1 Executive Summary and Introduction to 2013 AER

1.1. Executive Summary

The waste water treatment plant (WWTP) serving Ennis North was designed to treat a

population equivalent of 17,000. However growth in population has exceeded the design

capacity of the WWTP such that the existing (estimated) population equivalent served is

27,650 p.e. Upgrade works to the WWTP are proposed and the contract for the Upgrade of

the Clonroadmore WWTP received approval from DECLG on 23rd December 2013. A letter of

Intent was issued to the successful tenderer on 30th December 2013. However as of January

1st 2014, the upgrade works are subject to approval for funding from the Water Ireland

Approvals Committee (WIAC) as to whether the scheme will be included in the Irish Water

(IW) 2014-2015 capital programme.

It is estimated that the current population equivalent (p.e.) being treated by the

Clonroadmore WWTP is 20603 p.e. Total influent flows to the WWTP were recorded as

4597,686 m3/annum, with a significant volume discharging via the storm water tanks i.e.

approximately 71.6% (3293851 m3/annum). The organic mass loading to the WWTP was

calculated as 400949.4 kg/annum.

Results of monitoring of the effluent discharge are in compliance with the emission limit

values (ELV) as prescribed in the Licence Reg. No. D0048-01 for the parameters, cBOD,

COD, Suspended Solids (SS) and Total Nitrogen. Nine emission limit value (ELV)

exceedances were recorded for the parameter orthophosphate, and five for the parameter

ammonia as N. The cause of the breach of ELVs is due to the lack of nutrient removal in the

treatment process and the p.e. loading to the WWTP being greater than the design treatment

capacity. The discharge quality and removal efficiencies indicate compliance with the

requirements of the Urban Waste Water Treatment Regulations, 2001-2010 for the

parameters BOD, COD, SS, but are not in compliance for the parameters total nitrogen and

total phosphorus.

The discharge drains to the River Fergus Code SH_27_F01. The results recorded show

compliance with the European Communities Environmental Objectives (Surface Waters)

Regulations, 2009 for all parameters.

No complaints regarding the Ennis North agglomeration were received during 2013.

Fourteen incidents relating to the Ennis North agglomeration, Ref: D0048-01 were recorded

during the monitoring period 2013. A compliance investigation action is open Ref: CI000012

and the Agency have requested that results of monitoring are submitted on a quarterly basis

via EDEN, together with a progress report on the proposed scheme to upgrade the WWTP at

Clonroadmore.

A copy of the Pollutant Release and Transfer Register (PRTP) report submitted electronically

to the Agency is attached to this report.

1.2. Introduction

This Annual Environmental Report (AER) is presented to comply with the requirements of

Condition 6.10 of this licence. The format of the AER is in accordance with Guidance on the

Preparation & Submission of the Annual Environmental Report (AER) for Waste Water

Discharge Licences, (Revision No. 1) published by the Environmental Protection Agency in

December 2010.

The AER provides a review of activities relevant to the discharge for the period January 1st to

December 31st 2013. The scope of the report takes account of Schedule D of the Waste

Water Discharge Licence and considers the following categories:

The northern section of the town of Ennis is served by a combined sewer collection system,

which delivers wastewater to the treatment plant (WWTP) at Clonroadmore (Ennis North).

The treated wastewaters discharge to the River Fergus. The WWTP was designed to treat a

population equivalent of 17,000. During the period between 1980 and 2009, the growth in

population of the settlement exceeded the design capacity of the WWTP such that the

existing (estimated) population equivalent served is 27,650.

A design brief was prepared in 2010 for upgrading works on the treatment plant to cater for

a population equivalent of 31,500. Upgrade works to the WWTP are proposed and the

contract for the Upgrade of the Clonroadmore WWTP received approval from DECLG on 23rd

2 Summary of Monitoring Results

2.1 Influent Monitoring

For the reporting period 2013, influent monitoring was carried out monthly in accordance

with the requirements of the Licence Reg. No. D0048-01, issued by the Environmental

Protection Agency (EPA) and for process control purposes. Samples taken were analysed by

Clare County Council with some parameters sub-contracted to an outside laboratory. Table 1

hereunder provides a summary of the influent results. There is no secondary discharge from

the agglomeration.

Table 1 Influent Summary

Wastewater drains to the Clonroadmore WWTP from two pump stations located at Francis

Street and Tulla Road and are combined at the influent sump at the WWTP. Flow meters

installed at the pump stations indicates the typical daily average flow to the WWTP is 12557

m3 to the WWTP. The total flow to the Clonroadmore WWTP in 2013 was estimated as

4597,686 m3/annum. Overflows from the influent sump takes place to two storm tanks.

While flow records are not available for these overflow volumes, the estimated data of the

overflow volumes or fugitive flow is presented in the electronic submission of data for the

purpose of calculation of Pollutant Release and Transfer data. Fugitive flow for 2013 is

3293,851 m3/annum and represents 71.6% of the total flow to the WWTP. For the purposes

of the Annual Environmental Report (AER) and for the Pollutant Release and Transfer

Register (PRTR) report accompanying the AER, the quality of the discharge from the storm

overflow tanks is taken as equivalent to the influent wastewater. Some primary settlement

may take place in the storm tanks, but as the hydraulic loading is significant, this limited

settlement is unlikely to present any significant level of treatment to the influent wastewater.

The average cBOD of the influent waste stream was 98.5mg/l which equates to a population

equivalent (p.e.) of 20603 p.e. The organic mass loading to the WWTP is estimated as

400949.4 kg/annum. No other wastes streams were accepted at the WWTP during 2013.

2.2 Monitoring of the Discharge from agglomeration

For the reporting period 2013, monitoring of the effluent stream was carried out monthly in

accordance with Schedule B of the requirements of the Licence Reg. No. D0048-01, and the

Urban Waste Water Regulations, 2001 to 2010. Samples taken were analysed by Clare

County Council with some parameters sub-contracted to an outside laboratory.

As referred to in previous AER reports, Clare County Council established following

investigation in 2010, that the primary discharge at SW1, also contains overflow from one of

two storm tanks at the WWTP. To reflect the efficiency of the existing WWTP, analysis of the

discharges from Clarifiers 1 & 2 is taken as representative of the discharge quality from the

treatment process rather than from the discharge point SW1. Once proposed upgrade works

are complete, the discharge point SW1 will contain treated effluent only and the overflow

from the storm tank to SW1 will be discontinued.

Table 2 below summarises monitoring compliance with the Emission Limit Values (ELV) as

prescribed in Schedule A of the licence, Reg. No. D0048-01. The discharge quality complies

with the requirements of the Licence for the parameters cBOD, COD, Suspended Solids (SS),

Total Phosphorus and Total Nitrogen. However during 2013, 14 ELV exceedances were

recorded for the parameters orthophosphate as P (9) and ammonia as N (5). Of the 14 ELV

exceedances recorded, 13 of the results exceeded 20% of the prescribed ELV (Condition 2

interpretation). The breach of ELV for the parameters ortho-phosphate and Ammonia reflects

the lack of nutrient removal in the treatment process and the need for upgrade works to be

carried out at the WWTP to meet the ELVs prescribed in the licence. Ongoing breach of the

ELVs prescribed are likely to continue until such time as the upgrading works at the WWTP

are completed. These upgrade works are subject to approval and funding from Irish Water.

Results of visual inspections of the primary discharge indicate no abnormal change in the

effluent discharge.

2.3 Ambient Monitoring Summary

The discharge drains to the River Fergus Code SH_27_F01. For the reporting period 2013,

monitoring of the receiving waters was carried out upstream and downstream of the

discharge point SW1. Access to the monitoring points listed in the licence has proven to be

extremely hazardous as they are only accessible during low tide conditions. The monitoring

points are subject to ongoing flooding hence they are not suitable as locations for regular

monitoring. Alternate monitoring locations have been identified at the bridges upstream and

downstream of the WWTP. Both of the proposed monitoring locations are included in the

Water Framework Directive (WFD) monitoring programme, which promotes effective use of

resources within the Council. Clare County Council is in correspondence with the Agency with

regard to amending the ambient monitoring locations.

Results of analysis recorded show compliance with the European Communities Environmental

Objectives (Surface Waters) Regulations, 2009 as amended for all parameters.

2.4 Data Collection and Reporting requirements under the UWWT

Directive

The Data collected under the UWWT Directive was submitted to the Agency via EDEN in

February 2013 as required by the EPA. 100% compliance for all parameters was achieved as

required under the UWWT Directive.

2.5 Pollutant Release and Transfer Register – Report for 2013

This item is addressed by electronic submission to the EPA. A hard copy of the submission is

appended to this AER, as Attachment 1. Some differentials were noted between the mass

loadings submitted in the 2012 and 2013 reports. The exact cause for these differentials is

difficult to identify, as there has been no change in the type of discharge to the WWTP. The

differential in flow from the previous year may account for the difference, in that flows for

2013 are 251060 m3 less than those recorded in 2012. The Council does not propose any

increase emissions under PRTR as those registered for the year 2013.

3 Operational Reports Summary

3.1 Treatment Efficiency

Table 4 below outlines the measured influent mass loading to the WWTP for the parameters

BOD, COD, SS, Total Nitrogen and Total Phosphorus, expressed as kg/annum, and compares

these values with the effluent mass emissions, so as to report on the treatment efficiency or

the percentage reduction of the influent load at the plant, as required in Condition 4.14. The

removal efficiencies indicate compliance with the requirements of the Second Schedule of the

Urban Waste Water Treatment Regulations, 2001-2010 for all parameters.

3.2 Treatment Capacity Report

In accordance with condition 1.7.1, an assessment is required of the remaining organic and

hydraulic treatment capacities within the waste water works. The plant has a design capacity

of 17,000 p.e. Table 5 below outlines the current loading to the waste water works and

indicates that the current organic capacity exceeds design criteria.

The loading to the WWTP in terms of organic load is 20603 p.e., i.e. the wastewater stream

that is being treated at the plant. The loading on the WWTP in hydraulic terms is 12596

m3/day which correlates with the significant volume of wastewater discharging via the storm

water tanks at the plant i.e. 9024 m3/day or 71.6% is fugitive flow. Once upgrade works are

complete, which are subject to Irish Water approval and funding, the waste flows will be

regulated such that the WWTP will treat all wastewaters. Any excess in wastewater flow to

the WWTP will be contained in storm tanks at the pump stations.

3.3 Complaints Summary

No complaints were received by Clare County Council for the reporting period 2013 relating

to the Discharge Licence No: D0048-01 for the Ennis North agglomeration.

3.4 Reported Incidents Summary

For the reporting period 2013, 14 incidents relating to the Ennis North agglomeration D0048-

01 were recorded and are described in Table 6 below. The incidents relate to breaches of the

ELV for the parameters orthophosphate, and ammonia as N. The cause of the breach of ELVs

is as a result of the lack of nutrient removal in the treatment process and the p.e. loading to

the WWTP being greater than the design treatment capacity. Ongoing exceedances of the

ELVs are likely to continue until such time as the upgrading works at the WWTP are

complete.

All incidents recorded prior to April 2013 were reported to the EPA via EDEN in accordance

with Condition 6.1 of the licence, however as and from April 2013, the EPA requested that all

monitoring results be submitted on a quarterly basis via EDEN, together with a progress

report on the proposed scheme to upgrade the WWTP at Clonraodmore, rather than

reporting breach of ELV incidents on an individual basis. The monitoring results and progress

updates were submitted in accordance with the open compliance investigation action Ref:

CI000012 to the EPA. Tables 6 and 7 below provide details of the incidents.

4 Infrastructural Assessments and Programme of

Improvements

4.1 Storm water overflow Identification and Inspection Report A full assessment of storm overflows, including the investigation, identification and

assessment of storm water overflows as required under Condition 4.11 was not carried out in

2013 due to current resources available to Clare County Council. While it is intended to

conduct the assessment during 2014, this work is subject to approval and funding from Irish

Water.

However arising from the combined sewer network design within the Ennis North

agglomeration, it is acknowledged that storm water management is a major contributor to

the hydraulic load to both the collection system and the WWTP. Storm overflows from the

sewer network take place from Francis Street and Tulla Road pumping stations. These

overflows are both located upstream of the Clonroadmore discharge point. A storm overflow

from the Clonraodmore WWTP is also located approximately 50 metres upstream of the

treated wastewater discharge. Monitoring of the River Fergus downstream of these

discharges provides information on impact of the discharges on the receiving waters.

The foul pumping capacity at Francis St and Tulla Road was upgraded in 2010 at a cost of

€280,000. The works involved the installation of three pumps at each of the main pumping

stations at Francis Street and at Tulla Road. Other works carried out at the pump stations

included the installation of Gas detection and Warning systems, the installation of lifting

equipment and beams, improved ventilation and improved access. Flow meters were

installed at the WWTP to record flows from both pump stations.

Further works for the upgrading of the main pumping stations to comply with the DEHLG

requirements for Combined Storm Overflows is included in proposals in the 2013 Preliminary

Report (estimated cost €2,146,00), which is subject to approval and funding from Irish

Water. The additional works proposed for the pumping stations will be subject to a planning

application to An Bord Pleanála.

2.1 Report on Progress made and Proposals being developed to meet the Improvement Programme requirement

A report on infrastructural improvements is required under Condition 5.1 of the licence Reg.

No.D0048-01 as part of the second AER. The programme of improvement specified in

Schedule C of the licence for the primary discharge is described in Table 8 below.

Additionally in accordance with schedule A.3, the discharge SW2 is specified to revert to

Department of Environment, Heritage and Local Government performance standards as

required of a storm water overflow by 1st January 2011. Improvement works at the overflow

from storm water tanks Ref: SW2 are included in the proposed upgrade works at the WWTP

together with the improvement works to remove the storm water stream from the primary

discharge point SW1.

The contract for the Upgrade of the Clonroadmore WWTP received approval from DECLG on

23rd December 2013. A letter of Intent has been issued to the successful tenderer on 30th

December 2013. However as of January 1st 2014, the upgrade works are subject to approval

for funding from the Water Ireland Approvals Committee (WIAC) as to whether the scheme

will be included in the Irish Water (IW) 2014-2015 capital programme hence a

commencement date for the works is unclear.
