City of Duvall POSITION DESCRIPTION

Class Title: Building Inspector Department: Building Department Union: Union Date: 12/95 GENERAL PURPOSE

Performs a variety of routine and complex technical work in building inspection field to ensure that the Uniform Building Code and other related codes and standards are met.

Acts as technical contact at the permit counter, coordinating and dispensing detailed information relating to the building permit process. Receives applications for residential and commercial building permits, coordinates the application review process and issues the approved building permit. Performs Building Inspections as requested by the Building Official.

SUPERVISION RECEIVED

Works under the general supervision of the Building Official.

SUPERVISION EXERCISED

Exercises daily supervision of support staff servicing the Public Works/Building Counter.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Enforces building related codes adopted by the City and State. Issues correction notices and citations if necessary to maintain code compliance. Prepares, maintains and distributes reports of permit activity and related matters.

Performs on-site inspections of footings, foundations, framing, plumbing, mechanical systems, etc.

Assists the public in completing various permit applications and explains the application process, regulations governing permits and related matters. Recites codes, regulations, and processes.

Coordinates permit process with other departments and external permitting agencies.

Assists in researching problems and complaints regarding commercial and residential buildings, building construction and code compliance. Responds to complex and sensitive building issues.

Prepares and maintains computer and paper office files on permits issued and related matters. Updates procedure manuals, forms and other records.

Receives phone calls and schedules appointments for the Building Official and Plans Reviewer related to the permit function. Schedules daily building inspections for the Building and Public Works Dept. and routes information to inspectors.

Assists in addressing of undeveloped properties being developed and changing of existing addresses as needed to comply with current codes and changes.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures of the Building Dept.

PERIPHERAL DUTIES

Assists in administering the permitting function, including application processing, fee assessment and collection, and permit issuance.

Explains, interprets, and provides guidance regarding all applicable codes within area of responsibility to architects, engineers, contractors, developers, and other interested parties.

Assists the Board of Appeals as needed, and providing required information.

Review proposed subdivisions for code compliance.

Performs the duties of a plans examiner, or mechanical, plumbing inspector as needed and qualified.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience: (A) Graduation from a standard senior high school or GED equivalent, and

(B) Four (4) years of experience in general construction and related fields, or Two (2) years of experience processing and maintaining records for various permit applications and one year experience in a customer service environment or any equivalent combination of education and experience which provides the skills, knowledge and ability necessary to perform the job.

(C) Any equivalent combination of education and experience I.C.B.O. Certification in Building Inspection and a working knowledge of the Uniform Building Plumbing, and Mechanical Codes as well as WA State Codes.

Necessary knowledge, Skills and Abilities:

(A) Thorough knowledge of Uniform Building and general construction codes, and a thorough knowledge of carpentry; Considerable knowledge in carpentry work, cement work, and skill in applying knowledge of national uniform building codes, zoning and land use applications. Thorough knowledge of uniform building codes, plumbing codes, mechanical codes and a thorough knowledge of carpentry.

(B) Skill in the operation of the listed equipment.

(C) Ability to work well with the public and with local contractors; Ability to read and understand complicated plans and blueprints; Ability to communicate effectively orally and in writing; Ability to establish effective working relationships with contractors, developers, architects, engineers, owners and the general public.

A valid state driver's license, or ability to obtain one by start of employment. One or more I.C.B.O certifications.

TOOLS AND EQUIPMENT USED

Personal computer, including word processing and permitting software; motor vehicle; 10-key calculator; portable radio; phone; ladder or scaffolding; tape measure; protective gear.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.

City of Duvall POSITION DESCRIPTION

Class Title: Plans Examiner Department: Building Department Union: Union Date: 05/01/99 GENERAL PURPOSE

Performs a variety of routine and complex technical work in the review and approval of building plans. Duties require analyzing facts determine proper course of action. Carelessness or lack of judgement in the performance of normal duties may cause serious embarrassment or financial loss to the City. Employee has frequent contact with both inside and outside sources of an interpretative nature requiring a high degree of tact, judgement and technical competence.

SUPERVISION RECEIVED:

Works under the general supervision of the Building Official.

SUPERVISION EXERCISED

May supervise field inspectors and building application processing in the absence of the Building Official.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, City staff, owners and other interested parties; Answers questions regarding building codes and requirements.

Makes field inspections of proposed and existing buildings.

Educate the public on the contents of building and relate codes with emphasis on underlying reasons for code provisions. Provide assistance to customers at the permit counter and on the phone.

Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances and local regulations. Examines building proposals of all types to determine compliance with code requirements and related regulations.

Reviews and evaluates proposed building plans and specifications blueprints to insure that proposed construction complies with building, plumbing, mechanical, fire, environmental, flood hazard, design, energy, barrier free requirements, grading, filling and related codes.

Applies valuations and permit costs for new projects based on codes, regulations and policies.

Coordinates activities with building official, inspectors, planners, engineers, fire inspectors and other agency staff.

In cooperation with the planning, fire, and other departments, creates, establishes and monitors the addressing system for both new and existing buildings.

Plans Examiner

Performs research on codes and ordinances as assigned to evaluate and recommend improvements to codes and ordinances. Researches problems and complaints regarding commercial and residential buildings, building construction and code compliance. Responds to complex and sensitive building issues.

Resolves complex and sensitive customer service issues, either personally, by telephone or in writing. Maintains records and documents of customer service issues and resolutions.

Coordinates plan reviews, inspections, and enforcement actions.

Maintains complete and accurate records of approved plans.

PERIPHERAL DUTIES

In cooperation with other affected departments, designs floor plans and assists in the planning and design of internal building projects.

Performs the duties of a building, mechanical, plumbing inspector, as qualified and required.

Other duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience: (A) Graduation from a standard senior high school or GED equivalent, supplemented by two (2)

years of post-secondary college or technical instruction in building technology, construction management, mechanical, electrical, plumbing or building construction, and

(B) Four (4) years of experience in general construction or related fields, or

(C) Any equivalent combination of education and experience.
