SECTION 1 - GENERAL EQUIPMENT SPECIFICATIONS: 1

SPECIFICATION OUTLINE: 3

The following specifications are for an existing City owned Aluminum 2850-1000 gallon 4

Diesel-Gasoline tanker to be transferred and mounted on an new 3-axle, 60,000 GVWR 5

truck chassis are divided into three complete sections. The first section outlines the 6

overall specification requirements. The second details the chassis portion of the new 7

truck the city supplied tank shall be transferred to and mounted on. The third section 8

refers mostly to the City supplied tanker that is to be mounted onto the truck chassis. 9

The Fuel Tanker shall be delivered complete with all equipment and accessories 10

necessary for safe and efficient operation, ready for immediate job site operation within 11

the City of San Francisco. The unit shall comply with the manufacturer’s current model 12

truck chassis, with additions and deletions as contained herein. 13

INTENT OF SPECIFICATIONS: 15

It is the intent of these specifications to cover the furnishing and delivery to the San 17

Francisco Fire Department of a complete apparatus equipped as hereafter specified. 18

These specifications cover minimum requirements as to the type of construction and 19

test to which the apparatus “Must” conform. 20

The apparatus specified herein must be capable of meeting or exceeding the 22

requirements set forth in the San Francisco Fire Department road acceptance test. 23

SFFD specifications supersede all items in the bid package. 24

The apparatus and components shall conform to these specifications in every respect 26

along with the related latest edition of all Federal DOT and State of California 27

standards and requirements pertaining to a vehicle of this type. SFFD road test must 28

be met. 29

DEFINITION OF TERMS: 31

San Francisco Fire Department hereafter shall be referred to as SFFD. 33

Bureau of Equipment hereafter shall be referred to as BOE. 34

City and County of San Francisco hereinafter shall be referred to as the “City “or 35

“CCSF”. 36

Bidders shall have an authorized service facility within 100 miles of the City and County 75

of San Francisco. That service facility shall employ ASE and EVT certified technicians. 76

A positive guarantee shall accompany all bids stating that the manufacturer will have 77

parts available on a 24-hour basis and is within 1-hour proximity to a major airport. 78

PROPOSAL DRAWING (To be submitted with bid): 80

Each bidder should submit a drawing of the apparatus as proposed with their bid. The 82

drawing should include left side view, rear view, front view, and right side view. The 83

drawing should also show inside compartments. In addition, drawings of the 84

compartment door construction and body sub-frame are to be provided. A typical wiring 85

diagram similar to that proposed should also be submitted with the bid for review by the 86

SFFD. 87

APPROVAL DRAWING (To be submitted after award of contract): 89

The successful bidder shall submit a detailed-scaled drawing with 30 calendar days of 91

bid award for SFFD approval prior to construction of the apparatus. The drawing shall 92

include left, right, front, and rear side views and “all” apparatus compartment layouts. 93

The drawings supplied must be done specifically for the SFFD. Any drawings that are 94

“Generic” are not acceptable and will be considered non-compliant. (NO EXCEPTIONS 95

WILL BE ALLOWED). 96

The blueprints shall be completed by the Manufacturer and must be exact to the SFFD 98

specifications. 99

Successful bidder shall not start construction until one (1) set of complete plans has 101

been approved by the SFFD. 102

The bidder’s engineering drawings shall be produced on a computer-aided-design 104

(CAD) equipment at assure critical dimensions and detail. The blueprints shall be on 105

“D” size paper (standard) 36” X 24” in size. Scale shall be ½” = 1’0”. 106

The successful bidder shall, at their expense, deliver the apparatus to the SFFD, City 110

and County of San Francisco, Central Shops, 1800 Jerrold Avenue, San Francisco, 111

California 94124. Apparatus shall be completely cleaned and detailed in showroom 112

condition before delivery. A factory trained and authorized delivery instructor shall then 113

remain with the apparatus for three (3) days to train the SFFD personnel in the 114

operation and preventive maintenance of the apparatus. Limited “Familiarization” 115

Programs will not be acceptable. 116

PRE-CONSTRUCTION (ENGINEERING): 118

Within 30 days of bid award, the manufacturer shall be required to meet with (2) 120

representatives from the SFFD to discuss the technical specifications before the fuel 121

unit construction begins. This meeting will include confirming the exterior and interior 122

dimensions and exact locations of equipment. Meeting is to be held at the mutual 123

agreement upon place, preferably at the unit build facility. All travel expenses will be 124

arranged and paid by the successful bidder. 125

INSPECTION TRIPS (include in specs if applicable): 127

Bid price should include airfare (if over 125 miles from San Francisco), meals and 129

lodging for 2 factory inspection trips for 2 City representatives. The inspection trips shall 130

be scheduled at times mutually agreed upon between the awarded bidder and the City 131

representatives and should be for a minimum 2 days. Meals and lodging rate shall 132

comply with the current Federal Rates for the Continental U.S.A. The rates are 133

The first inspection trip, known as the “pre-paint” or mid-inspection will be arranged at a 138

time when the vehicle is assembled with major components installed and before final 139

paint work is begun. If the inspection discloses any deviation from the specifications, 140

the discrepancies, if minor can be corrected while City inspectors remain at the plant. 141

The second inspection trip will be the final factory inspection of the completed vehicle 143

completely finished and ready for delivery. Workmanship and finish will be inspected 144

and the vehicle will be road tested and equipment operated before final delivery. If the 145

inspection discloses any deviation from the specifications, the discrepancies, if minor 146

can be corrected while City inspectors remain at the plant. If the problem is not readily 147

correctable, the inspectors can return for inspection at a mutually agreed time, at the 148

expense of the awarded bidder. 149

BIDDER’S COMPLIANCE AND EXCEPTIONS: 151

All exceptions shall be stated no matter how seemingly minor. Bidders shall 152

indicate compliance with each section and line item specifications as required, in 153

the line spaces provided by marking with a “Y” for yes. If the bidder is offering 154

an alternate of equal or superior status to the line item specification, bidder will 155

indicate by marking with an “E” for exception on each line item. The bidder must 156

then reference each item exception and explain the exception taken and the 157

proposed alternate on Attachment D, Bid Exception Sheets. 158

**Bids which do not include confirmation of each section and line item as 160

required, will be deemed to take exception to such bid requirements, which may 161

result in the bid being deemed non-responsive. If exceptions are taken, 162

Attachment D, Bid Exception Sheets must be returned with the submitted bids. 163

IMPORTANT: If a single vendor is submitting multiple bids, the vendor shall 165

submit a completed set of specs for each individual bid. Multiple bids that are 166

submitted as one bid package will not be acceptable. 167

vehicle. The function and number code shall be embossed at a minimum of four 514

inch intervals the entire length of the wire terminating into all switch and control 515

panels. The use of multi-conductor cable must be function and color coded and 516

shown on the wiring diagram. 517

_____Wiring shall be routed in conduit or high temperature looms with a rating of 519

300 degrees Fahrenheit where necessary to protect it. All added wiring shall be 520

located in accessible, enclosed, and protected locations and kept at least six 521

inches from the exhaust system components. Electrical wiring and components 522

shall not terminate or be routed in the fuel transfer compartment except for the 523

compartment light, and switch plunger. All conduits, looms, and wiring shall be 524

secured to the body or frame with insulated metal cable straps in order to prevent 525

sagging and movement which results in chafing, pinching, snagging or any other 526

damage. All apertures on the vehicle shall be properly grommeted and sealed for 527

passing wiring all items used for protecting or securing the wiring shall be 528

appropriate for the specific application and be standard automotive, aircraft 529

marine or electronic hardware. 530

_____Stainless steel panel with rounded sides to house rear stop, turn and backup 532

lamps shall be installed at rear of vehicle below lower radius of West-Mark tank. 533

_____Circuit connections shall be made on barrier style terminal blocks utilizing 536

binding post screws for positive mechanical connections. To minimize the 537

potential for wiring shorts and voltage drops all wiring terminals shall be brass, tin 538

plated, annealed, ETP copper with nylon high heat insulation. Serration's, inside 539

the barrel, provide maximum contact and tensile strength after crimping. 540

Connection shall be machine crimped, to UL standards, with a high quality 541

crimping tool that produces crimps for a given size wire and terminal that are 542

precisely alike in appearance and performance. Crimping pressure must be 543

controlled by a ratchet device on the hand tool or a corresponding pre-calibration 544

in the crimping jaws of an automated machine. Crimping pressure can neither 545

over-stress nor under stress the terminal-barrel-machined dies. Therefore, this 546

agency requires a termination that is free of contamination and is extremely 547

resistant to shock and critical environment conditions. 548
