City Manager’s Update The City took some top honors when the U.S. Green Building Council Virginia Chapter (USGBC VA) announced the winners of its 2020 Community Leader Awards last month. The program recognizes Virginia building owners and project teams for extra efforts to accomplish LEED certification and celebrates the local leaders who are working to create a healthier, more sustainable and more resilient future for all in the Commonwealth. The Virginia Beach Convention Center received the Green Leader: Organization award for its accomplishments in the community by sharing with the hospitality and tourism community the knowledge staff attained through LEED certification. Staff has shared best practices in recycling, composting and energy efficiency, highlighting the economic and environmental benefits of sustainability. VBCC staff are fully vested in the LEED process and continually seek ways to share sustainability initiatives with over 583,000 annual visitors. City Manager’s Update

The City took some top honors when the U.S. Green Building

Council Virginia Chapter (USGBC VA) announced the

winners of its 2020 Community Leader Awards last month. The program recognizes Virginia

building owners and project teams for extra efforts to accomplish LEED certification and

celebrates the local leaders who are working to create a

healthier, more sustainable and more resilient future for

all in the Commonwealth.

The Virginia Beach Convention Center received the

Green Leader: Organization award for its

accomplishments in the community by sharing with the

hospitality and tourism community the knowledge staff

attained through LEED certification. Staff has shared best practices in recycling, composting and

energy efficiency, highlighting the economic and

environmental benefits of sustainability. VBCC staff are fully

vested in the LEED process and continually seek ways to share

sustainability initiatives with over 583,000 annual visitors.

The Parks & Recreation Administration Building was

recognized as a leader in the Virginia Environments

category for its unique design solutions and environmentally

responsible landscaping techniques. The goals of the new building are to provide a healthier

work environment, align with the City’s commitment to a sustainable future and provide the

community with improved access to city programs.

seeking certification renewal using the new LEED Arc platform. The Parks & Rec Admin

building achieved LEED certification in January 2020. LEED-certified spaces use less energy

and water; save money for families, businesses, and taxpayers; reduce carbon emissions; and

create a healthier environment for occupants and the community at large.

Human Services has extended the application deadline for the Real Estate and Personal Property Tax

Relief Program to July 31. The program provides direct relief for households where an occupant has lost

their employment, had their work hours reduced or has been furloughed due to COVID-19. Any impacted

household, whether they have paid their tax bill or not, can apply if they meet the eligibility requirements.

• As of today, July 10, the Commissioner of the Revenue’s office is

offering citizens the opportunity to schedule online appointments

for most services, including DMV Select. All visitation to the

Commissioner’s office is by appointment only. Citizens are still

encouraged to conduct business online or by phone, email and fax.

• As of today, July 10, the following park facilities are now open for public use:

o Basketball and volleyball courts at City parks

o All playgrounds including those large destination sites at Mount Trashmore Kid’s

Cove, Bayville Farms Park, and Grommet Island

o The Fishing Pier at Little Island Park has been open for use, but resumed

collecting fees as of July 9

• As early as July 20, the following activities at City rec centers are scheduled to begin:

o Increased reservations for lap swim

o Aquatracks, family swim, water exercise classes and diving boards

o Some senior-focused fitness programs

o Personal training

o Walking tracks at Kempsville and Williams Farm

o Reservations for most of these activities will begin on Friday, July 17.

• The Sports Management Unit provided these updates on athletic play and field use:

o Athletic fields at Red Mill Farms, Lynnhaven Park, Bayville Farms Park and

Oceana Park have been approved to increase from 50% capacity to full capacity

for local practices and play starting July 22

o The department has been approved to offer youth flag football, youth fast pitch

softball and adult slow pitch softball for the fall and is awaiting approval to offer

adult coed sand football at the oceanfront

o Youth volleyball and youth tackle football will not be offered this fall

• Five library branches will reopen on Monday, July 20: Bayside, Central, Kempsville,

Princess Anne and Wahab Public Law Library.

• Limited services will be available, including browsing and checking out materials, using

computers and printers, and applying for library cards.

• To ensure the safest possible environment for staff and customers, VBPL is following

these guidelines:

o Limit number of people admitted in the libraries at a time, based on building size.

o Customers will be asked to keep visits to one hour to

maximize access for all residents.

o Staff and customers must wear masks inside libraries.

o Signs and decals will reiterate guidelines for social

distancing and hand washing.

o Spaces and furnishings inside the libraries may be

unavailable, including the children’s rooms at

Kempsville and Princess Anne libraries and the teen

room at Central Library.

o Aisles and pathways in the buildings may be marked for one-way travel.

o Sneeze guards are being added at customer service stations.

o Increased cleaning and sanitizing practices are being implemented.

• Due dates for the 78,000 items that customers had checked out prior to VBPL’s COVID-

19 closure on March 16, 2020, were extended to avoid accrual of late fees on customer

accounts. Since June 8, when VBPL resumed material returns, about half of the items

have been returned. These items are now due July 20.

• Great Neck, Oceanfront, Pungo-Blackwater and Windsor Woods locations will open with

limited services on Aug. 10. As part of the Tidewater Community College campus, the

TCC/City Joint-Use Library will remain closed until further notice. VBPL will continue

to offer holds pickup services at these branches until the buildings reopen.

As a reminder, Gov. Ralph Northam’s Executive Order 63 requires Virginians to wear face

coverings in public indoor settings, including local government buildings, when accessed for

the purpose of securing public services, to help contain the spread of the novel coronavirus.

The Office of Volunteer Resources (OVR) is looking for a volunteer to assist with general data

entry to support OVR and City Manager’s Office teams. The volunteer must have strong

The Virginia Beach Community Services Board invites the public to comment on its proposed

FY 2021 State Performance Contract Financial Plan through which state funding is made

available for public mental health, developmental disabilities and substance abuse services. The

contract will be available for review until Aug. 2. The board has requested that the plan be added

to the City Council’s Aug. 26 agenda. A draft of the financial plan may be viewed at the

Department of Human Services Administrative Office, Central Library, Office of the City Clerk,

It is a moment that no firefighter ever wants to

experience. The moment a voice comes over the

radio and calls “Mayday, Mayday, Mayday” and

reports that he or she is in trouble and must get out

of the burning building right-away. It is imperative

that all firefighters train for the possibility of

incidents such as this. The Virginia Beach Fire

Department’s training staff introduced the newly

designed “Mayday” prop for the first time last month. The two-story structure located inside the

high bay of the Harry E. Diezel Virginia Beach Fire Training Center affords our firefighters the

opportunity to train for a quick escape from a second-story room in the event of an extreme

emergency. All fire department operational members must complete this training and Chief

David Hutcheson made no exception for himself, completing the training last week.

Planning and Community Development has successfully applied for three grants that will

achieve state and federal recognition for two historically African American neighborhoods in

Virginia Beach and enhance and improve the City’s historic preservation program. All three

grant awards are for projects to begin in FY21.

• The National Park Service

awarded the City $47,187 from its Underrepresented Community Grant Program. Virginia

Beach was one of 18 grant recipients and one of only two local

governments receiving an award. The funding will support

preparation of National Register of Historic Places (NRHP)

nominations for the Seatack and L&J Gardens neighborhoods.

Both communities were determined eligible for nomination to

the NRHP by the Virginia State Review Board in December

2019. Both neighborhood civic leagues provided letters of

support for the grant application. The City’s match is $28,313

for the project.

• The Virginia Department of Historic

Resources awarded the City a state cost share grant in the amount of $15,250 for professional

services to develop an updated and revised historic preservation program strategic plan. DHR

will provide project administration to ensure adherence to state and federal standards. The

project will include community involvement meetings and surveys and will build upon

program enhancements accomplished through the Historic Preservation Commission during

the past decade. Information from recently completed architectural survey updates and

archaeological assessments will provide starting points for discussion and planning. The

City’s match is $29,750 for the project.

• DHR awarded

a CLG grant in the amount of $22,500 to Virginia Beach for professional services to develop

updated and revised design standards and review guidelines for the City’s Historic and

Cultural Districts. The City currently has 16 historic areas with this protective zoning

overlay. The revised standards and guidelines will provide property owners in the districts

with better and more detailed information for project planning while improving guidelines

for staff and Historical Review Board members for review of Certificate of Appropriateness

applications. The City is providing a $22,500 match for the project.

With Virginia in Phase III of the Governor’s Forward Virginia plan, the Virginia Beach Fire

Department has resumed its “Extinguish Hunger” program as of July 1. All Virginia Beach

fire stations are again accepting donations for the Foodbank of Southeastern Virginia and the

Eastern Shore. VBFD suspended the program in April due to the COVID-19 pandemic.

• Crews installed the F-14 Tomcat

Monument at the Naval Aviation Monument Park at 25th

Street, between Atlantic Avenue and the Boardwalk on June

30. It is dedicated to the iconic F-14 Tomcat fighter jet, those

who gave their lives flying it in service to our nation, and

those who built and maintained the aircraft. Representatives

from the F-14 Tomcat Monument Association, veterans and

community members were present for the installation. An

official dedication ceremony is being planned by the F-14

Tomcat Monument Association for the end of September.

• Artists from Utopia Feni created pop-up

murals in the ViBe Creative District to bring more awareness

of diverse cultures to the Virginia Beach oceanfront, as well

as spark important conversations to help strengthen

community relationships. The murals will be on display in the

ViBe until September, then will be donated to Utopia Feni’s

Kempsville location.
