    SUBJECT: Job Fair Partnership

    The City of Orillia Economic Development Department, in partnership with the Georgian College Career Centre, hosted a Job Fair on March 19 at the Orillia Public Library. A total of 22 local employers participated in the job fair. (This was the maximum number of exhibitors that could be accommodated in the space.) Local businesses in attendance included:

    Orillia Volkswagen Orillia Central Preschool Casino Rama Resort Dial Delivery Moving and Storage Turf King TK Pest Control Waggs Ltd. WestBeach Security ParaMed Home Health Care Ricks Driving School Kubota Materials Canada Corp. Starport Marina G.O. Heating and Cooling Pride Marina Group Zats Diner Quesada Burritos and Tacos Parklane Landscapes Up and Out and Kind Living WS Morgan Construction Davey Tree Expert Co. of Canada

    Almost 400 job seekers attended the event, averaging approximately 100 attendees per hour.

    - 120 attendees requested follow-ups with the Georgian College Career Centre team for job-seeking support. These individuals will receive one-on-one support moving forward.

    - 76 attendees completed exit surveys, with 92% indicating they would recommend future job fairs of this nature to a friend.

    - 100% of the employers indicated they would attend future events, and would recommend the event to other businesses.

    SUBJECT: International Promotion of Downtown Orillia Investment Opportunities

    In February 2018, the City of Orillia Economic Development Department was provided an opportunity to advertise within a Provincial investment attraction publication in collaboration with the Economic Developers Council of Ontario (EDCO) Investment Alliance at no cost. The EDCO Investment Alliance is a partnership between a number of Ontario municipalities, regions and private sector partners. This group focuses on attracting Foreign Direct Investment (FDI) by establishing relationships with international trade advisors and site selectors. Since the City was ranked as the 5th Best Place in Canada to Invest in Real Estate by Property Investors Magazine, the Economic Development Department has noticed an increase in foreign investor interest in Orillia. The attached publication was designed for MIPIM the worlds largest real estate, city building, and tourism investment conference held annually in Cannes, France. MIPIM was held between March 13-16, and the County of Simcoe (an EDCO Investment Alliance Partner) was in attendance to promote the region. Each year the event attracts approximately 24,000 participants, 5,000 investors and 3,100 exhibitors. The City of Orillia Economic Development Department continues to undertake investment attraction activities to facilitate Downtown/Waterfront Development in accordance with the City of Orillia Corporate Plan. This publication is an opportunity to promote Orillia as an investment ready community to an international market. The Simcoe County regional profile can be found on pages 30-32, and an overview of the Downtown Orillia Waterfront Development project can be found on page 31.     The Web Advisory Team is pleased to provide Council with an update on the positive response to the Citys PingStreet mobile application offering. The graph below shows the impressive growth in subscribers since our initial launch in October 2015. As of March 16, 2018 we have 4,802 Pingstreet users. During 2015 budget deliberations, the Web Advisory Team was approved to proceed with the implementation of the mobile application, Pingstreet, to complement the Citys website. The approval included the cost for three data sources (modules/tiles). Pingstreet is a product of our current website vendor, eSolutions. The initial tiles included, Curbside Collection (information and schedules), Whats Happening? (upcoming events) and Trails (trail maps and real-time location information). As part of the 2017 budget process, Council approved the addition of a Transit tile and an additional ten customizable tiles. These can be modified by staff as needs arise. As an example, staff recently used these customizable tiles to provide information on the Orillia150 Celebration, 2018 Winter Games and now the 2018 Municipal Election. The largest increase in PingStreet usage correlates with the launching of the Transit tile in early 2017. This tile allows users to obtain information on transit routes and schedules. The application also provides real-time bus location and estimates arrival times. PingStreet continues to be a valuable communication tool. Staff looks forward to using the PingSreet enhancements for future services.

    This is to inform Council that Gourmade Thyme Catering is taking the necessary steps to apply for a Liquor Sales License for the Licensed Area covered in their Lease Agreement with the City of Orillia, regarding their business located at the Stephen Leacock Museum. This area includes Swanmore Hall as well as the terrace, and can also be extended to cover events on the grounds and in the museum house with the appropriate approvals through the Alcohol and Gaming Commission of Ontario (AGCO) for a catering endorsement. As part of the application process, Gourmade Thyme Catering is required to give public notice via a placard for display at the Museum. The AGCO will also post the placard on their website for 28 days. On March 19, 2018, Gourmade Thyme was informed that the placard was on its way and must be displayed between March 22 and April 18, 2018. The liquor license supports the nature of the bookings and service provided onsite, including weddings, dinners, and special events. This is not the first liquor license at the Museum; previous caterers have also had them as part of their Lease Agreement.

    Dear Mr. ~iffin:iJH ~ Re: Snow Removal in Municipal Lot #2 and One-Way Entrance/Exit

    Thank you for your letter dated January 6, 2018 regarding the snow-piles that had accumulated in the Sir Samuel Steele Parking Lot (Municipal Parking Lot #2). I was pleased to read your addendum dated January 8, 2017 stating that all snow-piles, with the exception of one, had been removed. City staff have reviewed the snow-pile situation and the results are as indicated below.

    The City leases one parking space in the Sir Samuel Steele Parking Lot to a business owner on Peter Street South. The purpose of this lease is to allow the business owner to store snow that is collected from their private parking spaces during the winter months. This is the snow-pile that you refer to at the northwest corner. Staff conducted a site visit at this location and discovered that this snow-pile is beyond its defined boundaries. I thank you for bringing this to our attention and City staff will have this matter addressed.

    Snow clearing and snow bank removal are the responsibility of the Environmental Services and Operations (ESO) Department. As you kindly pointed out, there are pol icies and procedures that must be followed to ensure safety on our roads. Our ESO Department is dedicated to keeping the roadways as well as the municipal lots safe for drivers and pedestrians. The ESO Department wil l ensure that the municipal lots are kept clear of snow according to the standards outlined in the City's Winter Control Policy. After a number of snowfalls, the snow accumulation in the snowbanks can be significant, and the ESO department will dispatch crews to remove the snowbanks. This can only be completed in times of favourable weather, as adverse conditions require the

    Thank you for your suggestion of a one-way entrance/exit system for the Sir Samuel Steele Parking Lot. Typica lly one-way traffic in parking lots enable angled parking in order to encourage the proper direction of travel. Converting the Sir Samuel Steele Parking Lot would require budget approval for additional line painting and signage. Unfortunately, this was not included in the 2018 approved budget. However, this idea will be evaluated during future budget proposals.

    Re: Concerns about Parking Lot #8

    We feel that the City should properly maintain Parking Lot #8 in regards to snow-pile removal. We fully understand that there are policies and procedures which stipulate that following a heavy snow-fall, of course the arterial roads are the priority. As of todays date we have not had a heavy snowfall in 12 days. The lot however, still has piles of snow that are taking up 15 parking spaces in an already very busy lot. In particular the City has built the pile in the northwest corner of the lot, to the point that it is encroaching on the travelled section of the parking lot, on a blind corner, thus creating congestion and endangering pedestrians. It is restricting traffic flow and making a very difficult situation for delivery and garbage removal trucks and limiting proper access to private property via a municipal laneway. This problem existed for a good portion of last winter, so we are anxious that it not be repeated and would like this matter remedied now, and maintained properly going forward.

    We also believe that it would be in everyones best interest if Parking Lot #8 were made one way in a clockwise direction, with the entrance closest to Peter St and the exit closest to Matchedash St. This would assist with traffic flow, and ease congestion. It would further facilitate delivery and garbage/recycle trucks, which in fact, already use this traffic pattern. This would require some additional signage and should be a short learning curve for our customers.

    Thank you for your letter from February 1, 2018 regarding the new West Ridge via Old Barrie Road transit route and its' stop location on the east side of University Avenue.

    The design locations of the new route stops are not intended to encourage people to put themselves at risk by crossing the roadway in uncontrolled areas. Staff have reviewed this hazard and determined that an appropriate action to mitigate risk is to relocate the stop opposite to the Lakehead University entrance, to the closet controlled crossing for safe access across University Avenue. The new stop location will be positioned at the controlled intersection to the North at the Costco Gas Bar Entrance, on the East side of University Avenue.

    Your recommendation to route the bus into the Lakehead campus is noted; however, to do so would pose a risk to schedule adherence. As the new West Ridge via Old Barrie Road Route was created in part to improve schedule adherence, a detour into the Lakehead University campus grounds on this route is not favoured. Currently the average cycle time for the West Ridge via Old Barrie Road route is 25 minutes, which doesn't include the idle time for unloading, loading and transfers at the terminal prior to departure. Additional travel distance and left turn movements would provide a higher risk of schedule delays, missed transfers and an overall defective component to the system.

    A traffic analysis was completed in 2017 to understand the requirements for additional pedestrian crossings on University Avenue with the determination that they are not warranted at this time. Currently Engineering and Transportation staff are updating the traffic data in this area and the results of a follow-up investigation will be submitted to Council in the fall of 2018. This will again discern whether a pedestrian crossing is warranted.

    Your Worship and Members of Council:

    On January 2, 2018, the City of Orillia implemented its new six route transit system, which includes a northbound bus (West Ridge via Old Barrie Road) and a southbound bus (West Ridge via Coldwater Road) on University Avenue.

    The new system was meant to increase transit efficiencies across the City, and most notably for Lakehead University Orillia students, to eliminate lengthy delays on the West Ridge route. In accomplishing this, the new routes have created a significant and dangerous situation for students at Lakehead's University Avenue campus.

    Many of the students attending the University Avenue campus live in West Ridge. Formerly, despite the delays in the system, Lakehead students would board the bus on campus, the bus would turn left out of our drive and head north straight to West Ridge, delivering students home in a few minutes. With the new routes, students who wish to travel to West Ridge have two options:

    a) Board the southbound West Ridge via Coldwater Road bus on campus, ride it through the city back downtown to the terminal and then back out to West Ridge again;

    b) Use the northbound West Ridge via Old Barrie Road bus, which requires students to wa lk across four lanes of traffic plus one turning lane on University Avenue, to reach the east side of the road , where the northbound bus stops.

    Option b) has proven to be far more dangerous than was likely anticipated when city staff were planning the new routes. Problems include:

    1. University Avenue is not just four lanes of traffic, but four plus a turning lane, which amounts to a very significant stretch of road for students to attempt to cross.

    2. Lakehead has students with mobility issues attempting to cross these five lanes of traffic, in winter snow and slush conditions, including one individual who uses a service dog.

    3. University Avenue is far busier now, with Costco well-established, than it was in summer I fa ll when the route system was being planned.

  • 4. It's our contention that winter conditions were not adequately considered when placing the northbound bus stop on the east side of University Avenue. A snow and slush covered road-surface is treacherous in the first place for both pedestrians and vehicles. An overlooked issue is the presence of high snow-banks along both sides of University Avenue in winter, and the fact that as you are northbound in a vehicle on University Avenue, the road curves gradually as you approach the Lakehead entrance. A northbound motorist's ability to see a student, walking or standing in the east side lanes of the road, is obscured by the snowbanks and the north-easterly bend within the road.

    In short, Lakehead University believes that the West Ridge via Old Barrie Road bus stop, on the east side of University Avenue, poses an extreme danger to our students.

    The most logical solution, in our view, is to have the West Ridge via Old Barrie Road bus enter the Lakehead University campus. There has been resistance to this solution, due to the fact that there would be time delays associated with the northbound bus entering and exiting the campus. However, we believe that the current situation - requiring students to run through snow across five lanes of traffic- is too dangerous and too flawed to continue.

    Thank you for the e-mail dated February 28, 2018 regarding your eligibility for Orillia Wheelchair Limousine Service (OWLS) and the purchase of monthly passes.

    Once again, you have indicated that you are experiencing difficulty with your mobility and it is limiting your ability to travel from one bus to another to make a transfer. I am pleased to hear that you will be visiting your Registered Health Care Professional to discuss the possibility of becoming an eligible OWLS passenger. I would like to extend our earlier offer of a scheduled return trip on the OWLS bus if you are unable to visit your Registered Health Care Professional as planned.

    You have inquired about the possibility of purchasing a monthly pass online. Unfortunately, monthly passes are not available to be purchased online at this time. As a suggestion, you may wish to purchase up to 3 monthly passes at a time to reduce the number of trips required. Furthermore, you may find it more convenient to purchase your monthly passes at one of our Ticket and Monthly Pass resellers, listed on the back of our transit maps, included with this letter. In particular, the Pharma Plus at 58 Mississaga Street East may be an option worth considering, as it is within walking distance from your terminal, arrive at :45 past the hour, and return within 30 minutes and take the South A route home at :15 past the hour.
