Determination of CEQA ExemptionNotice is hereby given that the Planning Com-mission of the City of Claremont will hold aPUBLIC HEARING to consider proposedamendments to Title 16 (Zoning), Title 17 (Sub-division Ordinance), and Title 18 (Signs) of theClaremont Municipal Code. The Public Hearingwill be held on Tuesday, March 18, 2014, begin-ning at 7:00 p.m., in the City Council Chamber,located at 225 West Second Street, Claremont. Delete permit requirement for the rental ofbedrooms within a single-family unit.

WHEREAS, an application for a Zone Changewas submitted on June 11, 2013, at which time arequest to rezone the subject property from MU4to RM 3,000 was requested for the western half of

WHEREAS, on December 17, 2013, the Plan-ning Commission recommended approval of theabove referenced projects MND; and
WHEREAS, on February 11, 2014, the CityCouncil conducted a noticed public hearing re-garding the proposed TTM #71420, GPA, ZCand MND, at which time all interested personswere heard.
NOW, THEREFORE, BE IT ORDAINED that the Claremont City Council does ordain as follows:Section 1.The City Council finds in light of the whole record, that the project will not have a significan
effect on the environment adopted as City Council Resolution No. 2014-11, the MND reflects the independent judgment of the City Council, the City Council finds the MND as prepared by staff be adopted, and directs staff to file a Notice of Determination.
Section 2.The City Council hereby finds that the zone change to RM Medium Density Residential (RM3,000) shown in Attachment A is in the best interest of the City based on Section 16.315.000 of the Municpal Code because such changes will further several goals and policies of the General Plan, which include thfollowing:
Goal 22: Preserve the Citys distinctive residential character by maintaining land use patterns thastrengthen our neighborhoods.
Policy 8-3.1: Provide for sites that can facilitate and encourage the development of a variety of housinconsistent with the Citys identified local needs and its regional housing responsibility.
Policy 8-3.4: Encourage affordable housing to be distributed throughout the City to create economicalldiverse neighborhoods and to minimize concentrated impacts on the schools in areas of the City with exising affordable housing.
Section 3.The City Council hereby changes the zoning designation on the property attached as AttachmenA from MU4 to RM 3,000, based on the reasons specified in Sections 1 and 2 above.
Section 4.The documents and materials that constitute the record of proceedings are located at the City oClaremont City Hall, 207 Harvard Avenue, Claremont, CA 91711, and are available for public review durinnormal business hours of the City.
