MANDATORY TRAININGOrientation – New Employee Orientation (NEO)

New Employee Orientation (NEO) is required to be completed by all newly hired civilian employees within 90 days. AFI 36-401, 3.6.1 (T-0). It is designed to assist new civilians adjust to their new jobs and working environments. NEO is delivered on-line through ADLS and there are three versions. Supervisors must release civilians to complete training. Civilians are awarded the AF Civilian Pin after completion of NEO.

Supervisory and Managerial Development

Civilian Supervisor and Manager training is required to be completed in accordance with Title 5, Code of Federal Regulation 412.202. Supervisor and Management training is part of a comprehensive management succession program Initial courses are required within the first year of assignment to a supervisory or management position. Refresher courses are required every three years, thereafter until and unless no longer assigned to either a supervisory or management position. LEADERSHIP DEVELOPMENTLeadership

• USAF Emerging Leader Course (ELC)-The ELC is an elective course designed to develop interpersonal communication and leadership skills for Air Force civilians pursuing future leadership roles. Enrollment is selective and is intended for non-supervisors in the grades GS-13 and below. Read the ELC Fact Sheet.

• USAF Developing Team Leader (DTLC)-The Developing Team Leader Course (DTLC) is an 84-hour program covered within a 6-week, blended e-learning course with a unique 4-day in resident portion that takes place at Maxwell AFB. Enrollment is selective and is intended for non-supervisors in the grades GS-12 and below. Read the DTLC Fact Sheet.

• Performance Management Coaching Course (PMCC)-The Performance Management Coaching Course (PMCC) is a 125-hour elective course designed to create a coaching culture for those who are interested in gaining the fundamental coaching competencies and performance management skills to build an environment of high performance for Air Force civilians. Enrollment is selective and is intended for supervisors and nominated non-supervisors in the grades GS-13 and below. Read the PMCC Fact Sheet.

OCCUPATIONAL DEVELOPMENTCivilian Functional/Occupational Training

Each year Data Calls occur to determine the need for civilian occupational/functional training, professional conferences, and continuing education. This training may be to support current systems or operations or it may be training that is needed to support future needs. Civilian employees and supervisors at all levels should be aware of their training requirements and forward those requirements to their managers.

The MACOM Training Functional managers gather this data starting at the beginning of the fiscal year prior the when the training allocations will be available to each base. (i.e. Fy22 data call begins at the beginning of FY 21), Training requests are assigned priority based on the level of the directive used to justify the request. Funds are appropriated based on the monetary requirements for this training.

Provide specific reference including page number and or chapter and paragraph. Non-specific requests will not be approved. Base Education, the Employee Development Specialist and the Base Management Committee will be responsible to submit and validate the requests that go forward.

Every employee can play a valuable role in this process.

Developmental Special Experience (DSE)

Developmental Special Experiences are immersive, competency-based learning activities outside the scope of the AF formal training and education that have been validated as potential means for Airmen to obtain specific, foundational, occupational, or joint competencies.

The DSE Catalog provides information to assist the development of future career goals and pathways. It does not replace current application processes. To apply for a DSE, contact the listed POC and follow the application process.

CIVILIAN DEVELOPMENTAL EDUCATIONCDE Opportunities

The Civilian Developmental Education (CDE) portfolio has been expanded from three to five categories of civilian developmental education: Basic Developmental Education (BDE), Intermediate Developmental Education (IDE), Senior Developmental Education (SDE), Academic/Fellowships and Leadership Seminars (Short Courses). Virtual Force Development Center links and information generally comes from myPers. If you aren’t yet familiar with the wide array of career information and links to your personnel records and Performance Appraisals you must become familiar with it. The Force Development page will explain and provide essential links to the development opportunities open to civilians. For purposes of discussion on CDE there is a program listing. There is also a link to MyVECTOR. MyVECTOR is an enterprise solution that supports the Air Force's goal to provide a standardized process available to all Airmen for career development and mentoring. Airmen can be proactive about their career development and mentoring relationships.

Individual Development Plan (IDP)

Creating an Individual Development Plan allows you to define your career and personal goals both log and short-term. Identifying your career intent is not part of any assignment process. Rather your intent is used by your Career Field Development Team to ensure opportunities and expectations are transparent. Force Development connects education, training, and experience opportunities to build and enhance institutional, occupational, and cross-functional competencies in individual Airmen.

Civilian Tuition Assistance Program (CTAP)

CTAP is designed to function in much the same way a Military Tuition Assistance does. It supports Civilian voluntary education coursework to Associate, Bachelor, Master (incl Juris Doctorate) and doctorate levels. The coursework must be taken at an accredited College or University and approved to accept TA. Funding may also extend to College Level Testing programs. Eligibility requirements, restrictions, and contact information may be found in myPers.

Associate of Applied Science in Air Force Leadership and Management Studies

This is a two-year program of study 30 Semester hours on-line from the Air University’s Force Support Professional Development School while performing their duties at their home station. Another 30 Semester hours of general education studies and electives may be transfer or completed through several different methods.

Intermediate Developmental Education

Application for Air Command & Staff College (ACSC), ACSC on-line Master’s or the School of Advanced Nuclear Deterrence Studies must be applied for through MyVECTOR

Senior Developmental Education

Various programs exist for Master’s degree awarding courses of study. The Most notable and common programs are Air War College and National War College. Applications for these are again made through MyVECTOR.
