Council present: Gruendemann, R. Kokesch, Scharfencamp, Sherman. Staff present: Pederson. Guests present were: B. Pederson, B. Fox, M. Sandmann, J. Harmoning, S. Nissen. Meeng called to order at 7:00 p.m., roll call-Heibel absent, Pledge of Allegiance followed. 1) Approved the minutes 8/13/18. 2) Approved consent agenda items: Financial report-August receipts $174,293.48, current expenses $46,638.85; 3 past due ulity bills approved for disconnecon; zoning permits issued: R. Hall to install a 12’ x 16’ shed and 9’ x 4’ fence at 490 2nd St. S. 3) Public Hearing on Proposed Alley Vacaons: Clarified that what is exisng will remain in place; ap- proved alley vacaons as proposed. 4) Public Hearing on Proposed Tax Abatement of Franklin Industries: Franklin Industries-was set up as a for-profit to expedite building the daycare, non-taxable enes are paying the property taxes, buildings add value to community. Council-Asset to community, taxes are paid by more than Franklin people, would like to push it off a year. Council split on vote, 2-2, abatement request failed. 5) Department Heads (Pederson): 1982 Fire Truck will be sold; cameras to be installed at fire hall; ambu- lance training with Ridgewater set up; approved shop/fire hall LP contract to Farmward; update on Washington DC meengs; noficaon to cizens about change in ulity bills and newsleers. 6) Approved increase of rural and larger meter monthly water base rate of $1 per month. 7) Approved SWWC/BCBS health insurance renewal. 8) 2019 Preliminary Budget reviewed, revised, and approved. 9) Approved Resoluon 2018-6, Proposed 2019 Budget and Levy of $171,760, an increase of 2.527% over 2018. 10) Councilor Requests: Approved Scharfencamp temporary dwelling unit extension. 11) The bills authorized for payment are as follows: CITY OF FRANKLIN NEWSLETTER SEPTEMBER 2018 320 SECOND AVE. Please begin removing vehicles, campers, etc. from the streets to off-street areas to assist in street sweeping of the fall leaves and eventually for snow removal. Your coop-eration and assistance is greatly appreciated!

City Utility Bills will be switching from post cards to paper bills beginning January 1, 2019. The Franklin City Newsletter is going to change. Beginning in January, 2019, the newsletter will only be mailed to city utility customers included with their utility bills. The newsletter is currently and will continue to be available on the city’s web-site: www.franklinmn.us; you may also have the newsletter emailed to you if you provide your email address, send your request to: [email protected] and note that you want to receive the newsletter electronically. If you have items to be included in the newslet-ters, you will need to have them submitted by the 25th of each month.
