Historical Society. Over 50 residents attended
the event, with a personal historical
presentation by City Historian Art Dycke, a
musical overture by the Palm Coast Community
Band, and a welcome by society President Bill
Venne and former Palm Coast Mayor Jon

visiting City Hall voted on 10 ambitious entries
provided by City staff. The BAM Team (Boost
All Moral) issued a first place award to this

Communications & Marketing Staffing Founder’s Day at Holland Park was a highlight for the Division this week! The Historical Society program focused on the ITT Years of 1968 to 1985. Video Production Coordinator Tom Hanson worked with City Historian Art Dycke to create a video from a PowerPoint featuring photos of Palm Coast over the years. Watch the video here: https://youtu.be/Rpa5HVNZXmY Digital Communications Coordinator Jason Giraulo also posted live social media posts from the Oct. 29 event, including the City’s first-ever Instagram “story.” Both Tom and Jason provided setup assistance and A/V support for Founder’s Day. The Division also staffed Hall of Terror at Fire Station 21, posting to Facebook both days, and prepared to shoot video and photos for this weekend’s Intracoastal Waterway Cleanup. Communications & Marketing Manager Cindi Lane staffed the Council Workshop, responded to media requests and coordinated advertising. News releases sent were: Watering restrictions change Sunday, with the clocks; Veterans Day city offices closing/garbage collection unchanged; Car Seat Safety Checks (Nov. 15 event); Annual Floodplain Report now available; Fall Fun Camp is Nov. 20-22; and Veterans Day ceremony (Nov. 11 event). We also announced a road closure on Seville Orange Path for Nov. 7. Graphic design is under way for the Birds of a Feather Fest, including a new flier and advertisements. Jason also finalized design for the marketing booklet for the City’s Project Manager position and attended FEMA Joint Information Center training. He and PR Intern Hannah Hussmann coordinated social media including posting to Facebook/Twitter/Instagram. News and information was updated on PCTV’s on-screen ticker tape service. The hurricane debris cleanup website was updated daily. The Brand Plus Team, which includes all three Division staff plus Hannah, met this week to discuss the upcoming Rooted in Nature lecture featuring world-renowned wildlife photographer Moose Peterson. The team also viewed a webinar about “10 Second Storytelling.”

DEPARTMENT ACTIVITIES Leader The Palm Coast Fire Department held the annual Hall of Terror at Fire Station 21 on October 30 and 31st. The events brings huge crowds and is one of the Fire Department’s proudest traditions. This past Saturday, Instructor FF/Paramedic Juliano taught 11 school bus drivers First Aid/CPR/AED. We trained 24 school bus drivers this school year. A department member is attending a 1-day training offered by FEMA.

The average water demand for the week was 7.241 million gallons per day.
Wastewater flows are coming down but have a ways to go before they are back to normal. The average wastewater flow for the week was 8.796 million gallons per day.
Water Distribution assisted Public Works last weekend with debris cleanup and have assembled a crew, if needed, for the weekend of November 4th & 5th.
Crews installed 16 new water meters, 1 new irrigation meter, 4 reuse meters, 11 new PEP tanks and replaced 5 tanks.
There are 200 new meter installations pending with 24 sites cleared and ready for install. At present time the department has 21 new pep tanks pending, 11 are site ready. There are also 42 PEP tank replacements pending.
The high water table and the need to dewater before digging increases the time it takes to install new meters and PEP tanks and perform PEP tank replacements. Two dewatering systems were installed for PEP tank installs next week.
There were 71 calls after hours.
Completed 145 wastewater service orders. Replaced 35 pep pumps, 19 floats, and 11 cleanout caps. Replaced 1 ball valve, installed 2 risers, and replaced 3 back lids.
Water Distribution crews repaired 4 water service lines, 9 water service manifolds and tested and repaired 89 backflow preventors.
Replaced pumps at pump station 24-1 Pritchard Drive and wastewater treatment plant front pump station. Replaced floats at pump station B on Florida Park Drive.

City of Palm Coast announces Eastern Standard Time watering restrictions Palm Coast – It’s almost time to change your clocks – to “fall back” an hour to Eastern Standard Time. The City of Palm Coast has a landscape irrigation policy for EST that aligns with watering restrictions issued by the St. Johns River Water Management District.
The City would like to remind residents that from Sunday, Nov. 5, through Saturday, March 10, 2018, residential and non-residential (business) customers may water lawns and shrubs according to the following provisions:
1 – Irrigation is limited to one day per week 2 – Odd-numbered residential addresses irrigate on Saturday
3 – Even-numbered residential addresses irrigate on Sunday 4 – Non-residential (businesses) irrigate on Tuesday
5 – Users of private irrigation wells may irrigate at any time on their designated day except between the hours of 10 a.m. and 4 p.m. 6 – Users of the City’s water system for irrigation may water only between midnight and 10 a.m. on their designated day 7 - Irrigation is limited to ¾ inch of water per irrigation zone and to no more than one hour per irrigation zone 8 – Hand-held hoses equipped with automatic shut-off nozzles and drip systems/bubblers are allowed at any time 9 – The use of reclaimed water is allowed at any time, but when reclaimed water is available, the use of private irrigation wells is not authorized
These restrictions apply to water withdrawn from ground or surface water, from a public or private well or pump or from a public or private water utility. They do not apply to irrigation using reclaimed water or stormwater. Restrictions and exceptions can be found on the City of Palm Coast website at www.palmcoastgov.com. Recycling and garbage collection will proceed according to the regular schedule. Palm Coast Fire Department hosting Car Seat Safety Check event Nov. 15
Palm Coast – Road injuries are the leading cause of accidental deaths to children in the United States. Correctly used, child safety seats can reduce the risk of death by as much as 71 percent.
On Wednesday, Nov. 15, from 1 to 4 p.m., the Palm Coast Fire Department will be offering a free Car Seat Safety Check event at Palm Coast Fire Station 25, 1250 Belle Terre Pkwy. No appointment is necessary.
Firefighters who are trained as car seat technicians will check to make sure car seats are installed properly and to the manufacturer and vehicle specifications. Bring the car seat manual and vehicle owner’s manual, if available.
For those who are unable to attend the event, but would like to arrange a free Car Seat Safety Check on a different date, please call the Fire Department at 386-986-2300 to schedule an appointment. These checks can be done at any of the City’s five fire stations.
The Palm Coast Fire Department offers the Car Seat Safety Check program in partnership with Safe Kids of Volusia/Flagler Counties. Palm Coast Fire has offered this valuable community service for the past 10 years; it is the only such program in Flagler County.
“There’s so much to learn when you’re a new parent. Keeping your child safe is the top priority, and the Palm Coast Fire Department would be pleased to help you make sure your baby’s car seat is installed correctly,” said Palm Coast Fire Capt. Kyle Berryhill. “It could make all the difference in preventing an injury or death in an accident.”

City of Palm Coast releases 2017 Annual Floodplain Management Report
Palm Coast – The City of Palm Coast has completed its 2017 Annual Floodplain Management Report, which details the City's efforts to protect citizens and property from disasters.
The City works as part of the Flagler County Local Mitigation Strategy Working Group to determine what mitigation actions need to be taken to reduce the risk of flooding hazards. Each year, the City does numerous capital projects, such as bridge rehabilitation and reconstruction of water control structures, replaces older stormwater pipes, and performs maintenance on the drainage system including swales, ditches and canals. The City’s certified floodplain managers do community outreach to educate citizens about flood hazards and the National Flood Insurance Program.
This year’s report includes information about hurricanes Matthew and Irma and also explains the City’s participation in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP). On May 1, Palm Coast residents started benefiting from an additional discount to an already robust reduction in flood insurance premiums. For insurance holders located within a special flood hazard area (A and AE zones), a 30-percent reduction will be applied at renewal which is an average savings of $120 per policy. For properties outside a special flood hazard area, a 10-percent discount will remain the same. No discounts are applicable to those holders of preferred risk policies, which are already significantly discounted. As a result of Palm Coast’s CRS participation, policy-holders realize an annual savings of $103,236.
The City does the Annual Floodplain Management Report each year as part of requirements to maintain a specific status in order to provide discounts on certain flood insurance premiums for citizens who might live in specific flood hazard areas.
The report has been posted on the City website, and all are invited to review it at www.palmcoastgov.com/flood-prep.

City of Palm Coast offers Fall Fun Camp for children in grades K to 6th Palm Coast – Students in kindergarten through sixth grade will enjoy Thanksgiving holiday fun at Palm Coast Parks & Recreation’s Fall Fun Camp from Monday through Wednesday, Nov. 20-22. The program will be offered 7:30 a.m. to 4:30 p.m. daily at Frieda Zamba Pool classroom, 339 Parkview Drive, Palm Coast. The cost is $25 per day, and extended afternoon hours are available for an additional charge. Sign up for as many days as you’d like! Registration is now open at www.palmcoastgov.com/camps or in person at the pool office. Students will enjoy fun-filled themed activities such as arts and crafts, stories, and recreational games. Campers bring their own lunch and snack. Palm Coast Parks & Recreation will also be offering its “Jack Frost-ivities” Winter Break Camp this year. America’s Heroes to be honored at Palm Coast Veterans Day ceremony Palm Coast – The City of Palm Coast will honor America’s Heroes on Veterans Day, Saturday, Nov. 11, during a ceremony at 8 a.m. at Heroes Memorial Park, 2860 Palm Coast Pkwy. NW, Palm Coast (1/2 mile west of the Flagler County Library). Speakers for the event will be U.S. Rep. Ron DeSantis, who represents District 6; Col. Jack Howell of the Military Order of the Purple Heart Chapter 808; Edward Beier of American Legion Post 115; and Palm Coast Mayor Milissa Holland. Tributes to members of the armed forces will include a presentation of wreaths by local veteran organizations, with World War II veterans 1st Sgt. Michael “Mickey” Owens (U.S. Army) and Corp. Hal Mettee (U.S. Army Air Corps) as special guests participating in this year’s wreath ceremony. The Navy Band Southeast will perform The Star-Spangled Banner and Taps. A musical tribute including Unsung Hero and God Bless America will be provided by the Community Chorus of Palm Coast. The Palm Coast Fire Department Honor Guard and the Coastal Florida Police & Fire Pipes & Drums will present the colors, and the invocation will be given by Chaplain Sandy Ausbrooks of American Legion Post 115. The Palm Coast City Council will lead the Pledge of Allegiance. The Coastal Florida Police & Fire Pipes & Drums will also perform Amazing Grace. Nov. 3, 2017 Temporary road closure: Seville Orange Path on Nov. 7 Palm Coast – The City of Palm Coast is planning a temporary road closure in the coming week to allow for replacement of a drainage pipe. From 7:30 a.m. to 3:30 p.m. Tuesday, Nov. 7, the roadway in front of 25 Seville Orange Path will be closed temporarily. Residents will have access to their homes, but the road will be closed to thru traffic from 7:30 a.m. to 3:30 p.m. The City of Palm Coast appreciates the patience and cooperation of residents and motorists during this important drainage improvement project. The holiday season is upon us. This means a variety of things. Food to cook and presents to buy are just a few of the tasks that lie ahead. One of those tasks should include preparing your home and family for a safe holiday for your furry friends. Do research on the types of holiday food that can become harmful to your pets. Most people do not realize that poultry bones can harm, if not kill, your pet if digested. These bones tend to splinter and can puncture the intestines and stomach. Remember that gift wrapping accessories can be harmful if swallowed. Ribbons and bows if ingested can get tangled in the stomach and cause a blockage. Be aware of the holiday dangers and prepare for a safe and happy holiday season. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. “General Donations” can be dropped off anytime at your convenience. STELLA
Stella is a sweet little lady that has been with us since May of this year. She came to us after
being trapped as a juvenile. She was really shy and withdrawn but has come out of her shell and is a love bug. She is still a little timid when she first is getting to know someone but warms up nicely.
She is approximately a year old and is up to date on vaccinations and microchipped. She enjoys
laying in her cat tree and snuggling up in a warm spot of sun. She is great with other cats
and would love a furry companion.
