    The department of Social welfare Northern Provinceunder Provincial Council covers the devolvedfunctions of Social services & Probation & child CareService

    Since 2007 the department of Social Welfare isfunctioning as a separate Organization under theMinistry of Rehabilitation & Re Construction of theNorthern Provincial Council. The head Quarts isfunctioning in Agriculture building, Kaniya Road,Varothaya Nagar, Trincomalee.

    There are five district units under the supervision ofDistrict Social service Officers. The duties of DSSOs

    are to co-ordinate and supervise the functions ofSSOs at divisional level functioning under thesupervision of the Divisional Secretaries. They visitbeneficiaries and also available in the divisionalsecretariats on Wednesdays.

    There are five district units under the supervision ofDistrict Probation Officers. The duties of POs are toCo-ordinate and supervise the function of POs atdivisional level functioning under the supervision ofthe Divisional Secretaries. They visit and identifyingthe beneficiaries and also available in the divisionalsecretariats on Wednesdays. The Probation Officersattend the Court work regarding the child related

    problems in the division.

    MissionTo provide assistance to satisfy the immediate andlong term needs of the disadvantaged and needymembers of the community in order to make thempartners in national development.

    T.B, leprosy, Cancer, Thalasimiya5. Elders.6. People affected by natural disasters such as cyclone

    tsunami, fool ,fire7. Families affected by wild animalsSector: SOCIAL SERVICESType of Assistancesi) Public assistance monthly allowance (PAMA)payment.

    Poor People /families with no means of earning arepaid a monthly allowance Rs 100 to Rs 300

    ii) Sick persons allowance.Based on recommendation of the health officials,assistance is normally given to all patients sufferingfrom a myriad of contagious disease such as TBCancer, Leprosy (Rs 250/=) Thalasemiya (Rs 500/=)in order to stem the spread of these disease as well assupport the families who are unable to look after thepatient due to poverty .The payment is normallymade on monthly basic .

    iii) Rehabilitation of families under poverty line.Poor families with ability to do a particular businessbut could not due to lack of resources, were assistedto start income projects. They received financialassistance of up to a maximum value Rs 15,000 perfamily

    iv).Support and Rehabilitation of the disablesa) Providing equipmentsb) Providing grant to start Self employment

    1. Support of equipments for the disabled such asSpectacles, Wheelchair, tricycles, hearing aids,crutches artificial limbs and white canesprovided based on their requirements

    v) Care for elders and destituteBeing the role of the department to take care, of the

    elders, it has set an elders home in Kaithady inJaffna district

    vi) Elders dayThe department gave each divisional Secretariat Rs3000 in order to organize the international Eldersday and Disabled day celebration in their respectivedivision

    vi) Issues of elders Identity CardsThe department issue of identity cards to the eldersabove 60 years of age in order for them to be able to

    get preferential treatment to health , postal , banksand other Public Services

    vii)Registrations of Volunteers organizationThe registration and Supervisions of Volunteersorganization

    viii)Assistance to Victims of DisasterIn order to alleviate the suffering of most poor peopleand families after natural calamities such as fire,wild animals, cyclones or the Tsunami that hit mostof the coastal parts of the island, they are givenfinancial /material assistance to repair theirdamaged houses and utensils to the maximum of Rs20,000.

    ix)Supporting Rehabilitation centersThese homes are run with the Supervision of theSocial Services officers on whose recommendationmaintenance as well as an Ad.Hoc grants are Provide.The Maintenance grants pay at the rate of Rs 500/=per person on monthly basic. Ad.hoc grant is givenfor the construction of building Rs 75,000, andpurchasing of cloths & furniture. Rs 40,000 is

    granted by the department

Protect child rights Rehabilitation of young offendersThe Target Group of this Organization Children - under 18 years Orphanage Children ( Parent Lost ) Poverty Children Affected by disasterType of Services1. Registration and Maintenance of Children Home.2. Establish of Daycare centers and Supervision.3. Giving care &Protection to Children Need.4. Rehabilitation of Offenders and young Persons in

    need of correction.5. Payment of RS 5000 for multiple allowance for Poor

    blessed with a Twin Child6. Celebration of Children day is conducted on 1st

    October, Rs 5,000.00 is allocated for the divisionalSecretariat for this celebration.

    7. Payment of Fit person allowance.8. Bags of Thiriposa are distributed the registered day

    care centers.9. The orphans those who are affected by the Tsunami

    will be getting the payment of sum Rs 500/=10.Each child in registered day care center is given sum

    of Rs 100/= per month.11.Payments of Maintenance grant of 500 Rs per Child

    on monthly basis to the registered Children homes.12.Maintenance of the State Receiving home & Certified

    School & Remand home in Jaffna.
