SL‐WiFiber Expansion  In addition to the SL‐WiFiber installation that took place at the end of last year at Marina Park, the Manor Branch, and South Branch Libraries, the following parks also now have coverage:

City Tree Fines Public Survey An ongoing public survey about illegal tree altering or removal is taking place for residents until February 15, 2019. The survey includes five questions about increasing fines for altering or removal of city trees and associated replacement costs. This survey will aid in updating the San Leandro Municipal Code 5‐2‐205 pertaining to City trees. For more information, contact Debbie Pollart with Public Works at 577‐6020.   

Bicycle and Pedestrian Advisory Committee  A Bicycle and Pedestrian Advisory Committee (BPAC) will be held on Thursday, February 21, 2019 at 6:30 p.m. in the Sister Cities Gallery at San Leandro City Hall. The City Council adopted the latest Bicycle and Pedestrian Master Plan on March 19, 2018 after the Planning Commission’s review on February 15, 2018. An attached

Substandard Residential Driveway Approach Replacement Program A report and information about the substandard residential driveway approach replacement program is attached. The report provides information about letters regarding the program, which will be sent to residents on qualifying street segments of the Annual Street Overlay/Rehabilitation 2017‐18 project. In 2005, the City Council amended the City’s Administration Code to allow for cost‐sharing for replacement of substandard residential driveways when pavement is removed from the gutter as part of a repaving project. For more information, contact Leon Taing with the Engineering and Transportation Department at 577‐3412. 

 January Monthly Investment Report Consistent with the City’s Investment Policy reporting requirements, the Department of Finance has provided the attached monthly investment transaction report. The report contains a list of the City’s investment acquisitions, dispositions and other transactions that occurred during the month of January 2019. For more information, contact Mary Ann Perini with Finance at 577‐3324.

 Fire Advisory Commission Meeting The Fire Advisory Commission meeting will take place on February 21, 2019 at 6:30 p.m. in the Alameda County Fire Department’s Station #23. Fire Station #23 is located at 19745 Meekland Avenue, Hayward, CA 94541. For more information, contact Sue Bornemann with the Alameda County Fire Department at 925‐833‐3473.   

Community Emergency Response Team Training Academy The Alameda County Fire Department is offering an opportunity for Spanish‐speaking residents to participate in a 20‐hour Community Emergency Response Team (CERT) training that includes both

Compost Giveaway Saturday, April 20 City of San Leandro Public Works Service Center, 14200 Chapman Rd.

San Leandro celebrates the success of the Food Scrap Recycling Program by offering free

compost to participating residents. The food scraps, food soiled paper, and yard trimmings

that you put into your green yard trimmings cart are turned into a rich soil amendment that

nourishes plants and keeps your garden healthy.

Compost is only available during this event while supplies last. Residents may obtain a

maximum of two bags per household. No preorders or rainchecks.

The Alameda County Household Hazardous Waste (HHW) Program is hosting a one-stop recycling event for

San Leandro residents. The event offers safe, legal, environmentally sound collection and disposal services

for e-waste and residential household hazardous waste such as paint,

cleaners, herbicides, pesticides, batteries and more. Improper disposal of

these wastes is illegal and often dangerous.

Residents are required to pre-register for this event. For more

This City-sponsored event is designed to promote reuse and recycling unwanted household goods. Host a

Garage Sale at your house in the morning. The city will advertise participating

households in the San Leandro Times (registration by May 8, 2019 is required).

Later, drop off electronics, appliances, tires, wood, fluorescent lamps, batteries,

mattresses, and scrap metal at a local recycling facility. Residents may also drop off

cell phones, chargers, CDs, DVDs and audio and video tapes for recycling.

A meeting of the Bicycle and Pedestrian Advisory Committee (BPAC) will be held on Thursday,

February 21, 2019 at 6:30 p.m. in the Sister Cities Gallery at San Leandro City Hall.

BACKGROUND AND DISCUSSION

The City Council adopted the Bicycle and Pedestrian Master Plan (BPMP) on March 19, 2018

after the Planning Commission’s review on February 15, 2018. The BPAC last met on

Wednesday, November 14, During the meeting, the BPAC reviewed and commented on several

pending Capital Improvement Projects, as well as heard reports on a couple of important

transportation studies and initiatives underway by City staff. Committee members were also asked

to approve the City’s use of Transportation Development Act grant funds for pedestrian curb ramp

upgrades throughout the community.

The next BPAC meeting will be held on Thursday, February 21, 2019 at 6:30 p.m. in the Sister

Cities Gallery.

The BPAC will continue to review and comment on a couple of crucial Capital Improvement

Projects. The BPAC will also discuss grant funding projects, including recently grant funding

applications for the Crosstown Bikeways – Bancroft Avenue and Williams Street.

SUMMARY AND RECOMMENDATION

This report provides information about letters regarding the substandard residential driveway

approach replacement program which will be sent to residents on qualifying street segments of

the Annual Street Overlay / Rehabilitation 2017-18 project. This notice is for information only

and no action is required.

BACKGROUND AND DISCUSSION

In 2005, by Resolution No. 2005-156, the City Council amended Title 8, Chapter 5 of the

Administration Code to allow for the City to equally share the cost of replacing substandard

residential driveways when pavement is removed from the gutter as part of a repaving project.

Older driveway approaches may have insufficient clearance for modern vehicles causing them to

drag or scrape when transitioning from the streets to the driveways. Driveway approach

replacement is voluntary; any property owner who is considering replacement of their driveway

approach is encouraged to do so before their street is repaved in order to avoid cutting the new

pavement.

Three streets, Georgia Way, Juana Blvd, and West Broadmoor Boulevard will have pavement

removed from the gutter as part of the Annual Street Overlay/Rehabilitation 2017-18 project.

Properties on these streets may qualify for a reduced cost driveway approach replacement. The

attached letter will be sent to approximately 170 property owners on these three streets.

Update of Street Maintenance Project and Voluntary Driveway Replacement

Dear Property Owner:

You previously received a notification letter of upcoming maintenance on «Rehab_Street» as part of the City’s Annual

Street Overlay/Rehabilitation 2017-18 Project, in which we asked that you contact us if you are interested in having

your driveway approach replaced at your cost by the City’s contractor.

We are contacting you again because we believe that your property will qualify for a reduced cost driveway approach.

Qualifying properties are eligible for an equal sharing of the cost of driveway approach work with the City. A typical

driveway approach costs between $7,000 and $14,000, with cost sharing the property owner would only be responsible

for half of that cost or typically between $3,500 and $7,000.

Driveway approach upgrades are voluntary, you are under no obligation to have work done. If you are interested in

learning more please contact me at the email or phone number listed below by February 22, 2019 and we will confirm

your eligibility and provide a construction cost estimate specific to your property. If you have already received a

quote for a driveway approach and cost sharing is not included, please contact me.

de Emergencia (CERT) Academia de formación! Los

entrenamiento CERT. CERT formación incluirá tanto
