Tuesday, July 13, 2021
After determining that a quorum is present, the Planning and Zoning Commission of the City of
Denison, Texas will convene in a Regular Meeting on Tuesday, July 13, 2021 at 10:00 AM in the
Council Chambers at City Hall, 300 W. Main Street, Denison, Texas at which the following items
will be considered:
1. CALL TO ORDER
2. PUBLIC COMMENT
Citizens may speak on items listed on the Agenda. A “Request to Speak Card” should be
completed and returned to the City Clerk prior to the Commission reaching the Public Comment
section of the agenda. Citizen comments are limited to three (3) minutes, unless otherwise
required by law. Comments related to Public Hearings listed below will be heard when the
specific hearing is called.
3. CONSENT AGENDA
Citizens may speak on items listed on this agenda as Items for Individual Consideration. A
“Request to Speak Card” should be completed and returned to the City Clerk or Commission
Secretary before the Commission considers the item listed under Items for Individual
Consideration. Citizen comments on Items for Individual Consideration are limited to three (3)

MINUTES
Tuesday, June 22, 2021
1. CALL TO ORDER
Vice Chair Evans called the meeting to order at 10:00am.
Commissioners present were Vice Chair Brett Evans, Mary Karam, and Spence Redwine.
Commissioners absent were Chair Charles Shearer and Susan Arthur.
Staff present were Executive Director of Planning & Community Development John Webb, Senior
Planner Bill Medina, Planner Dianne York, and Deputy City Clerk Fanchon Stearns.
2. PUBLIC COMMENT
Two Requests to Speak were received. Both were from project applicant and were heard during
their respective Public Hearings.
3. CONSENT AGENDA
A. Receive a report, hold a discussion, and take action on the June 8, 2021 Meeting Minutes.
B. Receive a report, hold a discussion, and take action on a Final Plat of the Preston Ridge
Estates located along Preston Road and Hill Clark Road. (Case No. 2020-138FP)
C. Receive a report, hold a discussion, and take action on an amended Site Plan for Reliable
Healing Place Homes, located at 3500 Ansley Blvd. (Case No. 2021-067SP)
D. Receive a report, hold a discussion, and take action on a Final Plat of the QT 1919 Addition,
located at 3101 W. FM 120. (Case No. 2021-074FP)
E. Receive a report, hold a discussion, and take action on a Preliminary Plat for the Miller
Street Addition, located at the intersection of Miller Street and Holland Drive. (Case No.
2021-077PP)
F. Receive a report, hold a discussion, and take action on a Site Plan for an expansion of a
mini warehouse/self-storage facility for Five Star Storage located at, 3621 Pottsboro Rd.
(Case No. 2021-083SP)
Commission Action
On motion by Commissioner Karam, seconded by Commissioner Redwine, the Consent
Agenda was unanimously approved.
4. ITEMS FOR INDIVIDUAL CONSIDERATION
A. Receive a report, hold a discussion, and take action on a Site Plan for a proposed Quick
Trip convenience store with fuel pumps located at 3101 W. FM 120. (Case No. 2021-
078SP)
Commission Action
Mr. Medina gave a presentation. The area is predominately zoned Commercial, and the
Site Plan includes ten fuel pumps covered by a canopy. The Zoning Board of Adjustments
and Appeals issued a front yard setback variance for one side of the fuel canopy. The
applicant, John Pashel, 1120 North Industrial, Euless, TX said he was available for
questions.
On motion by Commissioner Redwine, seconded by Commissioner Karam, the motion to
approve the proposed Site Plan for the Quick Trip convenience store with fuel pumps
located at 3101 W. FM 120, pending final civil engineering approval carried unanimously.
5. PUBLIC HEARINGS
A. Receive a report, hold a discussion, conduct a public hearing, and make a recommendation
on a request for approval of a Conditional Use Permit (CUP) for the expanded use of a
storage facility for Five Star Storage, located at 3621 Pottsboro Rd, Denison, TX (Case
No. 2021-84CUP)
Commission Action
Mr. Medina gave a presentation. The zoning is currently Commercial with a Conditional
Use Permit for the existing storage facility. The project Site Plan was approved as part of
the Consent Agenda, and, if this Conditional Use Permit is approved, the applicant will
pursue a replat to join the two lots. The applicant, Daniel Pepe, 2221 Lakeside Blvd. 1260
Richardson, TX 75082, was available for questions.
Vice Chair Evans opened the Public Hearing. There being no additional comment, the
Public Hearing was closed.
On motion by Commissioner Karam, seconded by Commissioner Redwine the motion to
recommend approval of the request for a Conditional Use Permit for an expansion to the
existing mini warehouse self-storage facility, Five Star Storage carried unanimously.
B. Receive a report, hold a discussion, conduct a public hearing, and make a recommendation
on a request to change the zoning of approximately six (6) acres located south of West
Washington Street and east of Ray Drive, from the Single Family 7.5 Zoning District (SF-
7.5) to the Single Family Five (SF-5) Zoning District. (Case No. 2021-087Z)
Commission Action
Mr. Medina gave a presentation. He stated that a plat was recently approved pending final
zoning approval. The applicant would like to do narrower residential lots to be consistent
with the adjacent portion of the project in the Residential Infill Overlay District, which is
why they are seeking a rezone. Commissioner Karam said there looked like additional
development was taking place in the area, and Mr. Medina said that was likely part of the
same project. The applicant, Jesse Sims, 708 W Main, Denison, TX, was present for
questions.
Vice Chair Evens opened the Public Hearing. There being no additional comment, the
Public Hearing was closed.
On motion by Commissioner Redwine, seconded by Commissioner Karam, the motion to
recommend changing the zoning of the subject property from the Single Family 7.5 Zoning
District to the Single Family Five Zoning District carried unanimously.
6. ADJOURNMENT
Mr. Webb noted that Greg Smith, currently serving as City Manager for the City of
Jacksonville, TX was appointed by the City Council to serve as Denison’s City Manager
at the Council meeting last night.
There being no additional business to discuss, the meeting adjourned at 10:14am.

Summary
The applicant is requesting approval of a Preliminary Plat for a proposed 47-lot subdivision.
After Preliminary Plat approval, the applicant will be submitting a Final Plat and civil engineering
plans.
Staff Recommendation
Staff recommends approval of the proposed Preliminary Plat.
Recommended Motion
"I move to approve the proposed Preliminary Plat for the Rose Hill Addition.”
Background Information and Analysis
The proposed Preliminary Plat allows the developer to move forward with a Final Plat submittal creating
a 47-lot residential subdivision. The subject property is zoned Single Family – 7.5 (SF-7.5). Pending
Preliminary Plat approval and Final Plat submittal, Staff will receive and review a full set of civil
engineering plans for the proposed development. The developer is responsible for the construction of all
future infrastructure as well as any detention and drainage facilities. While the applicant has begun to
remove some brush and non-protected trees, an approved tree preservation plan will be required before
further tree removal can continue.
The layout of the proposed development includes two points of access to Crawford Street creating
adequate vehicular access for residents and emergency services. Furthermore, the developer is proposing
to dedicate a 50’ Right of Way (ROW) throughout the interior of the residential subdivision which meets
ROW standards outlined by the Comprehensive Plan for a Local Street.

Wilcox to Larry Turner and Gladys Turner on June 16, 1993 and recorded in Volume 2276, Page 660, Real Property Records, Grayson County, Texas, and being more particularly described by metes and bounds as follows, to-wit:
BEGINNING at a 1/2 inch rebar found in the West line of Oakwood Addition, Section One to

The applicant is requesting approval of a Final Plat creating seven (7) lots to front onto Arthur
Road, near the intersection of Trail Road.
The proposed Final Plat is located outside of City limits.
Staff Recommendation
Staff recommends approval of the Final Plat.
Recommended Motion
"I move to approve the Final Plat.”
Background Information and Analysis
The proposed Final Plat creates seven (7) lots to front onto Arthur Road near the intersection of Trail
Road. The proposed plat meets all City of Denison subdivision regulations for development in the Extra
Territorial Jurisdiction. All comments made by the Grayson County Development Services Department
have been addressed. Staff recommends approval of the proposed Final Plat as presented.
