Background Parks, Recreation, and Open Space Commission  Meeting of April 15, 2020 

Hugo City Hall, 7:00 pm 

 

Approve Minutes from February 19, 2020 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of February 19, 2020.  Please note that the meeting of March 18, 2020 was cancelled in response to COVID‐19.   PLEASE SEE THE ATTACHED MINUTES.    

Proposed Public Works Facility At their meeting of June 3, 2019, the Hugo City Council approved a site plan for the new park in Adelaide Landing.  The park will include 100 + acres of wetland, ponds, and open space with 1 + mile off‐road paved trail.  The active area of the park is to include a pickleball court, basketball court, sport field, large picnic shelter and playground.  Construction of the park is being done in partnership with the developers.    At the meeting of May 16, 2018, the Parks Commission requested proposals for a playground to be installed in Lions Park this summer.  At their February 3, 2020 meeting, the City Council approved funding not to exceed $100,000 to construct the playground.  A request for proposals was sent out and four playground designers will present a proposal for consideration by the Commission and residents.  A notification was sent to residents in the neighborhood to invite them to participate in the selection process.      Each of the proposals meet the base requirements to include soft surfacing in the $100,000 budget and ensure installation by August 31, 2020.  Each vendor will have 20 minutes to present their playground design and answer questions that the Commission may have.    Staff recommends that following the presentations, the Parks Commission discuss the proposals with residents.  Due to the meeting being held remotely, Staff is recommending that the Parks Commission request additional input from residents online and make the final playground selection at the May 20, 2020 meeting.   THE REQUEST FOR PROPOSALS IS ATTACHED AS WELL AS THE NEIGHBORHOOD NOTIFICATION.  THE PROPOSED SITE PLANS ARE ATTACHED.  PLEASE NOTE THAT SOME DESIGNERS ELECTED TO PROPOSE MORE THAN ONE CONCEPT.  PLEASE SEE THE GRAPHICS AND THE COMPLETE PROPOSALS ONLINE AT https://www.ci.hugo.mn.us/parks_rec  Proposed Public Works Facility Public Works Director Scott Anderson will discuss a possible expansion of the Public Works facility.  The current Public Works facility is unable to accommodate long term needs beyond 15 years at its current location.  A study was done that evaluated construction of a brand new facility which would utilize 10‐15 acres of the 125 acre Irish Avenue Park.  A neighborhood meeting was held on March 4, 2020.  Anderson will present a background on the park, summarize the facility study, and provide an update on the neighborhood meeting.

Goodview Avenue Trail Facility Study In November 2019, the City applied for funding for a partnership project with Living Healthy Washington County through the Statewide Health Improvement Program.  The project action plan was recently approved and the contract was executed.  With the funds, a concept plan and feasibility study will be drafted for a trail near Goodview Avenue between Egg Lake Road and 145th Street North.  Staff will present the project plan for your discussion and authorization. THE ACTION PLAN, WSB’S WORK PLAN, AND THE TRAIL PLAN ARE ATTACHED.    THE PARKS PLAN CAN BE FOUND AT:  https://www.ci.hugo.mn.us/2040compplan

Minutes Parks, Recreation, and Open Space Commission Meeting of February 19, 2020 Hugo City Hall, 7:00 pm Present: Roger Clarke, Shawn Haag, Cathy Moore – Arcand, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: Mat Rauschendorfer

Staff Present: Shayla Denaway, Parks Planner Debi Close, Secretary Strub called the meeting to order at 7:00 pm.

1. Approval of Minutes from the January 15, 2020 Meeting Rauschendorfer made a motion, Haag seconded to approve the minutes of the December 16, 2019 Parks Commission meeting. All ayes. Motion carried.

2. Sunset Lake Future Park Update Shayla Denaway, Parks Planner reviewed the data provided by the DNR for Sunset Lake: fish species, depth, size and surveys. The DNR informed staff that they would be willing to stock the lake if public use increased and if a pier or dock was added to the park that they would grant permission to treat the weeds around this fishing area. Strub informed that the current Home Owners Association pays for an aerator with insurance to prevent winter fish kill and does some stocking. WSB provided a traffic volume data sheet, showing current traffic and projects of future traffic based on the concept plans for a park on Sunset Lake. Strub, Moore-Arcand and Tennyson favored Homestead Avenue as the access to a Sunset Lake Park public park. Open floor discussion included: gravel or paved parking options, concept plan options, trespassing on private property, scaling back park, installing parking lots only at this time, phasing process to develop the park, restrooms, lighting, trash, trails and access to the park.

Clarke made a motion, Moore-Arcand seconded to direct staff to scale back concept designs and research permanent parking lot size and cost. All ayes. Motion Carried.

3. Clearwater Creek Preserve/JD 3 Update Denaway reviewed Rice Creek Watershed District’s concept plans to clean Judicial Ditch # 3. Their plans impact Clearwater Creek Preserve, several Hugo trails, and other parks. A significant component of the park is to build a maintenance access path along the ditch. In Clearwater Creek Park, Debris removal will be done and several water crossings will be constructed to provide access for maintenance. Tree clearing will be significant. Work has started with the mapping of the ditch going throughout Hugo.

4. Lions Park Work Plan Denaway presented the Lions Park drafted work plan schedule showing guidelines, planning status, steps, timelines and meeting schedules. Currently the design guidelines and conceptual plan have been approved. Next step is to review the feasibility study, review phasing, outline options with development and evaluate the preliminary cost estimates. Tennyson made a motion, Haag seconded to direct City Staff to review/prepare a feasibility study. All ayes. Motion carried.

5. Upcoming Recreation Programs Denaway gave an update on upcoming programs: Movie Nights –February 21, March 20 Kidz ‘N Biz – April 18 Family Open Gym – Tuesdays, Thursdays & Sundays Memory Cafes – Ongoing (4th Wednesday of every month) Preschool Story Hours – Ongoing (2nd Monday of every month)

6. Adjournment Tennyson made a motion, Clarke seconded to adjourn the meeting at 8:30 pm. All ayes. Motion carried.

March 12, 2020 Shayla Denaway Parks Planner City of Hugo 14669 Fitzgerald Avenue North Hugo, MN 55038 Re: Goodview Avenue Trail Feasibility Proposal Dear Shayla: I am pleased to submit this letter proposal on behalf of WSB to the City of Hugo (City) for the Goodview Avenue Trail Feasibility Study. PROJECT UNDERSTANDING It is our understanding that this project is to include the development of a feasibility study for a trail along Goodview Avenue North from Egg Lake Road north to Geneva Avenue North, approximately 1,600 feet in length. Prior to the start of the study, a wetland delineation will be prepared in order to determine potential impacts and cost factors. If the trail is deemed feasible, 30% plans and support documentation that defines the trail type, location, construction impacts, along with planning level cost estimation for future implementation, will be included. SCOPE OF SERVICES The following scope of services is meant to provide the City with the steps necessary to complete a feasibility study.

A. Wetland Delineation: A level 2 wetland delineation with the project area, approximately 50 feet along each side of Goodview Avenue North, with corresponding report will be prepared.

B. Project Start-Up & Data Collection: WSB will gather all pertinent project related data, set up project base map documents, and provide ongoing project management.

a. Data Collection: WSB will gather project data from the City, including any GIS or CAD files, and will create a base map utilizing City data, lidar topography and county aerial imagery. An ESRI analysis of the project area will be prepared to determine general population demographics to identify stakeholders and potential SHIP populations as it relates to planning and design goals.

b. All community engagement for neighborhood input will be conducted by the City. c. Site Analysis: WSB will conduct a site review to identify site opportunities and

constraints for consideration in the preparation of the master plan.

C. Conceptual Design: WSB will prepare up to two alternative conceptual designs in a basic plan format for the corridor based on existing conditions, opportunities and connectivity along with the potential conflicts or impacts of each concept for consideration.

One (1) city staff review meeting of the concept plans will be held to review and discuss the trail plans to determine if the trail is deemed feasible based on ultimate impacts and overall costs.

D. Trail Feasibility Plan: If deemed potentially feasible, WSB will prepare a trail feasibility

plan, based on the preferred approach from the City, that represents a preferred design solution. This will include plans to a 30% level, estimate of probable costs, and a memo describing the trail route to guide future planning efforts. One (1) staff review meeting will be held.

E. Public Meetings: WSB will attend up to two (2) city public meetings to include a Parks Commission meeting to present and discuss the trail feasibility plan and a City Council meeting to approve and adopt the plan.

F. Additional Services: Services other than those listed in the Scope of Services above and

requested and authorized in writing by the City. These services shall be billed on an hourly basis according to the current Hourly Rate Schedule.

FEE PROPOSAL It is proposed that the Scope of Services to be billed on an hourly not to exceed basis as follows:

Task A (Wetland Delineation): $4,000 Task B (Data Collection): $1,200 Task C (Conceptual Design): $2,000 Task D (Trail Feasibility): $8,500 Task E (Public Meetings): $2,000
