4 The n.2 / 132 kV CBs and the n. 12 / 132 kV CTs showed on the SLD of Sultan
Hamud for bus section and bus coupler are not mentioned in the price schedules;
kindly confirm which document prevails.
The SLD is confirmatory i.e 2 pieces 132 kV CBs and 4 sets 132
kV CTs.Bidders to revise the price schedules accordingly.

8 The Technical specification (4.4) has not mentioned a specific type of 132 kV
disconnector, kindly confirm if both centrebreak and /or doublebreak type can
be proposed.
Centre break disconnectors shall be proposed.
9 For Technical specification (4.5) kindly inform if SF6 insulated current
transformers are accepted.
Oil insulated shall be accepted.
10 In Technical specification (5.3 and 5.4) kindly inform if outdoor resin insulated
type 33 kV CTs and VTs are accepted

11 In Technical specification (10.1.2) Kindly inform if the documentations of the
existing control and protection systems ( drawing, types, brands) for the

during the pre-bid visits for bidding purposes.Detailed drawings
will be provided to the winning bidder.
12 The technical specifications item 2.2 requires a creepage distance of 25 mm/kV
(inland ) and 31 mm/kV (transformers) ,while the data sheets indicate a creepage
distance of 31 mm/kV; kindly confirm which requirement prevails.

13In section II. Bid data sheet page 35, the time schedule is for 22 months while it is
mentioned 24 months in section III. Evaluation and qualification criteria page 40

14 In section VIII: Particular conditions GC 5.1.2, the liquidated damage is 0.5% of
the contract price per week and max 10% of the contract price. However, in
section III: Evaluation and qualification criteria page 40 item 1.7 (a), it is
mentioned the adjustment rate in the event of completion period beyond the
minimum period shall be 0.2% for each week of delay from that minimum
period. Please confirm if these 2 statements mean the same and why this
difference in the percentage, otherwise clarify what is the meaning of minimum
period in this paragraph 1.7 (a).
Section III, item 1.7 applies only during evaluation while Section
VIII GC 5.1.2 shall apply during the contract period.The '
minimum period ' refers to the least completion time given by
the bidders.
15 Although it was not mentioned in the payment terms, it is clear in section IX.
Contract forms: Article 3 Effective date that the payment is by Letter of credit.
However, but it is not clear whether the down payment is within the LC or not.
Please clarify.
Payment shall be direct payment from the bank.LC shall not be
applied.

16 Kindly confirm that all 132KV towers and OPGW cables with related accessories
that must be installed in all 132/33KV substations under Lot 3a and3b, mentioned
in the technical specifications section 1.2 scope of work, are not in our scope of
supply, and must be provided by others under Lots 1 and 2.
Refer to bid document and Technical Specification for the scope
of works.
17 Kindly confirm the short circuit withstand time for the 132KV and 33KV system,
since in the guarantee schedules it is 1sec and in the technical specifications,section 2.2 system design parameters it is 3sec.
The short circuit withstand time shall be 3sec.
c. In the technical specifications section 2.2 system design parameters, the
minimum creepage distance is 25mm/KV for inland and 31mm/KV for
transformers. While in the guarantee schedules, the creepage distance of
equipments including transformers is 31mm/KV. So kindly confirm which value
should be considered 31 or 25mm/KV.

18 Concerning the suspension insulators, kindly note that in the technical
specifications, section 4.8.3.2 deadend and suspension type insulators,
porcelain insulators are needed. Although in the technical schedule, table 19
132KV deadend and suspension insulatorsdiscs, porcelain, glass disc or
composite polymer can be supplied. So kindly confirm whether glass or polymerdisc can be used for suspension insulators.
Only Polymer insulators shall be used.
19 In the technical specifications section 4.8.3.2 dead end and suspension type
insulators and 4.8.3.4 string insulators, the creepage distance is 25mm/KV.
Kindly confirm if this value is correct or should it be 31mm/KV..

20 For the 110Vdc supply system, kindly confirm the number of 110Vdc battery and
the number of 110Vdc battery charger. Same for the 48Vdc system. Since the
price schedule the quantities are lump sum, and in the technical specifications
section 9.3 110VDC, quantities are not mentioned.
Its the bidders responsibility to design an optimal system that
meets the technical specifications.Refer to technical data
sheet.Five(5) spare cells for each system shall be required.
21 In the technical specifications, section 9.3.5.1 Battery chargergeneral, the float
voltage is 2.25V/cell; while in the guarantee schedule Table 24 item float
charging voltage, it is 2.23V/cell. Kindly confirm the correct value of float
voltage..

22 Kindly confirm the vector group of the 132/33KV power transformer, since in the
SLD it is Dyn11, in the guarantee schedule Table1 item Vector group it is Dyn1,
and in the technical specifications section 3.1.1 Power transformergeneral it is
DNyd11.

i. Kindly advise if there is an evaluation/capitalization on the transformers in
order to compare the different offers of suppliers. In case there is, kindly give usthe capitalization formula.

l. In the technical specification of the power transformers section 3.15.2 losses,
the liquidated damage of load losses is $3,520 per KW, while in the evaluation
and qualification criteria section III, subsection 1.7(c) functional guarantees ofthe facilities, it is $3,050 per KW. Kindly confirm the exact value.

23 Concerning the 132KV CT;
In the price schedule as well as in the technical schedule, item rated secondary
currents it is mentioned three secondary cores with rated current 1A. But in the
technical schedule Table11, item number of cores, the 132KV current
transformer has 5 cores (one for measuring, one for metering, 2 for protection
and the last one for busbar). So kindly confirm the exact number of cores for all
132KV current transformers used in all substations.

24 Concerning the 132KV CT;In the technical specification, section 4.6 current transformers, the accuracy of
measuring core is 0.5, and there is no mention of the accuracy of metering core.
While in the guarantee schedule Table 11, the accuracy of metering core is 0.2.

25 Concerning the 132KV CT;
In the technical specification, section 4.6 current transformers, the accuracy of
protection core is 5P10, while in the guarantee schedule Table 11, it is 5P20.
Kindly confirm the correct value of the protection cores accuracy.

26 Kindly note that, according to the guarantee schedule Table 10, item rated
secondary voltage, the 132KV voltage transformer has two secondary, while initem accuracy class it is mentioned 3 cores (one for metering, one for
measuring and the last for protection). So kindly confirm the exact number of
secondaries.
Its the bidders responsibility to design an optimal system that
meets the technical specifications.(Two secondary cores can besufficient one for protection(5P) and one metering (0.2). Refer to
the technical data sheets , table 10
27 Concerning the 33KV CT;
In the price schedule as well as in the technical schedule, item rated secondary
currents, it is mentioned three secondary cores with rated current 1A. But in the
technical schedule Table 17, item number of cores, the 33KV current
transformer has 4 cores (one for measuring, one for metering and 2 for
protection). So kindly confirm the exact number of cores for all 33KV current
transformers used in all substations.

28 Concerning the 33KV CT
In the technical specification, section 5.3 33KV current transformers, the
accuracy of measuring core is 1, and there is no mention of the accuracy of
metering core. While in the guarantee schedule Table 17, the accuracy of
metering core is 0.2. Kindly confirm and clarify the accuracies of metering and
measuring cores.

29 Concerning the 33KV CT
Kindly confirm that the 33KV current transformer installed on the 33KV outgoing
feeders has 3 cores with ratings 400-200-100/1/1/1A, as per price schedule and
guarantee schedule Table 17, instead of 2 cores as per SLD.

30 Concerning the 33KV CT
In the technical specification, section 5.3 33KV current transformers, the

32 In the price schedule of Ishiara and existing Sotik SS, it is mentioned a 100KVA,
415/240V diesel generator (with automatic change-over facility). So kindly send
technical specification about the diesel genset since there is no mention of it in
section VI- technical specifications. In addition, kindly clarify the capacity needed
of the storage or daily tank.
An addendum will be issued later in the week.
33 In the scope of work section 1.3.5, kindly confirm that the 11/0.415KV auxiliary
transformer to be feed from an existing nearby 11KV capacity line instead of
33KV line. In addition, kindly send technical schedule for the 11/0.415KV auxiliary
transformer.

34 a. Concerning the 132KV underground cable that must be installed in OLKARIA I
SS, mentioned in the technical specs section 1.2 scope of work and in the price
schedule under section 4OLK100 132KV transmission line feeder bay:
i. Kindly confirm if it is in our scope of supply, or if it will be provided by othersunder lots 1 and 2.
ii. In case it is in our scope, kindly clarify where it should be installed. Is it
between two terminations, one installed inside the substation and the other next
to the 132KV tower? Or is it installed in a remote area?
iii. Does the 1Km lengths refer to the total length of cables, or the length per
phase?
iv. What is the section of the 132KV underground cable needed and how many
cables per phase must be supplied?
This is in Lot3B,the cable may be required to be installed
between the line bay and the terminal tower.1km is the total
length for all the phases.2 cables per phase is anticipated.Its the
bidders responsibility to design an optimal system that meets thetechnical specifications.Refer to the technical data sheets , table

35 In the appendix drawing of bidding document, it is referred that for duration offault, 220kV system is 1s, 66kV system is 3s. But in the text, it is said that
duration of 66kV system fault is 1s. Please clarify the duration of fault in the
substation.

the SLD it is 15MVA and in the general arrangement, technical specification
section 1.3.3 and price schedule, section 4WTE-101 it is 23MVA.

refer to question B.j-technical general 132KV current transformer).So kindly
confirm the correct number of cores.
ii. An item for the 132KV current transformer must be included in the price
schedule under section 4OLK200 132KV new reserve busbar system, qty=1. So
kindly confirm ratings and specifications of this CT.

42 b. In SOTIK Tee-off SS:
i. Kindly confirm that, as per SLD, an item for the 132KV capacitive voltage
transformer, qty=3pcs must be included under section STK200 busbar system.
ii. Kindly confirm that the items under sections STK-600 and STK-700 must have
quantities of 1 lump sum instead of 3.
