    Mayor Grays job approval rating

    is more negative (40%) thanpositive (31%). A high percentageof DC voters (30%) dont yet have

    an opinion of his performance.

    Gray does better among African

    Americans (42%) than whites(17%). He also does better among

    Democrats (32%) than non-Democrats (25%). From a regional

    standpoint, his approval rating ishigher in the area of the city thatcomprises wards 4, 5, 7, and 8

    (42%) than he does in wards 1, 2,3, and 6 (21%). Gray does worstamong white men (12%) and best

    among black women (43%).

    Kwame Browns rating tiltsdecidedly negative (43% disapprove

    to 27% approve). He does better

    among blacks (38%) than whites(12%). His rating is a net positive

    among blacks (38% approval to30% disapproval) and in the areacomprising wards 4, 5, 7, and 8

    (36% approve, 19% disapprove).

    Gray earns net positive ratings for

    and improving public educationand keeping in touch with averagecitizens. His ratings lean negative

    on every other issue tested. Largepercentages of voters (22% to31%) have not yet made up their

    minds.

    Appointments and ethics are hisworst areas (17% and 23%

    approval, respectively). Nearly threeout of five voters (59%) disapproveof his appointments to city jobs and

    a solid majority also disapprove ofhim on ethics standards (54%).

    Grays handling of appointmentsengenders heavy net negative

    ratings among whites (9% approve,78% disapprove) and blacks (25%

    approve, 48% disapprove). Grayshandling of ethics also engendersnet negative ratings among both

    whites (13% approve, 71%disapprove) and blacks (32%approve, 43% disapprove).

    The April 26 Council at-large

    special election is wide open.Former council member and citywidecandidate Orange starts in the lead,

    but nearly half of the electorate isundecided.

    Biddle and Mara are now runningneck-and-neck for second place, but

    neither yet breaks single-digitscitywide. Mayor Gray and Council

    Chairman Kwame Brown haveendorsed Biddle, the interim councilat-large appointee. Mara is the only

    Republican in the race; hes tied withOrange among white voters.
