The Virginia Beach Police Department’s Cold Case Unit

has partnered with the Communications Office to produce

Virginia Beach Cold Case Files, a new video series, to help

Kevin Chatellier has been selected as director of Budget and

Management Services, replacing former Budget Director David Bradley,

who was appointed deputy city manager for infrastructure earlier this year.

Kevin began his career as a management and budget analyst with the City

in 2008 and was promoted to a senior analyst in 2014. He was promoted to

Budget and Management Services administrator in 2017 and named acting co-director of the

department in September 2019.

Chatellier moved from Paducah, Kentucky, to Virginia Beach after earning his bachelor’s degree

and a Master of Public Administration degree from Murray State University in Kentucky. His

position became effective Aug. 27.

You don’t need to be a resident of Virginia Beach very long before you

hear about the impressive Emergency Medical Services and Virginia

Beach’s volunteer rescue squads. When Chief Emeritus Bruce

Edwards passed away Saturday morning, Aug. 22, at the age of 72,

stories of his stewardship of EMS started flowing. It became clear that

he earned Council’s honor of having the building named for him. Staff

has begun the work on the signage and plan for the Bruce W. Edwards

Virginia Beach Emergency Medical Services Headquarters and Training

Center. We will update you on progress.

Bruce joined the Ocean Park Volunteer Rescue Squad in 1967. By 1973, he became the

executive director of the Emergency Coronary Care Program, leading an effort to deploy the first

volunteer Advanced Life Support providers in Virginia. In 1975, he became the coordinator of

the newly created Office of EMS. Bruce was named chief of the Department of EMS in 1984,

serving for 32 years and laying the foundations for the effective organization that it is today.

Chief Edwards was actively involved in regional and state EMS activities, taking the lead in

creating many of medical control and regulatory systems we rely on every day. In addition to

multiple tours on the EMS Governor’s Advisory Board, he ultimately served as the chairman of

the Virginia Board of Health. Bruce was promoted to chief emeritus in 2016, where he remained

active as an advisor and mentor over the last four years, making him the longest serving member

in the history of VBEMS.

Several of the grant programs City Council funded with the Coronavirus Aid, Relief and

Economic Security (CARES) Act money are either already or soon will be available for

applications. These include programs for residents, businesses and non-profit organizations and

are being offered in addition to other aid packages that have been available over the past few

months. For details about each program, including criteria, eligibility and application

requirements, visit emergency.vbgov.com/coronavirus#money. It is important to note that the

application timeframe for each program varies. The new programs are:

Applications are being accepted through Friday, Sept. 11. To encourage businesses to continue

their operations and help mitigate the negative impacts of the pandemic, these grants are

intended to provide immediate financial relief for expenses already incurred by the businesses.

Applications are now being accepted for this program that provides eligible households with

assistance to help prevent foreclosure of low- and moderate-income homeowners in Virginia

Beach who have experienced loss of employment income due to COVID-19. Assistance is

provided one time and payments are made directly to the mortgage company. The program does

not provide rental assistance. To start the application process, residents must complete a quick,

online questionnaire at VBgov.com/mortgageassistance to see if they meet the initial screening

criteria. Full program details, terms and conditions are also available there. Residents who are

unable to complete the online screening questionnaire should call (757) 385-5750.

Applications will be accepted beginning Sept. 1 through Oct. 1. This program provides grant

assistance to qualified 501(c)3 non-profit organizations for immediate financial relief for

unforeseen expenses due to the global health emergency.

Applications will be accepted between Sept. 1 and Nov. 15, 2020 and will be reviewed on a

rolling basis until funding has been expended. This program provides grant assistance to

As a reminder, the Real Estate and Personal Property Tax Relief Program is accepting

applications through Monday, Aug. 31. The City Services Bill Pandemic Relief Program is also

still available and provides financial assistance to qualifying residential customers who need

assistance for solid waste collection, storm water, sanitary sewer and water services charges.

Three PPE distribution events will take place on Saturday, Aug. 29,

one coinciding with FREE COVID-19 testing held by the Virginia

Beach Department of Public Health. As part of the Health Equity Pilot

Program, the state is providing free masks and hand sanitizer for

Virginia Beach residents who cannot afford them. Bags for distribution

will contain two cloth masks, two bottles of hand sanitizer and

literature from the Health Equity Task Force on COVID-19 and mask

washing instructions. They will also include a reminder to complete

the 2020 Census and important hurricane preparedness information.

Here are Saturday’s distribution locations where you can get these items while supplies last:

community with a joint food drive benefiting the Foodbank

The Virginia Beach History Museums staff is seeking public input on future public and

educational programming and events, as well as assistance in helping plan future exhibits.

VBHM host free and low-cost programs all year long for citizens. Results of this survey will

provide valuable insight and guide the types of programs and events offered. The survey is

Virginia Beach History Museums has launched its first-ever

podcast to help residents further access stories and education

provided by VBHM staff. “Beyond the Passage” will feature

staff discussing hidden histories, educational content,

interviews with special guests and more. The first episode,

released Wednesday, Aug. 26, highlights the 100th Anniversary

of the 19th Amendment, some of the women featured at VBHM

sites and an interview with Dr. Kimberli Gant, the McKinnon

Curator of Modern and Contemporary Art at the Chrysler
