The primary mission of the Finance Department is to safeguard the financial resources and ensure the financial integrity of the City of Riverside through the development and implementation of sound financial policies and practices; management of the City’s revenues, expenditures, investments, debt, purchasing, risk management, accounting, budgeting; and financial reporting. The Department, with a staff of 57, strives to achieve this mission by promoting and enhancing financial stability, improving efficiency and effectiveness of operations, and providing financial management leadership to other City departments.

Riverside is governed by the Council-Manager Form of government. In addition to the separately elected Mayor, the City Council is comprised of seven members elected by ward and serve four-year terms. The Mayor and City Council appoint the City Manager to oversee all City operations, which include an approximately $1.1 billion budget, and staff of more than 2,500.

The City of Riverside is conducting a national search for our next Chief Financial Officer (CFO)/City Treasurer. This is an extraordinary opportunity for an experienced, visionary financial leader with a proven and verifiable track record to implement best practices. The CFO is a key member of the City’s executive management team, and has considerable interface with all City departments, elected and appointed officials, members of the public and business owners, among others. The CFO is responsible for formulating policy alternatives, developing goals and objectives, supervising and mentoring staff, administering the City’s $1 billion budget, and strategically directing the day-to-day financial operations of the City.

This at-will position reports to the Assistant City Manager and administers the financial affairs of the City, including the keeping and supervision of all accounts; the custody and disbursement of all City funds; investment of City funds; preparation of budgets and forecasts; the collection of taxes, fees, and assessments payable to the City; approval of expenditures; administration of a centralized purchasing system; risk management; and purchase, storage, and disbursement of supplies and materials needed by the City. The CFO will be expected to support a collaborative and transparent organizational culture and have a work ethic that promotes adherence to Generally Accepted Accounting Principles, outstanding customer service, and ongoing cost effectiveness for municipal operations. As the administrator of the City’s finances, the CFO will also establish internal policies and assist the City’s leadership in formulating and implementing city-wide fiscal policies.

This position is required to take an active approach in recommending proper courses of action relative to municipal financing and have the ability to make effective data driven decisions, clear recommendations, and provide timely advice to the Assistant City Manager, City Manager, and the City Council. This position has significant responsibility to establish and maintain contact with the City’s Boards and Commissions, outside financial institutions, consultants, and advisors, and keep abreast of practices that impact City operations.

SALARY: $151,992 - $219,660 ANNUALLY

The ideal candidate for the position of Chief Financial Officer will have experience in a mid-to-large public-sector organization with a broad vision and understanding of municipal finance, including knowledge of all aspects of accounting, debt management, budgeting, forecasting, revenue and collection, expenditures, public finance, CalPERS retirement budgeting/costing and investment functions. Candidates for consideration will need to demonstrate financial expertise combined with strong leadership, organizational development, and management skills for delegated oversight of daily operations to create efficiencies in the Department and the City of Riverside. The Chief Financial Officer should have unquestionable personal integrity in his or her commitment to manage a municipal finance organization as well as knowledge and understanding of state and federal laws and legislation.

Education: This position requires a Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business administration, economics, or closely related field. An advanced degree is highly desirable.

Experience: This position requires at least ten years of progressively responsible professional experience in financial management, financial analysis, accounting and auditing, budgeting and forecasting, treasury and investment management, debt issuance and management, risk management and purchasing.

Final Selection and Appointment: The City of Riverside leadership team will select the most highly qualified candidates for consideration based on a combination of education, career experience, and accomplishments that best fit the needs of the City of Riverside.

The annual salary range for this position is $151,992 to $219,660. The successful candidate will receive a highly competitive salary with an excellent executive benefits package that considers the candidate’s experience and track record of career success. The City will negotiate a mutually agreeable employment agreement with the selected candidate.
