Membership shall include private citizens, youth representative, and professionals with experience in such fields as youth services, medicine, law and education. A majority of the Committee shall not be employed by local or state agencies or be an elected government official. At least one member shall be under 18 years of age. Committee members must be residents of the city and shall serve on the Committee without compensation. Consist of 15 voting members and one ex officio nonvoting
youth member, who shall be residents of the city and shall
be appointed by the council. One voting member position
shall be filled by a citizen with a physical or mental
disability or an immediate family member of a person with
a physical or mental disability. The youth member shall be
a high school rising junior or rising senior, and shall be
selected on a rotating basis from the various high schools
throughout the city.

The Public Art Committee shall consist of members as follows: four (4) members of the City's Fine Arts Commission and one (1) representative of the City Manager's Office. The Director of Parks and Recreation or designee shall serve as a staff liaison and ex officio, non-voting member of the committee. Two City Council Members shall serve as liaisons to the committtee. As various large projects are undertaken, there may also be appointed any additional members as deemed necessary by the City Council who shall serve only until the particular project for which they have been appointed has been completed.
