EXECUTIVE SUMMARY March 2018
Highlights from this year’s report include:
• Sebastopol’s population grew to 7,709 in 2017, and is projected to reach 7,955 in 2022. This five-year growth projection is the second-slowest of Sonoma County’s nine major cities, at 3.2%. The city’s median age in 2017 was 48.5, about seven years higher than the countywide average.
• Sebastopol experienced the second-lowest unemployment rate among Sonoma County’s cities at 2.9% in 2017, below the rates of the county (3.4%), state (4.8%) and country (4.4%).
• In 2017, Sebastopol had the fourth-highest median household income at $67,925. The city’s median household income was $1,142 smaller than the countywide average. Five-year projections predict that Sebastopol’s median household income will grow by 14.7% to $77,885 in 2022.
• Total taxable sales grew by 2.8% to $157.6 million, the fifth-highest single-year growth in the county. This translates as $20,439 in taxable sales per resident, above the county average.
• Sebastopol’s 2017 median home sales price grew to $800,000, the second-highest price among Sonoma County’s cities and above the 2017 countywide median price of $535,000. Note that this figure includes some incorporated parts of Sebastopol, which trend towards higher prices.
• Sebastopol’s three-year average SAT composite scores rank second in the county, at 1582; this is higher than the county and state composite scores of 1571 and 1472, respectively.

The EDB publishes a comprehensive annual report on each of the county’s nine incorporated cities—Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma, and Windsor. These reports provide projections and forecasts for the demographic, economic, income, and housing data for each city, and showcase some of their unique qualities and local cultures.
This report is meant to reflect conditions in the city with the most recent information available in 2018. While every effort was made to ensure this report contained up-to-date information, certain data was unavailable at the time this report was released; thus, some figures may reflect information from prior years.

DEMOGRAPHICS
POPULATIONSebastopol’s population increased to 7,709 residents in 2017, ranking second-smallestamong Sonoma County’s nine incorporated cities. Between 2010 and 2017, the city grew by 5.1%. This amount of growth is smallest among comparable cities and is lower than the growth of Sonoma County (7.4%), California (8%), and the United States (7.1%) during the same period of time. Looking into the future, Sebastopol is projected to grow 3.2% by 2022 and will be home to 7,955 residents. The city’s five-year growth projection is second-slowest, but is projected to outpace the state (3%) and nation’s (2.7%) growth.
RACE AND ETHNICITYIn 2017, the five largest ethnicities which residents identified with were White (88.2%), Multiracial (4.1%), Some Other Race (4%), Asian (1.6%), and Black (1%). 12% of residents identify as Hispanic across all races.

DEMOGRAPHICS
MEDIAN AGEThe median age of Sebastopol residents was 48.5 years old in 2017. It is ranked second-oldest among Sonoma County’s comparable cities, with Sonoma ranking as the oldest at 51.2 and Rohnert Park as the youngest at 34.2. Sebastopol is older than the median ages of the state (36) and the nation (37.7). Looking into the future, Sebastopol is projected to age 0.3 years to 48.8 by 2022.
AGE STRUCTURESebastopol’s age structure largely mirrors Sonoma County’s, but skews slightly older. It has 5.2% more Late Career aged residents and 3.4% more Elderly aged residents than the county average. It has 3.2% fewer Youth residents, 1.6% fewer Early Career residents, and 3.6% fewer Mid Career residents. Overall, Sebastopol’s labor force is ageing at a faster pace than the county. In 2022, the city is projected to have a smaller than average proportion of Youth at 12.9% of total population; this population is an indicator of future workforce sustainability.

EMPLOYMENT
UNEMPLOYMENTIn 2017, Sebastopol’s annual unemployment rate was 2.9%—the second-lowest rate of Sonoma County’s cities. Sebastopol’s unemployment rate is lower than the rates of the county (3.4%), California (4.8%), and the United States (4.4%). Sebastopol saw a 0.5 percentage drop in unemployment from 3.4% in 2016 to 2.9% in 2017. An unemployment rate of 2.9% translates as 125 workers. More broadly, Sonoma County has seen annual unemployment fall from a high of 10.8% in 2010 to its current two-decade low of 3.4% in 2017.
LABOR FORCEA low unemployment rate does not necessarily indicate a high level of employment, because residents who are not actively seeking work such as homemakers, retirees, or discouraged workers are not considered unemployed. Looking at the employed population—the number of workers divided by total population—is a good measure of workforce participation. 57% of Sebastopol’s total population is employed, which translates as 4,400 workers. Sebastopol has the highest employed population percentage in the county, and its rate is well above the state (46%) and the nation (49%). Countywide, employment levels did not return to pre-recession levels until 2014.
INDUSTRYBreaking down employment by industry, over half of workers in Sebastopol are employed in the Services industry at 59%, followed by 14% employed in Retail Trade and 7% in Manufacturing. Santa Rosa compares with Sonoma County as having 8.8% more Services and 2.1% more Retail Trade workers, but has 2.5% fewer workers in Finance, Insurance, and Real Estate and 2.1% fewer in Agriculture/Mining.

COMMERCIAL VACANCY RATESThe commercial vacancy rates for retail,industrial, and office space measure howmany of these properties are actively on themarket and are available to lease. While somelevel of vacancy will naturally develop as aconsequence of friction, a lower vacancy rategenerally indicates how much demand exists forincorporating in a particular city. While data does not currently exist for Sebastopol alone, thereis information for the county. Sonoma County’sindustrial vacancy rate averaged 5% across 2016Q4 to 2017 Q3, the most recent available data.The county’s office vacancy space averaged 14%and its retail rate averaged 4%. TOTAL TAXABLE SALESIn 2016, the last year with available data, Sebastopol businesses recorded $157.6 million in total taxable sales. This price marks the highest on record for the city, surpassing the pre-recessionary high of $725,000 in 2005. Sebastopol ranks as second-highest median price in Sonoma County, with Healdsburg ranking as most-expensive at $804,000 and Cotati/Rohnert Park tying for least-expensive at $479,500. Sebastopol’s median home sales price grew by just $1,000 from 2016 to 2017, the lowest positive growth in the county (Healdsburg and Sonoma saw single-year price declines). DAYS ON MARKETIn 2017, homes in Sebastopol were on the market for an average of 63 days. This compares with the hottest real estate activity in Cotati/Rohnert Park, where homes were on the market for an average of 44 days. Countywide, homes were on the market for an average of 59 days. Healdsburg experienced the coldest activity at 89 days. 5% of the 5,514 homes sold in Sonoma County were in Santa Rosa.

EDUCATION
WORKFORCE EDUCATIONIn Sebastopol, 94.6% of adult residents (age 25+) possess at least a high school diploma, comparing higher than the county (87.3%), the state (82%), and the nation (87%). 44.7% possess at least a bachelor’s degree, comparing again higher against the county (33.1%), state (32.0%), and nation (30.3%). 18.1% of adult residents possess advanced degrees. Sebastopol is the most educated city in Sonoma County, ranking highest among comparable cities for High School, Bachelor’s Degree, and Advanced Degree educational attainment rates. 5.3% of adult residents did not graduate high school, with 3.2% having less than a 9th grade education.
SAT SCORESSAT scores are one of many measures of student success and college/career readiness. The SAT is comprised of three sections—reading, math, and writing—and has a maximum composite score of 2400. The SAT composite scores for 2015-2016 (the latest available) show that Sebastopol students scored 1634, ranking first among comparable cities. Sebastopol’s SAT scores have been volatile recently, but the city’s three-year average is 1582, above the county (1571) and state (1472) averages.

Sonoma County schools allocate resources to support English Learners in becoming proficient.
