not include travel expenses or board & lodging which are additional costs for the
organizers.
5. SEMINARS
5.1. A School Instructor Seminar shall be organized by a chess body (Federation, Chess Club, Chess
Academy or other Chess Organization), after the submission of an application form (see Application
Forms for National Chess Federations –Annex 5.1a ‐ and Others – Annex 5.1b) to the FIDE Chess in
Schools Commission and its approval. An application form that has not been completed in full will not
be accepted.
5.2. Approval by CiS Council.
5.3. Approval of Lecturers/Seminar Leaders (Annex 6), any Assistant Lecturer(s) programme and
lectures.
5.4. Announcement on FIDE and CiS websites.
5.5. Seminars will normally occupy 3 or 5 days (3x5hr/3‐8‐4hrs or 5x3hr), as below.
5.6. The seminar and the examination will be based on the FIDE Foundation Trainer Guide, Planet Chess
and other materials created by or recommended by the CiS Commission.
5.7. Seminar evaluation as in the table below.
5.8. Results submission by the Lecturer to CiS for approval (Annexes 4, 5.8a, 5.8b).
5.9. CiS Council submission of the results to FIDE.
5.10 Title and Diploma certificates sent to successful candidates by email from FIDE.

6. Lecturers ‐ Seminar Leaders
6.1. All CiS seminars are conducted by Lecturers/Seminar Leaders (List of Lecturers – Annex 6).
Lecturers/Seminar Leaders are highly skilled professionals, each with many years of experience in the
chess education field. They may be assisted by Assistant Lecturers.
6.2. Assistant Lecturers do not need to be on the List of Lecturers but can not act as Seminar Leader.
Such assistants must be stated on the Seminar Application and, in the case of this being their first role
as an assistant, that seminar application must be accompanied by the CV of the proposed assistant
who will then be approved or rejected by CiS Council.
6.3. All Lecturers/Seminar Leaders are appointed by CiS once per year (following GA/EB) and an
application to be added to the list must provide a C.V. and applicant's national federation approval.
Any new Lecturer must have successfully served as an Assistant Lecturer in at least one seminar.
7. Seminar Evaluation
7.1. Successful candidates will need 50 marks to pass, including not less than 50% of the marks
available for the written exam paper.

7.2. Attendance will count 0‐10 marks (evaluation by the Lecturer).
7.3 Teaching experience will count 0‐30 marks, counting 3 marks for each year of experience.
7.4. Chess experience will count 0‐20 marks, counting 2 marks for each year of experience.
7.5. Exam paper will count 0‐40 marks.
8. Online Course Evaluation
8.1. Examination for individuals taking any of the Distance Learning courses will usually be online.
8.2. Examination may be done online or in an exam room at the choice of a Seminar Organizer.
8.3. Successful candidates will need 50 marks to pass, including not less than 50% of the marks
