    effect on the environment adopted as City Council Resolution No. 2014-11, the MND reflects the independent judgment of the City Council, the City Council finds the MND as prepared by staff be adopted, and directs staff to file a Notice of Determination.

    Section 2.The City Council hereby finds that the zone change to RM Medium Density Residential (RM3,000) shown in Attachment A is in the best interest of the City based on Section 16.315.000 of the Municpal Code because such changes will further several goals and policies of the General Plan, which include thfollowing:

    Goal 22: Preserve the Citys distinctive residential character by maintaining land use patterns thastrengthen our neighborhoods.

    Policy 8-3.1: Provide for sites that can facilitate and encourage the development of a variety of housinconsistent with the Citys identified local needs and its regional housing responsibility.

    Policy 8-3.4: Encourage affordable housing to be distributed throughout the City to create economicalldiverse neighborhoods and to minimize concentrated impacts on the schools in areas of the City with exising affordable housing.

    Section 3.The City Council hereby changes the zoning designation on the property attached as AttachmenA from MU4 to RM 3,000, based on the reasons specified in Sections 1 and 2 above.

    Section 4.The documents and materials that constitute the record of proceedings are located at the City oClaremont City Hall, 207 Harvard Avenue, Claremont, CA 91711, and are available for public review durinnormal business hours of the City.

    Section 5.The Mayor shall sign this ordinance and the city clerk shall attest and certify to passage andadoption of it, and within fifteen (15) days, publish in the Claremont Courier, a semi-weekly newspaper of general circulation, printed, published, and circulated in the City of Claremont, and thirty (30) days thereafter ishall take effect and be in force.
