    Service Rules and Regulations for Miscellaneous Employees.

    RESOLUTION CERTIFYING THE RESULTS OF THEOPEN/PROMOTIONAL EXAMINATION FOR THE POSITION OFFIRE PREVENTION INSPECTOR II

    WHEREAS, the Chief Examiner for the Civil Service Commission conducted an

    open/promotional examination for FIRE PREVENTION INSPECTOR II for the City of

    Stockton; and

    WHEREAS, the open/promotional recruitment evaluated applicants for specified

    knowledge, skills, and abilities to perform the duties of the Miscellaneous position of

    FIRE PREVENTION INSPECTOR II, as set forth in the job announcement prepared in

    accordance with the Rules and Regulations of this Commission; and

    WHEREAS, the Chief Examiner has filed with this Commission a report of the

    results of the open/promotional examination, in accordance with Rule VI, section 12(a)

    of the City of Stockton Civil Service Rules and Regulations for Miscellaneous

    Employees, which report is on file with the Human Resources Department; now,

    therefore,

    BE IT RESOLVED BY THE CIVIL SERVICE COMMISSION OF THE CITY OF

    STOCKTON, AS FOLLOWS:

    1. That the report of the open/promotional examination for the Miscellaneous

    position of FIRE PREVENTION INSPECTOR II is hereby approved.

  • 2. That the open/promotional list of eligibles for the Miscellaneous position of

    FIRE PREVENTION INSPECTOR II for the City of Stockton, attached hereto as Exhibit

    A, is hereby certified.

    3. That the candidates appearing on Exhibit A are hereby declared eligible

    for appointment to the Miscellaneous position of FIRE PREVENTION INSPECTOR II,

    and shall be certified to the appointing authority to fill vacancies approved by the

    Personnel Officer in accordance with the Stockton Municipal Code and the Rules and

    Regulations of this Commission.

    4. That the list certified herein shall remain in effect for one (1) year and shall

    expire on October 18, 2014, unless the duration is otherwise changed by this

    Commission.

    RECOMMENDATION

    Approve by motion the 60-90 day waiting period for the purpose of review and preparation for thepromotional examination for Fire Captain candidate Daniel Jones.

    DISCUSSION

    Background

    On May 17, 2012, the Civil Service Commission approved by resolution, the weights of theexamination, application of seniority points, and the contents of the job announcement for thepromotional position of Fire Captain. The filing period for the Fire Captain was June 11 - June 28,2012. Mr. Jones submitted an application during the filing period and was invited to participate in thewritten test. Mr. Jones was called up to active duty in the armed forces prior to the date of the writtentest, and he remained on an approved leave of absence until his return in September 2013.

    Present Situation

    Mr. Jones returned to duty from his approved leave of absence on September 16, 2013 and hasindicated his desire to participate in the promotional exam for Fire Captain. Upon his return, HumanResources Staff has informed the Fire Department no permanent appointments can be made fromthe Fire Captain eligibility list until Mr. Jones has had the opportunity to test in accordance with RuleVI, section 10 (b) of the Civil Service Rules for Police and Fire Employees. The rule allows the CivilService Commission to grant a 60-90 day waiting period for Mr. Jones to prepare for the promotionalexamination upon his return.

    AUTHORITY

    Rule VI, Section 10 (b). Each City employee who has taken a leave of absence to go into the armedforces shall have the right upon his return to take a promotional examination to get upon an eligibilitylist for which he would have been eligible had he not entered the armed forces.

    RECOMMENDATION

    Approve by motion the one-year extension of the Miscellaneous Employee Eligibility list for MechanicII (Heavy) (Open/Promotional), with six (6) names on the list, in accordance with Rule VI, Section 12(b) of the Civil Service Rules and Regulations for Miscellaneous Employees.

    DISCUSSION

    The Mechanic II (Heavy) (Open/Promotional) eligibility list was established on October 19, 2012, withseven (7) names on the list. Six (6) eligibles are remaining on the list.It is the practice of the Civil Service Commission to extend eligibility lists for an additional one-yearperiod, unless the Personnel Officer recommends that such lists be abolished for reasons consistentwith the principles of merit and good personnel administration.

    Having received no objections to the extension, the Mechanic II (Heavy) (Open/Promotional), with six(6) names remaining on the list, will be extended for an additional one-year period until October 19,2014, in accordance with Civil Service Rules and Regulations for Miscellaneous Employees.

    AUTHORITY

    The period of eligibility for appointment from eligible lists shall be at the discretion of the Civil ServiceCommission, but shall not exceed three (3) years. (Rule VI, § 12(b))

    Introduction

    The Office of The City Manager is dedicated to providing equal consideration and treatment to all City of Stockton employees and applicants; establishing a comprehensive effort to support workplace diversity and equity; and ensuring that the Department and city's workforce is representative of the community's diverse population.

    Organizational Structure and Responsibilities

    The Office of the City Manager is committed to the goals adopted by City Council: fiscal sustainability, increased public safety, economic development and job creation, and increasing organizational capacity to effectively meet the needs of a diverse population.

    The City Manager is appointed by the City Council to direct the administration and operations of the City under the policy direction of the City Council. The City Manager's Office supervises the operations of the City departments, prepares reports to the City Council on City activities, makes recommendations to Council on policy matters, and carries out the implementation of Council policy. Other functions within the Office of the City Manager include: Operation Peacekeeper, Grants, Public Information, Channel 97 Government Access Cable Channel and oversight of the SMG Managed Entertainment Venues: Stockton Arena, Stockton Ballpark, Bob Hope Theatre, and Oak Park Ice Arena.

    Workforce Composition

    For the period of time covered by this report (September 2012 through September 2013) the Office of the City Manager was staffed with 18 full-time positions. The Department also employed two part time staff: a Program Specialist supervising the Peacekeeper Program, and a temporary employee assisting with special projects.

    The Office of the City Manager is comprised of a fairly balanced workforce reflective of the City and County population ratio. In the department, 50% are female. By way of comparison, Citywide, 31% of employees are female. In comparison to the greater community, the Office of the City Manager ratio of 50% is close to the 49% of the population within Stockton, and in line with 50% of the population within San Joaquin County. One of the three department senior management positions is held by a female. The following table is a comparative summary of gender percentages in the department and greater community.

    The Office of the City Manager promotes training and continuing education as opportunities to enhance personal growth and organizational awareness of current workplace diversity issues.     INTRODUCTION

    This report describes the demographics of the Municipal Utilities Department (MUD) for the period between October 1, 2012, and September 30, 2013. The predominant challenges for the Department over the past year have primarily been to quickly fill positions vacated by retirements or separations. Much of the staff of the department interacts regularly with the public, and it is important our department's demographics reflect that of our community. MUD continually strives for ethnic and cultural diversity while also maintaining a high level of skill and professionalism.

    ORGANIZATIONAL STRUCTURE AND RESPONSIBILITIES

    MUD provides administration, planning, operations and maintenance for the 3 utilities owned by the City of Stockton; Water, Sanitary Sewer and Stormwater. These services are provided to the residential , commercial, and industrial customers within the City of Stockton. MUD also furnishes wastewater services to several San Joaquin County service areas and special districts outside the City. Our mission is to provide the community with high quality potable water on demand; collect, treat, and dispose of wastewater; and to ensure that no localized floods occur, all in accordance with all applicable regulations and responsible business practices.

    PERSONNEL CHANGES IN THE DEPARTMENT

    During 2012-2013; zero new positions were added to the Municipal Utilities Department workforce and zero positions were lost. Within this same period, 29 positions were vacated due to retirement or separation and 24 new employees were hired. Exhibit 3 shows a table of the employee demographics for newly hired personnel within the City of Stockton Municipal Utilities Department as of September 30, 2013. Of the new personnel, 67 percent are White, 4 percent are Black, 17 percent are Hispanic, 13 percent are Asian, and 0 percent is Native American. Males represent 79 percent and females represent 21 percent of this new workforce.

    Exhibit 5 below compares the ratio of males to females within the Department in 2011-12 and in 2012-13. In 2011-12, there were 186 employees at MUD and 34 of them were female. In 2012-13, there are 180 employees and 32 of them are female. The number of female employees within the Department has decreased by 6 percent from the prior year, while the overall ratio of male-to-female employees has decreased slightly.

    All MUD employees are aware they are often the first point of contact for many City residents, either with billing questions, sewer back-ups, or street flooding. To best represent the community, MUD employees participate in the City's Multilingual Certification Program. There are multiple languages spoken fluently among the Municipal Utilities Department, including Spanish, Tagalog, French, Persian dialects, and American Sign Language. In addition, staff continues to expand their professional and personal capabilities by participating in training classes covering a variety of topics, including:

    • Customer Service; • Harassment Awareness and Prevention; • Health and Safety; • Ethics; • Handling Stress; • Emotionallntelligence; • Supervisor Training; • Professional Communications; and • Conflict Resolution.

    RECRUITMENT AND OUTREACH EFFORTS

    Recruitment outreach efforts are coordinated through the Human Resources Department and place emphasis on communication opportunities that reach a multitude of elements within the community. Opportunities are posted in publications and with agencies such as The Record, Modesto Bee, Public Sector Job Bulletin ANG, Black Careers Now, Hispanic Hotline, Asian-Pacific Careers, Minority Times, Central Valley Jobs website, EDD website, and newspapers in the Bay Area. The intent of this extensive outreach is to continue MUD's climate of diversity while attracting the most qualified candidates.

    MUD participated in events such as Stockton Ports, August Knodt School Math & Science Fair, Ansel Adams Elementary School Science Fair, Stockton Vocational Tour, Valley CAN Tune Up Event, Master Gardeners Conference, State of the City, Earth Day Festival, Family Literacy Day, and San Joaquin County Senior Awareness Day. We also work with the San Joaquin County Public Works, County Office of Education, University of the Pacific, and San Joaquin Delta Junior College. These opportunities frequently result in contacts with people of diverse backgrounds, experiences, and cultures interested in pursuing a career with MUD.

    SUMMARY

    In the upcoming year, MUD will continue with its efforts to fill staffing needs with the most qualified personnel while best reflecting the cultural diversity of the community. Recruiting for supervisor and management positions has been difficult, and the Department has found it necessary to broaden our scope to attract the most qualified candidates. The department's goals within the next year are two-fold : 1) fill the key management positions to provide strong leadership for staff, and 2) recruit qualified and diverse staff to operate the three utilities. Both goals are essential in order to continue providing exce tional customer service to our community.

    NOTICE OF UPCOMING EXAMINATIONS

    RECOMMENDATION

    This item is informational only. No action is necessary. The City will be conducting examinations forthe positions of Financial Services Supervisor (Open/Promotional) and Electrical Technician II(Open/Promotional), in accordance with Rule VI, Section 5 of the Civil Service Rules and Regulationsfor Miscellaneous Employees.

    DISCUSSION

    The City Manager has approved the establishment of the eligibility list for these positions, and staffwill move forward with the recruitment and examination process. These positions require prospectiveemployees to obtain a California Department of Justice fingerprint clearance. Upon completion of theprocess, the examination summaries and eligible lists will be provided to you for your review andadoption at a future meeting.

    AUTHORITY

    Rule VI, section 5 of the Civil Service Rules and Regulations for Miscellaneous Employeesauthorizes the Personnel Officer to conduct all examinations after providing notice to theCommission.
